Abstract

Abstract People with disability, have equal opportunity in all aspect of life and livelihood. The aspects are not merely rehabilitation social issues or social assistance but concerning all aspect of life related to the rights of people with disability.The attention of people with disability is the responsibility and involve all stakeholder including government, community and business world. Social work as ahuman help profession has an access and role in providing social service toward people with disability. As one of the goals of social work profession, people with disability becomes the important part in social work perspective. They are essentially have the same living condition with others, they have problems, needs, and rights as other citizens. The main task of social work is to help individual, group and community to social functioning. The social functioning refers to the ability to meet the needs, solve the problems and ability to carry out the role in accordance with their status. The triangle of social fumctioning underlies social work practice in various intervention contexts micro, meso and macro. The problem of people with disability is getting complex and demanding handling and intervention of social work because the various influences that might occur. In connection with that, social worl profession becomes important and has a professional responsibility in handling or intervention people with disability. Therefore, in handling disanility problem, social work has principles and roles which is strategic through social work intervention both micro, meso, and macro related to social policy. Keywords: disability, social work practice, macro, mezzo, and micro Abstrak Penyandang disabilitas/ kecacatan yang sering juga disebut orang dengan disabilitas, memiliki kesempatan yang sama dalam segala aspek kehidupan. Aspek dimaksud tidak hanya permasalahan rehabilitasi sosial atau bantuan sosial, tetapi menyangkut segala aspek kehidupan yang menyangkut hak penyandang disabilitas. Perhatian terhadap penyandang disabilitas merupakan tanggung jawab dan melibatkan semua pihak, baik pemerintah, masyarakat, dan dunia usaha. Pekerjaan sosial sebagai profesi pertolongan kemanusiaan memiliki akses dan peran dalam pemberian pelayanan sosial terhadap penyandang disabilitas. Sebagai salah satu sasaran profesi pekerjaan sosial, penyandang disabilitas menjadi bagian yang penting dalam peerpektif pekerjaan sosial. Penyandang disabilitas pada dasarnya kondisi kehidupannya sama dengan manusia lainnya. Mereka mempunyai masalah, kebutuhan, dan berhak atas hak-haknya sebagaimana warganegara lainnya. Tugas utama profesi pekerja sosial adalah membantu individu, kelompok, dan masyarakat untuk berfungsi social (social functioning). Keberfungsian sosial tersebut merujuk pada kemampuan memenuhi kebutuhan, lemampuan untuk memecahkan masalah, dan kemampuan untuk dapat melaksanakan peran sesuai dengan statusnya. Segitiga keberfungsian sosial inilah yang melandasi praktek pekerjaan sosial dalam berbagai konteks intervensi mikro, meso, dan makro. Permasalahan penyandang disabilitas, semakin kompleks dan menuntut adanya penanganan atau intervensi pekerjaan sosial karena berbagai pengaruh yang kemungkinan dapat terjadi. Sebungan dengan hal tersebut, profesi pekerjaan sosial menjadi penting artinya dan memiliki tanggung jawab professional dalam penanganan atau intervensi terhadap penyandang disabilitas. Oleh karena itu dalam menangani masalah disabilitas, pekerjaan sosial memiliki prisip-prinsip dan peranan yang strategis melalui intervensi pekerjaan sosial baik secara mikro, meso, maupun makro yang berkaitan dengan kebijakan sosial. Kata kumci: disabilitas, praktek pekerjaan sosial. makro, meso, dan mikro

Abstract

Penelitian ini bertujuan untuk memperoleh gambaran mendalam tentang pemenuhan hak pengasuhan bayi oleh narapidana perempuan di Lembaga Pemasyarakatan Perempuan Kelas II A Tangerang, yang dibagi dalam beberapa aspek yaitu gambaran mengenai pelayanan kesehatan, makanan yang layak dan fasilitas. Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan kualitatif. Informan dalam penelitian ini berjumlah 3 orang yang terdiri dari 1 orang narapidana perempuan yang membawa bayi, 1 orang pendamping narapidana yang membawa bayi, dan 1 orang pegawai bagian Kemasyarakatan dan Perawatan. Informan ditentukan berdasarkan purposive (pertimbangan peneliti). Teknik pengumpulan data yang digunakan yaitu wawancara mendalam, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa pemenuhan hak pengasuhan bayi oleh narapidana perempuan dilihat dari aspek pelayanan kesehatan, makanan yang layak dan fasilitas telah dilaksanakan dengan cukup baik, namun ada beberapa hal yang belum terlaksana yaitu belum tersedianya fasilitas kebutuhan khusus ruang laktasi dan pemberian konsultasi oleh pendamping dan pegawai bagian Kemasyarakatan dan Perawatan untuk narapidana yang membawa bayi. Berdasarkan permasalahan tersebut maka peneliti merekomendasikan  pengembangan kapasitas pendamping dan pegawai dalam pemenuhan hak pengasuhan bayi oleh narapidana perempuan. Menggunakan metode Praktik Pekerjaan Sosial Kelompok melalui teknik Educational Group, para pendamping dan pegawai ditingkatkan kapasitas pengetahuan dan keterampilannya agar dapat memenuhi dan memfasilitasi seluruh kebutuhan Narapidana Perempuan untuk dapat mengasuh bayinya.Kata Kunci:Pemenuhan Hak Pengasuhan Bayi, Narapidana Perempuan, Educational Group

