Abstract

The legal certainty referred to in this article is legal certainty regarding the status of workers as a result of the spin-off of the company. This legal certainty is the enforcement of the implementation of the Employment Law and the Limited Liability Company Law. According to Sudikno Mertukusumo, legal certainty is a guarantee that the law must be implemented in a good manner. This article was written using a qualitative method with an approach to existing legislation and legal doctrine to examine phenomena or changes that occur in society, one of which is the separation of companies and the legal consequences this causes for workers.

Abstract

Wealth and inequality of wealth The Indonesian population is controlled by a handful of people, the richest 1% in Indonesia are far above the average national population. The economic inequality of the Indonesian population as measured using the Gini ratio reached 0.388 points on a scale of 0-1 points in March 2023, this figure increased by 0.007 points compared to the Gini ratio in September 2022 which was 0.381. Economic inequality in Indonesia is classified as low. This measurement uses the percentage of expenditure among the bottom 40% of the population, as a reference from the World Bank. The highest inequality was found in the Special Region (DI) of Yogyakarta with a Gini ratio of 0.459, greater than the national figure. The provinces with the highest level of expenditure inequality in 2022 are Gorontalo (0.423), DKI Jakarta (0.412), West Java (0.412), Papua (0.393), West Papua (0.384), Banten (0.377), West Nusa Tenggara (0.374), West Sulawesi (0.371), and Central Java (0.366). Of the 34 provinces, 16 provinces have poverty rates above the national rate, namely Papua (27.53%), West Papua (22.17%), East Nusa Tenggara (21.09%), Maluku (17.69%), and Gorontalo (15.52%). On the island of Java, the province with a poverty rate above the national rate is DI Yogyakarta in 12th place with a poverty rate of 11.7%. Central Java is ranked 15th with a poverty rate of 10.8%, while East Java is ranked 16th with a poverty rate of 10.37%. The provinces with the lowest poverty rates are DKI Jakarta at 3.47% and Bali at 3.79%. Meanwhile, during the leadership of Ridwan Kamil in West Java, the level of inequality as measured by the Gini ratio was 0.407 points in March 2018. Urban areas touched 0.418 points while rural areas reached 0.322. The sharpest increase occurred at the end of Emil's term of office, namely March 2023, amounting to 0.425 points. Of that figure, urban areas contributed quite a large number, namely 0.439 points, while villages contributed 0.321 points, inequality in West Java was higher in urban areas. The figure is consistently above 0.4 points, while rural areas are above 0.3 points

Abstract

Neutrality of ASN and other state apparatus, so that the 2024 election will run with JURDIL (honest & fair), and LUBER (broad, general, free of secrets). The strengthening of ASN's non-neutrality in the 2024 elections is proven based on the latest Kurious Survey from Katadata Insight Center (KIC) showing that there are still many people who think that President Joko Widodo (Jokowi) is not serious about guarding the neutrality of the state civil apparatus or ASN in the 2024 Elections.This potential vulnerability was found in 22 Indonesian provinces. Of this number, 10 provinces have the highest vulnerability index for ASN neutrality violations, namely North Maluku with a score of 100 on a scale of 0-100. Scores, North Sulawesi is in second place, followed by Banten, South Sulawesi, NTT, East Kalimantan, West Java, West Sumatra, Gorontalo and Lampung.Cases of ASN Irregularities in the 2024 Election by Type of Violation (May-November 2023). The NGO Coalition for Election Justice (SINGKAP), consisting of KontraS, Setara Institute, Imparsial, and KPPOD, noted that there were 59 cases of alleged irregularities committed by State Civil Apparatus (ASN) ahead of the 2024 Election in the May-November 2023 period.According to the type, the most common cases found in ASN include: (1). State officials massively openly abuse the authority and resources inherent in them to act unfairly by favouring certain contestants; (2). Violations by village heads, Polri and service heads; (3). Neutrality violations, namely 32 cases; (4). There were 24 cases of election fraud and 4 cases of violations of professionalism; (5). ASN support for certain contestants (40 actions); official support for contestants (7 actions); as well as covert campaigns (4 actions);

Abstract

Artikel ini membahas tentang perilaku pemilih milenial dalam pemilihan gubernur Sulawesi selatan tahun 2018 di kota Makassar. Jenis penelitian yang digunakan adalah kualitatif dengan tipe penelitian deskriptif dengan jumlah informan sebanyak 7 orang. Teknik pengumpulan data yaitu dengan melakukan observasi, wawancara dan dokumentasi. Hasil penelitian dianalisis dengan menggunakan analisis berdasarkan indikator yang diambil dari teori Gaffar tentang perilaku pemilih yaitu: Pendekatan sosiologi, pendekatan psikologi dan pendekatan pilihan rasional. Berdasarkan analisis tersebut menunjukkan bahwa perilaku pemilih milenial dalam pemilihan gubernur Sulawesi selatan tahun 2018 di kota Makassar, pada proses pemilihan umum gubernur Sulawesi selatan khususnya di kota Makassar perilaku pemilih milenial dalam menentuukan pilihannya lebih dominan pada pilihan rasional dengan pertimbangan kinerja dan program kerja yang ditawarkan, walapuntidak dapat dipungkiri bahwa pendekatan sosiologi dan pendekatan psikologi tidak dapat dihilangkan dalam proses pemilihan umum, yang disebabkan oleh ketidakpahaman serta sikap acuh pemilih milenial terhadap politik dan pemilu.

