Abstract

The high birth rate has become a problem for Serang City from year to year, causing uncontrolled population growth. These factors are the background of the KB Village Program. The Office of Women's Empowerment, Child Protection, and Family Planning (DP3AKB) Serang City is the main organisation in charge of family planning issues in Serang City. Therefore, DP3AKB has sent a Family Planning Field Officer (PLKB) to implement the family planning program at the sub-district level. PLKB formed a KB Village Program Manager (PPK KB) so that villages could cooperate in finding and registering family planning acceptors by going directly to the field. The problems that occur in the implementation of the KB village program in Nyapah Village, Walantaka District are: lack of awareness of the people who are included in the fertile age couple (PUS) who have not become KB participants, lack of number and quantity of human resources in the KB village, Nyapah village, Walantaka district, lack of health facilities. in the Family Planning village, the lack of competence of the Pokja as implementers. The organization of the family planning village in Nyapah Village, Walantaka District, and community participation in the family planning village program in Nyapah Village has not been maximized. Abstract

Poverty alleviation is a concern and focus of the Cilegon Municipal Government as an effort to implement government functions in terms of service, empowerment and development to the community. Looking at the poverty rate in terms of the existence of uninhabitable homes in the City of Cilegon. Of course, the local government makes efforts to overcome it by issuing a policy contained in the form of a program. The theory used in this study is the implementation of policies put forward by Hill and Hupe which consists of three aspects of managing policy implementation, namely managing policy processes, managing relationships between organizations and managing internal and external relationships. The research method used is a descriptive method with a qualitative approach. Determination of informants using purposive techniques. Based on the results of research, the rehabilitation program of uninhabitable houses in the city of Cilegon has not fully run optimally in the level of realization of development work. Assistance programs aimed at the poor by providing financial assistance in the form of self-help stimulants, where the community is required to build independently based on community or government initiatives with a community empowerment based approach, so that the realization of community hope and welfare.

Abstract

ABSTRAK Revitalisasi Pasar Tradisional Petir merupakan program yang dilakukan oleh pemerintah Kabupaten Serang melalui Dinas Koperasi, Perindustrian dan Perdagangan bertujuan untuk meningkatkan pendapatan asli daerah dan peningkatan ekonomi masyarakat sekitar pasar. Namun dalam penerapannnya, di pasar tersebut masih ada beberapa masalah pada sisi fasilitas prasarana penunjang dan minimnya sosialisasi. Penelitian ini dilakukan dari bulan Januari hingga Juni tahun 2021 dengan pendekatan kualitatif deskriptif dan data diperoleh melalui purposive sampling. Teknik pengumpulan data dilakukan dengan wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa program revitalisasi Pasar Petir belum optimal terbukti dengan: belum terpeliharanya ketertiban pasar Petir, tidak semua fasilitas yang tersedia seperti kios/los diisi oleh pedagang, sumber daya aparatur dan tenaga pengelola pasar yang masih kurang, semberdaya prasarana penunjang tidak terpelihara dengan baik, minimnya sosialisasi dan penegakan mekanisme pemanfaatan fasilitas pasar kepada pedagang. Sebagai saran dari hasil penelitian adalah perlu adanya peningkatan evaluasi dan monitoring secara rutin oleh pejabat terkait dalam rangka mengetahui dan memantau aktivitas pasar baik dari segi fisik, manajemen, ekonomi dan sosial budaya, serta perlunya penambahan staf pengelola Pasar Petir Serang. Kata Kunci : Ekonomi lokal, kebijakan revitalisasi, pasar tradisional
