Abstract

In development planning, a village must have a plan that can be used as a reference in implementing the development of a village, both in terms of physical and non-physical development. In accordance with Article 4 of Permendagri No. 114/2014, village development plans are prepared in a time-framed manner including: Village Medium-Term Development Plans (RPJM Desa) for a period of 6 years; and the Village Annual Development Plan or the so-called Village Government Work Plan (RKP Desa), is an elaboration of the Village RPJM for a period of 1 (one) year and is stipulated by village regulations. The method used in the preparation of the Paku Village Medium-Term Development Plan to realize a disaster-responsive village is the method of discussion or exchanging ideas between village officials. The initial stage of preparation in the preparation of the Village RPJM to be able to realize a disaster-responsive nail village. The discussion stage for the preparation of the RPJMDes of Paku Village was carried out at the Paku Village Head's Office and assisted by the Head of the RPJMDes Preparation Team, namely Mr. Kusnadiansyah and the Paku Village Head discussing the disaster response village.

Abstract

The well-planned development of a religious tourism attraction not only provides economic benefits that improve the standard, quality and lifestyle of local communities but also improves and maintains a good environment. However, it needs to be realized that there is a need for calibration and ideas regarding strategies for developing religious tourism in South Kalimantan. The aim of this research is to increase and improve knowledge regarding development strategies in the government sector that can be used by religious tourism-based tourist attractions as well as practical references to improve development and management of innovative and technology-based religious tourist attractions in South Kalimantan. The research results show that a sustainable tourism strategy implemented by the government really needs full support and participation from the existing community. In the end, it is hoped that a religious tourism climate that is conducive to the growth and development of tourism in South Kalimantan will be created that is competitive in Indonesia and even at the international level. This can be started by using technology and Big Data so that one tourist attraction can be connected to another tourist attraction, both website-based and application-based with collaboration between the Regional Government and related departments, such as the Communication and Information Service and related agencies. Abstract

Penelitian ini mengkaji implementasi Pemilihan Kepala Desa (Pilkades) serentak di Kabupaten Banjar tahun 2022 dari perspektif kepemimpinan grassroot dan kearifan lokal. Fokus analisis diarahkan pada bagaimana nilai-nilai luhur budaya Banjar membentuk kriteria kepemimpinan yang bermartabat di tingkat desa, serta pengaruh pandemi Covid-19 terhadap proses demokratisasi lokal. Penelitian kualitatif ini menggunakan pendekatan etnografi politik dengan melibatkan informan kunci dari unsur pemerintah daerah, tokoh adat, ulama, dan masyarakat desa.Temuan penelitian menunjukkan bahwa kepemimpinan desa yang efektif di Kabupaten Banjar tidak hanya ditentukan oleh kemampuan administratif, tetapi lebih pada internalisasi nilai-nilai kearifan lokal seperti bahandap, baik hati, dan beradat. Dari 9 desa yang menyelenggarakan Pilkades serentak, mayoritas pemenang merupakan tokoh agama dan ulama yang memiliki kredibilitas moral tinggi di mata masyarakat. Proses seleksi yang melibatkan tim akademisi Universitas Lambung Mangkurat memastikan netralitas, namun keputusan akhir masyarakat tetap didasarkan pada penilaian karakter dan integritas kandidat sesuai nilai-nilai lokal.
