Abstract

Bandung Village has strong economic potential through the development of local handicraft business units and Village-Owned Enterprises (BUMDes), but in its financial management the village experienced a decline in Village Original Revenue (PADes) from IDR 100 million in 2023 to IDR 93 million in 2024. The decline in PADes is an important indicator that reflects possible inefficiencies or weaknesses in aspects of governance, particularly accountability. This paper aims to capture an evaluation of the accountability of the use of APBDes in Bandung Village, Banjar Sub-district, Pandeglang Regency in managing its budget. With a focus on its impact on the effectiveness of community empowerment. The research method used is a qualitative method with a case study approach. The research was conducted in Bandung Village, Banjar Sub-district, Pandeglang Regency, Banten Province. Data was collected through interviews, observations, literature studies, and documentation using Policy Evaluation theory and Accountability theory. The results showed that from the analysis using evaluation theory, there were indicators that had not been met, namely adequacy and equity due to limited resources, namely funds provided by the central government. However, the analysis using accountability theory has fulfilled all indicators due to the strong commitment of the village government to advance the village. This accountability can be seen through reports on each program outcome and evidence of content uploaded on social media such as TikTok and Instagram.

Abstract

This study aims to evaluate the transparency and effectiveness of the use of the 2025 Regional Revenue and Expenditure Budget (APBD) in flood management in DKI Jakarta Province. Although the provincial government has allocated a large budget, the problem of flooding is still an annual issue that has not been resolved. Using a qualitative case study approach and George C. Edward III's policy implementation theory as an analytical tool, this study examines four key variables: communication, resources, implementer disposition, and bureaucratic structure. The results of the study indicate that policy implementation faces various obstacles such as communication with minimal public participation. Limited technical and human resources, implementer caution due to bureaucratic pressure, and weak integration between agencies. This study concludes that the problem of flooding in Jakarta is not only related to technical aspects, but is also a reflection of the suboptimal regional financial governance and sustainable and accountable public policy implementation system.

Abstract

Objective This study aims to analyze the implementation of collaborative governance in the management of Ketapang Urban Aquaculture following the transfer of management from the village government and local community to a Regional-Owned Enterprise (BUMD), as well as to examine its impact on inter-actor relations, community participation, and the socio-economic conditions of the local community. MethodsĀ a qualitative approach using a case study method. Data were collected through in-depth interviews, field observations, and document analysis. Methodological triangulation was applied to ensure data validity. Findings The findings indicate that the transfer of management has led to a more centralized and corporatized governance structure, which has resulted in decreased community participation, weakened social integration, and a decline in local economic activities, particularly among MSMEs. Furthermore, the implementation of collaborative governance remains suboptimal, as reflected in limited inter-actor communication, imbalanced roles, low levels of trust, and the absence of shared understanding in tourism management. Implications This study highlights the importance of improving governance through strengthening inclusive community participation, enhancing transparency and accountability, and optimizing the role of government as a facilitator in bridging the interests of various stakeholders. Originality This study provides an empirical contribution to the collaborative governance literature by demonstrating that the involvement of semi-government actors such as BUMD does not necessarily strengthen collaboration, but may instead create power imbalances if not supported by participatory and transparent mechanisms. It also emphasizes that weaknesses in one dimension of collaboration can have systemic effects on the overall governance process and its outcomes.
