Abstract

Abstract: Tujuan penelitian ini adalah untuk mengetahui efektivitas kinerja aparatur Gampong dalam pelayanan publik, selain itu dengan dilakukannya penelitian ini maka penulis dapat mengetahui penyebab aktivitas pelayanan publik di kantor keuchik tidak optimal. Penulisan pada artikel ini menggunakan metode kualitatif dengan pendekatan deskriptif berupa observasi dan wawancara dengan para informan. Informan dalam penelitian ini adalah aparatur Gampong Bumi Sari meliputi kasi pelayanan, keuchik dan masyarakat. Pengumpulan data pada penelitian ini menggunakan pendekatan wawancara, observasi, serta dokumentasi. Hasil penelitian ini menunjukan bahwa tingkat efektivitas kinerja aparatur Gampong dalam pelayanan publik di Gampong Bumi Sari belum efektif, seperti belum adanya ketepatan waktu dalam memberikan pelayanan, minimnya kualitas sumberdaya manusia, belum adanya produktivitas pelayanan, tingkat kualitas layanan yang masih kurang, kurangnya daya tanggap dalam pelayanan. Kendala kinerja aparatur Gampong dalam penyelenggaraan pelayanan publik yaitu aparatur Gampong belum melakukan inovasi pelayanan, faktor infrastruktur, terbatasnya akses jaringan, kurangnya tingkat partisipasi masyarakat mengawasi kinerja aparatur Gampong. Disimpulkan bahwa aparatur Gampong Bumi Sari sudah bertanggungjawab terhadap kinerjanya sesuai dengan aturan dan prosedur yang ditetapakan, namun dalam hal ini pelaksanaannya masih belum optimal ,aparatur Gampong sering terlambat masuk kerja dan tidak datang tepat waktu, dan masih ada aparatur Gampong yang tidak mengerti apa tugasnya dan jabatan yang diberikan.

Abstract

This article aims to find out how the effectiveness of budget management in 2021 on the performance achievements of the women's empowerment agency, child protection and family planning in West Aceh Regency, in implementing budget management for an agency to make it easier to complete an activity or program that is being carried out with the existing budget. This budget preparation guide refers to government regulations and is guided by the DPA, in managing this budget DP3AKB cooperates with BAPPEDA and BPKD Aceh Barat Regency. This research uses a qualitative method with a descriptive approach, then the data collection is done by interview, observation and documentation, the data taken by the researcher is data from the Financial Report, LAKIP and DP3AKB Work Plan. The results of the study explain that the effectiveness of budget management is not yet fully effective, because there is still a lack of adequate human resources.

Abstract

The purpose of this study was to determine the effectiveness of Gampong apparatus performance in public services. Besides that, by doing this research, the writer can find out the causes of ineffective public service activities in the keuchik's office. In writing this article used a qualitative method with a descriptive approach in the form of observation and interviews with informants. Informants for this study were Gampong Bumi Sari officials including service managers, keuchik and the community. In this study, interviews, observations, and documentation were used to collect data. The results of this study indicate that the level of effectiveness of Gampong apparatus performance in public services in Gampong Bumi Sari has not been effective, such as the absence of timeliness in providing services, the lack of quality human resources, the absence of service productivity, the level of service quality which is still lacking, the lack of responsiveness in services . Obstacles to the performance of Gampong apparatus in administering public services, namely Gampong apparatus have not carried out service innovations, infrastructure factors, limited network access, lack of community participation in supervising the performance of Gampong apparatus. It was concluded that the Gampong Bumi Sari apparatus was already responsible for its performance in accordance with the established rules and procedures, but in this case the implementation was still not optimal, for example Gampong apparatus were often late for work and did not arrive on time, and there were still Gampong apparatus who did not understand what their duties were. and the positions assigned.AbstraksiTujuan penelitian ini adalah untuk mengetahui efektivitas kinerja aparatur Gampong dalam pelayanan publik. Abstract

