Abstract

This research aims at understaning the effect of human resource quality and budgeting participation on organizational culture and organizational performance. The sample of research undergoes 126 respondents from 42 Organization of Regional Devices in Tabanan Regency, Bali, Indonesia. This research used SEM analysis of Partial Least Square (PLS). The result show that (1) the quality of human resources has a significant positive relationship with the performance of the organization of the regional apparatus, (2) the participation of budget compilation has no significant positive effect on the organizational culture, (3) the quality of human resources has a significant positive effect on organizational performance (4) the participation of budget compilation has a significant positive influence on the performance of organization of regional apparatus (5) organizational culture has a significant positive effect on the performance of organization, (6) human Resource quality has a significant relationship with the performance of Regional Device Organization through culture organization, (7) budgetary participation on the performance of Regional Devices Organizations through organizational culture. Keywords: budgetary participation; organizational culture; performance organization JEL Codes: D73, H11, O20

Abstract

Gender empowerment can be realized through the level of participation of women's active roles in the economic, political and decision-making fields. Men have the assumption that men are the ones who earn the main income for the family's economic needs or that men are very dominant productive workers, but sometimes in reality this is not the case, many women are the economic bearers of the family. Empowerment of women in the economic field is one indicator of increasing welfare. When women become educated, have property rights, and are free to work outside the home and have an independent income, this is a sign of increased family welfare. Equality between men and women, refers to the equal rights, responsibilities, opportunities, treatment, and assessment for men and women in work and in the relationship between work and life. Gender equality means that all people of all ages and genders should have equal opportunities to succeed in life. Several studies suggest that the involvement of women on a micro scale plays a very important role in improving family welfare, especially avoiding the severe poverty trap. This paper is a literature review related to gender empowerment strategies in an effort to equalize gender and improve family welfare. Through literature, this paper tries to analyze gender, not only the roles and activities between men and women. This paper aims to examine gender empowerment in an effort to increase gender equality efforts, examine gender empowerment in an effort to improve family welfare and examine gender equality efforts in an effort to improve family welfare. The conclusion of this study is participation in the economy, is the work participation of women who take part in the economic sector that can provide income in the family in order to improve family welfare. Empowerment of women in the economic field is one indicator of increasing welfare. Gender equality means that all people of all ages and genders should have equal opportunities to succeed in life. By promoting gender equality in order to empower people both women and men to lift themselves out of poverty and improve living standards and well-being.

Abstract

The movement space of Sulinggih, the Balinese Hindu clergy, is severely restricted in various aspects due to the rules set by the Balinese community to preserve its sanctity. These social rules dictate that Sulinggih must relinquish secular work and focus solely on religious activities. This study aims to explore the applicability of Amartya Sen's Capability Approach theory in analyzing the well-being of Hindu clergy in Bali. The research employs a qualitative method, specifically a literature study. The study reviews the variables identified by Amartya Sen in his writings and studies, which have also been further examined by economists. Based on the analysis, this study proposes a conceptual framework to elucidate and predict how the variables in Sen's theory influence the welfare outcomes of Hindu clergy in Bali. The framework considers commodities and capabilities as potential mediating variables, while conversion factors and social choices are seen as factors that moderate the impact of resources on the attainment of functionings.

Abstract

Remittances are PMI's income sent from abroad to their families in the country. The problem that often occurs is that many remittances are misused by families. This study aims to analyze the effect of education level, patriarchal culture, and family income on contraceptive use and fertility as well as to analyze the effect of work experience, work skills, marital status on remittances and family welfare of PMI from Bali Province. The sampling technique used was purposive sampling method consisting of 98 respondents. Data were analyzed using descriptive analysis techniques and path analysis. The results of the study found that work experience, work skills, and marital status had a positive and significant effect on remittances. Work experience, work skills, marital status, and remittances have a positive and significant effect on family welfare. Work experience, work skills, and marital status indirectly influence family welfare through PMI remittances from the Province of Bali. Abstract

