Abstract

Mengelola negara besar seperti Indonesia di masa globalisasi saat ini tentu tidak mudah. Tafsir agama yang tidak akurat, radikalisme, dan ideologi teroris saat ini disebarluaskan melalui media sosial. Terorisme juga secara tidak langsung disebabkan oleh radikalisme. Oleh karena itu, penguatan asas Pancasila perlu dilakukan guna memerangi maraknya aksi terorisme dan radikalisme. Tujuan penelitian ini adalah untuk mengkaji rencana penguatan cita-cita Pancasila dalam rangka mencegah ancaman terorisme terhadap Ibu Kota Negara Republik Indonesia (IKN). Untuk mengumpulkan data mengenai strategi Indonesia dalam pemberantasan terorisme, penelitian ini menggunakan metodologi kualitatif yang berpusat pada tinjauan literatur. Temuan analisis menunjukkan bahwa menjunjung tinggi nilai-nilai utama Pancasila dapat menumbuhkan rasa solidaritas dalam menghadapi terorisme dan radikalisme. Pancasila adalah titik awal yang sempurna untuk memerangi terorisme. Tiga sila utama Pancasila yaitu Ketuhanan Yang Maha Esa, Kemanusiaan yang Adil dan Beradab, serta Persatuan Indonesia bertentangan langsung dengan gerakan teroris. Penanaman cita-cita Pancasila yang terus-menerus, intens, meluas, terkoordinasi, dan kohesif akan menyebabkan gerakan dan ideologi ekstrem punah dan tidak berkembang. Penghapusan gerakan dan gagasan ekstrem akan berdampak pada suasana kehidupan sosial di masyarakat, menjadi lebih aman, tenteram, dan tidak kenal takut.

Abstract

This study aims to understand the radicalization process of former terrorist convicts in Indonesia through the framework of Fathali Moghaddam's Staircase Model. Unlike previous studies that were primarily conceptual or based on secondary data, this study utilizes semi-structured interviews with a former terrorist convict, analyzed through thematic analysis to explore the psychological, social, and religious dynamics at each stage of radicalization. The results indicate that radicalization is not solely triggered by structural factors but is also influenced by relational pressures (family and religious study communities), ideological justification through deviant religious interpretations, and the role of social media in accelerating the strengthening of radical identities. These findings confirm the relevance of the Staircase Model in the local context, while highlighting its limitations as it does not fully accommodate relational and digital variables. Thus, this study contributes to the development of theoretical understanding of radicalization and offers implications for deradicalization policies that emphasize early family-based intervention, moderate religious education, and digital literacy to prevent extremist propaganda.

Abstract

The involvement of the Indonesian Army in law enforcement is often a problematic issue in the context of countries that implement a democratic system. History has proven that authoritarianism is not only the domination of the military, but also the domination of every government regime including civilians that do not implement checks and balances system in the execution of the government. This is what should be the focus of the problem. Apart from that, law enforcement authority actually is not only limited to the area of civil authority which is only given to the police as a representation of state authority which obtains authority from law, but rather to the police functions in general which can also be given to the military which functions as law enforcement officers (law enforcement officials) as explained in the UN Code of Conduct for Law Enforcement as follows; "(a) The term "law enforcement officials", includes all officers of the law, whether appointed or elected, who exercise police powers, especially the powers of arrest or detention. (b) In countries where police powers are exercised by military authorities, whether uniformed or not, or by State security forces, the definition of law enforcement officials shall be regarded as including officers of such services." In the explanation of Article 1 of the Code of Conduct for Law Enforcement, it is clear that what is meant by "law enforcement officials" includes elected or appointed law enforcement officers who are given the authority to carry out arrests and detention.

Abstract

Terorisme telah menjadi ancaman global, serta memberikan dampak yang mendalam tidak hanya pada korban langsung dalam tindak pidana terorisme itu sendiri, tetapi juga pada keluarga mantan narapidana terorisme, khususnya anak-anak mereka. Anak-anak dari mantan narapidana terorisme seringkali berhadapan dengan labelling yang diberikan oleh masyarakat khususnya di sekitar tempat tinggalnya bahwa mereka adalah anak mantan narapidana terorisme disertai dengan trauma psikologis, dan risiko radikalisasi lebih lanjut oleh kelompok radikal terorisme. Paper ini bertujuan untuk mengeksplorasi peran pendidikan dalam proses deradikalisasi bagi anak – anak mantan narapidana terorisme. Melalui analisis literatur yang mendalam dan studi kasus, paper ini ingin menunjukkan bahwa pendidikan formal dapat menjadi salah satu metode untuk deradikalisasi dan memfasilitasi integrasi sosial anak-anak tersebut. Akan tetapi, ditemukan juga tantangan dalam implementasi pendidikan sebagai metode deradikalisasi, salah satunya seperti kurangnya sumber daya manusia dalam pelaksanaan pendidikan formal itu sendiri. Sebagai kesimpulan, paper ini mengakui pentingnya pendidikan sebagai alat deradikalisasi dan menyerukan kerja sama yang lebih erat antara pemerintah, komunitas, dan sektor pendidikan untuk memastikan bahwa anak-anak dari mantan narapidana terorisme mendapatkan pendidikan yang memadai dan dukungan yang diperlukan untuk mengintegrasikan mereka kembali ke dalam masyarakat.

