Abstract

Palu City's recovery after a disaster encounters obstacles in reaching SDG 8 because of restricted availability of good job opportunities, uneven access to training for jobs, and poor collaboration among stakeholders. This calls for using evidence to pinpoint policy focuses and key players. This study aims to analyze the priority criteria and roles of stakeholders in creating decent work and supporting economic growth in Palu City by referring to the 8th Sustainable Development Goals (SDGs) indicator. The approach used is the Analytic Hierarchy Process (AHP) method, which allows systematic decision-making through pairwise comparisons. Data were obtained through questionnaires distributed to nine respondents representing the government sector, private sector, NGOs, and universities. The results showed that the Job Training criterion was the main priority with the highest weight of 0.562, followed by Investment (0.242), Labor Intensive (0.123), and Creative Industry (0.071). In terms of actors, the Private Sector occupies a dominant position with a total weight of 0.8425, indicating a significant role in supporting the creation of decent work. This study emphasizes the importance of collaboration between the private sector and the government, as well as the need to increase the contribution of NGOs and universities in supporting training, innovation, and empowerment of local communities.

Abstract

Palu City's tourism industry has the potential to increase local revenue, but its growth is hindered by the lack of a well-thought-out plan that considers its distinctive local features and susceptibility to natural disasters. This study aims to determine a tourism sector development strategy to support regional development in Palu City. The research method employs descriptive analysis with data collection through interviews with relevant government officials, local communities, and tourists. Data analysis was conducted using SWOT method to identify strategic position and AHP method to determine tourism development priorities. SWOT analysis results indicate that Palu City's tourism development strategy is positioned in Quadrant I with coordinates (0.35; 0.4), suggesting an SO (Aggressive) strategy. This strategy optimizes strengths and opportunities through enhancing natural and human resources quality. improving infrastructure, and supporting government policies for sustainable tourism development. AHP analysis reveals geographical conditions as the highest criterion with 54.9%, while natural tourism emerges as the priority alternative with 75.8%. These results are relevant to Palu City's geographical conditions with significant natural tourism potential. Policy implications from this study emphasize the need for Palu City government to focus on developing natural tourism by strengthening supporting infrastructure, enhancing tourism human resource capacity through continuous training, and integrating local community roles in sustainable destination management. The recommended aggressive strategy can serve as a reference for formulating effective tourism development programs that impact Regional Original Revenue (PAD) enhancement and community welfare improvement.

Abstract

This study aims to analyze the structure of the manufacturing industry in Central Sulawesi, emphasizing intersectoral linkages and their contributions to output and gross value added. Using a quantitative approach based on input and output matrices, the study identifies strategic subsectors capable of generating high multiplier effects on the regional economy. The results indicate a shift in subsector dominance from agriculture and wood-based sectors to natural resource-based industries, particularly base metals and energy processing. This shift is accompanied by weakening forward linkages and increasing dependence on upstream sectors, indicating early signs of deindustrialization and limited manufacturing contribution to strengthening the domestic supply chain. The findings also indicate that only a few subsectors are capable of playing dual roles as users and providers of inputs between industries, narrowing the basis for structural transformation. The implication of this condition is the need for an industrial development strategy that encourages sector diversification, strengthens downstream processing, and improves connectivity between key subsectors. This study provides recommendations for policymakers to direct industrial development toward a more sustainable, inclusive, and long-term orientation, in order to encourage equitable and resilient regional economic growth amidst global dynamics.

Abstract

This study examines the impact of education on extreme poverty in Central Sulawesi Province during 2021-2024. Using panel data regression analysis with Fixed Effect Model on 13 districts/cities, the research finds that education, proxied by Average Years of Schooling, has a significant negative effect on extreme poverty with a coefficient of -6.648366. This indicates that each additional year of education reduces extreme poverty by 6.648 percent. Despite provincial success in reducing extreme poverty from 3.15 percent to 1.27 percent, significant disparities persist across districts, with the gap between Palu City and Donggala Regency reaching 3.75 years. The findings confirm Human Capital Theory and emphasize the need for equitable education access and quality improvement as fundamental strategies for sustainable extreme poverty eradication. Keywords: extreme poverty; education; average years of schooling

Abstract

Economic resilience has been a major concern in economic development studies, especially when there are recurrent macroeconomic shocks and structural vulnerabilities. Although fiscal and investment policies are widely recognized as drivers of economic growth, empirical evidence linking fiscal and investment policies to regional economic resilience from an aggregate demand perspective is limited. This study examines the impact of these two variables on economic resilience in 34 provinces in Indonesia during the period 2012-2024. Regional resilience is measured using real aggregate consumption relative to counterfactual long-term trends, thereby capturing the capacity of regions to withstand shocks and recover over time. The analysis used a Fixed Effects panel model, selected based on the Chow and Hausman tests. The findings show that disaster-related spending through contingency significantly increases the region's economic resilience in the short term, while capital expenditure also has a positive short-term effect, albeit on a smaller scale. In addition, foreign direct investment and domestic investment show statistically significant and consistent positive effects on economic resilience. These results extend Keynesian aggregate demand theory by showing that fiscal and investment policy instruments not only stabilize output but also strengthen adaptive regional resilience, offering important policy insights for disaster-prone developing countries.

Abstract

Regional economic growth is an essential indicator of development performance that reflects the effectiveness of regional economic policies. This study examines the determinants of economic growth in Central Sulawesi Province across 13 municipalities and regencies during the period 2014–2024, focusing on population, labor force, investment, consumption per capita, and capital expenditure. The analysis employs a quantitative approach using panel data regression to assess both the joint and individual effects of these variables on regional economic growth. The empirical results indicate that, collectively, population, labor force, investment, consumption per capita, and capital expenditure significantly influence economic growth across the observed regions. In terms of individual effects, population and labor force are found to have negative and positive coefficients, respectively. However, both are statistically insignificant, indicating no meaningful direct impact on economic growth. Investment shows a positive and statistically significant effect, confirming its important role as a key driver of regional economic expansion. Conversely, consumption per capita has a statistically significant negative effect, suggesting that higher consumption levels are associated with lower economic growth in the region. Meanwhile, capital expenditure does not exhibit a statistically significant effect, implying that its current contribution to economic growth remains limited within the study period.

Abstract

This study aims to analyze the influence of the Human Development Index (HDI), Domestic Investment (PMDN), and Foreign Investment (PMA) on labor absorption in the Sulawesi region during 2016–2024, This study uses a quantitative approach with secondary data obtained from the Central Statistics Agency (BPS) and analyzed using panel data regression. Based on the results of the model selection regression test through the Chow test and the Hausman test, it was obtained that the Fixed Effect Model (FEM) is the most appropriate model. The results of the study show that simultaneously HDI, PMDN, and PMA have a significant effect on labor absorption, with the F Test (Simultaneous) producing a probability value of 0.00000 (< 0.05). Partially, HDI and PMDN have a significant effect. Showing that improving the quality of human resources and domestic investment have an important role in optimizing labor absorption Meanwhile, FDI has no significant effect, indicating that foreign investment has not been able to absorb labor optimally.
