Abstract

This research explains the efforts of Timor Leste resolve the maritime boundary disputes with Australia. Perspective that used in this research is neorealism perspective. All countries in the international system are made functionally equal by structural pressure, This research also uses the track two diplomacy theory. This theory is assumed to be an extension of track one diplomacy, whose actors are non-government actors who are able to carry out diplomatic activities, analyze, prevent and resolve a international conflict.The results of this research can show that Timor Leste and Australia had succeeded reach an agreement on their maritime boundaries. The agreement resulted of Timor Leste’s efforts to resolved maritime boundary disputes with Australia under the Permanent Court of Arbitration (PCA) Conciliation based on Article 298 and Annex V of the United Nations Convention on the Law of the Sea (UNCLOS). Timor Leste signed their Maritime Boundary Agreement on 6 March 2018 at United Nations Headquarters, New York. The settlement of the maritime boundary resulted better deal than before and opened a new chapter for bilateral relations between Timor Leste and Australia.  Keywords :  Neorealism perspective, trck two diplomacy. Abstract

One component of farm sub-sector that has much benefits and potentially to be developed in indonesia is a dairy agribusiness. Geography, ecology, and so of fertility land in some regions in indonesia having characteristics that suitable for the development of dairy agribusiness. In addition, from the demand side, milk production in the country is still not enough to cover needs of domestic millk consumption. Currently in domestic milk production can not meet more than 30 % of the national demand the remaining, 70 % derived from imports.Dairy development in indonesia cannot be separated from the problems that impede the development of the dairy. Most of the business of a farm of dairy cattle managed by with a scale business that is not economical. In fact, dairy farm business is people, faced with two major problems, namely the problem zooteknik in the face of the global market as well as socio-economic issues that are less institutional support to business performance.To overcome the problem, the indonesian government take measures to save and improve the business of a farm of dairy industry in indonesia. One way to be taken is to have a partnership with the countries that have been successful in doing application of technology dairy farm as New Zealand.In the treaty the new zealand government will help improve the human resources ( HR ), quality and quantity of farmers of dairy industry indonesia by providing training, the scholarship, consultation, dairy processing plant, processing plant even the management of a farm that has successfully implemented in the country.Keyword : Dairy, Indonesia, New Zealand, Milk, Farm, Agribusiness

Abstract

FCTC is an international regulation for tobacco control in the world, convention for tobacco control the world was born from worries of the World Health Organisation (WHO ) about the risks and dangers posed by the effect of negative tobacco (cigarettes) against the world public health. Through smoke by the active smokers and accepted by the passive smokers. FCTC approved as international law in June 2005 by the World Health Assembly (WHA) and until January 2014 has ratified by 185 members of WHO.Indonesia is the one of the 8 countrys that were not ratify FCTC, Indonesian government considers that ratification of FCTC not yet necessary important by Indonesia itself. It is caused by rather negative against the government of Indonesia to the impact of economic stability in the country. Tobacco sector is one of the source of revenue for state coffers sizable, besides tobacco industry is also capable of creating jobs for millions of farmers and cigarette factory workers. Abstract

This study describes about Indonesian Diplomacy for UNESCO Paten’s Saman Dance. It has already been fact to be forced by every nation and state. Nowadays, threat comes from internal and external. From internal, young generations see Saman Dance as an old culture which is too complicated to learn. Other reason is endangerment of the originality Saman Dance caused globalization. And from external, there are so many claims for Indonesian culture.This research shows how the diplomacy of Indonesia which involved many party including the public and other government agencies to get Saman Dance as Indonesian Official Heritage Culture by UNESCO and finally they made it since UNESCO inscribes Indonesia Saman Dance on the list of the Intangible Cultural Heritage of Humanity throgh the meeting on November 24th, 2011 in Bali.Multi-track Diplomacy used to foster peace between state or particular interest. Its authenticity on the fact that it realis on various contributions from Goverment and non Goverment. Abstract

The purpose of this research is to know The United States‟ interest in IFACS project through USAID program in Indonesia. The project is a cooperative program between the United States an Indonesia to reduce deforestation, greenhouse gas emissions and to support the adaptation of climate change. The project takes place in Aceh, West Kalimantan, Cebtral Kalimantanan and Papua from 2010-2015. The implementation of the project involves the central government, the provincial government, the regional government, non-governmental organization, local people and private sector.The research uses qualitative methode with descriptive analysis model. Most of the data are collected through literature reviews and website searches. Then the obtained data are analyzed with theoretical approaches related to International Relations and International Cooperation. The researcher use liberalism perspective which believes that people will cooperate each other or work together to achieve the same interest. Level of analyisis is nation state with cooperation theory and national interest concept.The result of the research indicates that there are the United States‟ interest through the help that it gave for Indonesia. The interest are economy and political interest, such as securing the continuity of activities of The United States‟ companies in Indonesia.Keywords:United States, Indonesia, National Interest, USAID, IFACS

