Abstract

Masalah dalam penelitian ini adalah Bagaimanakah pemanfaatan dana Bantuan Operasional Sekolah berbasis good governance pada Sekolah Dasar Negeri Ekafalo Kecamatan Insana Kabupaten Timor Tengah Utara. Tujuan dari penelitian ini adalah Mendeskripsi atau menganalisis pemanfaatan dana Bantuan Operasional Sekolah berbasis good governance pada Sekolah Dasar Negeri Ekafalo Kecamatan Insana Kabupaten Timor Tengah Utara. Metode Penelitiaan ini menggunakan jenis penelitian kualitatif. Hasil penelitian menunjukan bahwa dalam pemanfaatan dana bantuan operasional sekolah di SDN Ekafalo sudah di jalankan sesuai permendikbud No. 6 Tahun 2021 Tentang petunjuk teknis pengelolaan dana BOS, partisipasi yang dilaksanakan dari pihak Sekolah Dasar Negeri Ekafalo sudah sesuai dengan petunjuk teknis yang ada, dan sudah melibatkan semua pihak sekolah hingga orangtua murid serta siswa/siswi untuk ikut dalam perencanaan penggunaan dana BOS, juga dalam responss dari Bapak/Ibu pihak Sekolah Dasar Negeri Ekafalo terkait dana BOS yang di terima cukup Karena anggaran tersebut di sesuaikan dengan jumlah siswa yang ada, disamping itu juga semua keputusan mengenai penglolaan dana BOS di SDN Ekafalo di lakukan dengan rapat musyawarah bersama semua pihak sekolah, orangtua dan siswa/siswi. tetepi pengelolaan dana BOS di SDN Ekafalo terkait penerapan transparansi kurang maksimal hal ini terbukti dengan tidak adanya pengumuman lanjutan yang tertera di papan pengumuman untuk publik.

Abstract

This community service activity aims to improve literacy and numeracy skills for students at Maubesi 2 Catholic Elementary School, Insana Fafinesu District, North Central Timor Regency. This community service is carried out in several stages, namely coordinating/communicating with the TTU Regency Education and Culture Office and the target school, conducting initial observations, designing a work program and discussing it with the school, implementing the work program and evaluating the implementation of the work program. The community service methods used are communication, observation and implementation of work programs and evaluation. Based on the results of the community service carried out, it was found that there was an increase in literacy and numeracy skills as demonstrated by the increase in reading, writing and arithmetic skills of students at Maubesi 2 Catholic Elementary School. This was realized through the availability of learning media that was able to arouse students' interest in learning, mentoring. and structuring the classroom and library environment so that it influences enthusiasm for learning and participating in learning.

Abstract

The aim of this research is to analyze the role of Badan Permusyawaratan Desa in monitoring the management of Dana Desa and analyze the obstacle that faced by the Badan Permusyawaratan Desa (BPD) in village Garung, Sub-District Sambeng, District Lamongan. The research method used guidance with interview, observation and documentary. The results of the study that the role of the Badan Permusyawaratan Desa (BPD) in overseeing the management of Dana Desa is divided into each process, namely the Planning stage, Implementation, and reporting. Constraints faced include, the absence of a work program, inadequate measurement of performance, no corrective action taken to prevent irregularities repeatedly. In addition to the three aspects above, the findings in this study, there are aspects that most contribute to the role of the Badan Permusyawaratan Desa in overseeing the management of Dana Desa, namely human competence (HR), budget, facilities and infrastructure, and work methods of the organization.

Abstract

The impact of the COVID-19 pandemic in Indonesia, including the existence of a Village Fund refocusing policy for handling COVID-19 that for the management of Village Funds for the 2021 fiscal year, a minimum of 8 percent and 40 percent of the Village Funds realized in each village must be focused on handling COVID-19 19. This study aimed to analyze and describe the factors that influenced the Village Government in Musi Sub-District, North Central Timor Regency, in implementing the Village Fund Refocusing and Reallocation Policy during the COVID-19 pandemic. Data was collected through observation, direct interviews with informants and searching archives and documents related to research. The results of the study concluded that the implementation of the Village Fund refocusing and reallocation policies had not been implemented optimally. Factors that cause it not to be optimal are understanding and mastery of information technology systems (Village Financial Systems) and the administrative requirements needed. Another obstacle is the overlapping laws and regulations regarding the refocusing and reallocating of Village Funds during the COVID-19 Pandemic.

Abstract

Communication is very important in a policy. When communication in a policy does not work well, it is difficult to implement the policy. This research method is descriptive qualitative. The research results show that clarity of purpose, completeness, conciseness and concise content, feedback, empathy, changing messages according to audience needs, various communication channels, and effective use of informal communication channels. As a result of the research, it can be concluded that the communication of the National Health Insurance Policy (JKN) by the Social Security Administering Body (BPJS) for Health in the City District, North Central Timor Regency (TTU) has been going well but is not yet optimal. This occurs as a result of the first, clarity of objectives where The message conveyed by the organizers was not clear, which made the public unable to differentiate between the JKN and BPJS Health programs. Second, is completeness, where the message conveyed by the organizers is incomplete, which causes the public to not understand the JKN program. Third, brevity where you don't know the main indicators that you need to know about the JKN program. Fourth, feedback where the community will provide feedback when they experience problems or difficulties when wanting to use the BPJS Health card, not during the communication or socialization process for the JKN program. Fifth, sharing communication channels where the organizers have prepared communication channels to disseminate information about the JKN program but the public prefers to go directly to the BPJS Health office to get services or submit complaints.
