Abstract

This research discusses the implementation of the Assimilation and Education Facilities (SAE) program on the prevention of recidivism at the Class IIA Kediri Correctional Institution. This study aims to analyze and find out the obstacles in the implementation of the SAE program on the prevention of recidivists at the Class IIA Kediri Correctional Institution. The method used is a qualitative method, data collection techniques such as observation, interviews, and document studies. The results of this study are that the program carried out in the implementation of SAE at Class IIA Kediri Correctional Institution has been running well, the implementing organization understands the challenges faced so that prisoners have responsibility and understand the importance of working, and the target of the SAE program for program socialization has been carried out well. However, in this implementation there are obstacles such as obsolete equipment facilities and the availability of late provision of activity materials. Abstract

Correctional institutions are institutions or places that carry out the function of coaching inmates and children of correctional inmates. One of the coaching sessions in the prison is carried out for inmates of vulnerable groups, such as the elderly. One of the actions for the elderly inmates is the recovery and development of social functions. The purpose of this study is to analyze the implementation of the recovery and development of social functions, as well as the obstacles that occur in the implementation for elderly inmates in the Gunungsitoli Class IIB prison. The data sources of this study are taken from primary and secondary data. The data collection technique in this study uses interviews, observation, and documentation methods. The result of this research is the implementation of the restoration and development of social functions in the Gunungsitoli Class IIB Prison, namely spiritual worship, religious lectures, and gymnastics activities. The obstacles in the implementation of this are the physical, spiritual, and psychological limitations of elderly inmates and their families, who do not play an active role. Abstract

This study examines the role of security officers in preventing violence at the Sukadana Class IIB State Detention Center. The overcrowding of inmates at the Sukadana Detention Center poses a higher security risk, including violence among inmates. The study aims to identify the role of security officers in preventing violence and to reveal the challenges they face in carrying out their duties. Using a qualitative approach, data were collected through observations, interviews with correctional officers, and relevant documentation. Role theory by Biddle and Thomas was used as a framework to analyze expectations, norms, performance, and evaluations of the officers' role in maintaining security. The findings show that officers play a central role in preventing violence, although they face several challenges, such as the limited number of personnel, which is insufficient compared to the number of inmates. Preventive measures include regular patrols, monitoring inmate interactions, and supervising items brought by visitors. In conclusion, security effectiveness needs to be improved by increasing personnel and enhancing the facilities at the detention center. Abstract

The social structure, formed from both formal and informal interactions between inmates and officers, plays a crucial role in maintaining stability within prison environments. This article aims to analyze the existing social structure in Lapas (Correctional Facility) Class IIA Mataram and its influence on security and order within the facility. Using a qualitative approach, the study maps out the factors that shape the social hierarchy in the prison and how these social dynamics can be utilized to improve security conditions. The findings reveal that alongside formal regulations, unwritten social norms also significantly influence order within the prison. The combination of strict formal rules and the individual agency of inmates contributes to the reproduction of the existing social structure. Abstract

Latar Belakang : Kecepatan respons dalam menangani situasi darurat di lembaga pemasyarakatan sangat menentukan keselamatan baik narapidana maupun petugas. Kamar isolasi narapidana di Blok D Lapas Kelas IIA Bojonegoro merupakan area dengan potensi risiko tinggi, seperti tindakan kekerasan, percobaan bunuh diri, atau gangguan kesehatan akut. Sayangnya, keterbatasan sistem pelaporan menyebabkan penanganan petugas kerap terlambat. Tujuan : Kegiatan ini bertujuan untuk meningkatkan efektivitas penanganan darurat melalui pemasangan tombol darurat (panic button) di ruang isolasi. Metode : Metode yang diterapkan mencakup identifikasi masalah, kerja sama dengan pihak lapas, pembuatan alat, sosialisasi dan pelatihan penggunaan, serta evaluasi kinerja sistem. Hasil dan Pembahasan : Dari hasil uji coba, alat ini mampu mempercepat waktu reaksi petugas hingga 60% dibandingkan sebelumnya. Narapidana juga merasa lebih aman karena dapat langsung meminta bantuan saat terjadi kondisi genting. Selain itu, alat ini mempermudah petugas dalam melakukan pemantauan secara berkala. Kesimpulan : Penggunaan panic button di kamar isolasi merupakan langkah inovatif yang dapat memperkuat sistem keamanan dan keselamatan di lapas, terutama di area yang rawan insiden mendadak.

