Abstract

Innovation is important for organizations to survive and thrive. Therefore, innovative work behavior is demanded of employees at work.  To enhance innovative behavior, it needs to be supported by several factors including leadership style and employee confidence in carrying out their duties. This article aims to provide an overview of the role of transformational leadership and creative self-efficacy in developing innovative work behavior in public organizations. Another aims of this literature review is to provide an overview of the challenges faced in implementing transformational leadership and creative self-efficacy to foster innovative work behavior in public organizations. This article was created  through a review of the literature, taken from various journals that have been published nationally and internationally, conference papers, and books. The results obtained from various previous studies show that creative self-efficacy and transformational leadership are key factors in encouraging innovative work behavior among staff members in public organization. And when applying  transformational leadership and creative self-efficacy in the public sector faces various challenges that come from various factors including individual factors. To overcome these challenges, this study recommends the application of transformational leadership, which emphasizes inspiring and empowering employees to think creatively and contribute to organizational innovation efforts.

Abstract

The limited budget of the education sector sourced from the regional budget, because only around 15% of the Mandatory Spending in the education sector is given by the Mahakam Ulu Regency government from the regional budget. Therefore, an evaluation analysis of the mandatory budget expenditure (mandatory) of the education sector in Mahakam Ulu Regency was carried out using the Joyce and Pattison Model. The post-positivism was used by collecting qualitative data through interviews and literature studies. The results of the study indicate that the mandatory output of the education sector in Mahakam Ulu Regency reflects the results of local government policies and programs, especially in remote areas. With optimal budget allocation, the main programs include the management of preschool, elementary school, junior high school, and the distribution of educators. Performance targets include the construction of four teacher/principal rooms each year with a budget of IDR 1.2 billion, as well as the development of infrastructure to create a modern learning environment; Mandatory education outcomes in Mahakam Ulu Regency show significant progress. There is an increase in access and quality of education with 38 elementary schools, 17 junior high schools, and 71 early childhood education centers in 50 villages. The school participation rate for ages 5-6 years reached 80.47% and for ages 7-15 years 99.35%, with a target of 100% in 2024. Net participation rate also increased in early childhood education, elementary schools, and junior high schools, while students' literacy and numeracy skills continued to improve. Expected length of schooling is stable at 12.5-12.6 years, and average length of schooling increased to 7.89 years in 2022, reflecting progress in access to education up to junior high school; The education budget performance indicators in Mahakam Ulu Regency show good achievements, especially in gross participation rate and net participation rate for early childhood education, elementary schools/Islamic elementary schools, and junior high schools/Islamic junior high schools. However, school participation rate-18 years and Equivalency are still constrained by data collection. The absorption of the Education Office budget is more than 70%, but administrative services, such as basic education data and salary disbursement, are less effective, reducing public satisfaction. Improvements in the administrative system are needed to improve services and public trust.

Abstract

Career is important in the life of employees, and humans have the desire to continue to develop and advance. Therefore, there is a need for clear career planning in order to align the interests of individuals and organisations. Career planning is divided into two, namely individual career planning and organisational career planning. It is still debatable who is responsible for career planning, individuals or organisations. This research is a qualitative research with a literature study approach. The literature used in this research are national and international scientific books and articles. The purpose of this research is to find out who is responsible for career planning. It was found that good career planning will identify strengths and weaknesses as well as abilities that must be fulfilled to face the future. With career planning will provide a career path that can be travelled by employees. Career planning should be made realistically not just a career goal. The result of the research is that individuals have responsibility in their careers, because individuals know exactly what their interests and talents are. However, the organisation must facilitate individuals to develop in their careers.

