Abstract

This study is to assess the degree to which inclusive education policies have been used in Indonesian primary education units, pinpoint difficulties and barriers, and provide a scholarly contribution to the field of public administration studies, specifically with regard to the application of education policies. The study used a qualitative methodology and a literature review technique, critically examining government papers, policy documents, regulations, and other studies. The research was restricted to the conceptual and policy levels through the use of a literature review, which strengthened the theoretical knowledge and analytical foundation for the implementation of inclusive education policies. The findings show that while Indonesia has a solid legislative foundation for inclusive education, there are still a number of obstacles to overcome before it can be implemented in primary schools. Planning, organization, execution, and supervision are areas where disparities occur. Teachers lack the necessary pedagogical skills to work with pupils who have special needs, the inclusive organizational structure has not been developed adequately, and policy distribution has not been divided equally. Additionally, the quality of inclusive services is deteriorated by a lack of facilities, a tight budget, and social stigma.. Through a public governance approach that highlights the connection between policy design, institutional capability, and social dynamics in the context of primary education, this study strengthens the viewpoint of inclusive education policy implementation. The study's findings support the idea that Indonesia's problems with inclusive education stem not just from a lack of funding but also from a lack of ability to integrate policies and implement them across sectors. Therefore, attaining effective, equitable, and sustainable inclusive education requires interagency collaboration, strengthening governance, and methodically increasing teacher capacity.

Abstract

ABSTRAK Tingginya prevalensi hipertensi dan diabetes pada lansia membutuhkan pemantauan teratur yang belum berjalan optimal di RW 01 Desa Cintarasa, Garut. Mendeskripsikan efektivitas aplikasi pemantauan tekanan darah dalam memberdayakan keluarga lansia penderita hipertensi dan/atau diabetes. Program pengabdian dilaksanakan melalui penyuluhan, pelatihan penggunaan tensimeter digital dan aplikasi, serta pendampingan; diikuti 60 peserta lansia, 10 pendamping keluarga, dan 5 kader; evaluasi menggunakan instrumen pengetahuan (20 soal) dan observasi keterampilan; analisis paired t-test. Rerata skor pengetahuan meningkat dari 56 menjadi 74 (32%). Sebanyak 85% peserta mampu melakukan pengukuran tekanan darah yang benar; 80% keluarga rutin menggunakan aplikasi. Edukasi, pelatihan, dan aplikasi pemantauan meningkatkan pengetahuan, keterampilan, dan kepatuhan monitoring tekanan darah pada lansia.  Integrasikan aplikasi ke kegiatan posyandu, sediakan pelatihan lanjutan, dan lakukan evaluasi jangka panjang. Kata Kunci: Pemantauan Tekanan Darah, Pemberdayaan Keluarga, Lansia, Hipertensi, Aplikasi Mobile.  ABSTRACT Introduction The high prevalence of hypertension and diabetes among the elderly requires regular monitoring, which remains suboptimal in RW 01 Desa Cintarasa, Garut. To describe the effectiveness of a blood pressure monitoring application in empowering families of elderly patients with hypertension and/or diabetes. Method The community service program consisted of health education, training on the use of digital blood pressure monitors and the application, and mentoring. A total of 60 elderly participants, 10 family caregivers, and 5 cadres were involved. Evaluation used a 20-item knowledge questionnaire and a skill observation checklist, analyzed with a paired t-test. The mean knowledge score increased from 56 to 74 (32%). Eighty-five percent of participants were able to measure blood pressure correctly, and 80% of families routinely used the application. Education, training, and the monitoring application improved knowledge, skills, and compliance with regular blood pressure monitoring among the elderly.Integrate the application into posyandu activities, provide further training, and conduct long-term evaluations. Keywords: Blood Pressure Monitoring, Family Empowerment, Elderly, Hypertension, Mobile Application.
