Abstract

Offset mechanism is a policy of the defense industry sector which had been increasing since 1950. Offset implementation has provided some profit-making such as offset obligations in the United States to encourage exports and offset policy in India that had been increasing since 1959 through the use of modern technology facilities by creating the National Aerospace Laboratories (NAL). On the other hand, Indonesia as one of the pioneers in the implementation of defense offsets is still heavily dependent on the procurement of defense equipment from other countries. Therefore, this study aimed to analyze the implementation of defense offsets in Indonesia and the importance of the defense offset policy in Indonesia. Thus, this study is able to contribute to public policy in Indonesian literature. This study used a qualitative approach to conduct a study in the defense industry with the application of defense -related offsets in Indonesia. The results showed that the low competitiveness of the defense industry is due to the low quality of human resources, lack of research and development programs in the field of defense industry and the lack of legal protection in the defense offset policy.

Abstract

Organizational Citizenship Behavior was a part of the development concept in human resources management. This concept can support an organization’s progress in a positive direction. So the role of OCB becomes very important for the development of the organization. The research was aimed at finding out the information about the effect of organizational culture, personality, teamwork, procedural justice, and organizational citizenship behavior on Job Tomori Pertamina North Sulawesi. A survey was used by involving 250 employees as a sample. There were five instruments for measuring, organizational culture (31 items, rel .705, personality (25 items rel .969), teamwork (36 items rel .635), procedural justice (20 items rel .660), and organizational citizenship behavior (27 items rel .959). Data were analyzed by descriptive statistical analysis, inferential statistics for linearity test and path analysis. Organizational citizenship behavior significantly affected directly by organizational culture. Moreover, procedural justice directly significantly affected organizational citizenship behavior. Based on those findings, it can be concluded that it was personality and teamwork only which should be considered if organizational citizenship behavior would be improved. It can be stated that considering those findings, personality and teamwork could not be neglected in enhancing organizational citizenship behavior.

Abstract

Sejak dimulainya proses integrasi ke wilayah NKRI pada tahun 1963 hingga kini, Papua tidak pernah luput dari konflik vertikal dan horizontal, yang implikasinya antara lain merefleksikan ancaman disintegrasi bangsa yang cukup serius. Berbagai upaya pemerintah di semua aspek kehidupan telah dilaksanakan, namun belum berhasil. Penelitian CDBR (Center for Defence Boundary Research) Unhan (Universitas Pertahanan Indonesia) ini fokus pada implementasi kebijakan bela negara sebagai bagian penting dari kebijakan Kementerian Pertahanan RI, khususnya mengevakuasi cara implementasi yang digunakan. Tujuannya adalah untuk memantapkan nasionalisme Indonesia bagi semua pihak terkait dalam rangka memberikan dukungan terhadap pemecahan berbagai masalah di Papua. Grounded Theory yang digunakan sebagai metode penelitian ini berdasar pada deskriptif analitik dengan pendekatan kualitatif. Berdasarkan temuan penelitian, metode ini menghasilkan tiga isu atau tema yaitu: (1) politik NKRI vs politik abolisi; (2) pemberdayaan masyarakat; dan (3) keamanan dan pengamanan perbatasan; Ketiga tema tersebut mencerminkan dua hal: pertama merupakan fenomena yang lebih bernuansa sosial-budaya masyarakat Papua sehingga dibutuhkan pendekatan teori antropologi sosial budaya, kedua karena masalah pokok yang diteliti adalah masalah pertahanan, khususnya implementasi kebijakan bela negara, rujukan keilmuan yang lebih tepat adalah pertahanan. Berdasarkan temuan di atas, diperlukan proses sintesis antara ilmu pertahanan yang bernuansa sosial-budaya dan antropologi sosial budaya. Proses analisis dan sintesis di atas melahirkan sebuah teori baru yang disebut "antropologi pertahanan". Artinya, teori tersebut sekaligus menunjukkan cara yang paling tepat untuk mengimplementasikan kebijakan bela negara di Papua. Since the beginning of its integration into the Republic of Indonesia in 1963 until now, Papua has never been free from vertical and horizontal conflicts, the implications of which reflect serious threats of disintegration. Various efforts of the Government in all aspects of life have been implemented, but to no avail. CDBR (Center for Defense Boundary Research) of Unhan (Indonesian University of Defense) focuses on the implementation of the state defense policy as an important part of the policy of the Ministry of Defence, in particular in evacuating the method of implementation used. The goal is to strengthen Indonesian nationalism among all parties involved in order to provide support for solving various problems in Papua. Grounded Theory used as a research method is based on a qualitative descriptive analytical approach. Based on the research findings, this method produces three issues or Implementasi Kebijakan Bela Negara di Perbatasan: Studi Kasus di Propinsi Papua Jurnal Sosioteknologi Edisi 29 Tahun 12, Agustus 2013 417 themes, namely: (1) Indonesian homeland politics versus political abolition, (2) society empowerment, and (3) border safety and security. The three themes reflect two things: the first is a phenomenon that has more socio-cultural nuance of the Papuans and thus needs an approach of socio-cultural anthropological theory; the second is that as the subject matter studied is a matter of defense, in particular the implementation of the state defense policy, the more appropriate scientific references are those of defense. Based on the findings, a synthetical process between the science of defense with socio-cultural nuance and socio-cultural anthropology is needed. The analytical and synthetical process above results in a new theory called "Defense Anthropology". It means that the theory also shows the most appropriate way to implement the policy to defend the state in Papua. Abstract

