Abstract

Public service is a series of activities provided by public service providers (government) in order to meet a community's needs in accordance with statutory regulations. The Department of Population and Civil Registration of the City of Surabaya is the service agency that is most needed in the context of administering the launch of an innovation, Married, Born, Died, Moved, Came (KLAMPID), which is an online service system in the field of population. After several years of implementation, it is necessary to make improvements, taking into account the evaluations that have been obtained from the community. The research method uses a descriptive approach and data collection techniques through observation and interviews with the Surabaya City Population and Civil Registry Office. The results of the study indicate that the implementation of KLAMPID on the effectiveness criteria of KLAMPID is said to be quite effective but not optimal in website operations. KLAMPID efficiency is very efficient in public services. The KLAMPID assessment criteria are quite satisfactory and satisfying to the community, so they are evenly distributed among residents of Surabaya and outside Surabaya. Then, on the responsiveness criteria of the KLAMPID system, the response is good for users, but there are still complaints about errors on the website, and the accuracy criteria are correct but have not fully reached the public. Abstract

Penyalahgunaan narkoba masih menjadi permasalahan yang serius dan harus ditangani dengan baik. Sehingga, pemerintah membentuk Badan Narkotika Nasional yang bertanggung jawab langsung kepada Presiden. Dalam penanganan narkotika ini pemerintah membuat kebijakan dan strategi pencegahan pemberantasan penyalahgunaan dan peredaran gelap narkoba (P4GN) sebagai upaya memerangi bahaya narkoba. Dalam melaksanakan kebijakan P4GN di Kota Surabaya, pemerintah Kota Surabaya mengeluarkan Peraturan Walikota Surabaya Nomor 65 Tahun 2014. Tujuan penelitian ini untuk mengetahui implementasi kebijakan P4GN dalam memberantas penyalahgunaan narkoba di Kota Surabaya. Jenis penelitiannya deskriptif dengan pendekatan kualitatif. Fokus penelitian ini pada pemberantasan penyalahgunaan narkoba di Kota Surabaya. Teknik pengumpulan data menggunakan wawancara, dan studi pustaka. Analisis data dilakukan dengan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil dari penelitian menunjukkan bahwa implementasi kebijakan P4GN dalam memberantas penyalahgunaan narkoba di Kota Surabaya dapat dikatakan belum sepenuhnya berhasil karena standar/ukuran dan tujuan kebijakan belum terealisasikan dengan baik karena kasus narkoba terus mengalami peningkatan, akan tetapi BNNK Surabaya telah memiliki SDM yang kompeten dan profesional. Serta karakteristik yang ditunjukkan oleh masyarakat kurang peduli akan bahaya narkoba dan juga dilihat dari keterkaitan implementasi dengan kondisi ekonomi masyarakat yang mengakibatkan peredaran dan penyalahgunaan narkoba masih ada di Kota Surabaya walaupun BNN telah berupaya melakukan penyuluhan sebagai bentuk pencegahan. Saran dalam implementasi kebijakan P4GN dalam memberantas penyalahgunaan narkoba di Kota Surabaya adalah pihak BNNK Surabaya lebih insentif lagi dalam memberantas penyalahgunaan narkoba dan memberi penyuluhan bahaya narkoba dan agar tidak merasa takut untuk melaporkan akan adanya tindak pidana narkoba di lingkungan sekitarnya. Kata kunci : Implementasi, P4GN, Pemberantasan Drug abuse is still a serious problem and must be handled properly. Thus, the government established a National Narcotics Agency which is directly responsible to the President. In handling narcotics, the government makes policies and strategies to prevent the eradication of drug abuse and illicit trafficking (P4GN) as an effort to combat the dangers of drugs. In implementing the P4GN policy in the city of Surabaya, the Surabaya city government issued the Surabaya Mayor Regulation No. 65 of 2014. The purpose of this study was to determine the implementation of the P4GN policy in eradicating drug abuse in the city of Surabaya. This type of research is descriptive with a qualitative approach. The focus of this research is on eradicating drug abuse in the city of Surabaya. Data collection techniques using interviews, and literature study. Data analysis was carried out by collecting data, reducing data, presenting data, and drawing conclusions. The results of the study indicate that the implementation of the P4GN policy in eradicating drug abuse in the city of Surabaya can be said to have not been fully successful because the standards/measures and policy objectives have not been realized properly because drug cases continue to increase, but BNNK Surabaya already has competent and professional human resources. And the characteristics shown by the community are less concerned about the dangers of drugs and are also seen from the implementation linkage with the economic condition of the community which results in the circulation and abuse of drugs in the city of Surabaya. Although BNN has tried to provide counseling as a form of prevention. Suggestions in implementing the P4GN policy in eradicating drug abuse in the city of Surabaya is that the Surabaya BNNK has more incentives in eradicating drug abuse and providing counseling on the dangers of drugs and so as not to feel afraid to report drug crimes in the surrounding environment. Abstract

