Abstract

Lahirnya Undang-Undang No. 6 Tahun 2014 tentang Desa memberikan peluang kepada desa di Indonesia untuk meningkatkan kesejahteraan dan kemandirian desa sesuai dengan adat istiadat atau kebiasaan yang berlaku. Peluang ini disambut baik oleh Pemerintah Kabupaten Seram Bagian Barat dengan membentuk peraturan daerah mengenai desa adat guna mangatur jalannya penyelenggaraan pemerintahan desa adat di Kabupaten Seram Bagian Barat, walaupun dalam proses pembentukannya dari tahun 2017 sampai dengan tahun 2019 belum dapat ditetapkan. Penelitian ini bertujuan untuk menganalisis proses pembentukan peraturan daerah mengenai desa adat di Kabupaten Seram Bagian Barat menggunakan teori Indrati (2017), faktor-faktor yang memengaruhi menggunakan teori Halim (2013), dan Strategi dalam mengefektifkan proses pembentukan peraturan daerah mengenai desa adat menggunakan analisis SWOT. Metode penelitian yang digunakan adalah penelitian kualitatif dengan menyajikan data secara deskriptif. Teknik pengumpulan data dilakukan dengan wawancara, observasi, serta dokumentasi dengan menggunakan teknik analisis reduksi data, display data, dan penarikan Simpulan. Hasil penelitian ini menunjukkan bahwa proses pembentukan peraturan daerah mengenai desa adat di Kabupaten Seram Bagian Barat belum dilaksanakan sesuai dengan teori dan ketentuan peraturan perundang-undangan, yang mengakibatkan rancangan peraturan daerah mengenai desa adat di Kabupaten Seram Bagian Barat belum dapat ditetapkan dan disahkan menjadi peraturan daerah. Faktor-faktor yang memengaruhi, yaitu kurangnya kualitas DPRD dalam melaksanakan fungsi legislasi, adanya kepentingan berbagai pihak, kurangnya kualitas SDM tenaga pendukung, lambatnya penetapan desa adat oleh Pemerintah Daerah dan kurangnya pelibatan partisipasi masyarakat khususnya pelibatan lembaga adat di Kabupaten Seram Bagian Barat. Strategi dalam mengefektifkan pembentukan peraturan daerah mengenai desa adat, yaitu membangun komunikasi yang baik antara DPRD dan Pemerintah Daerah dalam membentuk peraturan daerah mengenai desa adat sesuai dengan ketentuan peraturan perundang-undangan, melibatkan partisipasi masyarakat khususnya lembaga adat dalam menyiapkan rancangan peraturan daerah, dan meminimalisir kepentingan yang bertentangan dengan aturan normatif dan aturan adat di Kabupaten Seram Bagian Barat.

Abstract

Alokasi dana desa di Desa Wanaherang Kecamatan Gunungputri Kabupaten Bogor adalah yang cukup besar, yakni lebih dari setengah miliar rupiah dan terus meningkat setiap tahunnya. Penelitian ini menggunakan desain kualitatif-deskriptif. Penentuan informan atau sumber data pada penelitian ini secara purposive sampling dan snowball sampling. Selain itu, peneliti menggunakan teknik pengumpulan data meliputi wawancara, observasi, dan dokumentasi serta menggunakan Triangulasi sumber. Hasil penelitian menunjukkan pencapaian program/kegiatan dalam rangka pemanfaatan alokasi dana desa di Desa Wanaherang terlihat dari pemberian layanan terbaik, bermutu dan berkualitas untuk semua jenis pelayanan publik serta terlaksana dengan baik segala program pemerintah desa sebagaimana laporan pertanggungjawaban. Kebijakan alokasi dana desa di Desa Wanaherang Kecamatan Gunungputri berdasarkan empat variabel, yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi juga terimplementasi dengan baik. Adapun upaya pemerintah desa dan masyarakat Desa Wanaherang 1) Mendengar aspirasi masyarakat, 2) Mewujudkan aspirasi masyarakat desa, 3) Memuat dan menyusun aspirasi masyarakat tersebut melalui Musrenbang desa, 4) Melaksanakan musyawarah bersama masyarakat pada saat anggaran alokasi telah dicairkan dan akan digunakan, 5) Menyediakan segala sarana dan prasarana desa, 6) Melakukan pembinaan, pemberdayaan, dan pembangunan secara berkelanjutan , 7) Kerja sama instansi, 8) Masyarakat turut berpartisipasi dalam musyawarah dan juga melakukan pengawasan pada setiap kegiatan pemerintah desa, 9) BPD berperan aktifdalam mengawasi, mengendalikan dan menindaklanjuti setiap laporan yang diterima dari masyarakat, 10) Kontribusi pendamping desa dalam pembinaan teknis maupun operasional kegiatan desa.

