Abstract

This study aims to add insight and skills of MSMEs in the field of managing caught fish with a decision support system to understand customer segment strategy, business planning and product development as well as product design for business development and product marketing through the market place. The population in this study is MSME actors who are members of a fishing group in Wonosari Kendal village. Data collection by the method of questionnaires. The methodology used uses a qualitative approach with data collection techniques using observation techniques , literature studies and interviews (interviews). The data analysis used is to use a form of qualitative descriptive method. The result of the observations obtained is that there is still a lack of understanding of the customer strategy segment of MSME actors in understanding the value of fish processed products. Having business planning and product development as a Startup player has done the work to think about how the business will work and what goals MSME players want to achieve by investing a little time and writing a business plan and still lack of product marketing through the marketplace so as to make it difficult for MSME players to market their products using the website. The conclusion that can be drawn from this study is that by increasing the insight into the skills of MSMEs in the field of managing caught fish with a decision support system understanding customer segment strategies, business planning and product development as well as product design for business development and product marketing through the marketplace can increase sales and revenue.

Abstract

The concept of improving public services formulates problems from the quality of public services in supporting the Sea Toll, Factors that become obstacles and support the improvement of service quality, relevant strategies, which aim to Know the quality of public services in supporting the Sea Toll program, know the factors that are obstacles and supporters, as well as support government programs and formulate relevant strategies in improving the quality of services public intermodal transportation. Such a change in the attitude of the community can be seen by the large number of permit applications made by the community to do business or create new business opportunities, especially in terms of transportation. People's hopes to improve their welfare by opening business opportunities to sell indutsri products from 3tp areas (underdeveloped, remote, outermost, and border) are currently very large in the era of the global economic crisis with the rampant termination of employment carried out by large companies in the era of Covid-19. The population in this study is industry players in remote, outermost, underdeveloped, (3TP) regions, which are used using a qualitative approach where data collection techniques use observation techniques, literature studies and interviews ( interviews). The data analysis used is to use a form of qualitative descriptive method. The results of the observations obtained are the ability to implement public services in carrying out and serving to provide services to help the community as promised precisely and reliably and the reliability of employees in providing services is very helpful to the community in providing the services promised, accurate and in accordance with expectations.

Abstract

The development of industrial areas has direct implications for surrounding buffer villages, including Plenen Village, which is adjacent to the Batang Integrated Industrial Estate (KITB)/Batang Industropolis Special Economic Zone (SEZ). The main issue identified is the suboptimal utilization of industrial development opportunities to improve local community welfare. This study aims to analyze the synergy between village government and industrial areas in empowering the community of Plenen Village. A qualitative approach with a case study design was employed. Data were collected through in-depth interviews, field observations, and document analysis, and were analyzed thematically. The findings indicate that synergy between the village government and industrial area has been established through program coordination, facilitation of local labor absorption, and social support via corporate social responsibility programs. However, such synergy remains partial and has not been institutionally integrated, resulting in limited impact on community empowerment. The study concludes that strengthening collaborative governance and joint planning is essential to ensure that industrial development provides more inclusive and sustainable benefits for buffer village communities.

Abstract

This study aims to analyze the marketing of health-based local products in Plenen Village as a buffer village of the Batang Integrated Industrial Estate and its implications for community welfare. The identified problems include limited human resource capacity, restricted market access, and limited understanding of modern marketing strategies among micro and small business actors. This study employs a descriptive qualitative approach with a case study design. Primary data were obtained through in-depth interviews and field observations, while secondary data were collected from official documents, development reports, and related publications. Data analysis techniques included data reduction, data presentation, and drawing conclusions using source and method triangulation to ensure validity. The results indicate that the people of Plenen Village have diverse potential in health-based local products, including healthy processed foods and herbal products. The marketing strategies applied include direct marketing, digital marketing, and partnerships with local communities, which significantly improve community income and welfare. Major challenges still include limited product innovation and human resource capacity. This study concludes that marketing health-based local products can be an effective strategy to enhance the welfare of buffer village communities around industrial estates, provided it is supported by empowerment, innovation, and adequate policies.

Abstract

This study aims to analyze the readiness of the digital bureaucracy in transforming public services in Sorong City, focusing on the capacity and digital literacy of the State Civil Apparatus (ASN). The research uses a mixed-methods approach with a sequential explanatory design, in which quantitative data are collected through questionnaires and analyzed descriptively and correlatively, and then deepened with qualitative data through in-depth interviews. The study's results show that the Sorong City Government's digital bureaucracy is in the early stages of implementation and has not been optimal. ASN capacity and ASN digital literacy are positively related to the readiness of the digital bureaucracy, but they remain at a sufficient, fundamental level. The transformation of digital public services has increased the efficiency of certain services. However, this improvement has not been evenly distributed due to limited human resources, system integration challenges, and a bureaucratic work culture. The study's implications emphasize the importance of strengthening civil servants' capacity and digital literacy as a prerequisite for the successful transformation of digital public services. The limitation of this study is in use of correlation analysis, which does not explain causal relationships. Further research is recommended to use a more comprehensive analytical approach and expand the scope of the research area.

