Abstract

This article presents some of the main problems at the University of Flores 2021 Independent Real Work Lecture Location in the Pemo Village, Kelimutu District, Ende Regency. Partner needs: so that clean water can be reached in hamlet locations that have not yet been distributed clean water and every hamlet is required to have a clean water reservoir, in order to maintain a healthy environment so that garbage is not handed over, every hamlet is required to have a final waste disposal site and wants to have a website for marketing. Problems faced: Environment, Social, Technology and Clean water facilities. Methods of Implementation: lecture method, direct practice in mutual cooperation, evaluation after carrying out activities and suggestions for village government. The results of the activity: held discussions with village officials regarding the existing infrastructure in Pemo Village, had carried out Musrengbangdes activities at the village office, had carried out social service work every week at the village office location, village roads, and the hamlets in Pemo Village. Each hamlet already has a landfill, as well as creating a website for marketing local creative products, especially Tenun ikat. Community participation and support is quite high, where the community is active in implementing work programs so that what they want can be achieved and feel satisfied.

Abstract

Aktivitas pasar merupakan bagian dari aktivitas perdagangan jasa belanja. Aktivitas sendiri adalah kegiatan yang dilakukan seseorang dengan berbagai macam tujuan, ada aktivitas berkerja dan belanja. Aktivitas kegiatan yang melibatkan manusia dengan kendaraan tentu memiliki dampak pada jaringan jalan dan juga lalu lintas. Penelitian ini bertujuan untuk mengetahui pengaruh aktivitas yang sangat tinggi pada pasar Wolowona, pasar Potulando dan pasar Mbongawani pada saat ini. Medote studi ini mengacu Manual Kapasitas Jalan Indonesia Tahun 1997 dengan pembahasan ruas jalan perkotaan. Metode yang digunakan dalam penelitian ini yaitu metode Observasi, Dengan melakukan pengamatan dan pengukuran secara langsung di lapangan untuk memperoleh data volume lalu lintas, Kondisi geometri jalan, Kecepatan dan hambatan samping. Berdasarkan hasil survei ruas jalan Sultan Hasanudin pada hari sabtu jam 12.00-13.00 pada jam sibuk jumlah volume lalu lintas sebesar 1737 smp/jam, kapasitasnya sebesar 2509,5 smp/jam, kecepatan rata–rata 7,26 km/jam, dan derajat kejenuhan 0,69 dikategorikan pada level C (Arus stabil namun kecepatan gerak kendaraan dikendalikan). Ruas jalan Kelimutu pada hari sabtu jam 20.00-21.00 pada jam sibuk jumlah volume lalu lintas sebesar 1827 smp/jam, kapasitasnya sebesar 2509,5 smp/jam, kecepatan rata–rata 6,65 km/jam, dan derajat kejenuhan 0,73 dikategorikan pada level C (Arus stabil namun kecepatan gerak kendaraan dikendalikan). Ruas jalan Nusantara pada hari sabtu jam 12.00-13.00 pada jam sibuk jumlah volume lalu lintas sebesar 2659 smp/jam, kapasitasnya sebesar 1692,4 smp/jam, kecepatan rata–rata 7,52 km/jam, dan derajat kejenuhan 1,57 dikategorikan pada level F (Arus dipaksakan, kecepatan rendah, volume di atas kapasitas, antrian panjang yang menimbulkan macet).

Abstract

On Street Parking is parking that is carried out on the body of the road by using part of the road. The function of the road to channel traffic flow will be reduced in capacity because part of the road is used for parking facilities. This condition can become a problem if the traffic growth continues, both by population growth and the number of vehicles. This study aims to determine the effect of On Street Parking activities on the performance of Jalan Sam Ratulangi in front of the Flores University Campus. The data collected includes data on traffic volume, road geometry, side barriers, speed, and On Street Parking data. The method used in the traffic volume survey is manual observation or traffic counting which is carried out for 12 hours. The data obtained were analyzed using the guidelines for the Indonesian Road Capacity Manual (MKJI 1997). The problem of On Street Parking is enough to affect the performance of roads in general. This is clearly seen at the observation location of the Sam Ratulangi road in front of the University of Flores campus where the volume at peak hours on Mondays at 11:00–12:00 is 275.00 pcu/hour. The capacity of the road segment is 823.61 pcu/hour with a free flow speed of 25.90 km/hour. The degree of saturation reached 0.204. Meanwhile, for the assumed condition without OSP, the volume at peak hour is 187.00 pcu/hour. The capacity of the road segment increased by 1157.67 pcu/hour to 1344.672 pcu/hour, the free flow speed increased to 28.19 km/hour. The degree of saturation becomes 0.204. The service level of the Sam Ratulangi road for conditions with OSP on or without OSP is at level B where the flow is stable and the speed is slightly controlled and limited by traffic. So it can be concluded that the presence of on street parking in front of the Flores University campus has not shown a significant effect.