Abstract

Tujuan penelitian untuk mengetahui dan menganalisis pengaruh iklim komunikasi dan gaya kepemimpinan terhadap kinerja pegawai. Teori komunikasi yang digunakan adalah iklim komunikasi dari Redding dengan dimensi: dukungan sekitar, keikutsertaan bawahan, adanya kejujuran dan keterbukaan. Gaya kepemimpinan dari Bass dan Avolio juga digunakan dengan dimensi: pengaruh ideal, motivasi inspirasi, stimulasi intelektual dan konsiderasi individu, serta kinerja dari Mitchell dengan dimensi: kemampuan komunikasi, berdasarkan standar operasional prosedur (SOP), inisiatif dan kapabilitas. Penelitian menggunakan pendekatan kuantitatif dengan metode penelitian survei untuk mendapatkan informasi atau data yang berkaitan dengan gaya kepemimpinan terhadap kinerja pegawai. Populasi penelitian adalah seluruh 154 sebagai dosen tetap di Sekolah Tinggi Ilmu Kesehatan XYZ. Teknik pengambilan sampel secara purposive sampling dengan kriteria lama bekerja minimal satu tahun, berpendidikan magister dan dosen tetap, sehingga diperoleh 50 orang pegawai sebagai responden. Teknik pengumpulan data melalui penyebaran kuesioner, observasi, wawancara, dokumentasi, studi kepustakaan, dan dokumentasi serta laman website. Teknik analisis data yang digunakan adalah analisis inferensial. Hasil penelitian menunjukkan iklim komunikai dan gaya kepemimpinan memiliki pengaruh kuat terhadap kinerja pegawai XYZ.

Abstract

This study uses a qualitative paradigm with descriptive research type. Informants weredetermined by purposive sampling method with qualitative data analysis. The resultsshowed that the Management of Bung Karno Gelora Complex Area which has beenmanaged by the Managing Directors responsible to the Bung Karno ComplexManagement Agency (PKKGBK) still has some fundamental obstacles such asinstitutional aspects that are full of causing patron clients, aspects of work area whichare in line with the working area of DKI Jakarta Province, aspects of funding that cancome from local governments but regional governments cannot intervene in regionalmanagement policies, as well as overlapping spatial and regional governance aspects.The future management of the Bung Karno Gelora Complex Area can be done in 2(two) ways that are taken in stages. The first stage can be done by building institutionalcoordination between central and regional institutions whose financial managementcan be done cost sharing and revenue sharing. When a coordinating institution hasbeen formed, it can move forward with the establishment of functional decentralizedgovernment institutions by giving authority to stakeholders using GBK services aspracticed by several developed countries in the management of special areas.

Abstract

There are many factors that cause the performance of health services in Papua to be still low compared to other regions, including related to the number of health facilities and personnel, management of health facilities and personnel, geographical conditions, supporting facilities and infrastructure, community awareness, and especially in the field of health services, especially the Yahukimo district. This study uses a qualitative approach with descriptive methods, namely data collection by interviews, documentation and observation with data analysis, namely data reduction (data reduction), data display (display data), and conclusion drawing/verification (drawing conclusions/verification) with triangulation techniques on the data obtained. The implementation of the Acceleration of Health Service Outreach in Yahukimo District, Papua Province has not been fully felt by the OAP community and the results achieved have not been optimal in developing efforts to prevent and eradicate diseases, especially in reducing morbidity, mortality and disability caused by communicable, non-communicable diseases as well as outbreaks and disasters. procedurally this policy is appropriate, but in terms of time, cost, place and implementation because it has not met the standard, quality, equitable and affordable and promotes OAP community participation in the health sector. From the results of the discussion of the Efficiency dimension, it cannot be said to be Efficiency because the Policy has not yet been fulfilled in realizing adequate health services for OAP, because the implementation of health services in health service units and visits to residential housing of OAP has not been carried out optimally as a solution for researchers to make the AGIYAI Model (Ability, Government, Innovation, Yield, Acceleration Of Service Coverage, Implementation). This model is offered and is considered a suitable model for accelerating the reach of health services in Yahukimo District, Papua Province.