People who live in Indonesia's border area have conflict potential due to its condition that lagging in development, low level of welfare and human resources, and the access that is far from the central government. Therefore, this study outlines and develops the concept of civic education that aims to create ‘smart’ and ‘good’ citizens to create peace. Communities are based on local wisdom that is distinctive in society, especially communities who live in border areas. This study presents qualitative data from field research in the Indonesia-Malaysia border in Central Sebatik District, Nunukan Regency, North Kalimantan Province, which has polarization between different ethnic groups, religions, and citizenship. The results show that people who live in villages with different ethnicities, religions, and nationalities were able to live side by side peacefully. Those ethnic groups and religions are Bugis, Muslim, Timorese, Catholic, and Malaysian Bajau,  which originated from religious values and tribal values that were believed can be developed in the Community Civic Education and has the potential to present defense resources at the border area.

Abstract

Human capital management (HCM) is a new development of human resource management. The definition of human capital emphasizes the notion that humans are one of the main capitals in an organization or company with infinite value and amount, manageable in a process, and in turn producing more values for the organization. This study aims to offer an idea in building human capital management for Defense Forces Lecturers at Naval Command and Staf College (NCSC/SESKOAL) through formulating rules about the Code of Ethics of Defense Forces Lecturers and the establishment of the Commission of Ethics at SESKOAL. This study uses soft systems methodology-based action research. The findings of this study indicate that these rules can improve the quality and motivation of lecturers at SESKOAL in Indonesian National Defence Forces (INDF/TNI) towards a world-class military college.

Abstract

Employees at Indonesian ports need support from the organization to be able to make quick and right decisions. Organizational justice in this study in terms of distributive justice and procedural justice. The purpose of this study was to determine the influence of distributive justice and procedural justice on perceived organizational support. This study used 214 employees at Indonesian Ports. The results show that distributive justice has a significant and positive impact on perceived organizational support. Procedural justice also has a significant and positive effect on perceived organizational support. The implication of this research is for the port industry to continue to pay attention for perceived organizational support by considering distributive justice because it has the most influence.

Abstract

Educational problems are very complex problems if not addressed by staying targeted. Where education here will create students who will jump in the wider community to run life as a wider community. The teacher is the most influential component in the creation of quality education processes and results, therefore any improvement efforts made to improve the quality of education will not make a significant contribution without being supported by teachers of high quality teacher competence. Teacher Competence has a positive effect on Teacher's performance, Motivation has a positive effect on teacher performance, and Teacher competency and motivation together influence teacher performance.

Abstract

The purpose of this study was conducted to determine the effect between self-efficacy and self-regulated learning to academic achievement in students of class X SMKS 3 Taman Siswa Central Jakarta. This research was conducted for two months, that is from May to June 2018. The method used in this research is survey method. The population in this study were all students of SMKS 3 Taman Siswa Central Jakarta amounting to 136 students. With reference on the table Isaac and Michael the number of samples in this study as many as 95 respondents. The coefficient of determination t calculation on Self efficacy variables of 2.392 and t count on Self-Regulation in Learning variables of 2.276. Where t table of 1.986, it can be concluded self-efficacy variables and self-regulation in learning has a significant positive effect on academic’s achievement. Because t coount > t table. for Test F, found Fcount equal to 14,809> Ftable equal to 3,10. This means there is a simultaneous influence between Self Efficacy and SelfRegulation variables in Academic Achievement because Fcount> Ftable. Multiple regression equation obtained result Ŷ = 68,043 + 0,4128X1 + 0,052X2. The coefficient value of determination R2 is 0,244. This means selfefficacy variables (X1) and Self-Regulated Learning (X2) on Achievement Learning (Y) as much as 24,4%.
