Abstract

This article aims to depict the main issues, political preferences, and the impact of women's participation as voters in the 2024 elections in Indonesia. Through qualitative descriptive research with the methodology of literature review, an analysis is conducted on the conditions of gender equality and sexual violence in Indonesia, considering women's political preferences in legislative and presidential elections, and discussing their impact on the strengthening of democracy in Indonesia. It is found that gender equality and sexual violence issues are the primary focus for women in the 2024 elections. Women's political preferences tend to be influenced by the personality and background of candidates. The participation of women as voters can have a positive impact on creating policies that are responsive to various women's issues. This research also underscores two crucial aspects: the importance of the role of political parties, candidates, and presidential candidates as contestants in elections to present concrete solutions to women's issues packaged in tangible programs or missions. Additionally, this article emphasizes that the success of elections is not only seen in their procedures but also in their substance, which must provide solutions or answers to women's issues in Indonesia.

Abstract

Rendahnya angka keterpilihan perempuan di lembaga Legislatif di Indonesia masih menjadi kajian yang menarik untuk dikaji. Salah satu lembaga yang mamiliki masalah dengan angka rendahnya keterpilihan perempuan adalah Dewan Perwakilan Rakyat Daerah Provinsi Sumatera Barat. Adanya affirmative action yang tertuang dalam UU nomor 12 tahun 2003 pasal 65 dalam pemilu masih belum mampu meningkatkan jumlah angka keterpilihan perempuan di lembaga legislatif. Faktanya jumlah angka keterpilihan perempuan dari tahun ke tahun semakin menurun dan pada pemilu tahun 2019 angka keterpilihan perempuan di DPRD Sumatera Barat menjadi angka yang paling rendah dari pemilu sebelumnya. Penelitian ini menggunakan metode penelitian kajian pustaka atau studi kepustakaan yaitu berisi teori yang relevan dengan masalah-masalah penelitian. Hasil penelitian menunjukkan bahwa faktor-faktor yang mempengaruhi rendahnya jumlah keterpilihan perempuan di DPRD Provinsi Sumatera Barat pada tahun 2019 adalah lemahnya regulasi, minimnya sosialisasi dan aktivitas calon legislatif perempuan, organisasi politik tidak memiliki komitmen yang penuh dan perilaku kebijakan politik yang bias gender serta terbatasnya sumberdaya finansial yang dimiliki oleh caleg perempuan. Kata Kunci: demokrasi, keterpilihan , affirmative action,  pemilu

Abstract

In the process of implementing regional autonomy, conflict is inevitable. Internal disputes between autonomous areas, vertical conflicts between autonomous regions, and horizontal conflicts between autonomous regions are the three categories of conflicts involving regional autonomy. This study examines uncommon vertical disputes in autonomous territories, namely the dispute between the Ministry of Finance, the Governor of Riau, and the Regent of the Meranti Islands. The purpose of this study is to elucidate the mechanisms behind conflict, including its origins and ways to resolve it. The study's findings suggest that the very little fiscal support given to the Meranti Islands Regency Government is what triggers the conflict process, which starts with interaction. Special Financial Assistance (BKK) is budget support from the provincial government of Riau, whereas Profit Sharing Funds (DBH) are budget support from the federal government. Limited resources, such as a tiny APBD, regional poverty, and a large number of unemployed people who migrate to neighboring countries as migrant laborers are the root causes of this conflict. The divergent objectives of the Ministry of Finance, the Governor of Riau, and the Regent of the Meranti Islands constitute the second cause of conflict. The Governor believes that funds will be distributed based on statistics and indicators, the Regent wants to deliver as much funding as possible to the regions, and the Ministry of Finance considers financial equality across the area. The third source of conflict is miscommunication, which includes spreading the word through the media and making diabolical remarks in public forums directed at the Ministry of Finance. The personality of the Meranti Islands Regent, who exudes a spectacular and haughty demeanor while leading the government, is the fourth point of contention. The final methods of resolving conflicts are negotiation and mediation.

Abstract

The strength of ethnic identity became public phenomena later gained momentum in West Sumatera when Nagari introducied be formal goverment. The Bukittinggi City Indigenous groups power incorporated in Kerapatan Adat Kurai (KAK) are not satisfied with the condition that Nagari are not applied in the City Government. KAK claims as a holder of authority over the area of Bukittinggi city is a source of strength to impose their demands. However during the reign of the new order, KAK losing their existence and influence over local politics. Losing their influence on formal governance, make KAK indigenous leaders trying to restore the system of Nagari Government which will give a space for them to power. There are indications that KAK demand is an attempt to restore the power of traditional elites. KAK movement more motivated by political interests to gain access and representation of their group within local government. The movement dynamics is closely linked with the interests of the actors to find support in a particular political event. The indigenous elite (traditional leaders) as the initiators have not obtained a good representation as politically, culturally and economically in local politics.
