Abstract

IMPLEMENTATION OF REVITALIZATION ANALYSIS OFPASAR IR. SOEKARNO KABUPATEN SUKOHARJOIN ORDER TO IMPROVE SERVICE QUALITYABSTRACTResearch on implementation of revitalization analysis of Pasar Ir. Soekarno Kabupaten Sukoharjo in order to Improve Service Quality has the objective to investigate the implementation of the revitalization of Pasar Ir. Soekarno, who had finished as well as knowing the impact to the surrounding environment and society as a form of improving the quality of government services, especially in the traditional market management Ir. Soekarno. In addition Sukoharjo district government also has promised to give priority to the welfare of the traders in order to continue to grow and expand its business despite of many modern shopping malls and shops.This study uses the theory Impementasi policy by Marilee S. Grindle about factors - factors relating to an implementation of a policy and what it has led to the implementation of a policy that worked. In addition, researchers also use the theory of public services by Ibrahim and quality of service by Gaspersz about what led to a policy can have an impact on the quality of government services. The method used in this research is descriptive method qualitative data collection techniques such as interviews, observation and documentation. Informants in this study is the Department of Industry and Trade (Industry and Trade), and the Regional Development Planning Board (Bappeda), Public Works Department (DPU), District Sukoharjo, Head of Traditional Market Ir. Sukarno, the Market Traders Association (HPP) Ir. Soekarno and the traditional market traders Ir. Sukarno as the recipient of the revitalization of the market.Based on research that has been done can be concluded that the implementation of the revitalization of Pasar Ir. Soekarno Kabupaten Sukoharjo has been going well. Regarding the impact on the traditional market services Ir. Soekarno we can know that with the additional facility of traditional markets such as improved security and hygiene, increase the amount of labor, creation of parking areas and open spaces have answered the needs of the traditional market services Ir. Soekarno.Finally, with traditional market research is expected to be chosen by the public to meet all the needs of day - day. Abstract

ABSTRACTION Warung Kamtibmas in response to the limited number of police personnel is considered to be solving the right problem, related to security and public order. But in reality the expectations of the formation Kamtibmas point different from the reality. Warung kamtibmas not working properly. Many cases Kamtibmas disorder that has been completed, but the results of the solution are not optimal and is not finished, giving rise to new problems again, like the case of brawl happened several times. Based on these problems it is necessary to evaluate the implementation of the program point Kamtibmas in Indramayu Police. The purpose of this research was to determine the implementation of the internal security point, the factors that affect the implementation of Warung Kamtibmas, and evaluation of the stalls kamtibmas in Indramayu in 2014. This research was conducted a qualitative approach, to make observations on the location of shops Kamtibmas, conducted interviews to Indramayu Police Bhabinkamtibmas personnel who perform the technical development of society in Warung Kamtibmas and to study the document to the data relating to program management Warung Kamtibmas in Indramayu. The results of this study indicate that the implementation of the stalls kamtibmas conducted through partners / co-operation with the community, perform troubleshooting and perform problem resolution activities in the community which is carried in the shop or in the police kamtibmas. Several factors are influential in the implementation of point Kamtibmas, among others, this constraint is derived minimal number of personnel, lack of socialization Bhabinkamtibmas to the public about kamtibmas stalls and the lack of means of communication. While supporting factors in the management of the shop kamtibmas, that good relations between citizens and Bhabinkamtibmas, resulting in problem solving will be quickly implemented. The results of the evaluation of the implementation of this kamtibmas stall stall kamtibmas known that the implementation of effective, visible from the indicators of success of the program which has fulfilled the function of explanation, compliance, audit and accounting function. Abstract

