Abstract

Theoretical arguments of the link between decentralisation, governance and poverty reduction are merit, but the implementation of decentralisation often fails to reduce poverty. This paper examines why decentralisation works and does not work to reduce poverty in developing countries. It shows that decentralisation will benefit for poverty alleviation if exist local political competition, community participation, and capacity of local government.

Abstract

Local government fiscal health is important for effective fiscal decentralisation. This study examines local government fiscal decentralisation in Indonesia. Data comes from Indonesian Financial Information System 2013. The findings show that after more than four decades decentralisation, most of local governments are still strongly depend on central government in financing local development. The wide gap of fiscal capacity exists between local government at Java and outside Java. The findings suggest that improving local government capacity in mobilising and managing fiscal resources is vital to improve local government fiscal health in decentralised Indonesia.

Abstract

This paper examines the link between decentralisation, political dynasty and poverty in Indonesia. Data come from Indonesia Social Economic Survey 2013 and official statistics. Multilevel modelling is used to test whether people live in districts with political dynasty are poorer compared to other districts without political dynasty. The results show people live in districts with political dynasty are significantly poorer and it robust with other individual and district characteristics. The results highlight the detrimental effect of political dynasty on poverty in Indonesia and therefore policy makers should aware of the danger of political dynasty which can impede decentralisation in reducing poverty.

Abstract

This paper examines model of task sharing in community based healthcare within SMARThealth program in Sidorahayu village Malang East Java Indonesia. A single case study was applied to explore task sharing model from health workers to non health workers in health screening for risks of cardiovascular disease. Indepth interviews were conducted to 10 key informants between January to May 2018. The findings show that task sharing model occurs within a health facility in which non health workers can provide services with adequate competency and quality. Responsibilities in health screening is delegated to lower level health service providers so that it can effectively reach consumers. The results sugests that task sharing model provides an alternative model for solving low number and distribution of health workers in rural areas in providing health screening for cardiovascular risks.

Abstract

The development of rural tourism is estimated can led to a new dimension of sustainable development. The government of Indonesia has made some efforts to realize the target of increasing the country's foreign exchange income with digital tourism, rural tourism homestay, and air connectivity. Regarding this target, community participation is needed to become the main subject of rural tourism. However, the development of rural tourism in Indonesia still encounters various obstacles such as lack of promotion and innovation in programs. Using qualitative method, author explore the barriers, facilitators and how to overcome challenges within the sustainable rural tourism development in Kalibiru village, Yogyakarta Special Region, Indonesia.

Abstract

Nowadays, government uses e-services to boost the services for citizen with many endeavours but there are some e-service where the technology did not accommodate or appropriate to citizen needs. In order to improve the service and accomodate the citizen needs, this journal attempts to explore the related key determinants or variables. Exploration of theory is begun from the definition of e-services, the explanation of public choice theory and organizational behaviour theory in public administration until the model of citizen use and acceptance of e-services. Considering the government efforts to introduce the e-services, this model combines Unified Theory of Acceptance and Use of Technology (UTAUT) with the marketing process to seek key determinants from citizen personality, perceptions, and attitude.

Abstract

This study aims to develop a model for revitalizing community based health care intervention for strengthening cardiovascular diseases preventive services. The case of CBHI in Sepanjang village was used to test whether the proposed model is suitable implemented. The findings show that the model was effectively implemented as indicated by the full acceptance of health workers and voluntary health workers as well as the effectiveness of screening and health promotion intervention.

Abstract

This paper aims to explain and analyze the implementation of educational forest policy with the implementation model as administrative and political process from Grindle (1980), study on the UB Forest employee forest. The results of this study indicate that the implementation of education forest policy in UB forest is still difficult and be potential for failure. The failure is due to the achievement of the objectives of UB Forest, the program of activities which have not been carried out according to the programs design, and have not yet impacted to social group. This is influenced by various aspects of both the contents of the policy, which includes a) the interests affected; b) type of benefits; c) extend of change envision; d) site of decision making; e) program implementor, and f) resources committed, and the contect of implementation, which includes three (3) aspects; a) power, interests and strategies of the actors involved; b) institutionand regime characteristic; c) compliance and responsiveness.

Abstract

The objective of this study is to identify the influence of pedagogical competence, personality competence and professional competence of a teacher on students' academic ability. Thus, teachers can design learning in accordance with the level of student development. The research methodology employed in this study is a quantitative approach utilizing a survey design. The target population for this research is class XII students at SMK Negeri 2 Garut, the sample amounted to 197 respondents, consisting of 151 men and 46 women. The findings indicated that the pedagogical and professional competencies of teachers positively and significantly impact the academic capabilities of students. However, teacher’s personality competence has no influence on student academic ability. There are several possible reasons for the absence of influence between these variables, including the different characteristics of students and teachers, where each student has a unique personality, background and learning preferences. While most students may benefit from teachers' personality competence, it is possible that some students do not respond in the same way or need different types of support.

Abstract

The increasing competition among higher education institutions (HEIs) has driven them to enhance their competitive advantage by fostering student loyalty. When students perceive high service quality, they are more likely to feel valued and remain loyal. This study employs Importance-Performance Map Analysis (IPMA) to identify key areas for improvement in higher education service quality and student satisfaction to enhance student loyalty. The sampling technique used was proportionate stratified random sampling of the students of Faculty of Engineering, Universitas Negeri Jakarta per study program. The IPMA results, based on survey data from students, highlights service quality as the primary area requiring improvement. At the indicator level, seven keys are identified, including student skill development, infrastructure, safety, employment quality, management and staff support, teacher’s profile, and satisfaction with university choice. These findings provide strategic insights for HEIs to enhance student loyalty by prioritizing service quality improvements. Future study could extend the analysis to multiple HEIs for boarder insights.
