Abstract

Soybean is one of vegetable protein sources. It is so important that the government targets self-sufficiency on this commodity.  Its target is 3.00 million tons in 2019, i.e. more than three times of the production in 2015. A production target is better stochastically forecasted that its result is an interval at a certain probability level.  There were some studies that forecasted productions of soybean.  However, their results were not as the intervals. Therefore, the objective of this research is for stochastically forecasting the soybean production.  Its data are time series data obtained from the FAO and the Indonesian Statistics Central Bureau. Data were analyzed by using econometrics.  The result of forecasting is the soybean production will be 0.99 million tons in 2019 with the 95% confidence interval between 0.94 and 1.05 million tons.Key words: Soybean, production, forecast

Rice for poor household (raskin) program is one of the Indonesian government program to improve food for poor household (RTM) and to provide protection of RTM. The purposes of this research were to: (1)determine the effectiveness of raskin program in the area of Lampung Province, (2) determine the efficiency level of raskin distribution starting from it had been distributed until received by RTM, (3) determine therelationship between the effectiveness and the efficiency of raskin distribution and the constrain of raskin program implementation. The research areas were chosen based on the consideration that had the greatest poverty in their districts. There were 30 RTM and 45 RTM drawn as research samples from 1.290 RTM in Kangkung village and 1981 RTM in Merak Batin Village. The research data was analyzed by analysismethod of qualitative (descriptive) and quantitative. The research result showed that the effectiveness of raskin in Kangkung Village earned an average of 83.3%, based on Standard Measures of EffectivenessBased Research Affairs References, categorized as very effective; whereas, in Merak Batin Village earned an average of 66.2%, categorized as quite effective. The marketing efficiency in Kangkung village was 0.04 andin Merak Batin Village was 0.03; this indicated that the distribution of raskin in Lampung Province was efficient because the calculation of the efficiency of Raskin marketing was below one. Constraints in theimplementation of the program were the low raskin honesty, communication and lack of human resources. Keywords: raskin program, effectiveness and efficiency of raskin distributuion, RTM

Abstract

This study aims to assess: business performance of coffee middlemen and exporters, coffee allocation and usage patterns total sales proceeds of coffee farmers, the economic benefit when farmers selling coffee to middlemen and exporters, and factors cause farmers decisions determine coffee sales. This research was conducted in two villages, Gunung Megang Village and Tekad Village in Pulau Panggung Subdistrict of Tanggamus Regency.  The method of analysis used in this study is an instrument test (validity and reliability), perception (qualitative description), Willingnes to Pay method (WTP), and multinomial logit regression which two models.  The research samples were chosen by propotional simple random sampling from four farmer groups of two villages.  The results showed that from each of the 65 respondents coffee farmers assessed both of the exporter and middlemen with score 87.7 percent and 75.4 percent.  It  meant that farmers assessed both exporters and middlemen as the sale of coffee, but more respondents rate the better exporters as evidenced by the value of perceptions. Allocation of coffee farmers production obtained from 65 samples showed that 31 farmers (47.69%) sold most of his coffee to middlemen, 12 farmers (18.46%) equally, and 22 farmers (33.85%) sold most of his coffee to the exporter with an average amount of coffee to middlemen at 565.98 kg and 509.83 kg to exporters from total average production of 1108 kg per farmer and the use pattern result was used for subsistence in daily.  Economic benefits obtained when farmers sell to middlemen was Rp212,779.65 per farmer and the exporter was Rp158,367.49 per farmer. Factors affecting farmers decision for determining the portion of sales seen from Likelihood Ratio (LR) indicated that all variables were significant simultaneously, while the individual testing for both logit model logit 1 showed the significant variables were education (X2), and  the logit 2 significant variables were education (X2) and experience (X3).