Child Friendly City programs run by the government would not run smoothly without thehelp of elements of the community. They must be aware that this is a joint responsibility andnot the work of just the government, so that synergy between government and the communitymust be committed and there must be a commitment from the community to implement theChild Friendly Cities program. Fulfillment of civil rights and freedoms which are the mostfundamental rights that must be owned by children and must be fulfilled by the Semarang CityGovernment in the context of Child Friendly Cities.This study aims to evaluate how the policy of the Child-Friendly Cities, especially in thefulfillment of civil rights and freedom clusters in Semarang City and what are the obstaclesencountered. The method used is a qualitative method by taking data through interviews anddocumentation. This study uses the policy evaluation theory of William Dunn which is dividedinto 6 indicators, consists of effectiveness, efficiency, adequacy, leveling, responsiveness, andaccuracy.The results of this study indicate that the fulfillment of civil rights clusters and freedom ofChild-Friendly City policies in Semarang City cannot be said to meet targets. The lack ofstrengthening of the children's forum, the stagnation of providing adequate information onchildren, as well as the achievement of the issuance of birth certificates that did not reach thetarget became the main points of evaluation. Lack of socialization to the community, lack ofcommunication between local government organizations, lack of available resources, andregulations that obstruct the implementation of the Child-Friendly City in Semarang CityGovernment.One recommendation that researchers can give to the government is to add resources andalso to issue new, stronger regulations so that they can adjust to the conditions faced in thefield.Kata kunci: Child-Friendly City, evaluation, policy

Abstract

Public services are now things that can not be separated from society's lives. One of public service organized by Jakarta Capital City Government is the public service in Flats Management Unit on Department for Housing and Building of Jakarta Capital City Government. Through Flats Management Unit of Special Capital Region of Jakarta, Jakarta Capital City Government has implemented the public service to the society in the form of implementation of residential management or the use of flats.One of its objectives is the achievement of public satisfaction. The service activities provided by Flats Management Unit of Special Capital Region of Jakarta will be assessed based on the level of public satisfaction. Therefore, through this study, author wanted to measure and know the Index of Public Satisfaction of Flats Management Unit of Special Capital Region of Jakarta based on the Regulation of the Minister of State Apparatus Empowerment and Bureaucratic Reform No. 16 of 2014 about the Guidelines of Public Satisfaction Surveys on Public Service Delivery with reference to 9 (nine) indicators used to measure public satisfaction index.Researcher used descriptive quantitative method by spreading questionnaires to 150 respondents. From the result of data analysis, the researcher got the Cumulative Value of Public Satisfaction Index of 75.15 therefore the performance of the Flats Management Unit of Special Capital Region of Jakarta can be categorized as well. Currently, there are still deficiencies in the implementation of flats service at Flats Management Unit of Special Capital Region of Jakarta in terms of service procedures and infrastructure facilities.Recommendations that can be given is such as Flats Management Unit of Special Capital Region of Jakarta can improve the shortcomings based on complaints submitted by the society, and can maintain or expected to improve the quality of existing services in order to achieve the objectives of the public services implementation.Keywords: Flats, Public Satisfaction Index, Public Services, Special Capital Region of Jakarta.

Abstract

Abstract Implementation of e-ticketing in Transjabodetabek as an answer of transportation problem in Jabodetabek. People who previously used private vehicles were expected to move to Transjabodetabek for mobilization to Jakarta from buffer city or vice versa because with the implementation of e-ticketing Transjabodetabek mobilization of everyday activities easier, faster, and safer.The research method used is qualitative approach with data collection technique; observation, interview and document study. The informants in this research are Bussines Development Analyst PT Transportasi Jakarta, Staff Directorate of Development Planning BPTJ Kemenhub, Executing Staff Field Activity Field Road Transportation Office of DKI Jakarta Province, and 3 (three) Transjabodetabek users.The results showed that in the implementation of e-ticketing Transjabodetabek found four supporting factors and two obstacles in implementation. The first supporting factor of communication is the purpose of apllied e-ticketing Transjabodetabek is suitable for transportation speed and security, but there is still a goal that has not been done, it is the integration between modal in Jabodetabek like with KRL and others. The second is the bureaucracy structure where the stakeholders involved already have a role but there is still overlap in terms of supervision of implementation. Third is the resources where everything is good both in terms of staff / human resources and facilities. The last is the disposition related characteristics of officers in providing services that are considered already fast but still found some officers who are not friendly. In terms of implementation barriers there are two obstacles, the first is information due to the lack of socialization, there are people who still do not know how to use and the usefulness of the e-ticket. Then the second is the division of potential where there is still overlap between stakeholders in the implementation of this Transjabodetabek e-ticketing.Recommendations can be done by the implementor is improving the quality of service by conducting various training so that the service is more friendly. Then there needs a clear division of tasks so there’s no more overlap and re-disseminated socialization and education about e-ticketing, especially to people who first use.Keywords: Implementation, Transportation, E-ticketing