 Education is the first step in building and forming a generation that has a constructive mindset. Education will create a golden age that can be used as a hope to change civilization. School institutions are the first place that plays a vital role in introducing the importance of higher education to students to motivate them to continue their education at a higher level. This service activity was carried out at Sultan Daulat 1 Public High School to first inform access to information on scholarships to continue their education at state universities. Second, to provide information related to the entrance route to state universities. Third, to inform about the basic terms that exist in tertiary institutions. Fourth, to help direct and introduce what study programs can be taken based on the interests and abilities of each individual who will run them. The methods used in this community service activity include (1) planning and preparation, (2) the implementation process using the lecture method, and (3) evaluation. The target group in this community service activity is students from grades 11 and 12 from the Science and Social Studies majors so that there is representation from each department to extend information to other students at the school. This activity resulted in a significant change in interest in continuing education from before socialization. There were only a few students who had an interest in continuing their education after the socialization. Some very many students wanted to continue their education.

Abstract

Pancasila sebagai sumber etika politik, oleh sebab itu masyarakat perlu mengetahui bagaimana implementasinya di dalam kehidupan mereka, terutama bagi masyarakat yang ingin terjun di dunia politik. Oleh sebab itu kegiatan pengabdian ini diselenggarakan guna membawa perubahan positif bagi para pesertanya yang merupakan masyarakat Simeulue, sekurang-kurangnya pemahaman mereka mengenai politik semakin meningkat. Pelaksanaannya kegiatan pengabdian ini terbagi dalam 2 sesi dengan metode ceramah dan dialog interaktif. Di mana setiap sesinya peserta akan diberikan pretest dan post test yang sebarkan melalui google form. Hasil dari kegiatan pengabdian yang dilakukan membawa perubahan positif bagi para pesertanya, sekurang-kurangnya pemahaman mereka mengenai politik semakin meningkat dengan mengimplementasikan nila-nilai Pancasila di dalamnya. Dengan kata lain, yang tidak tahu menjadi tahu, yang sudah tahu menjadi lebih paham, dan yang lebih jauh adalah mereka akan menerapkan pemahaman tersebut dalam kehidupan sehari-harinya.

Abstract

Acehnese Civil Society Organizations have formed policy products, laws, and derivative products, such as the formation of Law Number 11 of 2006 concerning the Government of Aceh. The government started this law after signing an agreement between the Indonesian government and the Free Aceh Movement. However, the public participation has decreased in forming several Qanuns. The study aims to discover why public participation in policy formation in Aceh has decreased the supporting and inhibiting factors. The research was conducted using qualitative methods. Data was collected through literature study and interviews. The research results show the ebb and flow of civil society participation in the formation of public policy: (1) changes in behavior and government institutions, but followed by community apathy due to the lack of feedback on input in the discussion of laws and regulations; (2) increasing the capacity of public institutions or organizations, but followed by a decrease in the number of NGOs that focus on public policy advocacy; (3) ease of public access to information, but no impact on open government management and community welfare; and (4) social changes that support participation of civil society in the formation of laws and regulations. Meanwhile, the results also show the supporting factors, such as the availability of resources and guarantees for fulfilling public rights. The inhibiting factors for ongoing public participation in policy formation consist of the availability of resources, socio-cultural factors, and the lack of feedback or follow-up on public input

