Abstract

Penelitian ini bertujuan untuk menggambarkan profil nelayan dan pengolah ikan di kawasan Pelabuhan Perikanan Pantai (PPP) Tegalsari, Kota Tegal. Selain itu studi ini juga dimaksudkan untuk identifikasi tingkat keberdayaan masyarakat nelayan dilihat dari aspek ekonomi dan non-ekonomi.Penelitian ini menggunakan data primer dan sekunder Pengambilan sampel dengan metode tahapan-berganda menghasilkan sampel 100 orang nelayan yang menggunakan alat tangkap cantrang dan 90 orang pengolah ikan. Analisis data dilakukan dengan statistika deskriptif.Hasil kajian menunjukkan bahwa sebagian besar nelayan dan pengolah ikan di daerah penelitian adalah berskala usaha kecill tradisional dan masih kurang berdaya. Hal tersebut dapat dilihat dari masih kurangnya kemampuan memperoleh akses usaha, informasi pasar, teknologi dan kemampuan lobby. Hanya sedikit nelayan dan pengolah ikan yang pernah mendapatkan bantuan kredit. Peran stakeholders dalam membantu meningkatkan usaha masih rendah. Peran tersebut terutama dalam pemberian kredit yang sesuai dengan siklus pendapatan nelayan, pelatihan dan penyuluhan supaya produk yang dihasilkan menjadi lebih bermutu dan bernilai Jual tinggi.

Abstract

The purposes of this paper are (a) to illustrate patterns of development of not only publicexpenditures on education and health sectors, indicators of human development, and poverty indicators inCentral Java province, (b) to identify and analyze the role of the Human Development Index (HDI) withregards to the relationship between government spending for education and health sectors and povertyreduction in the province: whether the HDI as a moderator variable or intervening variable. The data usedwere government expenditures in education and health sectors, HDI and regional poverty rates in 35 districts /cities in Central Java, in the period of 2007 to 2008. The study suggests that (a) in general, in the year 2007 and2008, government spending patterns in education and health sectors, HDI and the percentage of the numberof poor in the regencies / cities demonstrated a positive trend. That is, the increase in government spendingon education and health sectors was followed by not only an increase in HDI but also by a decrease in thepercentage of the population is the poor. Interestingly, the study suggests that HDI was more dominant to be a“pure moderator” variable rather than to be an intervening variable. This infers that the relationship betweengovernment spending on education and health sectors and the alleviation of poverty is reinforced by the roleof HDI. Consequently, government spending on education and health sector did not by itself affect the povertyreduction directly.

Abstract

This study aimed to analyze the influence of educational variables, husbands wages, number of dependents, and age on the decision of married women to work, with a case study of Surakarta.In determining the location of the research, this study using the "multistage sampling". Next will be applied proportional sampling, the sampling in each region is proportional to the number of samples in each region. This study uses a model of "Binnary Logistic Regression", because the dependent variable is a dummy variable.Results of this study indicate that the variable levels of education, wages husband, and the number of dependents a positive influence on the decision of married women to work. While the variable age negatively affect the decision of married women to work.

Abstract

This study aims to determine the socio-economic characteristics of Tajuk Village farmers and determine the conditions as well as management of agriculture on broccoli and cabbage vegetables, also designing alternative proposals for management of conventional farming systems into agriculture using an Integrated Pest Management system in Tajuk Village, Semarang District. By using Mix Method, a combination of qualitative and quantitative approaches, the research was to determine the amount of farmers’ willingness to pay using the Contingent Valuation Method and see the benefits that could be obtained with a different farming system. The results showed that by using the Willingness to Pay (WTP) Analysis, there were 94.55% of farmers in Tajuk Village who were willing to pay the value of the offer given. Thus, it obtained an average value of WTP of IDR 41,000 with a total value of WTP on changes in the Integrated Pest Management system of IDR 3,034,000 per harvest. Besides, the total annual WTP value was IDR 6,068,000. This WTP value can be used as the cost of planning the development of an Integrated Pest Management system in Tajuk Village by collaborating with the development plan by the Stakeholders in the planned program involvement. The stakeholders classified as key players were the Agriculture and Plantation Office, Horticultural Food Crops Research Institute (BPTPH), Pest Disease Control (PHP), Plant Disturbing Organism Observers (POPT), and Head of Farmer Groups. The actors were the Village Authority, Sub-district Authority, and business people. While academics act as context setters.