Economic growth in 9 regencies/cities in Bali Province in 2019 when the economy was still stable, Klungkung Regency had the lowest economic growth of 5.42 percent. In 2023, Klungkung Regency had economic growth of 4.70 percent, ranking fourth out of 9 regencies in Bali Province. This study aims to analyze the leading sectors in Klungkung Regency. This study uses a quantitative research design using quantitative data types and secondary data sources. The data collection method used is non-participant observation and the data analysis techniques used are location quotient, shift share analysis, Dynamic Location Quotient analysis, Klassen typology analysis, and overlay analysis. The results of this study show that there are eight sectors in Klungkung Regency which are base sectors based on the results of the LQ study. Based on the shift share analysis, the Information and Communication sector is the sector that has the largest contribution in Klungkung Regency. The prospective sector in Klungkung Regency is dominated by almost all sectors with 16 sectors based on the results of the DLQ analysis. The sectors included in quadrant I in the economic sector classification based on the Klassen analysis typology are the Agriculture, Forestry, and Fisheries sectors, and the Government Administration, Defense and Mandatory Social Security sectors. The leading sectors in Klungkung Regency based on the overlay analysis include the Agriculture, Forestry, and Fisheries sectors, and the Government Administration, Defense and Mandatory Social Security sectors. The implication of this research is that the leading sectors or sectors that are the basis and become superior in Klungkung Regency do not only focus on the primary sector, but there are already many secondary and tertiary sectors that contribute more to the regional economy.

Abstract

International trade under the Regional Comprehensive Economic Partnership (RCEP) fosters greater maritime logistics connectivity among member countries. Improved sea route efficiency enhances cross-border trade by reducing costs and time. As trade volume continues to rise, RCEP plays a crucial role in boosting maritime logistics competitiveness in the Asia-Pacific. However, from 2009 to 2023, disparities in export value growth emerged among RCEP countries. Key contributing factors include port productivity, trade route connectivity, and exchange rates.This study analyzes the simultaneous and partial effects of these variables on export value and identifies the most dominant factor. Using secondary data from 14 RCEP countries (2009–2023) sourced from UNCTAD and WITS, the study employs panel data regression with the Fixed Effect Model (FEM). Classical assumption tests confirm model validity. Findings reveal that port productivity, trade route connectivity, and exchange rates significantly influence export value, both jointly and individually. Trade route connectivity is identified as the most dominant variable. The study implies that enhancing port productivity through infrastructure upgrades, operational efficiency, and service improvement can strengthen a country’s trade performance and position in the global supply chain.

Abstract

This research analyzes the influence of education level, age, family income and government intervention on community participation in the family planning program in South Denpasar District in 2022. The main aim of this research is to analyze the influence of education level, age, family income and government intervention simultaneously and partially as well as analyzing government intervention in moderating the level of education on community participation in family planning programs in South Denpasar District. The data used in this research is primary data, namely by conducting structured interviews with respondents. The research population was all couples of childbearing age who participated in the family planning program in South Denpasar District, totaling 19,412 people. The sampling method used was purposive sampling. In this research, the number of samples determined to be studied was 100 women with married status who participated in an active family planning program using the Moderated Regression Analysis technique. Based on the analysis, the results showed that education level, age, family income and government intervention simultaneously had a significant effect on community participation in family planning programs. Education level, age, family income and government intervention partially have a positive and significant effect on community participation in the family planning program in South Denpasar District. Government intervention partially moderates the positive influence of education level on community participation in family planning programs in South Denpasar District. The results of this research have the implication that government intervention is an important indicator in increasing community participation in family planning programs. Effective government intervention can influence and moderate the relationship between other factors, such as education level, age, and family income, on community participation in family planning programs. The need for strong government support, sustainable policies, and adequate resource allocation to facilitate and increase community participation in family planning programs.