Abstract

This study aims to discuss whether local government policies affected the coffee farmers’ welfare during the COVID-19 pandemic. Gayo coffee is a superior commodity that supports the economy of almost 90% of Central Aceh people, so coffee-related policies greatly determine their welfare. The COVID-19 pandemic, on the other hand, has influenced the coffee business globally, which has caused difficulties for farmers selling coffee at a reasonable price, and this condition has affected the Gayo coffee farmers, who have been export-oriented. This study used a qualitative method with a case study approach. The informants in this study consisted of 8 people. Data was collected through interviews and documentation, and then the data was analyzed using data reduction, data display, and conclusion drawing. The results showed that the government of Central Aceh fostered coffee cultivation for farmers, helped open export markets to prevent and protect Gayo coffee farmers from the impact of COVID-19, and assisted business capital. Hence, government policies of Central Aceh have not been able to achieve Gayo coffee farmers’ welfare as seen from the shallow targets and goals made.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana fungsi DPRK dalam melakukan pengawasan terhadap kebijakan daerah dan juga menganalisis berbagai faktor yang dapat mempengaruhi keberhasilan DPRK mejalankan fungsi-fungsinya dalam menjalankan pengawasan terhadap kebijakan daerah Kabupaten Aceh Barat. Metode penelitian ini adalah kualitatif deskriptif. Adapun hasil penelitian ini menunjukkan bahwa fungsi DPRK pada proses pengawasan kebijakan daerah, melalui proses diantaranya yaitu penyusunan Anggaran, fungsi anggran, Pendapatan dan Belanja Kabupaten (APBK), pelaksanaan kebijakan daerah, dan pertanggung jawaban terhadap kebijakan daerah oleh eksekutif. Hasil penelitian ini juga menunjukkan bahwa faktor-faktor lain yang dapat mempengaruhi pelaksanaan fungsi DPRK dalam melakukan pengawasan kebijakan daerah yaitu kompetensi anggota DPRK, ketersediaan sarana dan prasarana, serta ketepatan waktu dalam melakukan pengawasan.

Abstract

Evaluation of the Medium Term Development Plan (RPJM) of Nagan Raya Regency for 2017-2022 is information that generally describes the general description of the results of the assessment of the RPJM regarding the achievement of Financial Performance and Analysis of Achievement Indicators of vision and mission, substance in accordance with targets and performance indicators as well as RPJM Systematics as materials to support development planning in Nagan Raya Regency in the future. This paper aims to see the results of the Nagan Raya Regency RPJM Evaluation which objectively provides an assessment with the data presented sourced from the Nagan Raya Regency RPJM documents for 2017-2022 and other planning documents for accountable comparisons for improving the quality of development planning in the future. come.

Abstract

Hasil kegiatan menunjukkan bahwa minat generasi milenial terhadap pekerjaan di bidang pertanian dilihat dari persepsi, keterlibatan, perhatian, dan motivasi. Persepsi terbagi menjadi persepsi positif dan persepsi negatif, persepsi positif meliputi persepsi positif terhadap profesionalitas petani, persepsi positif terhadap kepuasan kerja petani, dan persepsi positif terhadap pengembangan karier. Persepsi negatif meliputi persepsi negatif terhadap profesionalitas petani, persepsi negatif terhadap pendapatan di bidang pertanian, persepsi negatif terhadap status sosial petani, persepsi positif terhadap jaminan hari tua petani, dan persepsi negatif terhadap lapangan pekerjaan pertanian. Keterlibatan generasi milenial di bidang pertanian meliputi budidaya tanaman di pekarangan rumah, keterlibatan di lahan pertanian, dan keterlibatan sebagai mahasiswa bidang pertanian. Perhatian generasi milenial di bidang pertanian meliputi keinginan dalam mencari informasi pertanian, keinginan untuk mempelajari bidang pertanian, dan keinginan untuk terlibat dalam bidang pertanian. Motivasi generasi milenial di bidang pertanian meliputi keinginan untuk menambah wawasan di bidang pertanian, keinginan untuk wirausaha di bidang pertanian, dan keinginan untuk regenerasi pertanian keluarga. Faktor yang mempengaruhi minat generasi milenial ada dua, yaitu faktor pendorong dan faktor penghambat. Faktor pendorong diantaranya adalah adanya pewarisan lahan pertanian, adanya pengenalan bidang pertanian oleh orang tua, adanya berbagi pengetahuan tentang pertanian oleh orang tua, sumber daya alam yang mendukung, adanya dorongan dari pemerintah, dan dapat membuka lapangan pekerjaan di bidang pertanian. Faktor penghambat diantaranya adalah sempitnya lahan pertanian, pekerjaan di bidang non pertanian, status sosial yang rendah, tidak memiliki ketertarikan di bidang pertanian, tidak menempuh pendidikan formal di bidang pertanian, dan kurangnya pendapatan keluarga di bidang pertanian. Tidak terdapat perbedaan minat generasi milenial terhadap pekerjaan di bidang pertanian pada dua latar belakang yang berbeda.
