Abstract

Public dissatisfaction with the quality of public services at drug rehabilitation institutions in Pekanbaru City has shown an increasing trend, even leading to the closure of several rehabilitation centers. This condition highlights the importance of the Community Satisfaction Survey (CSS) as an evaluative instrument to improve the quality of public services. This study aims to analyze the implementation of the Community Satisfaction Survey policy based on Regulation of the Minister of Administrative and Bureaucratic Reform Number 14 of 2017, to identify obstacles to its implementation, and to examine the efforts undertaken by drug rehabilitation institutions in Pekanbaru City. This research employs a sociological legal research method with an empirical approach, utilizing primary, secondary, and tertiary data collected through interviews, document analysis, and literature review. The findings indicate that the implementation of the CSS policy has not been optimal, as several rehabilitation institutions have not consistently conducted community satisfaction surveys. The main obstacles include low legal awareness among institutional administrators, limited budget allocation, and insufficient human resource competence in conducting surveys. Furthermore, some institutions have not taken concrete and systematic measures to implement the policy. Therefore, this study recommends strengthening the government’s role through guidance, supervision, and the imposition of administrative sanctions, such as written warnings and fines, to ensure compliance of drug rehabilitation institutions with the public service satisfaction survey policy. Keywords: drug rehabilitation; public services; community satisfaction survey; policy implementation.

Abstract

Di era digital sekarang ini, kemajuan teknologi informasi dan komunikasi telah mendorong terjadinya perubahan yang berarti pada tatanan kehidupan masyarakat, tidak terkecuali di lingkungan pelajar sekolah menengah atas. Para siswa, sebagai generasi muda, tergolong sebagai kelompok yang sangat dinamis dalam mengakses perangkat digital dan jaringan internet, baik untuk keperluan akademis maupun rekreasi. Aktivitas seperti penggunaan media sosial, situs berbagi video, serta beragam aplikasi digital telah menjadi rutinitas keseharian siswa di SMA Negeri 16 Pekanbaru. Tingginya frekuensi pemanfaatan teknologi digital tersebut tidak selalu sejalan dengan tingkat pemahaman yang memadai tentang aspek legal, terutama yang berkaitan dengan hak cipta. Di kalangan pelajar, fenomena yang kerap ditemukan antara lain yaitu mengunduh dan menyebarluaskan konten tanpa kewenangan, menggunakan hasil karya pihak lain tanpa menyertakan rujukan yang sah, hingga melakukan tindakan plagiarisme dalam penyelesaian tugas-tugas sekolah. Kondisi ini mengindikasikan bahwa kesadaran serta pemahaman siswa mengenai pentingnya menghormati kekayaan intelektual milik orang lain masih tergolong rendah.  Ketidakpahaman ini dapat mengakibatkan masalah hukum yang serius seperti terjadinya pelanggaran hak cipta. Permasalahan yang mungkin timbul ketika minimnya pengetahuan siswa SMA Negeri 16 Pekanbaru terhadap ketentuan hukum hak cipta dalam dunia digital. Oleh karena itu, peningkatan pemahaman siswa SMA Negeri 16 Pekanbaru terhadap ketentuan hukum hak cipta dalam dunia digital menjadi sangat penting. Target dan luaran sesuasi rencana bagi pengusul berupa publikasi jurnal dan media massa elektronik. solusi yang ditawarkan dari program pengabdian kepada masyarakat ini untuk menyelesaikan permasalahan yang dialami mitra.

Abstract

Purpose: To explain the contradictions of the reconciliation arrangement in the meeting voting on the Debt Payment Obligation Deferral and to formulate the concept of ideal justice voting in the Debt Payment Obligation Deferral meeting. Research methodology: This type of research is normative legal research. Results: The principle of justice in the Bankruptcy and PKPU Laws contains that provisions regarding bankruptcy can fulfill a sense of justice for interested parties. The entire analysis of the concept of justice is related to legal facts in the Bankruptcy Law and PKPU which adopt the principle of balance by stating that the principle of "fairness" is not ideal. Therefore, it is necessary to reform the principles of justice in bankruptcy law and PKPU in order to fulfill the legal ideals of bankruptcy law. The legal ideals that have been fulfilled are elements of commutative justice, but considering the differences in the criteria or portions of each, according to the author, it is necessary to renew these legal principles based on the concept of distributive justice. Then ideally the voting results should ideally be binding on all parties. Limitations: This study is only related to voting norms in the bankruptcy law and PKPU. Contribution: This research is expected to be a reference and contribution to the Government in reforming bankruptcy law and PKPU.

Abstract

Background: Blockchain-based assets increasingly operate as investment and commercial property, yet their decentralized architecture, pseudonymous control, volatility, and cross-border transferability challenge conventional bankruptcy mechanisms. Objective: This study examines how digital assets may be treated under insolvency law, identifies legal and operational obstacles to their administration, and develops a Digital Asset Insolvency Framework for Indonesia. Methods: Using normative legal research, the study combines statutory, conceptual, comparative, and case approaches. Indonesia is assessed against developments in the United Kingdom, Singapore, and the United States across property status, disclosure, control, valuation, liquidation, distribution, and institutional capacity. Results: Digital assets may be recognized as property and included in a bankruptcy estate where applicable legal doctrine supports their economic value, transferability, identifiability, and effective control. The analysis nevertheless identifies persistent gaps in wallet disclosure, private-key access, ownership verification, valuation timing, liquidation security, and cross-border recovery. The study's novelty lies in an integrated five-pillar framework linking disclosure-based transparency, access-based control, adaptive valuation, secure liquidation and distribution, and institutional capacity. This framework translates comparative legal developments into operational guidance for Indonesian insolvency governance. Conclusion: A technology-responsive insolvency regime should combine legal recognition with enforceable access, valuation, liquidation, and institutional mechanisms so that digital assets can be administered transparently while protecting creditor equality and asset value.