Abstract

Kabupaten Karangasem menjadi kabupaten dengan memiliki tingkat pertumbuhan ekonomi dan kesejahteraan yang paling rendah dengan 9 kabupaten/ kota lainnya di Provinsi Bali. Tujuan pihak peneliti melakukan penelitian ini ialah untuk menganalisis faktor-faktor yang mampu mempengaruhi pertumbuhan ekonomi dan kesejahteraan masyarakat dengan mempergunakan variabel eksogen yang mencakup jumlah kunjungan wisatawan, tingkat hunian hotel, tingkat pendidikan. Penelitan ini didukung oleh data sekunder dan juga memakai metode pengumpulan data berupa observasi non perilaku serta memakai teknik analisis statistik deskriptif dan analisis jalur atau path analysis. Berlandaskan hasil analisis, maka memperlihatkan bahwa jumlah kunjungan wisatawan berpengaruh dengan secara tidak signifikan, tingkat hunian hotel berpengaruh dengan secara positif signifikan, sedangkan tingkat pendidikan berpengaruh dengan secara tidak signifikan terhadap pertumbuhan ekonomi di Kabupaten Karangasem. Jumlah kunjungan wisatawan berpengaruh dengan secara tidak signifikan, tingkat hunian hotel berpengaruh dengan secara tidak signifikan, sedangkan untuk tingkat pendidikan dan pertumbuhan ekonomi berpengaruh dengan secara positif signifikan terhadap kesejahteraan masyarakat di Kabupaten Karangasem. Tingkat hunian hotel dan tingkat pendidikan berpengaruh dengan secara tidak langsung terhadap kesejahteraan masyarakat dengan melalui pertumbuhan ekonomi. Upaya yang dipakai mengatasi rendahnya pertumbuhan ekonomi dan kesejahteraan masyarakat di daerah Kabupaten Karangasem ialah dengan memperhatikan tingkat pendidikan seperti pemakaian anggaran pendidikan secara optimal dan tepat sasaran serta diharapakan terus diatas 20 persen dari APBD.

Abstract

Kabupaten/kota di Provinsi Bali menunjukkan pencapaian Indeks Pembangunan Manusia (IPM) yang signifikan, yang mencerminkan kesejahteraan masyarakatnya. Meskipun begitu, terdapat ketidakmerataan karena beberapa kabupaten masih mencatatkan IPM di bawah rata-rata Provinsi Bali. Ini menunjukkan bahwa disparitas masih ada di antara kabupaten dan kota tersebut. Selain itu, ketimpangan distribusi pendapatan juga mencerminkan disparitas yang signifikan. Tujuan dibuat riset ini adalah untuk mengidentifikasi variabel yang dapat memengaruhi disparitas distribusi pendapatan dan kesejahteraan masyarakat dengan variabel eksogen adalah tingkat pendidikan, belanja modal dan juga investasi kabupaten/kota di Provinsi Bali. Data yang diambil sebagai bahan riset adalah data sekunder dengan teknik observasi non perilaku dalam mengumpulkan data dan kemudian dianalisis dengan analisis jalur. Menurut analisis, ditemukan bahwa tingkat pendidikan berkorelasi negatif signifikan, sedangkan belanja modal dan investasi berkorelasi negatif tanpa ketidaksignifikanan dengan disparitas distribusi pendapatan kabupaten/kota di provinsi Bali. Tingkat pendidikan, belanja modal dan investasi berkorelasi positif signifikan, sedangkan disparitas distribusi pendapatan berkorelasi negatif signifikan dengan kesejahteraan masyarakat kabupaten/kota di Provinsi Bali. Tingkat pendidikan berkorelasi tidak langsung, sedangkan belanja modal dan investasi tidak berkorelasi tidak langsung dengan kesejahteraan masyarakat dengan cara melalui disparitas distribusi pendapatan kabupaten/kota di Provinsi Bali. Upaya yang dapat diberlakukan adalah dengan memperhatikan kualitas pembangunan manusia sebagai tujuan dari pembangunan dengan memperhatikan tingkat pendidikan, belanja modal dan investasi di setiap daerah agar dapat meningkat dan dialokasikan secara tepat.

Abstract

This study aims to identify the factors that affect the degree of fiscal decentralization and economic growth in various regions in Bali Province. Secondary data were collected through non-behavioral observation methods and in-depth interviews, then analyzed using path analysis. The results of the study revealed that the occupancy rate of hotels and private investment had a positive and significant impact on the degree of fiscal decentralization in the districts/cities of Bali Province, while the balance fund did not show any influence on this degree. Hotel occupancy rates have a positive and significant influence on economic growth in districts/cities in Bali Province, while private investment and the degree of fiscal decentralization have no effect. On the other hand, the balance fund does not have a positive and significant effect on economic growth in Bali Province. Hotel occupancy rates, private investment, and balance funds do not affect economic growth indirectly through the degree of fiscal decentralization in the Bali Province area. To overcome development disparities, the government needs to increase Regional Original Revenue (PAD) in each district/city by focusing on the development of certain sectors to reduce dependence on balance funds.
