Post-armed conflict and tsunami disasters, the Government of Aceh seek to implement public services and development programs transparent and accountable. One of the strategic steps taken is its implementation based on the mandate of the public information disclosure Act (KIP Law) and Aceh Qanun (Aceh Regional Regulation) Number 7 of 2019 on KIP Management. Even though it already has KIP rules, there are still some problems in its implementation, such as compliance with SKPA in providing public information and the number of disputes over public information. This study aims to identify and analyze the dynamics of the implementation of public information within the Aceh Government and the challenges of public management. This study uses a qualitative method through observation, document review, and interviews. The basis of data analysis uses Information Commission Regulation Number 1 of 2010 and Aceh Governor Regulation Number 57 of 2018. The results are (1) SKPA has work plans, programs, and activities for the management of public information; (2) there is a budget allocation for Information and Documentation Implementation Officers (PPID); (3) It has a list of public information and SOPs. The findings of this study also find logistical consequences for the future of Aceh's development through the KIP perspective. Information that is open, accessible, and inexpensive can nurture public trust in the Aceh Government and in itself will increase community participation in development. Trust is the principal social capital in the development of community welfare

Pentingnya perencanaan pembangunan yang berbasis data dan informasi pembangunan agar pelaksanaannya lebih terarah. Permasalahan dalam penelitian ini adalah sulitnya berkoordinasi dengan organisasi daerah, terutama ketersediaan data pembangunan daerah dan ketersediaan data penilaian okupansi SIPD. Jenis penelitian yang digunakan dalam penelitian ini adalah deskriptif dengan menggunakan data analisa kualitatif. sedangkan teknik pengumpulan data menggunakan wawancara yang berpedoman pada interview guide. Hasil penelian menunjukkan bahwa proses pembentukan kerjasama antar daerah pun haruslah bersifat partisipatif dan fleksibel sehingga dapat melahirkan konsensus. Jaringan antar pemerintah dalam rencana pembangunan berbasis SIPD membutuhkan kerjasama antara Bappeda dan dan pemerintahan kabupaten Aceh Barat serta stekholder provisi dalam pengembangan jaringan. Permasalahan dalam pengelolaan SIPD adalah salah satu kegagalan jaringan antar pemerintah, tidak adanya kewenangan pusat yang mengatur pelaksanaannya dalam pelaksanaannya, implementasi berbasis jaringan ini berbasis wilayah. Sistem Informasi Pembangunan Daerah (SIPD) tidak beroperasi secara optimal selama implementasinya. Anggota dan promotor kerjasama antar daerah perlu berinteraksi dalam forum agar jaringan antar pemerintah dalam rencana pembangunan berbasis SIPD beroperasi sesuai dengan data dan informasi yang dibutuhkan oleh rencana pembangunan. Rekomendasi yang diberikan peneliti memerlukan konsistensi dan sosialisasi SIPD agar implementasinya sesuai dengan amanatnya..

Partisipasi masyarakat dalam musyawarah desa musyawarah untuk musyawarah pembangunan desa yang sangat penting untuk memperoleh persetujuan untuk mendistribusikan prioritas kebutuhan dan kegiatan desa yang akan menjadi bahan wol atau persiapan dokumen perencanaan pembangunan desa. Metode yang digunakan dalam studi analisis kualitatif untuk menjelaskan data yang ditawarkan untuk sahamnya terhadap seorang informan yang dipilih dan ditakdirkan untuk ditakdirkan sesuai dengan teknik purposive. Metode pengambilan sampel sumber informasi. Data penelitian ini kemungkinan tiba pada kesempatan untuk membahas hal ini. hal-hal telah dianalisis menggunakan alur data reduksi, data presentasi dan data kesimpulan. Hasil penelitian ini diketahui bahwa partisipasi masyarakat yang sahamnya telah dibangun oleh untuk dilaksanakan dengan baik, tetapi belum berjalan di jalan dengan maksimal. Indikator kualitas kontribusi masyarakat harus sudah baik karena dalam bisnis mereka lebih dari konsultasi masyarakat telah memberikan pemikiran dan merupakan proposal perencanaan pembangunan desa dan keinginan dan semangat untuk memberikan ide-ide masyarakat terkait dengan perencanaan pembangunan Desa. Studies show that women aceh have been involved active in the development , however the impact of participation in political sector is still very low against the construction of aceh .In the context of economic and political, women aceh still have a great opportunity struggling to get a reasonable rights should be equal treatment with the laki-laki in development aceh because undang-undang aceh give space all its citizens participate in development without except for .Because bias gender, where yardstick chance and ability often seen from the sexes put women position at a lower, besides the ability to improve the quality of women in an effort to their involvement through the political in aceh developmentKeywords: women, political participation aceh, development.