Abstract

Pendidikan merupakan hak dasar setiap individu, termasuk bagi warga binaan pemasyarakatan yang memiliki latar belakang pendidikan rendah. Penelitian ini bertujuan untuk mengevaluasi pelaksanaan program pendidikan kesetaraan Paket A, B, dan C di Rutan Kelas IIB Prabumulih melalui PKBM Tunas Integritas sebagai bagian dari pembinaan kepribadian dan kemandirian. Penelitian menggunakan metode kualitatif dengan pendekatan deskriptif, melalui wawancara mendalam, observasi langsung, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa program berjalan cukup baik dengan relevansi terhadap kebutuhan dasar warga binaan, ketersediaan tenaga pengajar dan kurikulum yang sesuai, serta pelaksanaan pembelajaran sesuai jadwal. Kendati demikian, hambatan berupa keterbatasan sarana prasarana, kompetensi tutor, serta motivasi belajar warga binaan masih ditemukan. Implikasi penelitian ini menegaskan pentingnya penguatan koordinasi antar lembaga, peningkatan kapasitas tutor, serta dukungan berkelanjutan agar pendidikan kesetaraan dapat lebih optimal mendukung reintegrasi sosial narapidana

Abstract

Salah satu bentuk gangguan keamanan dan ketertiban yang sampai saat ini masih menjadi tugas besar aparat penegak hukum yakni peredaran narkotika. Penelitian ini bertujuan untuk menganalisis keberfungsian Intelijen Pemasyarakatan dalam upaya pencegahan peredaran narkotika di Lembaga Pemasyarakatan Kelas IIA Mataram serta untuk mengetahui apa saja yang menjadi kendala Intelijen Pemasyarakatan dalam pencegahan peredaran narkotika di Lembaga Pemasyarakatan Kelas IIA Mataram. Teori yang digunakan penulis dalam penelitian ini yaitu Teori Dasar Intelijen. Penulis mengambil pendekatan kualitatif dalam penelitian ini. Ditemukan bahwa dalam pelaksanaan Intelijen Pemasyarakatan, Unit Intelijen Pemasyarakatan mengumpulkan informasi terkait fenomena gangguan keamanan dan ketertiban yang menyangkut dengan warga binaan termasuk upaya peredaran dan penyelundupan narkotika melalui upaya penyelidikan, pengamanan, dan penggalangan. Hasil penelitian ini menunjukkan adanya keterlibatan fungsi Unit Intelijen Pemasyarakatan terhadap pencegahan peredaran narkotika di Lapas Kelas IIA Mataram sehingga perlu adanya perhatian lebih dari pimpinan untuk membuat pembaruan terhadap sistem pelaksanaan Intelijen Pemasyarakatan yang sangat riskan terhadap resiko keselamatan petugas Intelijen.

Abstract

Penelitian ini bertujuan untuk menganalisis peran wali pemasyarakatan dalam pemberian penilaian Sistem Penilaian Pembinaan Narapidana (SPPN) di Rumah Tahanan Negara Kelas I Medan. Latar belakang penelitian ini adalah kondisi overkapasitas di rutan yang menyebabkan adanya narapidana yang harus mengikuti program pembinaan, meskipun rutan bukan tempat utama untuk pembinaan. Metode yang digunakan adalah kualitatif deskriptif, dengan wawancara mendalam kepada 4 wali pemasyarakatan dan 6 narapidana sebagai subjek penelitian. Hasil penelitian menunjukkan bahwa peran wali pemasyarakatan terbagi menjadi tiga fungsi utama, yaitu fasilitator, komunikator, dan motivator dalam proses pembinaan narapidana. Namun, pelaksanaan penilaian SPPN di rutan ini menghadapi beberapa kendala, terutama kurangnya jumlah tenaga ahli dan terbatasnya sarana pendukung. Kesimpulannya, meskipun SPPN telah diterapkan sesuai regulasi, terdapat hambatan signifikan yang mempengaruhi efektivitas penilaian, sehingga perlu adanya peningkatan jumlah petugas terlatih serta fasilitas yang memadai untuk mendukung proses pembinaan narapidana di rutan.

Abstract

The Indonesian government is currently intensively promoting the national food security program, where correctional institutions (Lapas) play a strategic role through inmate self-reliance development programs. This study aims to analyze the implementation of collaborative governance in agricultural self-reliance programs at the Class IIA Bangli Narcotics Prison to support food security efforts. This research employs a descriptive qualitative method with data collected through observation, in-depth interviews, and documentation. The findings indicate that collaboration between the prison, vendors, and inmates is relatively effective, although challenges remain, such as suboptimal coordination and limited resources. The collaboration has had a positive impact on improving inmates’ skills, increasing land productivity, and contributing to food supply. The study recommends strengthening synergy among stakeholders and enhancing support from the government and private sector to improve the development system and ensure the success of food security programs within correctional facilities.

Abstract

The food security program at the Class IIA Pancur Batu Penitentiary is a national strategic initiative aimed at encouraging inmate independence and supporting food self-sufficiency policies. This study uses the Actor-Network Theory (ANT) framework to identify the human and non-human actors involved and analyze the interconnectedness of the actor network in the program's implementation. The results indicate the formation of a hybrid network involving the Head of the Penitentiary, Head of the Activity Section, inmates, the Directorate General of Corrections, community leaders, the Department of Agriculture, the Prison Cooperative, as well as regulations, land, budget, and seeds. Key obstacles such as limited land and budget were successfully overcome through the role of a third party providing land grants and the Prison Cooperative as operational funding support. Inmates are motivated by premium and remission incentives, and the program's success depends on the solidity of the collaborative network that is able to mobilize resources innovatively. This collaborative model has the potential to be replicated by strengthening formal partnerships and developing a sustainable financial model.