Program Instalansi Pengelolahan Air Limbah (IPAL) merupakan program yang diimplementasikan melalui Program Percepatan Sanitasi Permukiman (PPSP) guna mengentas masalah sanitasi sektor air limbah. Kabupaten Gresik memfokuskan program IPAL di wilayah perkotaan diantaranya Kelurahan Kroman. Penelitian ini bertujuan untuk menganalisis dan mengevaluasi Program IPAL di RT 06 Kelurahan Koman dengan fokus penelitian berdasarkan kriteria evaluasi menurut Willian N Dunn yakni: efektivitas, efisiensi, kecukupan, perataan, responsivitas, dan ketepatan. Penelitian ini menggunakan jenis penelitian kualitatif dengan sumber data berupa sekunder yakni observasi dan wawancara serta sumber data primer berupa dokumen/arsip. Penelitian ini menggunakan teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Adapun teknik analisis data berupa model interaktif Miles and Huberman. Hasil penelitian pada Evaluasi Program IPAL Berbasis Mayarakat di RT 06 Kelurahan Kroman yaitu: 1) Efektivitas; dikatakan belum optimal karena pelaksanaan uji kualitas kadar air belum memenuhi Perda dan kurangnya kesadaran Kelompok Pengelola Pemelihara (KPP) untuk merawat IPAL. 2) Efisiensi; pembangunan IPAL dinilai baik karena mendapat bantuan dana dari USRI. Sedangkan biaya operasional belum optimal karena sedikitnya partisipasi masyarakat. 3) Perataan; dikatakan optimal karena pendistribusian program sudah dimanfaatkan masyarakat hampir menyeluruh. 4) Kecukupan; dikatakan optimal karena program IPAL memberikan banyak kebermanfaatan. 5) Responsivitas; respon masyarakat dinilai baik namun kesadaran masyarakat masih kurang. 6) Ketepatan; dinilai optimal karena program IPAL mampu menjadi solusi dalam penanganan masalah sanitasi. Saran dari penelitian ini adalah KPP dan masyarakat sebaiknya mengadakan perawatan IPAL berdasarkan aturan Undang-Undang. Kemudian pemerintah juga perlu meninjau, mengevaluasi, serta memberikan sosialisasi kepada masyarakat. Kata Kunci: Sanitasi, Evaluasi, IPAL, Limbah rumah tangga. Installation Program Wastewater Management (WWTP) is a program implemented through the Acceleration Program Sanitation Settlements (PPSP) for useget rid of problem sanitation wastewater sector.Gresik Regency focuses the WWTP program in region urban of them Ward Kroman. Study this aim for analyze and evaluating the IPAL Program in RT 06 Kelurahan Commander with focus study based on criteria evaluation according to Willian N Dunn namely: effectiveness, efficiency, adequacy, smoothing, responsiveness, and accuracy. Study this use type study qualitative with data source in the form of secondary that is observation and Interview as well as primary data sources in the form of documents/archives. Study this use technique data collection in the form of interviews, observations, and documentation. As for technique data analysis in the form of interactive model Miles and Huberman. Results study on Based WWTP Program Evaluation society in RT 06 Kelurahan Kroman namely: 1) Effectiveness; said not optimal because implementation test quality water level yet Fulfill local regulations and lack of awareness Group Manager Maintenance (KPP) for treat IPAL. 2) Efficiency; WWTP development assessed good because get help fund from USRI. Whereas cost operational not optimal because at least participation society. 3) Alignment; is said to be optimal because program distribution has been utilized Public almost thorough. 4) Adequacy; is said to be optimal because the WWTP program provides many usefulness. 5) Responsiveness; response Public rated good however awareness Public still less. 6) Accuracy; considered optimal because the IPAL program is able to Becomes solution in handling problem sanitation . Suggestion from study this is KPP and Public should stage WWTP treatment based on rule law. Then government also need review, evaluate, and give socialization to society. Abstract

Indonesian Migrant Workers (PMI) abroad often face various social, legal, and cultural challenges that can increase their vulnerability in everyday life. One effort to minimize these vulnerabilities is through the establishment of regional community organizations as a platform for solidarity, advocacy, and cultural identity preservation. This community service activity aims to assist in the formation of the Ikatan Warga Ponorogo di Hong Kong (IWPH) — an association of PMI from Ponorogo working in Hong Kong. The methods employed include community needs assessment, facilitation of organizational meetings, formulation of organizational statutes and bylaws, and basic community-based advocacy training. The results of this activity showed high enthusiasm among PMI from Ponorogo to participate in this community as a forum for sharing information, social protection, and preserving regional cultural traditions abroad. Moreover, IWPH has begun to actively voice issues faced by PMI, such as overcharging, gender-based violence, and unclear employment contracts. The establishment of IWPH is expected to serve as a model for strengthening social networks and advocacy based on regional community groups, enhancing the bargaining power of Indonesian migrant workers abroad. This activity also reflects the contribution of higher education institutions in supporting the protection and empowerment of Indonesian migrant workers in various destination countries.

Abstract

The Nyanggring cultural tourism village in Tlemang Village, Lamongan, is a local wisdom-based tourism development initiative with a focus on environmental sustainability. Synergy between local communities and managers is key to creating this sustainability. However, challenges in implementing environmentally friendly management and actively involving the community are still faced. This study uses a qualitative approach with in-depth interview techniques and participatory observation. Research informants consisted of local communities, tourism village managers, and policy makers. Data were analyzed using thematic analysis techniques to identify supporting and inhibiting factors in sustainability-based cultural tourism management. The findings show that collaboration between the community and managers in preserving culture and the environment is very significant. The community is involved in maintaining cultural sites, managing cultural tourism villages, and developing local tourism products. However, there are still challenges such as lack of capacity training and minimal incentives for communities who are active in management. The synergy between the local community and the Nyanggring tourism village managers in Tlemang Village has made a positive contribution to environmental sustainability, but requires more support in terms of training and policies to optimize the results.