Kecamatan Johan Pahlawan salah satu kecamatan di Kabupaten Aceh Barat dipimpin oleh Camat. Penelitian ini bertujuan untuk mengetahui peran kepemimpinan Camat dalam meningkatkan kinerja pegawai di Kantor Kecamatan Johan Pahlawan. Adapun teknik pengumpulan data mengunakan observasi, wawancara, kajian pustaka, dan jurnal-jurnal pendahulu. Penelitian ini penulis mengunakan metode kualitatif dan pengambilan data secara primer yaitu wawancara peneliti dengan responden (Camat, Pejabat dan staf di Kantor kecamatan Johan Pahlawan). Berdasarkan hasil penelitian, peran kepemimpinan Camat sangat berpengaruh dalam meningkatkan kinerja pegawai di Kantor Kecamatan Johan Pahlawan, Hal ini terlihat dari peran kepemimpinan dan gaya kepemimpinan Camat yang mampu meningkatkan kinerja Pegawai dalam melaksanakan pelayanan publik lebih baik.Kata kunci: Peran Kepemimpinan, Camat, Kinerja, Pegawai.

Indonesia, including Aceh, has entered the millennial era, it needs strategic and policy in forming a sakinah family, mawaddah wa rahmah, so as to create a generation Y that has good character, noble character and morality. Islam actually regulates and has guidance in efforts to foster a harmonious household and is also blessed by Allah SWT. Religious guidance can prevent a household from divorce. Given, the divorce rate is still quite high among the people who are another challenge. The problem discussed in this journal is how is the concept of an Islamic family in dealing with problems and challenges in realizing an Islamic family in Aceh? This research is a qualitative research with a descriptive approach. This research seeks to understand and describe the challenges for the formation of Islamic families in the millennial era. The results of the study show that the Koran is the best guide and guide in life that gives us the salvation of all the erosion of time. Maintaining an education system that is guided by the values of Islam (the Qur'an and Sunnah) to form a good and Islamic family. Until whenever the Koran is very relevant to technology, then in millennial times it is very important to maintain specificity and have Islamic principles and values. The government and all parties must have a strategy to foster society and families so that the concept of a comprehensive Islamic family can be applied to all levels of society, which is guided by the Qur'an. Global competitiveness index at the World Economic Forum 2017-2018, Indonesia ranks 36th, up five ranks from the previous year 41st position out of 137 countries. When compared to Malaysia, Singapore and Thailand, we are still below. In regulating all these aspects the Aceh Government has established the Aceh Qanun Number 11 of 2014 concerning the Implementation of Education and the Aceh Qanun Number 9 of 2015 Amendment to the Aceh Qanun Number 11 of 2014 concerning the administration of Education. However, there are still many things that happen in the reality of education in Aceh that causes the quality of education in Aceh is still low. The problem discussed in this journal is how does the Government of Aceh make efforts to improve the quality of education in Aceh? This research is a qualitative research with a descriptive approach. This research seeks to understand and describe the efforts made by the Government of Aceh to improve the quality of education in Aceh. The results of the study show that Aceh already has policies and a strong legal foundation in the delivery of education, it's just that synergy between parties must be built so that what has become guidelines, foundations and rules can be implemented to reduce disparity and make opportunities to face challenges so influence the advancement of education which in turn can contribute to the level of welfare of the people of Aceh. The various challenges that exist with Aceh's potential must be used as opportunities in developing good future education plans in improving the quality of education in Aceh and global competitiveness.Keywords: Disparity, Challenges for Improvement, Aceh's Quality of Education

