Abstract

This article aims to find out how the effectiveness of budget management in 2021 on the performance achievements of the women's empowerment agency, child protection and family planning in West Aceh Regency, in implementing budget management for an agency to make it easier to complete an activity or program that is being carried out with the existing budget. This budget preparation guide refers to government regulations and is guided by the DPA, in managing this budget DP3AKB cooperates with BAPPEDA and BPKD Aceh Barat Regency. This research uses a qualitative method with a descriptive approach, then the data collection is done by interview, observation and documentation, the data taken by the researcher is data from the Financial Report, LAKIP and DP3AKB Work Plan. The results of the study explain that the effectiveness of budget management is not yet fully effective, because there is still a lack of adequate human resources.

Abstract

 Education is the first step in building and forming a generation that has a constructive mindset. Education will create a golden age that can be used as a hope to change civilization. School institutions are the first place that plays a vital role in introducing the importance of higher education to students to motivate them to continue their education at a higher level. This service activity was carried out at Sultan Daulat 1 Public High School to first inform access to information on scholarships to continue their education at state universities. Second, to provide information related to the entrance route to state universities. Third, to inform about the basic terms that exist in tertiary institutions. Fourth, to help direct and introduce what study programs can be taken based on the interests and abilities of each individual who will run them. The methods used in this community service activity include (1) planning and preparation, (2) the implementation process using the lecture method, and (3) evaluation. The target group in this community service activity is students from grades 11 and 12 from the Science and Social Studies majors so that there is representation from each department to extend information to other students at the school. This activity resulted in a significant change in interest in continuing education from before socialization. There were only a few students who had an interest in continuing their education after the socialization. Some very many students wanted to continue their education.

Abstract

Acehnese Civil Society Organizations have formed policy products, laws, and derivative products, such as the formation of Law Number 11 of 2006 concerning the Government of Aceh. The government started this law after signing an agreement between the Indonesian government and the Free Aceh Movement. However, the public participation has decreased in forming several Qanuns. The study aims to discover why public participation in policy formation in Aceh has decreased the supporting and inhibiting factors. The research was conducted using qualitative methods. Data was collected through literature study and interviews. The research results show the ebb and flow of civil society participation in the formation of public policy: (1) changes in behavior and government institutions, but followed by community apathy due to the lack of feedback on input in the discussion of laws and regulations; (2) increasing the capacity of public institutions or organizations, but followed by a decrease in the number of NGOs that focus on public policy advocacy; (3) ease of public access to information, but no impact on open government management and community welfare; and (4) social changes that support participation of civil society in the formation of laws and regulations. Meanwhile, the results also show the supporting factors, such as the availability of resources and guarantees for fulfilling public rights. The inhibiting factors for ongoing public participation in policy formation consist of the availability of resources, socio-cultural factors, and the lack of feedback or follow-up on public input

Abstract

Penelitian ini bertujuan untuk mengetahui implementasi pengembangan community based tourism dalam wisata Pulau Dua di Kabupaten Aceh Selatan. Wisata maritim menjadi bidang wisata unggulan dalam memperkuat perekonomian Aceh Selatan karena mampu meningkatkan pendapatan daerah, membuka banyak lapangan pekerjaan, meningkatkan taraf hidup masyarakat sekitar lokasi wisata, sekaligus menjadi sumber Pendapatan Asli Daerah (PAD). Persoalan yang dihadapi oleh daerah saat ini adalah terkait jumlah kunjungan dan keterserapan angkatan kerja, akibatnya terdapat 2.330 penduduk miskin Aceh Selatan di tengah banyaknya potensi wisata maritim yang seharusnya mampu menghadirkan diversifikasi pekerjaan. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan studi kasus dengan masyarakat di sekitar objek wisata Pulau Dua Kabupaten Aceh Selatan sebagai sumber informan. Data penelitian dikumpulkan melalui observasi dan wawancara mendalam bersama narasumber. Hasil penelitian ini adalah terdapat peran sentral masyarakat dan Pemerintah Daerah dalam pengembangan wisata maritim dengan fokus utama keterlibatan masyarakat sesuai dengan arah kebijakan wisata maritim di Kabupaten Aceh Selatan. Kesimpulan yang dihasilkan adalah masih terdapat beberapa tantangan dalam pengembangan wisata maritim Pulau Dua yaitu: penambahan sarana dan prasarana, penambahan sumber daya manusia, dan peningkatan anggaran operasional melalui kerja sama.