Abstract

This reasearch aims to obtain an in-depth picture of the role of Correctional Guardians in the Care of Correctional Inmates at the Class IIB Purworejo State Detention Center which is divided into several aspects, namely: the role of Correctional Guardians in administrative activities, the role of Correctional Guardians in coaching activities and the role of Correctional Guardians. in reporting activities. The method used in this research is descriptive qualitative method. There were four informants, the informants were determined based on purposive sampling or with certain considerations of the researcher. Data collection techniques used are in-depth interviews, observation and documentation studies. The results showed that the role of the Correctional Guardian in the treatment of WBP at the Class IIB Purworejo Rutan had not been carried out in accordance with its main duties and functions. This is because the correctional guardian is busy with other tasks. The inactivity of the role of the correctional guardian causes problems such as the lack of enthusiasm for inmates in coaching activities. In addition, it also prevented the inmates from carrying out coaching activities, the inmates were hampered in applying for conditional leave and parole, and the inmates felt confused when facing the Correctional Observation Team trial. Based on these problems, the researchers analyzed that there are several needs that must be met, namely: Correctional Guardians must understand the main duties and functions of Correctional Guardians. In addition, the correctional guardian carries out his role in administrative activities, coaching activities and reporting activities. The third need is the establishment of a communication forum as a means of overcoming the difficulties faced by the Prisoners (WBP). Source systems that can be utilized in solving problems and meeting needs are the guidance from the Regional Office of the Ministry of Law and Human Rights in Central Java, and Social Workers from the Sahabat Kapas Foundation. Abstract

Tourism Villages, which are developed with an approach to economic growth and equity for the welfare of the people, will be able to contribute to increasing the involvement of all elements of society, preserving local resources and wisdom and increasing people's abilities and income. Community empowerment has 3 important aspects, namely social justice, sustainability and equity. The development of tourist villages through community empowerment activities can help accelerate poverty reduction and improve community welfare. The community empowerment process in planning the tourism village development program has three important things, including social mapping, needs assessment, and social analysis. The research method used is qualitative. The type of research used by the researcher is Participatory Action Research. Stakeholder Research Data Sources, Community Leaders, Organizational Leaders. Data collection techniques used in-depth interviews, observations, document studies, and focus group discussions. The research process is Observation (Look), Reflection, Planning (Think) and Implementation (Act). The results showed that (1) all elements of the community were involved and had the same agreement and commitment in all tourism village development processes. (2) Tourism Villages are developed by taking into account aspects of sustainability and environmental sustainability by optimally utilizing existing potential and resources and taking into account local wisdom. (3) The development of tourist villages helps to increase the knowledge, skills and abilities of the community so that they can improve and increase their income and living conditions.

Abstract

One of important problems in organizing social welfare for People with Social Welfare Issues (PMKS) in Indonesia is the governance of Social Welfare Institutions (LKS). Indeed, LKS is a part of the Social Welfare Resources (PSKS) in Indonesia, so it is called one of the spearheads for social welfare implementation. Unfortunately, LKS tend to be problematic both internally and externally. On the other hand, the Indonesian government also encourages LKS to be accredited. Thus, this study chooses the governance of LKS in Indonesia as a theme to study. In detail, this study discusses a strategy to strengthen LKS governance capacity in collaboration and partnership aspects. These two aspects are aligned with one of the priorities of the Indonesian government for LKS, namely network and coordination improvement in social welfare implementation. This study argues the proper strategy in strengthening the LKS governance capacity in collaboration and partnership aspects is the relational capability strategy. This study is a case study research with a qualitative approach on LKS in Garut Regency.

Abstract

Social inclusion for people with impairments is a vital step towards creating an equitable and fair society. Using the Comprehensive Literature Review technique, this study will examine the policies, problems, and supporting factors in the implementation of social inclusion for people with disabilities in Indonesia. The findings demonstrate that Indonesia already has a number of supportive laws, such as Law No. 8/2016 on Persons with Disabilities, however there are still gaps in their implementation. The primary barriers are a lack of accessible infrastructure, a shortage of qualified personnel, and a persistent societal stigma associated with persons with impairments. Government commitment, the engagement of civil society organisations, and the deployment of adaptive technology all help to promote social inclusion. The report also examines social inclusion methods in other countries, such as Sweden and Japan, where progressive policies have been effectively implemented via government-private sector partnership. The findings of this research emphasise the need of a multidisciplinary approach to social inclusion, as well as the need for more systematic tactics such as greater policy supervision, technology optimisation, and cross-sector cooperation. With these approaches, social inclusion for individuals with disabilities in Indonesia may be achieved in an efficient and sustainable manner.
