Abstract

This community service initiative aims to enhance public service delivery in Weulun Village, a remote border area in East Nusa Tenggara, Indonesia, through the implementation of an e-Government system. Located adjacent to Timor-Leste, Weulun Village faces significant challenges such as limited infrastructure, geographical isolation, and shortages in human resources, which often hinder access to administrative and public services. In response, a participatory and collaborative approach was employed to design and implement a digital public service platform tailored to the village’s specific needs. The process included needs assessment, system planning, capacity building, system testing, and final implementation. The developed web-based system features two user levels: general public and village administrators. It enables digital access to population data, official documents, village profiles, and correspondence services, reducing residents’ dependency on travel to distant government offices. Following system deployment, training and socialization sessions were held to ensure effective use and sustainability. After four months of use, notable improvements were observed in service efficiency, transparency, and community satisfaction. Despite challenges such as limited internet connectivity and hardware constraints, the community’s enthusiasm and adaptability contributed significantly to the program’s success. This project demonstrates the transformative potential of digital technology in improving public service delivery in remote and underserved areas. The successful implementation in Weulun Village offers a model for similar efforts in other Indonesian border villages. Furthermore, this initiative supports the higher education institution’s goals by integrating community engagement with practical learning opportunities for students.

Abstract

Desa Hansisi, Kecamatan Semau, Kabupaten Kupang, menghadapi permasalahan keterbatasan akses informasi publik, rendahnya efisiensi pelayanan administrasi, serta belum optimalnya promosi potensi desa akibat ketiadaan media digital resmi. Informasi desa masih disampaikan secara konvensional melalui papan pengumuman dan pertemuan tatap muka, sehingga jangkauannya terbatas dan tidak terdokumentasi secara sistematis. Solusi yang ditawarkan dalam kegiatan ini adalah implementasi website desa terpadu sebagai media informasi publik, pelayanan administrasi berbasis digital, serta sarana promosi potensi lokal desa. Metode yang digunakan berupa pelatihan dan pendampingan dengan pendekatan partisipatif serta model pengembangan sistem waterfall yang meliputi analisis kebutuhan, perancangan, implementasi, pengujian, dan evaluasi. Kegiatan dilaksanakan melalui survei awal, pengembangan website berbasis WordPress, pelatihan pengelolaan konten kepada perangkat desa, serta pendampingan penggunaan sistem. Evaluasi dilakukan menggunakan kuesioner pre-test dan post-test serta observasi pemanfaatan website. Hasil kegiatan menunjukkan adanya peningkatan signifikan pada kapasitas mitra. Literasi digital perangkat desa meningkat dari 30% menjadi 82%, akses informasi masyarakat meningkat dari 40% menjadi 85%, dan efisiensi pelayanan administrasi meningkat dari 35% menjadi 80%. Website desa berfungsi sebagai pusat informasi terpadu, media transparansi pemerintahan, serta sarana promosi potensi UMKM dan pariwisata lokal. Dengan demikian, implementasi website desa terbukti efektif dalam meningkatkan kualitas pelayanan publik dan tata kelola pemerintahan desa berbasis digital

Abstract

Napan Village, located in the RI–RDTL border area, faces communication challenges due to limited internet access and the community’s reliance on basic mobile phones. This condition slows down the dissemination of village information, which is still carried out manually. This community service program aims to provide a practical solution through the implementation of an SMS Gateway system using Gammu and MySQL. Village officials received outreach and training on system installation, resident database management, and mass message delivery. Evaluation results showed a positive response: 92% of participants found the training easy to follow, 88% experienced the benefits of faster information delivery, and 90% stated that the application was easy to use. The implementation of the SMS Gateway has proven to enhance communication efficiency and strengthen the digital capacity of village officials. The program is expected to be further developed by integrating the system with other administrative services to ensure its long-term sustainability.
