Abstract

Media sosial banyak digunakan oleh masyarakat untuk berbagai hal salah satunya adalah hal-hal yang berbau politik. Banyak masyarakat kita melihat atau mungkin berpartisipasi dalam hal politik khususnya saat musim pemilu datang. Tingkat pendidikan dari masing-masing pemilih juga menjadi faktor bagaimana mereka menyikapi fenomena-fenomena yang ada dimedia sosial. Dari hal-hal yang telah disebutkan diatas tentunya akan memengaruhi perilaku memilih mereka. Adapun penelitian ini bertujuan untuk mengetahui apakah media sosial dan tingkat pendidikan berpengaruh terhadap perilaku pemilih yang ada di DKI Jakarta khususnya di Kota Administrasi Jakarta Pusat. Dengan melihat apa yang terjadi di Pilkada DKI 2017.

Abstract

STUDY OF ONE DAY TOUR MANAGEMENT AS A TOURISMPACKAGES IN SEMARANG DISTRICT.ABSTRACTAutonomy regions is a government affairs transferred to manage their ownhousehold. One of the choices of the government affairs is tourism. Tourism is a new lifestyleindustry which is can fulfill to providing the faster economical growth in the labor sector,income, the standard of living. There’s a thousand regions in Indonesia which is has aincredible tourism potential, nevertheless that potential is never be uncultivated with themaximum of seriousness. This tourism potential could bring in more tourists who couldbecome local revenue. Therefore this case of One Day Tour as a tourism packages broughtby Department of Youth, Sports and Tourism in Semarang district evidently afford brilliantand creative idea which has contributed to develop tourism industry. This packages hasreached their heyday in 2009 at the most of the tourists number, however after establishedsince 2006 this packages had to face into the worst condition in 2012, by decreasing thenumber of the visitors and became a unsustainable program. Therefore the formulation of theproblems are :” Why the One Day Tour as the tourism packages brought by Department ofYouth, Sports and Tourism in Semarang district which is established since 2006 are notsustainability? While this regions has the incredible natural and tourism potential?Based on the issues discussed, this research used qualitative research methods withanalytical descriptive research type. The aim of this research was to understand how theprocess of the One Day Tour management and also explains how the program run and whatinhibiting factors faced by the managers.It can be concluded that at the beginning One Day Tour is managed by a person fromDepartment of Youth, Sports and Tourism in Semarang District. The founder of the One DayTour proved that these packages could reach a lot of visitors in 3 years period from 2006until 2009 with more than 17.640 Tourists. After reached with good record, and achieves atthe heyday these packages experienced a period of low tide in 2010 till 2012 with a decreaseof 52%. Even nowadays in 2016 this packages getting into the worst condition and can beconclude that this program is totally failed and not sustainable. This case happened due thispackages doesn’t have any supported from the government; there is no public privatepartnership and low power of human resources.Recommendation that the writers can conclude is Government should increasing thehuman resources and take seriously this package into an official program.Keywords: Potential, Tourism, Program, Sustainability, Regional Autonomy, GovernmentChoices Affairs, Industry.

Abstract

ABSTRACT Achmad Yusuf Roni was one of the candidates for members of DPRD Kabupaten Kudus legislative elections in 2014 were derived from the PDI Perjuangan . Electoral district (Dapil) for Achmad Yusuf Roni was Dapil IV, which includes Kecamatan Dawe and Kecamatan Jekulo in Kudus. Mannered known figure in the community and who are loyal to a political party which he joined, Achmad Yusuf Roni is pure cadre from the PDI Perjuangan Kabupaten Kudus. Structurally, Achmad Yusuf Roni was the Secretary of the Branch Council (DPC) PDI Perjuangan Kudus for the period 2010 to 2015. With a relatively young age, which is 31 years old in 2014, Yusuf Achmad get ordinal number 1 (one). The ordinal number of 1 that is identical to prospective members DPRD is expected to be won an election. This study has revealed what are the main factors that determine victory Achmad Yusuf Roni. With the vote total of 5,030 votes, the highest compared to other candidates who also came from the PDI Perjuangan and the same electoral district (Dapil). Victory of Achmad Yusuf Roni affected by his popularity in the middle of the voters and the role of Musthofa. Musthofa is the Chairman of PDI Perjuangan Kudus, and Regent of Kudus. With the support of Mustafa, the party's political machine was geared to help Achmad Yusuf Roni in this contestation. In accordance with the purpose of PDI Perjuangan Kudus, Achmad Yusuf Roni managed to get one seat in parliament Kudus. Although the vote gained much from the original target planned. Abstract

Jepara district that has a complete tourism potential when compared to other regions. One of the tourist attraction in Jepara is Karimunjawa. This study aims to determine what strategies adopted by the Government in developing the tourism Karimunjawa. And barriers faced by the tourism development efforts. Many reasons why tourism a top priority in terms of development. That is because the tourism industry is related to cross-cutting activities. In addition to generating revenue for the area of goods and services, tourism development is also to create new jobs, boosting labor absorbing growth products. Based on all the tourism potential that can be found in the Marine National Park Karimunjawa, then for utilization can not be done by way of a modest, meaning that the potential is still in need of a tour package.Keywords: Publications, tourists, strategies, governments, development.