Abstract

This study evaluates the role of stakeholders in the Rural Infrastructure Develop-ment Program (RIDP) and analyzes the intensity of community participation in the program implementation with a willingness to pay. Also, it analyzes the factors that influence community empowerment. This research uses sequential mixed method with descriptive statistics, Context Input-Output and Outcome Process (CIPOO), Analytical Hierarchy Process (AHP) and Willingness to Pay (WTP). The results of the analysis show that the main actors in the community empowerment program are the community followed by the local government, academician, and business actors. The community WTP is IDR 5,100, which helps them to maintain sustainability and maintain projects built by the government actively. The empowerment process is the most important factor followed by context and input as the second priority, while output and outcome become the third priority.

Abstract

Studi ini dimaksudkan untuk menelaah hubungan antara variabel faktor dukungan birokrasi dengan efektivitas pelaksanaan kebijakan desentralisasi penyuluhan pertanian. Populasi dalam kajian ini meliputi penyuluh pertanian yang bekerja di Balai Penyuluhan Pertanian di Jawa. Persampelan dengan tahapan berganda digunakan untuk menentukan 107 kelompok penyuluh pertanian dan 107 ketua Balai Penyuluhan Pertanian. Data dari kontak tanijuga digunakan dalam kajian ini.Kebijakan desentralisasi penyuluhan pertanian tidak dapat terlaksana dengan baik di tingkat lokal. Efektivitas perencanaan program, pengambilan keputusan, penggunaan sumberdaya, dan pemberian manfaat tidak dapat terlaksana seperti yang diharapkan. Sebagai sasaran pelayanan, petani hanya menerima sedikit manfaat dari pelayanan penyuluhan. Terdapat kecenderungan semakin rendah derajat pegawai semakin rendah pemahamannya terhadap implementasi kebijakan desentralisasi. Efektivitas pelaksanaan kebijakan berhubungan positif dan signifikan dengan faktor dukungan birokrasi, yaitu dukungan pemerintah daerah, pengawasan dan pemantauan dari institusi bidang pertanian.

Abstract

This research aims to evaluation performance of agriculture extension agent and estimates expense of transaction needed to design revitalization scenario of counseling institute. This research applies primary data collected through interviews with respondent and key-persons. 200 farmers and 30 Agriculture extension agents taken as a sample with multistage sampling. The descriptive Statistics applied to depict responder profile, extension agent performance, and condition of the institution of counseling. A transaction cost will be applied to estimate the value of the expense of the transaction needed to design revitalization scenarios of the institution of counseling. The result of the research indicates that the behavior of farming in the research area has not been efficient, so that there is an opportunity to optimize farm production through counseling.

Abstract

The difference of economic conditions and job opportunities inter countries can be one of the causes why manpower migration to the socially and economically beneficial countries happens. This research is aimed at analyzing some factors, which effect TKI (Indonesian Man Power) migration to foreign countries. Beside, this study is also aimed at analyzing the migration patterns of Indonesian Man Power to work abroad. The sampling method is carried out with multi stage, namely according to the Job groups power working in target countries. To analyze the factors which effect why Indonesian manpower migrates and works abroad is used "place utility" model or modificated "migration intention". Using logic binary regression and logic multinomial carries out data analysis.The analysis outcome shows that there are five factors which effect why Indonesian manpower migration and works abroad, i.e. marital status, family burden, social, economic, and job experience factor. While other factors, statistically cannot explain how Indonesian man power work and stay abroad. Seen from statistic significance, the main factors which effect the Indonesian manpower intention to work abroad are job experience abroad, the number of income, maritalstatus, the number of family burden, and the length of stay in the target country.

Abstract

This study is aimed to describe the socioeconomic profiles of the fishers. This is also intended to analyse the degree and factors influencing fishers' participation in community development in Asemdoyong, Pemalang district.This study utilized primary and secondary data. By using quota sampling, a number of 100 fishers were selected as the sample of the study. Data analysis applied multiple regression and discriminant analysis.Results of the study verified that gender, education, and number of family were the variables which influenced the degree of fishers' participation while age and income did not influence significantly. In addition, age, gender, education, number of family, and income were the independent variables which able to discriminate the intensity of fishers participation.

Abstract

The research is aimed at analyzing and comparing the efficiency levels, in terms of technique, cost and economic of the owner farmers and non-owner (rent and sharecropping) farmers who cultivated tobacco farming in Temanggung district, Central Java. The result of research shows that the input variables, namely seed, fertilizer, pesticide, and manpower have influence on profit level of the farm. In addition, input variables for the owner farmers and non owner (rent and share cropping) farmers have not used optimally.