Abstract

The research focused on the quality of whatsapp-based online services in population administration services in kupang city. The purpose of this study is to explain the implementation and quality model of whatsapp-based online services in population administration services. The theory used is the theory of online service quality proposed by parasurahman with the variables of efficiency, fullfilment, system availability, privacy. The research design used qualitative research with a descriptive approach. The results showed that the implementation of quality whatsapp-based online services was seen from service efficiency, ease of access and a simple mechanism; fullfilment, a fast and free service period; system availability, the internet network support; and privacy, the end-to-end encrypted whatsapp. The obstacle is there are no regulations, infrastructure facilities are still limited, just using one smartphone for one service where the smartphone capacity is limited for document transactions. Then there is still a lack of government socialization. Therefore, the model that needs to be carried out by the population and civil registry office of kupang city is to make a regulation for the mayor of kupang. It is necessary for the government to be responsible for providing computers for whatsapp online, and conducting wider socialization to the public.

Abstract

This research started by knowing how mass media constructs the reality of re- gional autonomy issues. Studies on regional autonomy issue using communica- tion science perspective are still rare, while the role of mass media, according to Severin-Tankard (2007:15) is actually to form public opinions. Observers of con- structionism such as Shoemaker (1996) think that news broadcasted by mass media can make people have a certain point of view and construct a reality of an issue in the society, including regional autonomy issues. This study used framing text analysis.The model used was Robert N. Entman’s framing (1993)because in Entman’s concept, framing can be used to describe the selection process of an issue and emphasize certain aspects of a reality by the media. In this research, there are 3 media which were studied, i.e. Kompas newspaper, Jurnal Nasional newspaper, Kedaulatan Rakyat newspaper.The result of this study showed that at micro level there was frame difference in the reporting of Kompas, Jurnal Nasional and Kedaulatan Rakyat on Regional Autonomy Issues. Analysis at meso level showed that ownership and capital factors were still rather strong in influ- encing the frames of the studied media,macro levelthe battle of discourse of regional autonomy issues make the government finally changed the policy on regional autonomy.

Abstract

The focus of this research is the development of information technology in supporting government communication in the city of Depok, West Java Province, more specifically regarding the website of the Government of Depok City, West Java Province. There have been several researches on the websites of regional governments, including; 1. Evaluation of E-Government Implementation on Local Government Websites in Indonesia: Content and Management Perspective by Edwin Arief Sosiawan Fisip UPN Yogyakarta in 2008, 2. Quality Evaluation of Local Government Websites Using the Webqual Method (Case Study in Ogan Ilir District) by Candra Irawan UGM Faculty of Engineering Thesis in 2011, 3. Website Representation of Lampung Provincial Government as a Communication and Public Service Media in the Framework of E-Government By Arlyandi Satya Djauhari Fisip Unila in 2016, and 4. Website usability level on the Banten Province Public Relations Bureau website by M. Ervin Kurniawan Fisip Untirta Banten in 2016, which distinguishes this research when compared to the above research are: 1. This research focuses on the development of information technology in this case the website for public services at the City level, Depok City, 2. This research uses the Alvaro Rocha study (2014) published in the Emerlad Journal which is Scopus indexed, the Rocha (2014) study entitled "Framework for a global quality evaluation of a website". The method in this research is qualitative, in qualitative research with an inductive approach it is easier for researchers to take pictures and describe the facts in the field, then the findings in the field are dissected with various theories that have been prepared. The results of this research are; The Depok City Government has used the website to communicate and provide services to the public, but the website needs some improvements, among others; 1. The renewal of information on the website needs to be improved, 2. Community complaints need to be answered immediately, 3. Depok City Communication and Information Agency needs to be given more authority to gather information spread across several agency 4. Website maintenance needs to be considered because there are several pages that cannot be opened. Keywords: Public Service, Communication, Website, Information Technology.