Abstract

Based on the data about Elementary School in Pekalongan City was discovered some problems up until now been homework for the Goverment of Pekalongan City especially the problems of infrastructure and facilities, teachers, and equitable access to quality education. Because of those problems, the Goverment of Pekalongan City in 2013 made policies that aim to create Elementary school that is effective and efficient based on the decision of Pekalongan Mayor number 421.2 / 151/2013 aboutpoliciesin combining elementary schools in Pekalongan city environment which is done in two ways: CombiningElementary school based on a pure region conducted in 40 schools that produced 16 State Elementary School and 16 principals and combining elementary school by one management conducted in 46 of state elementary schools and produced 23 principals and 46 elementary schools.The approach used in this research is descriptive qualitative with data collection methods such as observation , documentation and interview. The research subjects were Office of Education, Youth and Sports (Dinas Pendidikan Pemuda dan Olahraga)Pekalongan and all of the State Elementary School as the policies result combining a State Elementary School policies in Pekalongan with the unit of analysis of four elementary schools as a result of the combinationby pure region and four elementary schools based on the result of combining the management of four different sub-districts.The evaluation result of policies shows the difference between input that was given by a combination school based on management with combination school based on pure region. This difference makes a combination schoolby pure region is more effective and efficient, whereas the effectiveness combination school by management hasn’t yet been reached maximum. Moreover, this policy is not participatory but top down that means there’s no involvement of implementing policy in the policy formulation process.This research recommend that the need of the re-assesment about combination school based on management because this policy has not been proved able to answer the the problems of education in Pekalongan City, meanwhile for the policy about combination school based on pure region was already good enough in realizing an effective and efficient education in Pekalongan City.Key words : Effective and efficient, evaluation, Pekalongan City, Elementary school, Combining School

Abstract

The theory used in this study include: Policy Evaluation, Policy Implementation and Informal Sector. The purpose of this study was to evaluate how the implementation of the Jamsostek program and to find out the factors that influence the Jamsostek TK-LHK program at Semarang city. This research method is descriptive qualitative. This study uses an open interview in which the subject knew that they were being interviewed and also know what the purpose of the interview. Sampling was purposive sampling by a new president for the association or group deemed to know information about the program.These results indicate that the evaluation of the implementation Jamsostek program TK-LHK Informal Sector at Semarang city has not managed in accordance with the objectives and targets achievement. The assessment can be described by seven indicators of evaluation all indicators are still not fill full. Factors that hinder the program is also evident from the lack of knowledge about the target group of this program. As for the factors supporting this program lies in the consciousness of society are aware of the importance of socio-economic security for them as well as the support from the community to help spread the program to other communities in particular are being targeted. Abstract

The purpose of this study was to determine the extent of the Implementation Process Jaminan Persalinan Program in Pekalongan and to find out why Pekalongan Less Achieve MDG Target's Policy Delivery Guarantee Program is a program of the Central Government's Ministry of Health Reublik Indonesia. Evaluation process used to determine program execution Jaminan Persalinan in Pekalongan descriptively analyzed by looking at the phenomenon that is happening in the community. Abstract

Kebijakan Penerimaan Peserta Didik Baru pada jenjang SMAN di Kota Semarang tahun 2018 berpedoman pada Peraturan Gubernur Jawa Tengah Nomor 64 Tahun 2018 tentang Penerimaan Peserta Didik Baru Pada Sekolah Menengah Atas Negeri dan Sekolah Menengah Kejuruan Negeri di Provinsi Jawa Tengah. PPDB tahun 2018 dengan sistem zonasi memprioritaskan pada jarak antara rumah siswa dengan sekolah dan penentuan kuota paling sedikit 20% bagi peserta didik dari keluarga yang kurang mampu.Penelitian ini bertujuan untuk melihat bagaimana implementasi kebijakan Penerimaan Peserta Didik Baru (PPDB) jenjang Sekolah Menengah Atas Negeri di Kota Semarang Tahun 2018. Metode yang digunakan adalah metode kualitatif dengan pengambilan data melalui wawancara dan dokumentasi. Penelitian ini menggunakan teori kesenjangan dan teori impelementasi kebijakan Van Metter dan Van Horn yaitu sasaran dan tujuan kebijakan, sumberdaya, karateristik agen pelaksana, sikap/kecenderungan para pelaksana (disposisi), komunikasi antar organisasi, lingkungan ekonomi, sosial, dan politik.        Hasil dari penelitian menunjukkan bahwa kebijakan Penerimaan Peserta Didik Baru (PPDB) di Kota Semarang dilihat dari 6 (enam) indikator dalam implementasi kebijakan yaitu sasaran dan tujuan kebijakan, sumber daya, karakteristik agen pelaksana, komunikasi antar organisasi, disposisi (sikap pelaksana), kondisi sosial, ekonomi, politik yang telah terlaksana dengan baik meskipun respon sebagian siswa yang kurang mendukung kebijakan siswa miskin karena dapat menggeser siswa lain yang memiliki nilai tinggi.Salah satu rekomendasi yang dapat peneliti berikan kepada pemerintah baik Kementerian Pendidikan dan Kebudayaan maupun Dinas Pendidikan dan Kebudayaan Provinsi Jawa Tengah adalah melakukan persiapan yang matang terhadap kebijakan yang dibuat serta adanya evaluasi kebijakan PPDB tahun 2018 agar dapat menyesuaikan dengan kondisi di lapangan sehingga dapat dilakukan perbaikan pada pelaksanaan PPDB tahun berikutnya. Kata kunci : Kebijakan, Penerimaan Peserta Didik Baru (PPDB), Implementasi