Abstract

The role and position of Civil Servants (PNS) is very significant because they are an integral part of the state apparatus who are responsible for carrying out government tasks to achieve national goals. Civil servants function as public servants loyally to Pancasila and the 1945 Constitution. However, the performance of civil servants is often subject to negative scrutiny from various circles, and the mass media often report about lack of productivity, waste of state budget, lack of discipline, and low work ethic of civil servants. This stigma generally covers various government agencies. To overcome this problem, corrective steps need to be taken, including through human resource development. This aims to change society's negative views and strengthen civil servants in facing increasingly fierce local and global competition. Law No. 5 of 2014 concerning the State Civil Apparatus stipulates that the State Civil Apparatus must be considered a profession that has the obligation to manage and develop itself and is responsible for its performance. Employee performance is measured based on predetermined quality and quantity standards. Employees who perform well are considered as organizational assets who strive to continuously improve themselves, support organizational productivity, and motivate themselves systematically. Motivation development includes increasing knowledge, work skills, mental attitudes, and work environments that stimulate individual work satisfaction and willingness. TNI AD Civil Servants have a complementary role to TNI AD Soldiers, are responsible for non-combat administrative tasks, and have career development opportunities that are equivalent to the development of knowledge within the TNI AD organization. Organizations cannot avoid changes as a result of national policies. Therefore, civil servant organizations within the TNI AD need to adapt to changing situations and conditions in carrying out their duties. In facing developments in science and technology as well as intense competition, all components in TNI AD agencies, including TNI members and TNI-AD civil servants, need to support improving the quality of human resources through internal improvements, including human resource development. In carrying out the duties and functions of the Indonesian Army, quality human resource support is a must. The quality of human resources is a key factor for increasing the productivity and contribution of an organization or agency. Therefore, high motivation is needed to support increased employee work performance, although civil servant performance assessments cannot only be measured through Employee Performance Targets (SKP), because there is a gap between expected performance and actual performance. Nevertheless, hopes for the improvement of human resources within the Indonesian Army (TNI AD), especially the Civil Servants of the Indonesian Army (PNS TNI AD), have been bolstered with the enactment of Law No. 20 of 2023 aimed at enhancing the professionalism of Civil Servants (ASN) in Indonesia, including Civil Servants within the Indonesian Army, and the introduction of Government Employees with Work Agreements (PPPK). This law highlights several crucial aspects of ASN management, such as strengthening the supervision of the merit system, determining the needs of PNS and PPPK, improving welfare, organizing honorary staff, and digitizing ASN management. Its main focus is to enhance transparency, accountability, and the quality of public services by eliminating nepotism, corruption, and political interference in ASN management to support the main tasks of the Indonesian Army. Specific measures like open promotions, the establishment of competency-based PPPK, and protection from political interference are expected to strengthen the merit system in bureaucracy, fostering healthy competition among employees to enhance their competence and professionalism. It is hoped that this law will create a more professional and efficient ASN within the Indonesian Army; nationally, the success of its implementation will depend on support from various parties in effectively managing the change. Overall, a merit-based human resource management approach is expected to shape a reliable and integrity-driven Civil Servant apparatus, PNS, and PPPK, in serving and supporting the primary tasks of the Indonesian Army as the frontline protectors and guardians of the nation. Therefore, this article will discuss the reforms in ASN personnel management within the Indonesian Army.  Therefore, this article will discuss how to reform ASN personnel in the TNI AD.

Abstract

Female administrative employees at the Universidade Nacional Timor Lorosa'e (UNTL) have had the problem of decreasing the number of employees experiencing Career Advancement (CA) over the last three years. This shows that female employees have different needs with the new approach to the CA concept. Based on theory, Verma identifies new dimensions that expand the concept of CA through the lens of women's perception. The objective of this study is to test the dimensions of the new CA model, namely Future Aspiration (FA), Present Satisfaction (PS), and Career Orientation (CO) which are positively related to the career progress of female administrative employees at UNTL. A survey of female administrative employees was conducted and resulted in 140 respondents. Data were analyzed using univariate analysis and bivariate analysis using the Spearman correlation test. The results show that the three dimensions are positively related to the career progress of female administrative employees and CO has the strongest positive correlation of the three dimensions as shown in the correlation coefficient of 0.621 with a significance value of 0.000 (p<0.05).

Abstract

Global space is growing massively, and the current business phase has opened space for non-space actors to play a role. The government-driven space economy is shifting to commercial and new space in the initial phase. This research will examine the trajectory of Space in Indonesia and its position in the global space business phase. The research method uses a qualitative method. The study results show the trajectory of Indonesian Space, from its institutions to policies that support the growth of commercial space and new space phases. The dominance of the Government is still seen in space activities, which are mostly funded by public funds, with products resulting from the mastery of technology not yet entering the operational order. However, economic value can be generated by continuing commercial activities in the commercial space phase, namely the commercial use of space technology with data into value-added information and financial activities from the rental and import of space products by the Private Sector. Indonesia's position in the global space business phase is in the government-driven space economy, which involves several activities from commercial space.