Abstract

Penelitian ini ingin menunjukkan besar tarif normal yang layak berdasarkan situasi dan kondisi saat ini. Hasil yang diperoleh BOK sebesar Rp.222.900,00 /hari/ trip, maka tariff rata-rata sebesar Rp. 12.800,00 sedangkan tariff berdasarkan Perda sebesar Rp. 13.464,00. Namun Tarif real dilapangan variasi yaitu Rp. 15.000,00 Rp. 18.000,00 dan Rp 20.000,00. Kemauan masyarakat membayar angkutan antara Rp 10.000 sampai Rp 20.000 dengan rata-rata Rp 12.300,00 masih dalam batas normal, Sedangkan berdasarkan analisis dari biaya yang di keluarkan setiap kali kendaraan beroperasi yaitu sebesar Rp 18.600,00 masih jauh dari tarif tetapan pemerintah daerah yaitu sebesar Rp 13.500,00. Kemampuan membayar untuk transportasi faktual rata-rata Rp 12.300,00 Sedangkan kemampuan membayar terendah dari masyarakat sebesar Rp 10.000,00 dan kemampuan membayar masyarakat tertinggi sebesar Rp 20.000,00. Kemauan membayar tarif dari masyarakat di Ruteng dan Kecamatan Satar Mese rata-rata Rp 12.800,00 Sedangkan kemauan membayar tarif terendah sebesar Rp 10.000,00 dan kemauan membayar tarif tertinggi sebesar Rp 20.000,00. Berdasarkan analisis data pengeluaran kendaraan tiap kali beroprasi, tarif angkutan umum jurusan kota Ruteng - Satar Mese yang efektif perhari yaitu sebesar Rp 18.600,00 /pnp/rit.

Abstract

Pasar merupakan tempat terjadinya aktivitas jual beli antara pedagang dan pembeli. Jalan merupa sarana lalu lintas bagi para pengunjung maupun pedagang. Dima terdapat aktivitas yang cukup tinggi karena pedangan maupun pengunjung selalu menggunakan kendaraan roda dua maupun roda empat selain pejalan kaki.Tujuan penelitian ini untuk mengetahui kinerja ruas jalan pada pusat perbelanjaan dikawasan pasar Inpres Ruteng serta dampak lalu-lintas yang ditimbul akibat adanya pusat perbelanjaan. Data-data yang digunakan: geometrik jalan, volume lalu lintas, hambatan samping, dan kecepatan kendaraan. Metode pengumpulan data: observasi (pengamatan langsung) dan traffic counting. Metode analisis menggunakan pedoman Manual Kapasitas Jalan Indonesia (MKJI, 1997). Hasil analisis menunjukan bahwa derajat kejenuhan jika tidak adanya bangkitan kendaraan masuk dalam kategori E yaitu arus tidak stabil kecepatan terkadang terhenti, permintaan sudah mendekati kapasitas, sedangkan jika adanya bangkitan kendaraan masuk dalam kategori C yaitu arus stabil, kecepatan di kontrol oleh arus lalu lintas. Tingkat pelayanan yang terjadi menunjukkan dkondisi yang sebenarnya terjadi di lapangan, dimana kawasan tersebut mengalami kemacetan pada jam-jam tertentu yang disebabkan oleh hambatan samping yang sangat tinggi karena frekuensi kejadian sebesar 927,6 kejadian/jam ? 900 kejadian/jam dari standar MKJI.

Abstract

Sikka Regency is one of the areas located on Flores Island, East Nusa Tenggara Province. The region has many interesting natural and cultural riches, but is still hidden due to the lack of infrastructure development. These conditions affect the accessibility of public passenger cars in the Sikka Regency area. Perforated road conditions, hilly topography and narrow roads are factors that affect accessibility in the Sikka Regency area. This study aims to assess the level of accessibility of public passenger cars in the research location. The location of this research is in Paga Sub-district, Bola District and Magepanda District. The number of samples in this study was 384 people. This study uses quantitative research methods with an analysis of the level of accessibility. The results show that the level of accessibility in Paga and Bola sub-districts is moderate, which means that public passenger car access is not smooth, while the accessibility level in Magepanda sub-district is very high, which means that public passenger car access is very smooth. Recommendations from this research for local governments and local governments need to improve public passenger car facilities and improve access road connections for people in Sikka Regency.