Abstract

Kebijakan Golden Visa diperkenalkan untuk menarik investasi asing, talenta global, dan individu kaya guna meningkatkan daya saing nasional dan mendukung pertumbuhan ekonomi berkelanjutan. Penelitian ini mengkaji konstruksi narasi kebijakan ini dan dampaknya terhadap pembangunan ekonomi Indonesia. Penelitian ini bertujuan untuk menganalisis bagaimana pemerintah membingkai kebijakan Golden Visa, mengidentifikasi kontra narasi yang muncul, dan mengeksplorasi metanarasi yang mendasari perdebatan tersebut. Pendekatan kualitatif digunakan dengan kerangka Narrative Policy Framework (NPF), melalui analisis dokumen kebijakan, pernyataan resmi, dan respons publik. Hasil penelitian menunjukkan bahwa pemerintah membingkai kebijakan Golden Visa sebagai instrumen strategis untuk mempercepat investasi, menciptakan lapangan kerja, dan mendorong transfer pengetahuan. Namun demikian, kontra narasi menyoroti isu keadilan distribusi, potensi ketimpangan sosial-ekonomi, serta dampak fiskal jangka panjang yang belum sepenuhnya terukur. Analisis metanarasi menunjukkan adanya pertentangan antara paradigma pertumbuhan ekonomi berbasis investasi global dan paradigma pembangunan yang menekankan keadilan sosial dan keberlanjutan. Secara keseluruhan, penelitian ini menyimpulkan bahwa efektivitas kebijakan Golden Visa dalam meningkatkan perekonomian nasional sangat bergantung pada desain regulasi yang selektif, transparansi implementasi, serta keselarasan kebijakan dengan prinsip pembangunan inklusif.

Abstract

The financing of terrorism in Indonesia, has become increasingly complex due to the involvement of various domestic terrorist organizations. These groups obtain funds through diverse sources such as direct donations, membership fees, self-funding, and the misuse of non-profit organizations (NPOs). This study aims to explore and analyze the potential and challenges of utilizing advanced technologies, particularly Artificial Intelligence (AI) and Machine Learning (ML), in preventing terrorist financing in Indonesia. The research employs a qualitative descriptive approach, utilizing secondary data from FATF reports and related literature. The findings indicate that AI and ML can significantly enhance the detection and investigation of suspicious financial activities, provide real-time transaction monitoring, and facilitate inter-agency collaboration. However, challenges such as data limitations, regulatory complexity, high implementation costs, and data security and privacy issues must be addressed to fully leverage these technologies. This study provides recommendations for developing a supportive regulatory framework, enhancing inter-agency cooperation, and investing in better data infrastructure to effectively utilize AI and ML in combating terrorist financing.

Abstract

This study examines how the abuse of a non-profit organization (NPO) intersected with Jemaah Islamiyah’s (JI) foreign terrorist fighter (FTF) mobilization to Syria. It focuses on Syam Organizer and investigates how public-facing fundraising, organizational consolidation, intermediary transfers, internal allocation, personnel preparation, and overseas deployment became connected across selected adjudicated cases. Employs a qualitative documentary research design based primarily on four selected Indonesian court rulings. The rulings were selected purposively because they contain evidence relevant to JI-linked fundraising, financial transfers, internal allocation, personnel preparation, and Syria-related deployment. The documents were read comparatively to identify recurring relationships across these processes. The documentary findings were supplemented by a semi-structured interview with a former JI Amir for contextual triangulation. The study does not rely on financial intelligence data, complete organizational archives, or direct observation of the organizations examined. The analysis suggests that JI-linked FTF mobilization was supported through a broader organizational process rather than isolated individual travel. The rulings indicate that public-facing fundraising through Syam Organizer was connected to regional and central consolidation, intermediary transfers, internal financial arrangements, and Syria-related training and deployment. The evidence further suggests that formally recorded humanitarian fundraising could coexist with confidential contributions designated for jihad-related purposes, without establishing that all humanitarian funds were diverted or that ordinary donors knowingly supported terrorism. The findings support closer attention to organizational relationships, intermediary actors, allocation practices, and continuity of functions across entities, while avoiding generalized suspicion toward NPOs or Islamic philanthropy. The study is limited by its reliance on four selected court rulings concerning defendants and adjudicated cases, together with one contextual interview. Court rulings are legal documents produced for adjudication and do not constitute complete organizational or financial archives. The study bridges terrorism-financing and FTF-mobilization scholarship by showing how resources may be converted into organizational capacity for repeated overseas engagement. Its main contribution lies in reconstructing a case-specific financial-logistical architecture through which public fundraising, consolidation, intermediary transfer, allocation, personnel preparation, and Syria-related deployment became interconnected.