Abstract

Gender Responsive Planning and Budgeting (PPRG) is planning and budgetingarranged by considering four aspects: access, participation, control, and benefits which areconducted equitably between women and men. Through Permendagri No. 67 in 2011, PPRGbecomes one of the tools to improve gender equality and justice in implementing the gendermainstreaming (PUG) strategy in a region.This study was conducted to determine the role of Regent Widya Kandi Susanti inplanning and budgeting the gender responsive local budgets. It also describes variousproblems in the field such as enabling and inhabiting factors both from within and fromoutside, so that the influence of women as the head of a region in gender responsive planningand budgeting to implement gender mainstreaming in Kendal Regency is known. The methodof the study used was qualitative description. Primary data source was gathered throughinterview using purposive sampling technique, while secondary data were obtained fromdocument, archive and other sources relating to the study. The analysis used qualitative dataanalysis technique by reducing data, presenting data, and drawing conclusion or verification.The research result shows that Regent Widya Kandi Susanti’s commitment in reducinggender discrepancy is written in the vision and mission of Kendal Regency RPJMD and whomore of a role in the implementing PPRG in Kendal Regency are PUG teams. The obstaclesin implementing PPRG in Kendal Regency is the existence of official rotation which is toofast, the absence of regional regulation on the implementing PPRG and the lack of publicofficial knowledge regarding gender causes PPRG has not been implemented effectively ineach SKPD, and gender responsive budget allocation in Kendal Regency Budgets year 2011-2013 remains neutral.Recommendations that can be given are Kendal Regency Government should givecommitment and support through local regulations to assure the implementation of genderresponsive budget in planning, budgeting, monitoring, and evaluating activities. Publicofficials also need to obtain gender responsive budget training sustainably in developing theappropriate understanding regarding gender responsive budget.

Abstract

ABSTRACTThis study was undertaken to explain how the public perception of the obligation topay the Property Tax (PBB) in Slawi Sub-District. The aims of this study was to describe thepublic perception of the obligation to pay the Property Tax (PBB) in Slawi Sub-district, andto setermine the factors that influence the formation of public perceptions of the obligation topay Property Tax. This research uses quantitative-descriptive type with survey method,namely the taking of samples from a population and using a questionnaire as a datacollection tool By doing so, it produces to explain the variety of conditions where is theresearch was founded. Based on those founding then this research describe character/pictureof the condition, situation, or variables. Population of the research is the Slawi Sub-districtcommunity, the sample taken from the entire village using Frank Lynch with a total of 100samples. From the data processing research indicates that the most of respondent knew aboutwhat is Property Tax (PBB). Slawi Sub-districtawareness in the Property Tax to pay highenough it can be seen from the level of public education began to improve. Socializationprovided by the local government has also been quite good but not yet maximum, as well asthe Slawi Sub-district community agree that DPPKAD has prepared an integrated service

Abstract

District of community participation Kradenan is worthy to be considered in conjunction with the Musrenbang (Council Development Plan). In a society there are social standing standing-called socio-economic status of the participation of the community planning forums (Council Development Plan). This study aims to determine the extent to which the relationship of socioeconomic status and community participation Musrenbang (Council Development Plan). The hypothesis of this study is no influence of socioeconomic status on the participation of the community planning forums (Council Development Plan) Infrastructure in District Kradenan. This study used a descriptive type with a sample of 96 people in the District Kradenan. The sampling technique used in this study is purposive sampling with sampling using the formula Frank Lynch. Data collection techniques by using questionnaires, interviews and documentation. Analysis of the data used is quantitative and qualitative. The tools used are simple regression. While hypothesis testing using t-test (t-test) and the coefficient of determination. Keywords that are used are socio-economic status, community participation, and planning forums (Council Development Plan) Infrastructure. The conclusion that there is a significant relationship and positively influence the socio-economic status of the community participation Musrenbang (Council Planning and Development) District of Kradenan not high2enough, because the socioeconomic status of the District Kradenan still low. The relationship of socio-economic status of the people of the District Kradenan 0.474 and the influence of socio-economic status of the community participation Musrenbang (Development Planning Meeting) by 5.22 percent. So it can be said that socio-economic status is not the dominant factor in influencing people's participation Musrenbang (Development Planning Meeting).Keyword : socioeconomic status, community participation, development planning, infrastructure