Abstract

This research explains the Chinese interest in the Regional Comprehensive Economic Partnership and its connection to the East Asian region. Regional Comprehensive Economic Partnership is a form of free trade agreement comprising 10 ASEAN countries and the 6 ASEAN FTA partners. Complexity that occurred in East Asia between China and Japan, Japan and South Korea, China and South Korea, affect completion of negotiations Regional Comprehensive Economic Partnership.This research used perspective neoliberalism as a reference to analyze the interest of Chinese in the Regional Comprehensive Economic Partnership. This research also used the theory of international cooperation to see the development of relations in East Asia. In addition, this study also uses the concept of regional integration to see direction of the Regional Comprehensive Economic Partnership agreement.The final result of this research is the China interests to improve political economy in the East Asian region through the Regional Comprehensive Economic Partnership. To achieve this purpose, China use the Regional Comprehensive Economic Partnership in an effort to improve relations and cooperation to Japan and South Korea. Abstract

This study will describe the economic and political interests of Indonesia in CPO(Crude Palm Oil) export cooperation with Slovakia especially from the signing of theMemorandum of Understanding on Technical Cooperation in the Field of Agriculture in 2011.The method used in this research is qualitative research. Some of the data obtained camefrom books, journals, articles, annual reports, the internet and other media. In this study alsoused the perspective of liberalism, international cooperation theory, and national interestconcept.This research shows that Indonesia always faces the increasing of CPO exports to Slovakiaevery year, and Slovakia’s dependence to Indonesia’s CPO for the biofuel industries. Abstract

This research explains about relationship between the United States with Bolivia, as well as the influence of USAID in Bolivia that led government under the leadership of the Bolivian government of Evo Morales taking action to expel USAID from Bolivia. Bolivia is one of the poorest countries in Latin America. Dependence of Bolivia to the United States as a major donor to the country's development of Bolivia, as well as American interests to stability in Latin America in Bolivia has made relations between the two countries became close. However, after the election of Evo Morales as President of Bolivia in 2005, has changed the dynamics of politics in Bolivia. It is not directly influence the relationship the United States and Bolivia due to the Bolivian government has always been pro-United States actually began as anti-United States.The author analyzes this case by finding data and facts through some literatures. The literature was collected from books, journals, media and website. Theory that is used in analyzing expelled USAID from Bolivia is the theory of foreign policy with the decision making models by Richard SnyderFrom this research can be seen as factors that the Bolivian government take action to expel USAID. Factors stabilized ideology and political Bolivia is one reason for the Bolivian government took measures to expel the aid agencies of Bolivia. Abstract

This research aims to explain the strategy of the Indonesian government in overcoming the entry of illegal cosmetics into Indonesian territory. The entry of illegal cosmetics is due to globalization and free trade which provide wide space for the flow of goods and services transactions that cross the borders of a country. BPOM as the agency authorized to supervise cosmetics in circulation often gets illegal cosmetics circulating in Indonesian territoryThe Study uses a qualitative research method, with the level of analysis of the nation state. The author use the theory of Strategy with the concept of Non- Traditional Security using the perspective of Constructivism. To analyze this problem, the authors collected data from books, journals, websites, dictionaries, reports, data from the Drug and Food Monitoring Agencies about illegal cosmetics  from Malaysia.The Finding of this study indicates that the strategy carried out by the Indonesian Government is to control by the BPOM and strengthen the applicabale laws. Apart from that, in overcoming illegal cosmetics, Indonesia is also conducting regional cooperation as well as international cooperation. The cooperation carried out is security cooperation by strengthening guarding in border areas, as well as working with ASEAN through the Post Market Alert System (PMAS) activity. Keyword: Indonesia, Non- Tradisional Security, Illegal Cosmetics, Strategy.

Abstract

This study examines the extent to which the effectiveness of the agreement between the United States and Colombia to suppress illegal narcotics through the sea. this agreement was agreed with the efforts of the United States to reduce drug smuggling from Colombia, as well as overcoming the illegal narcotics trafficking in the United States. From these discussions can be drawn two variables, among others, the United States Agreement with Colombia on the eradication of illegal narcotics through the sea channel which is an independent variable. while the handling of illegal narcotics problems in the United States runs effectively, which is a dependent variable.The agreement was agreed by the Colombian government as failing to handle the increase in opium and marijuana results in its own country. it makes the two countries cooperate under an agreement. The agreement was effective. including large-scale operations for successfully seizing illegal drugs, prevention, treatment and rehabilitation for users and addicts, the ever-increasing destruction of laboratory drugs, the seizure of facilities and infrastructure that support drug trafficking, and success in cartel arrests including members and leaders .Keywords: Bilateral Agreement, Drug Enforcement Cooperation Trade, By Sea, USA and Colombia
