Abstract

This study aims to identify the key success factors of public services in the education sector in Makassar City, using qualitative research. Based on the source, the types of data used are primary and secondary. Data obtained through interviews with the education office and school principals, while secondary data is data obtained from various literatures such as books, laws and other related sources. The results showed that there are two key success factors, namely supporting factors and inhibiting factors. Supporting factors are: a) there is good cooperation between the education office and the school assigned to do LINOA. b) there is motivation, psychology and a good spirit of willingness from the leadership. c) schools that are accessed by LINOA find it easy to make Star Class innovations and Recognise Potential, for LINOA support in building cross-sector cooperation. The inhibiting factors are: a) Asymmetric Information about the existence of LINOA. b) Misconceptions about creativity and innovation that are valuable from the existence of LINOA. c) Low HR competence in the era of capability. d) Little time to make innovations, finally no innovative thinking creativity.

Abstract

This study aims to determine the effect of entrepreneurial product innovation on business performance in the brown sugar micro food industry in the district of Bonto Bahari, Bulukumba Regency. This study uses a quantitative approach to the type of descriptive research with a population of 30 respondents and the sample in this study as many as 30 respondents. Data collection techniques used through observation, questionnaires (questionnaire), and documentation. The data obtained from the research results were processed using data analysis and using the SPSS software application consisting of descriptive analysis techniques and inferential statistical analysis. The results of the research that can show that the indicators for each of the variables used are in the entrepreneurial product innovation variable showing that the indicators used in this study are in the good category. As for the indicators on the business performance variable, it shows in the very good category. Based on the results of the inferential analysis, it was obtained that the person correlation was 0.939, which means that there is a very strong relationship between the two variables. So it can be concluded that there is a significant influence between Entrepreneurial Product Innovation on Business Performance in the Brown Sugar Food Micro Industry in Bonto Bahari District, Bulukumba Regency.

Abstract

This study aims to analyze the implementation process of the Family Hope Program (Program Keluarga Harapan, PKH) in Alla District and assess its impact on community welfare. Utilizing a qualitative approach, data collection techniques included observations, interviews, and documentation. The data analysis process involved data reduction and presentation to derive meaningful insights. The findings indicate that the implementation of PKH in Alla District significantly enhances the welfare of impoverished families, particularly in fulfilling their educational, health, and economic needs. The program alleviates the financial burdens faced by Beneficiary Families (Keluarga Penerima Manfaat, KPM) and improves their access to essential health services through the Healthy Indonesia Card (Kartu Indonesia Sehat, KIS). The success of the PKH program is contingent upon several factors, including the accuracy of beneficiary data, effective coordination among stakeholders, and robust management practices. Despite its positive outcomes, the study identifies several challenges that could hinder the program's sustainability. These challenges include the limited number of facilitators available to support KPM and the necessity for a structured graduation process for beneficiaries. Addressing these issues is crucial to ensure that the program not only continues to provide immediate assistance but also fosters long-term economic independence among beneficiaries. Overall, the PKH program has a profound impact on improving community welfare, particularly for KPM, by facilitating access to education, healthcare, and economic resources. It plays a vital role in easing the economic strain on families, especially in financing children's education and healthcare needs. The role of PKH facilitators is critical in ensuring that the assistance provided is utilized effectively. While the direct economic benefits of the program are evident, it is essential to tackle the existing challenges to enhance the program's sustainability and promote the economic self-sufficiency of KPM in the long run.

Abstract

This research aims to find out the Innovation of the use of Electronic Service Screenplay Application (NADINE) in the Regional Office of the Regional Directorate General of Treasury of South Sulawesi Province This research is qualitative, so as to achieve the research objectives used data collection techniques namely observation/observation, interview and documentation. This study uses four indicators: Having a Specialty, Having a Featured or Element of Update, Having a Planned Program, and Having a Goal. The results of this study showed that Innovation of the use of Electronic Service Screenplay Applications (NADINE) in the Regional Office of the Treasury Directorate General of South Sulawesi Province can be said to be “optimal” based on the theory indicator of Miles B, Matthew (1973) namely: 1) Has a peculiarity, lies in advanced security features, user access using Single Sign On (SSO), a barcode-shaped digital signature, as well as automatic notification systems that speed up administration processes. With monitoring capabilities that enable real-time tracking of document status, NADINE not only saves time but also improves efficiency in administrative management. 2) Having a feature or element of renewal, this innovation has replaced paper-based manual systems with more efficient and structured digital systems. This innovation not only accelerates workflow, but also improves integration and collaboration between users, as well as saves operational budgets. With advanced features such as status monitoring, service manuscript templates, barcode-shaped electronic signatures, disposition and follow-up management features, collaboration features with Microsoft O365, NADINE creates a more organized and responsive system to user needs. 3) Having a Planned Program, NADINE Application is designed and implemented according to well-planned programs, including needs analysis, integrated system development, structured training, and continuous evaluation. This innovation not only improves the efficiency of managing the manuscript of the service, but also demonstrates a commitment to the modernization of administration. 4) Having a Purpose, NADINE App was created with the aim of establishing integrated information databases, supporting e-government policies, and facilitating document search while reducing the risk of loss. NADINE also supports paperless culture that is in line with go green movement, improving administrative performance, and environmental preservation. This application is expected to perfect the Accuracy Governance system at the Regional Office of the Provincial Directorate General of South Sulawesi.

