Abstract

Abstract The policy idea of increasing the number of superior schools in 3T areas has the good aim of equalizing education and creating golden generations in the future. However, this idea has a number of threats and challenges that must be faced, including the amount of the budget, the readiness of teaching staff, and the readiness of the local community. If these threats and challenges are not faced properly, it will create an unsustainable project. This research aims to analyze these policy ideas. This research is qualitative research with a descriptive approach that uses secondary data obtained from books, trusted websites, and indexed scientific articles. The data used was analyzed using the stages of data collection, data selection, data reduction, and drawing conclusions. Keywords: Idea, Excellent School, 3T Region

Abstract

Artificial Intelligence (AI) has become increasingly relevant in public administration due to its potential to improve decision-making processes and service delivery. This research aims to identify and analyze the impact of AI implementation on the quality of public services, as well as exploring the benefits and challenges faced in implementing AI in the public sector. Using a systematic literature review method, this research collects and analyzes relevant literature from reputable international databases, including Scopus, Web of Science, IEEE Xplore, and Google Scholar. The research results show that AI can improve efficiency, productivity and user satisfaction of public services, while presenting challenges related to ethics and privacy. The implications of this research include recommendations for governments and policymakers to expand the use of AI in various public service sectors, as well as the need to develop ethical frameworks that can help address emerging challenges. This research makes a significant contribution to the academic and practical literature by offering a holistic approach and practical recommendations for optimizing the use of AI in public administration.

Abstract

Tujuan penelitian ini untuk menganalisis tingkat kepercayaan publik (public trust) terhadap Komisi Pemilihan Umum (KPU) Provinsi Kalimantan Selatan pasca pelaksanaan Pilkada 2020 dan Pemilu 2024, dengan studi kasus di Kelurahan Mawar, Kecamatan Banjarmasin Tengah. Fokus penelitian diarahkan pada lima indikator kepercayaan publik, yaitu komitmen, ketulusan, kejujuran, kompetensi, dan keadilan. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Data diperoleh melalui wawancara mendalam terhadap tujuh informan yang dipilih menggunakan teknik purposive sampling, terdiri dari dua pegawai KPU Provinsi Kalimantan Selatan dan lima masyarakat setempat, serta didukung oleh dokumentasi dan data sekunder. Analisis data dilakukan menggunakan model Miles dan Huberman yang meliputi kondensasi data, penyajian data, serta penarikan kesimpulan dan verifikasi. Hasil penelitian menunjukkan bahwa tingkat kepercayaan publik terhadap KPU Provinsi Kalimantan Selatan di Kelurahan Mawar tergolong rendah karena Masyarakat jelas sangat melihat adanya pilih kasih atau dalam artian ada nya kolusi dari para penguasa. Pada aspek komitmen, KPU dinilai belum bisa konsisten dalam pelaksanaan tahapan pemilu. Aspek ketulusan telah ditunjukkan melalui penyediaan informasi dan layanan berbasis digital, namun belum dirasakan secara merata oleh masyarakat. Kejujuran KPU masih dipertanyakan akibat adanya dugaan pelanggaran dalam penyelenggaraan pemilu sebelumnya yang mana terlihat jelas perbedaan penetapan calon pemimpin. Dari sisi kompetensi, KPU dinilai cukup baik dalam aspek teknis penyelenggaraan pemilu, tetapi masih lemah dalam edukasi politik dan peningkatan partisipasi publik. Sementara itu, aspek keadilan dianggap belum terpenuhi, terutama terkait kurangnya transparansi dalam pengambilan keputusan strategis. Simpulan penelitian ini menegaskan bahwa meskipun KPU telah menjalankan fungsi kelembagaannya, kepercayaan publik belum terbangun secara optimal dan memerlukan perbaikan berkelanjutan dalam transparansi, komunikasi publik, dan keadilan penyelenggaraan pemilu.

Abstract

The digital transformation of civil registration administration has become a key part of public service reform, particularly through the implementation of Digital Population Identity (IKD) to enhance service effectiveness, transparency, and accessibility.  However, the implementation of IKD presents challenges related to organizational capacity, citizens' digital literacy, data security, and service acceptance at the user level. This study aims to analyze the implementation of IKD policy in civil registration services, identify its enabling and constraining factors, and examine its contribution to the dynamics of digital governance in civil administration. A qualitative approach with a case study strategy was used, focusing on civil registration services in a local Dukcapil office. Data were collected through semi-structured interviews, non-participant observation, and document analysis, and analyzed using reflexive thematic analysis to identify emerging patterns from the experiences of service officials and users. The findings reveal that IKD is seen as both a symbol of service modernization and a tool to accelerate administrative processes. However, its implementation heavily relies on the capacity of frontline officials to mediate technology, explain procedures, and solve operational issues. The practical benefits of IKD are mostly experienced by users with sufficient digital competence, while other groups face barriers such as access, device limitations, and hesitation to use digital services. Trust in IKD remains fragile due to concerns about data security, making service acceptance dependent on user interactions with officials and trust in public institutions.