The fisheries sector is one of the leading sectors in Simeulue Regency's economy. It impacts increasing regional income, opening up employment opportunities, and improving the local community's standard of living, so fisheries UMKM policies are an important aspect of Simeulue Regency. The research method was descriptive qualitative, with field studies and interviews with policymakers and implementers from the Department of Marine Affairs and Fisheries (DKP), the Department of Industry, Trade, Cooperatives, and Small and Medium Enterprises (Disperindagkop) Simuelue Regency, and business actors. Furthermore, data were obtained through literature studies, which included scientific journals, government regulations, documents, and research reports. This study's analysis employs inductive logic by collecting field data and then analyzing it to conclude. The findings demonstrated that the government implemented the fisheries UMKM policy by providing business capital stimulus for UMKMs, conserving marine areas to protect fishery products, and limiting foreign ship visits to maintain marine sovereignty. The study concludes that the implementation of fisheries UMKM policies fails because: (1) there is no definite data on the number of fisheries UMKMs; (2) there is no communication and forum that can mediate the interests of UMKM business actors and the government; and (3) the government has limited budget funds in the form of business capital; and (4) UMKM business assistance and training have been provided, but have not yielded maximum results due to a lack of a market that can accommodate production results.

Tujuan dari penelitian ini adalah untuk mengkaji dampak sosial dan ekonomi dari pengembangan eco-tourism mangrove di Kabupaten Aceh Jaya. Penelitian ini menggunakan metode kualitatif untuk mengkaji dampak pengembangan hutan mangrove terhadap sosial dan ekonomi masyarakat di Kabupaten Aceh Jaya. Narasumber dalam penelitian ini adalah 20 orang masyarakat yang tinggal di sekitar kawasan hutan mangrove. Berdasarkan hasil penelitian, pengembangan ekowisata hutan mangrove telah menerapkan prinsip eco-tourism dengan melibatkan masyarakat secara penuh dalam pengelolaannya, selain itu pemberdayaan masyarakat sudah dijalankan melalui Kelompok Sadar Wisata (Pokdarwis), serta telah muncul sentra ekonomi lokal akibat adanya wisata mangrove. Sehingga dapat disimpulkan bahwa eco-tourism mangrove di Kabupaten Aceh Jaya memberikan dampak positif bagi kehidupan sosial dan ekonomi masyarakat seperti membuka lapangan pekerjaan baru, membentuk struktur ekonomi masyarakat melalui peningkatkan pendapatan masyarakat, peningkatan kesejahteraan masyarakat, dengan tetap mampu menjaga kelestarian ekosistem mangrove.

Penelitian ini dilatarbelakangi dalam tugas Perbendaharaan daerah salah satu nya yaitu melakukan pemotongan dalam surat perintah pencairan dana (SP2D). jika pemotongan yang dilakukan tidak sesuai dengan peraturan yang telah ditentukan maka dapat menganggu pengeluaran dan pendapatan retribusi pajak daerah. Penelitian ini bertujuan untuk mengetahui apakah bidang perbendaharan Daerah melakukan tugas nya dengan efektif dalam melakukan pemotongan pajak dalam Surat Perintah Pencairan Dana (SP2D). Penelitian ini menggunakan metode kualitatif dengan pendekatan deskritif. dimana peneliti menguraikan data angka pemotongan yang ada dalam SP2D serta melakukan Observasi dan wawancara. Hasil dari penelitian bahwa dalam pemotongan Surat Perintah Pencairan Dana (SP2D) sudah mengacu pada peraturan yang telah ditentukan dan pemotongan tersebut sudah di lakukan dengan efektif yang dilakukan pada bidang perbendaharaan. Dimana sasaran dan tujuan yang telah ditentukan oleh peraturan DJP sudah dilakukan dengan baik oleh pihak perbendahaaran daerah Badan Pengelolaan Keuangan Daerah Kabupaten Aceh Barat. Kata Kunci : Efektifitas, Pemotongan Pajak, Surat Perintah Pencairan Dana (SP2D).