Abstract

Artikel ini membahas tentang penerapan e-government dalam mewujudkan pelayanan kesehatan publik di Kabupaten Bone.Penelitian ini merupakan penelitian deskriptif kualitatif.Teknik pengumpulan data dengan menggunakan metode observasi, wawancara dan dokumentasi.Hasil Penelitian menunjukkan bahwa Penerapan E-government dalam mewujudkan pelayanan kesehatan publik di kabupaten Bone yaitu,  Capacity, adalah berupa kesiapan SDM, melalui pelatihan yang terstruktur, selanjutnya Support,yaitu berupa dana setiap tahunnya untuk mengfasilitasi setiap bidang yang ada di dinas kesehatan, kemudian Value,adalah berupa manfaat dari aplikasi tersebut yaitu perkembangan, data-data, dan perencanaan kerja, selanjutnya yaitu penyedia layanan, meliputi Dinkes kabupaten bone yang bekerjasama dengan BPJS dalam memberikan kemudahan kepada masyarakat dalam pengurusan kartu JKN dengan syarat kartu keluarga untuk pengurusan kartu kis atau askes, kemudian penerima layanan, yaitu meliputi pengguna aplikasi yang Sangat dimudahkan, karena  masyarakat yang tidak memiliki kartu fisiknya, mereka masih tetap bisa berobat dengan menggunakan mobile JKN dengan aplikasi pintar tersebut, selanjutnya jenis layanan, yaitu berupa aplikasi yang digunakan seperti EPPBGM, AREVIEW GIS, dan SIPTM, ketiga aplikasi ini mampu mengetahui dan mengontrol perkembangan balita dan berbagai penyakit yang ada di kabupaten bone serta dapat meminimalisir angka penduduk yang menderita penyakit dengan memprioritaskan daerah yang sudah terdeteksi parah, dan kepuasan pelanggan, yaitu meliputi segi pelayanan yakni masyarakat merasakan dalam proses pelayanan yang baik,ramah, dan sopan

Abstract

This study examines the transformation of social capital in strengthening local government resilience to natural disaster risks in Gowa, Indonesia—an area highly vulnerable to multiple natural hazards. Employing a quantitative research design, the study utilises Structural Equation Modelling (SEM) via Partial Least Squares (PLS-SEM) to conduct regression analysis. Data were collected through a structured survey involving 150 respondents from 15 institutions, including government agencies, private sector actors, non-governmental organisations (NGOs), and disaster response volunteers. The survey comprised 72 statement items across eight variables, ensuring the dataset’s validity and reliability. The findings indicate that strengthening social bonds, fostering community collaboration, and enhancing trust in local institutions significantly contribute to reducing the impacts of disasters by enabling swift responses and improving recovery efforts. These results underscore the vital—yet often underappreciated—role of social capital in disaster risk management and resilience building. The study calls for policy interventions that promote community cohesion and institutional trust, demonstrating that social dimensions are central to effective and sustainable disaster risk reduction. Moreover, the research aligns with the United Nations Sustainable Development Goals (SDGs), particularly Goal 11 (Sustainable Cities and Communities) and Goal 13 (Climate Action), by advocating for socially inclusive, community-driven resilience strategies.

Abstract

Artikel ini membahas tentang implemetasi kebijakan perlindungan khusus pada program kota layak anak di Kota Makassar. Jenis penelitian yang digunakan adalah kualitatif dan tipe penelitian yang digunakan adalah tipe studi kasus dengan jumlah informan sebanyak 6 orang. Teknik pengumpulan data yaitu observasi, wawancara dan dokumentasi. Analisis hasil mengunakan analisis dari indikator yang diambil dari Kementerian Pemberdayaan dan Perlindungan Anak berdasarkan klaster 5 tentang perlindungan khusus yaitu: Korban Kekerasan & Eksploitasi, Korban Pornografi & Situasi Darurat, Penyandang Disabilitasi dan ABH (Anak Berhadapan dengan Hukum), Terorisme, Stigma. Analisis tersebut menunjukkan bahwa implementasi kebijakan kota layak anak di kota Makassar (studi Kasus perlindungan khusus) sudah terlaksana dengan merata walaupun masih ada hambatan atau kendala yang dihadapi oleh Badan Pemberdayaan Perempuan dan Perlindungan Anak. Hal tersebut terjadi karena aparat hukum yang memiliki persepsi yang berbeda, serta kurangnya pemahaman masyarakat This article discusses the implementation of special protection policies in child-friendly city programs in Makassar.  This study is a qualitative research which used 6 people as the informants. Data collection for this article included three steps: observation, interview and documentation. To analyze the data, the researcher used some indicators taken from the Ministry of Empowerment and Child Frotection based on cluster 5 on special protection, namely: victims of violence & exploitation, victims of pornography & emergency situations, disabled’ people & ABH (children facing with law), terrorism and stigma. The result showed that the implementation of child worthy city policies in Makassar (a case study of special protection) has been carried out although there are still many obstacles faced by the Women's Empowerment and Child Frotection Agency. This happens because Law Enforcement Officials have different perceptions, as well as a lack of public understanding.Â