Abstract

International cooperation plays a crucial role in enabling public organizations to achieve their strategic objectives by utilizing business intelligence (BI) tools for informed decision-making. The quality of data and analysis significantly influences the formulation of effective cooperation strategies, particularly in identifying challenges, opportunities, and risks. Successful cooperation also depends on the availability of adequate financial, human, and technological resources, as well as strong institutional partnerships. This study examines the potential application of Business Intelligence (BI) to strengthen the international cooperation framework within Indonesia’s Ministry of Education, Culture, Research, and Technology (MoECRT). The research addresses the current gap in optimizing data-driven policy support for international engagement, particularly in managing complex, cross-sectoral collaboration. It investigates how BI can contribute to improving strategic planning, operational efficiency, and responsiveness in foreign cooperation efforts through innovative approaches to data utilization. By analyzing Indonesia’s institutional capacity and limitations in organizing international cooperation across education, culture, research, and technology, the paper offers practical insights into how BI integration can enhance performance. The study aims to contribute to the discourse on digital transformation and innovation in public sector cooperation, providing evidence-based recommendations for elevating MoECRT’s global partnerships

Abstract

Factors on Unified Theory of Acceptance and Use of Technology (UTAUT) are factors derived from UTAUT technology acceptance model, which is used to describe the factors that influence the acceptance of individuals on the implementation of a new technology in the enterprise. This study aimed to analyze the influence of UTAUT factors on E-retention with E-satisfaction as mediating variable. This study uses a quantitative approach with the total samples. The results showed that: (1) Performance Expectancy influences E-retention significantly, (2) Effort Expectancy influences E-retention significantly, (3) Social Influence influences E-retention not significantly, (4) Facilitating Conditions influences E-retention significantly, (5) E-satisfaction influences E-retention significantly, and (6) UTAUT Factors influence E-retention with E-satisfaction as mediating variable. However, the bigger impact is shown through the influence of UTAUT Factors on E-retention directly without going through the E-satisfaction.

Abstract

This study explores how government interventions, grants, and loans influence college access in Zimbabwe, focusing on understanding the factors affecting college access and retention rates. The research aims to inform evidence-based decision-making regarding college access through a mixed research approach integrating qualitative and quantitative methods. Combining both qualitative and quantitative methods to ensure the validity and reliability of the findings. It analyses secondary data sources, such as literature, reports, and statistical datasets, to explore aspects like college access, enrollment trends, poverty rates, financial aid programs, and student loan systems in Zimbabwe. Triangulation techniques enhance the credibility of the study's findings by integrating evidence from various sources and employing diverse data collection and analysis methods, enriching perspectives and strengthening the validity and reliability of the study's conclusions. Key findings suggest that grants and loans significantly contribute to increasing college enrollment rates, particularly among economically disadvantaged groups. However, enrollment disparities persist, especially among marginalized populations like women. Despite a modest increase in government spending on education, concerns arise due to a slowdown in overall enrollment growth. Barriers to student loan uptake include complex application processes, concerns about debt burdens, and uncertainties regarding post-graduation employment prospects. The study emphasizes the importance of comprehensive policy interventions to simplify eligibility criteria, enhance financial literacy, and promote employment pathways. Using human capital and open systems theories, the research lays a groundwork for evidence-based decision-making to enhance access to higher education in Zimbabwe.

Abstract

Institutional transformation in Indonesia changes the structure, culture, and work processes of an organization to be more responsive to change, able to innovate, and achieve high performance. Innovative work behavior has become one of the important factors for organizations to survive in the midst of a dynamic and competitive environment. In this regard, it is necessary to analyze the factors that can influence innovative work behavior so that it can be used as empirical evidence for organizational development policy recommendations and work processes. This study aims to analyze the influence between empowering leadership, knowledge sharing, and innovative work behavior. The study was conducted on 57 employees in the Secretariat Work Unit of the Ministry of State Secretariat which has a total of 447 employees. The research approach used is a quantitative positivism approach with data collection techniques through surveys using questionnaires as research instruments. The data obtained from the questionnaire results were analyzed using IBM SPSS Statistics program version 25 through the Partial T test to determine the influence between certain variables and Hierarchical Multiple Regression to test the role of mediating variables in the relationship between independent variables and dependent variables. The results showed that the relationship of empowering leadership to innovative work behavior, empowering leadership to knowledge sharing, knowledge sharing to innovative work behavior, and empowering leadership to innovative work behavior with the mediation of knowledge sharing showed a positive and significant influence relationship.