Abstract

ABSTRACTIONEntering the era of globalization is rapidly growing industry. Industrial development in Indonesia makes the rate of economic growth increased. Unfortunately it is not accompanied by public awareness of pollution. One area that is facing the problem of environmental pollution is Pekalongan. Very interesting look at the phenomenan that occur in Pekalongan, where the majority of people there depend on the industry, especially batik industry, but on the other hand they face the threat of environmental pollution can disrupt the life of society itself. Given the vital role and function of river in daily life of man, Pekalongan city government implement the Clean River Program referring to the environment minister’s decision No.35 of 1995 on the Clean River Program. Purpose of this study is to see how the development of Clean River Program in the already executed and any obstacles encountered in the implementation.This study used qualitative research methods and design research is qualitative descripttive. Research site here is Pekalongan, while the research subject is the Environment Agency, industry, and the people living around the river. The primary daata sourcce was obtained through interviews and secondary data sources obtained from journals, archives, documents, and others. Quality of data in this study were obtained through analysis of credibility and authenticity of reality. It is also through context analysis of historical background, social, cultural, economic, and political.The results showed Clean River Program implementation in Pekalongan were nice but not maximized. So far the main target of three new to were achieved. That has been reached is the reduction of waste load and strengthening the institusional system, while not yet achieved is to increase the quality of river water. First is tchnical obstacle, namely lack pf public awareness and the housing industry in protecting the environment, especially rivers. Second is geographical constraints, availability of land to build Wastewater Treatment and land surface is too flat complicates waste disposal.Recommendations for The Environment Agency is improving monitoring inspection, perform law enforcement for violating the provisions industry, improving inter-agency coordination, seek development Wastewater Treatment evenly. Recommendations for the industry is often followed socialization, began to build his own Wastewater Treatment, in cooperation with other industries, forming an industry association. While the recommendation for people is often followed socialization, increasing environmental awareness, stop throwing garbage in the river, pften doing voluntary work to clean the river.Keywords: Clean River Program, Wastewater Treatment, River Pollution

ABSTRACTThe Accountability of Budgeting is a form to create a Good Governance. It’s form in thegovernment of the village relates on the role of the society and the controlling of BadanPermusyawarahan Desa, starting from the measure of planning which have to be appropriatewith what the goverment has done. The Accountability of Budgeting is very important for thesociety’s economic and financial walfare.Formulation of the problem in this research is ‘How is The Influences of The Society’sOpinions and BPD Controlling according to The Implementation of UU Nomor 06 Tahun 2014About The Village to The Accountability of Budgeting in Doplang Village, Teras Subdistrict ’.The method that is used in this research is mix method, which is a method that combinesqualitative and quantitative approach in the concern of methodology (same form as the dataaccumulation), and the study of a mix model which combines two approaches on the entireresearch.The population that is used in this research is people in Teras Subdistrict with twovillage as the samples, which is Doplang Village and Mojolegi Village. Starting from givingthem a quessionaire and an interview about the description that can give pictures of TheImplementation of UU Nomor 06 Tahun 2014 About The Village to The Accountability ofBudgeting in Teras Subdistrict, Boyolali Regency. There were 100 respondents and 6 informantsincludes the chiefs of BPD in Doplang and Mojolegi Village, the chiefs of Doplang and MojolegiVillage, a public figure and a member of BPD in Doplang Village.From the result of this research, the researcher concludes that the society’s opinionsaffect on the accountability of budgeting, where the people can do a control through the BPD astheir representative and controller. BPD itself has been quite great on doing it’s job incontrolling though there are obstacles that make the control less perfect. The suggestion thatcould be given is such as increasing BPD controlling, a need to make a good coordinationbetween the BPD and the government of the village by having a routine meeting that can be doneonce a month, supllying the amenities for BPD programs on doing it’s duties and give a specialattention for BPD welfare.Key words : Accountability, Budgeting, Badan Permusyawarahan Desa, The Society’sOpinions, Controlling.