Abstract

The determination of public transportation rates in the North Ende District area is something that is dancingto be studied. It should be noted that the population in Ende Subdistrict consists of students, students,traders, civil servants, laborers, farmers. So there are still many variables that affect and involve variousparties. The research methodology by conducting interviews and questionnaires is spread across 7 zones.The data collected includes the desire of passengers to get the cheapest fares and public transport operators.For this reason, studies in determining the initial tariff and adjusting tariffs need to be carried outmeasurable studies. In the study, it found that the operational cost of the vehicle (BOK) was Rp.385,695.44.4% of transportation services are students with a rate of Rp.1,400 and 55.56% of general use at a rate ofRp.2,800. The average freight fare is Rp.2,175. Meanwhile, the ability of transportation users to pay tariffs isaround Rp.1,400 to Rp.2,600. And the willingness to use public transportation to pay a tariff of Rp.1,000 toRp.2,600. An average of Rp.1888 means that 24.25% of user will is below average value and 75.75% will isabove average. The conclusion of the tariff determination in North Ende sub-district is still within the normlimit where the student fare is IDR 1,400 and general passengers are IDR 2,800. It is not much different fromthe ability and willingness to use public transport.

Abstract

Parking is a special place for vehicles to stop for a while. Problems with the area of parking lots and the number of vehicles often occur in developing cities in Indonesia today. This has also happened in the city of Ende, especially in the Ipi harbor motorbike parking area which was affected by the increase in the number of residents and the number of vehicle activities. In order to find a safe parking space, it is necessary to do some research. This study aims to determine the value of parking characteristics and capacity (service capability) of motorbike parking spaces in Ipi Ende port. The method used in this study was direct observation (observation) which was carried out for 3 days. The data taken is in the form of parking volume, parking accumulation and parking duration. The data was then processed using "Guidelines for planning and parking facilities by the Directorate General of Land Transportation" (1998). The results of this study obtained parking volume = 126 vehicles, accumulation = 79 vehicles, average parking duration = 1.44 hours/vehicle, rate of change an = 1 vehicle/SRP/hour and parking index value = 94%. This shows that this value is close to the current parking service capacity threshold. As a suggestion, it is necessary to provide parking officers so that the provision of parking is more effective.

Abstract

Angkutan umum yang beroperasi pada rute Ende – Larantuka merupakan suatu sarana transportasi yang sangat penting keberadaanya dalam meningkatkan peretumbuhan ekonomi masyarakat. Penelitian ini bertujuan untuk mengetahui kinerja bus ekonomi angkutan umum yang beropereasi pada rute Ende – Larantuka dan sebaliknya, dilihat dari tingkat efektivitas dengan parameter faktor muat (Load Factor), Headway, kecepatan, dan waktu tempuh. Dengan menggunakan metode survei dan wawancara kepada operator atau sopir dan para penumpang angkutan umum pada rute Ende – Larantuka dan sebaliknya di dapat kisaran rata – rata faktor muat penumpang antara 62% - 66.69% Sedangkan rentangan standard yang ditentukan oleh Direktorat Jenderal Perhubungan Darat adalah di atas 70%, maka factor muat penumpang rute Ende – Larantuka dan sebaliknya belum efektif. Headway yang diperoleh dari hasil pengolahan data rata-rata berkisaran anatara 7.75 menit – 25.25 menit sedangkan rentang standart yang ditentukan oleh Direktorat Jenderal Perhubungan Darat adalah 1 – 12 menit, headway yang diperoleh pada rute Ende – Larantuka dan sebaliknya sudah melebihi standard efektif. Untuk kecepatan perjalanan rute Ende-Larantuka dan sebaliknya berkisar antara 26 – 29 km/jam, sedangkan rentang standart yang ditentukan oleh Direktorat Jenderal Perhubungan Darat untuk daerah lajur khusus adalah berkisar antara 15 – 18 km/jam. Untuk kecepatan perjalanan angkutan bus rute Ende-Larantuka dan sebaliknya sudah melebihi standart dari Direktorat Perhubungan Darat.

Abstract

In high traffic flows and congestion at intersections, the roundabout is easily blocked, which may causecapacity to be disrupted in all directions. This research study determines the performance of the EndeRegency Intersection five roundabout in current traffic conditions in terms of the level of traffic service, aswell as providing solutions to existing problems at the roundabout which are then used as a basis fordetermining the actions that need to be taken for existing problems. From the research results, it was foundthat the roundabout capacity (C) = 32.67, degree of saturation (DS) = 0.67, delay (DT) = 4.04, queuingopportunity (QPR) = 11.836, travel speed (VO) 30.00, Travel time for the single-line section (TT) = 7.07,which means that the traffic volume at the Simpang Lima roundabout is still tolerable.