Abstract

AbstractKendal is a regency with a wide coastal and marine area. However, the coastal communities in Kendal are usually being excluded and did not get any attention from the government. The quality of environmental, infrastructure and income of the people in the coastal village of Kendal is quite low. It surely needs such an attention by the government, because it accounts for a high poverty rate in this area. This problems are eventually got the attention of the Ministry of Maritime Affairs and Fisheries. MMAF had develop the Resilient Coastal Rural Development program (PDPT). The purpose of this program are to reorganize and improve the village life. This program is focused on the developing the human resource, infrastructure of coastal areas and supporting the development of productive economic business climate.In order to reveal the problems and the purposes of the study, researchers uses a qualitative descriptive approach. In analyzing the data, the researcher used the descriptive-qualitative. The purpose of the study is to find out how the implementation of the Rural Development Program of the Resilient Coastal is applied in Kendal. The data obtained is used to formulate a recommendation as a form of suggestion for the sustainability of coastal development in Kendal.The result showed that in order to develop the coastal areas in Kendal, local governments should encourage the participation of the community to participate in the development process. It means that the community itself that should carry out activities, starting from planning, implementing until the monitoring. Based on the research, the implementation of PDPT program was considered as good enough, refers to the variable of the implementation of the program. The purpose of this program have been accomplished, it can be seen from the  improvements in the quality of infrastructure, rural financial independence through BUM-Des and the creation of productive business climate in the coastal village. However, there are shortcomings in its implementation namely the purpose of the programs which related to the group empowerment that shifted to the individual empowerment. It is characterized by the dissolution of most Coastal Communities Group (KMP) organizations after the program ends.The recommendations that can be given are: the preparation must be done thoroughly before the program is actually applied, so that the community could understand about the technical implementation of the program. In addition, it needs such a seriousness and commitment of all parties to develop the coastal villages, so that the implementation will not only be considered to accomplish such a budget absorption target.  Keywords: Program Implementation, Resilient Coastal Village Development

Abstract

AbstractAssesment of the public services quality is conducted to determine the gains of the service unit of BPJS Health Care Office in Batang. BPJS Health Care is expected to bring positive impacts for ensuring public health. However, there is a problem that the quality of services sometimes does not serve customers’ expectation, which means that there is still lack of satisfaction with the services performed. This study aimed to examine the quality of BPJS Health Care participant services in Batang using five public service factors of SERVQUAL, Realibility, Responsiveness, Assurance, Empathy, and Tangibles.By using the theory of service quality (SERVQUAL) and then processed using data processing methods set out in KEPMENPAN number 25 of 2004 on the General Guidelines for Preparation of Public Satisfaction Index (HPI) using the 15 service elements to assess the quality of BPJS Health Care participant services in Batang. Respondents in this study were participants of BPJS Health Care in Batang which in class of Workers Not Wage Receivers or Independent Workers, a total of 100 respondents were used as samples.The results showed the public's assessment of the quality of BPJS Health Care participant services in Batang rated Good. From the data that has been processed, the value of SMEs to quality of service was 77 which refers to a category B or Good. However, from the study conducted there are still several things that need to be improved. From the 5 factors of service quality and 15 service elements there are some elements that still need improvement from BPJS Health Care Batang in order to achieve grade A or Very Good .The study recommends, a good service quality should be the top priority in doing services in order to achieve the satisfaction of BPJS Health Care customers in Batang.Keywords: Quality of Service; Public Satisfaction; BPJS Health Care