Abstract

This study aims to analyze Collaborative Governance in the development of Kassi Tourism Village in Rumbia District, Jeneponto Regency, as well as the determinant factors that influence this collaborative governance. Specifically, the research focuses on identifying both supporting and inhibiting factors that affect the development of Kassi Tourism Village. Employing a qualitative approach with descriptive methods, data were collected through a combination of observation, interviews, and documentation techniques to gain a comprehensive understanding of the governance dynamics at play. The data analysis technique utilized in this research is interactive data analysis, which involves several stages, including data condensation, data presentation, and conclusion drawing. The results indicate that Collaborative Governance in the development of Kassi Tourism Village has not been implemented optimally. Among the five indicators analyzed based on Ansell and Gash's theory, two indicators—1) Face-to-Face Dialogue and 3) Commitment to the Process—are still poorly implemented. In contrast, the other three indicators—2) Trust Building, 4) Sharing Understanding, and 5) Intermediate Outcomes—have been effectively executed. Notably, trust building emerges as the most dominant indicator in the collaboration process, as it fosters a sense of security that encourages stakeholders to take risks in collaborative efforts. However, the dominance of these positive indicators is insufficient to achieve optimal collaboration. The determinant factors influencing Collaborative Governance in the development of Kassi Tourism Village include several supporting factors, such as the diversity of tourism potential, the collaborative roles of internal parties, and the commitment of the private sector. Conversely, the inhibiting factors encompass limited human resources in the tourism sector, a lack of collaboration with local governments, and uneven infrastructure and tourism facilities. Addressing these challenges is crucial for enhancing collaborative governance and ensuring the sustainable development of Kassi Tourism Village, ultimately contributing to the economic growth and cultural preservation of the region.

Abstract

This study aims to describe and analyze the Penta Helix collaboration model for the implementation of the Lorong wisata program in Makassar City. The research used a qualitative descriptive method with a phenomenological approach. Data were collected through interviews, observations, and documentation, with primary data sources from informants, such as heads of agencies, sub-district heads, village heads, communities/visitors, micro, small and medium enterprises academics, communities, and media, as well as secondary data from related documents. The main research instrument is the researcher himself, supported by tools such as voice recorders and cameras. Data analysis techniques include collection, condensation, data presentation, and conclusion drawing and verification. Data validation was done by triangulation to ensure the validity and accuracy of the findings. The results showed that the Penta helix collaboration model of implementing the Lorong wisata program in Makassar City involved the government, private sector, academics, community, and media. The government plays an important role in making policies, regulations, and providing infrastructure, while the private sector supports through partnerships, social responsibility. Academics are involved in research and training, communities play an active role in cultural and environmental preservation, and local initiatives. Media plays a strategic role in program promotion and monitoring. This inter-actor collaboration has not been maximally implemented in various tourist alleys in the city of Makassar.

Abstract

This study aims to obtain information related to public services directly related to employee performance and to seek information related to the drivers of high-performance employees. This study uses a descriptive qualitative method with documentation, observation, and interviews as the methods for data collection. Analysis of findings by presenting data that has been previously grouped so that conclusions can be drawn from the field with additional SWOT analysis. The findings of this study are that the Malua District Office, Enrekang Regency, has employees who are ineffective in carrying out their work due to limited human resources, information between employees has been well managed, the community served is not in a timely manner because office management is not efficient, there are still many employees who have not achieved work targets according to the specified deadline and employees have been optimal in work initiatives. Employees are encouraged to progress because they are motivated to progress together and the work environment is supportive. Barriers to employee growth are limited human resources, synergy between colleagues is not strong, and work networks have not been formed. An aggressive strategy is a way to improve employee performance by conducting regular training to optimize employee performance.