Abstract

Digital transformation of government through the implementation of e-government has become a strategic agenda in bureaucratic reform in Indonesia. Local governments play a crucial role as a bridge between national policies and village governance practices. This article analyzes the implementation of e-government by the Batang Regency Government in support of village governance. This research uses a qualitative approach and a policy analysis method, based on literature reviews and official documents, including regional regulations, SPBE policies, and relevant institutional reports. The analysis was conducted using a theoretical framework of public policy implementation and the principles of good governance. The analysis results indicate that the Batang Regency Government has a relatively adequate e-government regulatory and institutional framework, but its implementation at the village level still faces challenges, including gaps in apparatus capacity, variations in village digital readiness, and suboptimal cross-organizational coordination. This article concludes that strengthening the role of local governments as facilitators, coaches, and coordinators of digital policies is key to the successful implementation of village e-government. These findings provide theoretical contributions to e-government studies and policy implementation, as well as practical implications for formulating local government digital policies.

Abstract

This research aims to analyze the implementation of land acquisition policies in Sorong City from the perspective of social justice for indigenous peoples, and to evaluate the extent to which customary rights are accommodated in the development process. The research method is a mixed-methods study with an embedded design. The qualitative approach was the primary instrument, using in-depth interviews with five key speakers, including land authorities and representatives of the Malaloi Indigenous Peoples Institution (LMA). Quantitative approaches are used only in correlation analysis to reinforce qualitative findings. The study's results show a "Paradox of Justice" in Sorong City. Procedurally, the land acquisition policy has been effective in accordance with Law Number 2 of 2012, supported by a strong statistical correlation between land acquisition and social justice. However, substantively, justice for indigenous peoples has not been fully achieved because the involvement of indigenous leaders in deliberations is often considered a mere administrative formality. The highest correlation between indigenous peoples and social justice confirms that the recognition of customary rights is the main determinant of justice in public policy. The main obstacles identified include difficulties in the administrative documentation of customary lands and paradigmatic differences between the government's materialistic values and the sociocultural values of indigenous peoples. The theoretical implications of this study confirm the importance of communication factors and the disposition of implementers in the implementation of policies in customary territories. In practice, the government needs to reformulate deliberations based on local values and the structural recognition of customary rights.

Abstract

This study aims to analyze the effectiveness of the public services of the Sorong City Education Office for the community by examining the relationships among service effectiveness, community satisfaction, service accountability, and apparatus responsiveness. The research uses a mixed-methods approach: a quantitative component involving distributing questionnaires to 30 respondents, analyzed using descriptive statistics and correlation, and a qualitative component involving in-depth interviews with five main sources, analyzed using triangulation and thematic analysis. The results of the study show that the effectiveness of public services is in the good category, with a significant relationship between service effectiveness and community satisfaction, service accountability, and responsiveness of the apparatus. Apparatus responsiveness has the strongest relationship with service effectiveness, showing the importance of officer responsiveness in improving the quality of education services. The interview findings also show that education services have improved, though further progress is needed in service speed and information transparency. The study's findings confirm the relevance of public administration theory and service quality in explaining the performance of regional education services. The research is limited in the small number of respondents and its focus on a single agency. Therefore, further research is recommended to increase the sample size, involve several public service agencies, and use a more comprehensive analytical model.

Abstract

Bureaucratic reform at the village level is a crucial prerequisite for achieving professional, effective, and accountable village governance. One of the key pillars of this reform is the implementation of a merit system in the management of village human resources, particularly in the recruitment and appointment of village officials. In this context, the Computer-Assisted Test (CAT) has emerged as a policy innovation designed to enhance objectivity, transparency, and procedural fairness in the selection of village officials. This study aims to analyse the contribution of CAT implementation to strengthening the merit system and its impact on transforming village social conditions, especially in building public trust in village government. Quantitative data were collected through a survey of village residents and analysed using descriptive statistics, correlation analysis, and multiple linear regression in SPSS. Qualitative data were obtained through in-depth interviews, field observations, and document analysis to elaborate further and explain the quantitative findings. The results indicate that transparency, objectivity, and procedural fairness in the selection process have positive and significant effects on public trust in village government, with procedural fairness emerging as the most influential variable. Qualitative findings confirm that public acceptance of selection outcomes is more strongly influenced by perceptions of fairness and openness in the process than by the selection results themselves. This study concludes that the implementation of CAT functions not only serves as a technical selection instrument but also as an institutional mechanism that helps transform village social relations from patronage-based practices toward merit-based village governance.

Abstract

This study examines how the transition from manual to digital services influences user satisfaction through digital service quality and user perception at the Marine and Fisheries Office of Pekalongan Regency. The research employs a mixed-methods approach, combining a quantitative survey (N = 40) using Pearson correlation analysis with qualitative interviews involving service leaders and operators. The results reveal very strong correlations between service quality, user perception, and user satisfaction, as well as the critical role of system stability and operator assistance in shaping user experience. Qualitative findings confirm that changes in work culture, leadership, and human resource adaptation are key factors in the success of digitalisation. The study implies that the success of digital public services is determined not only by technology but also by strengthening human resource capacity, simplifying service design, and providing operator support for users with low digital literacy. The limitations of this study include the small sample size, the single organisational context, and reliance on perception-based data. Future research is recommended to conduct comparative cross-agency studies, longitudinal approaches, and structural model testing to examine the mediating roles of digital literacy and operator assistance.
