Abstract

Abstract

Public Service Motivation (PSM) research continues to advance. Based on recommendations from prior research, this study was conducted to determine the strength of the relationship between PSM and Public Sector Innovation (PSI). The researchers decided to conduct their research at the Dinas Kependudukan dan Catatan Sipil (Disdukcapil) Kota Bandung. It is a result of the symptom of a problem in Disdukcapil, which demonstrates that Aparatur Sipil Negara (ASN) treats service users differently based on collusion, and they receive undue benefits from service users. Against this backdrop, this research aims to determine the strength of the relationship between PSM and PSI in Disdukcapil Kota Bandung. This study employs a quantitative method of the survey type. All ASNs in Disdukcapil Kota Bandung, a total of 91 individuals, were recruited to become the respondents in this study using a saturated sampling technique. Questionnaires were used to collect data. The data was then analyzed using the linear regression, t-test, and spearman rank formula to determine the strength of PSM's influence on PSI. The findings revealed that there was a correlation between PSM and PSI. The relationship exists at robust coefficient intervals. However, the effect of PSM on PSI was only 32.3%, with the remainder influenced by other variables not investigated in this study.

Abstract

This article advances a comprehensive reconceptualization of citizenship as a linchpin of democratic governance in contemporary Indonesia. Moving beyond the conventional legalistic paradigm, it posits citizenship as a multidimensional construct encompassing fiscal responsibility, electoral accountability, digital engagement, and social justice advocacy. Drawing on interdisciplinary frameworks—including social contract theory, lived citizenship, and collaborative governance—the study argues that democratic resilience in plural societies necessitates institutional reforms, inclusive political culture, and active civic agency. Empirical insights from Indonesian policy practices and comparative scholarship demonstrate that elite domination, bureaucratic inertia, and technocratic governance undermine democratic legitimacy. The article proposes a public-centered governance model anchored in participatory mechanisms, transparency, and civic co-production. It concludes that institutionalizing such practices is imperative for sustaining Indonesia’s democratic trajectory amid socio-political complexity and fiscal constraints.

Abstract

In Bandung, regional regulations relating to local tax are stated in the Regional Regulation Number 20 of 2011. Restaurant tax is a part of the local tax which has a promising impact to increase local government income. Restaurant tax administration is a series of activities ranging from planning, collecting to controlling. The purpose of this study is to explore the compliance of restaurant owners in the northern region of Bandung City with Regional Regulation No. 20 of 2011. To measure the level of compliance, the authors used three aspects namely regulatory knowledge, willingness to comply and the ability to comply. The urgency of this research is to find the facts behind the violations committed by some restaurant owners. The approach of this research is qualitative research. In addition, the author uses case studies as a research design. Data were obtained through interviews, field observations, and document studies and the researchers analyzed it by using qualitative data analysis methods introduced by Miles and Huberman. The results of this study shows that restaurant owners in the northern part of Bandung City do not fully comply with the restaurant tax payment mechanism because they do not know information about the requirements for tax payments due to passive Regional Government socialization of restaurant taxes and the number amount of tax is overburdened. Therefore, the burden becomes a market disincentive for restaurant owners coupled with the atonic tax controlling carried out by Local Government Agencies (Disyanjak).

Abstract

The advancement of information technology has accelerated the digital transformation of public services through the National Digital Samsat (SIGNAL) application, which facilitates online motor vehicle administrative services. However, the success of the application depends not only on its features but also on its usability, which should ensure ease of use, efficiency, and user satisfaction. Therefore, this study aims to evaluate the application's quality from the users' perspective by describing the usability level of the iOS/App Store version of the SIGNAL application and identifying the Nielsen usability attribute with the highest and lowest user ratings. This study employed a quantitative approach with a descriptive research design based on Jakob Nielsen’s usability framework, consisting of learnability, efficiency, memorability, errors, and satisfaction. Involved 131 users of the iOS/App Store version of the SIGNAL application in Indonesia. Primary data were collected through a questionnaire and analyzed using univariate analysis. The results indicate that the SIGNAL application is relatively easy to learn and provides a satisfying user experience. However, users still encounter issues related to service efficiency, remembering the application workflow, and error handling. Overall, the SIGNAL application demonstrates a good level of usability and supports the digital transformation of public services. Nevertheless, improvements in system stability, service efficiency, and error-handling mechanisms are needed to enhance service quality, improve user experience, and encourage wider public adoption.

Abstract

This study aims to analyze the implementation of the managerial system in the Government of Galanggang Village, Batujajar District, West Bandung Regency. The analysis focuses on identifying the dominant managerial system based on leadership characteristics, motivational forces, communication processes, interaction and influence processes, decision-making processes, goal-setting processes, and control processes within the village government organization. This research employs Rensis Likert's Four Systems of Management Theory. The theory classifies managerial systems into four categories: System 1 Exploitative-Authoritative, System 2 Benevolent-Authoritative, System 3 Consultative, and System 4 Participative. The analysis is conducted using the Profile of Organizational Characteristics (POC), which consists of leadership processes, motivational forces, communication processes, interaction-influence processes, decision-making processes, goal-setting processes, and control processes. This study uses a descriptive quantitative method. The research object consists of 31 village government officials selected through purposive sampling. Data were collected through questionnaires, observation, documentation, and literature review. The collected data were analyzed using descriptive statistical techniques, including Likert scale scoring, frequency distribution, and interval class calculations to determine the dominant managerial system implemented within the organization. The findings reveal that the managerial system applied in the Government of Galanggang Village tends to fall under System 3 (Consultative System). This is indicated by the high level of trust demonstrated by village leaders toward village officials, open communication practices, employee involvement in decision-making processes, and supervisory mechanisms that support organizational performance improvement. These findings suggest that the Government of Galanggang Village has successfully implemented a consultative managerial approach that supports organizational effectiveness in village governance.
