Abstract

Policy Formulation is a process of formulating policies or strategies to achieve the desired goals. There is no Regency Tourism Development Management Agency that should be regulated in the Regent's Regulation, so the government is expected to immediately form a tourism management body so that the forum together with the Tourism Office always synergizes in the process of planning, organizing, supervising, and controlling activities related to tourism, including promotion, development of tourism products, and conservation environment and culture. The method used in this research is descriptive qualitative research, with data collection techniques by observation, in-depth interviews(depth interview), Focus Group Discussion (FGD), and documentation study. The results of this study, namely the formulation of collaborative tourism management policies in Merauke Regency involve five parties, namely local government, academics, communities, tourism business actors, and the mass media. The Pentahelix collaboration is very important to create synergy and cooperation in tourism management which is accommodated by the Regency Tourism Management Board, the formation of a tourism management body will allow tourism development to be more directed and integrated, to optimize the resulting economic, social, and environmental benefits.

Abstract

The aims of the research are to (1) explain the process of policy implementation of acquisition and processing tax of class C mineral, (2) explain the factors affecting policy implementation of acquisition and processing tax of class C mineral in Merauke Regency. The research was conducted in Merauke Regency by using qualitative method. The data were obtained through observation, interview, and documentation. The informants were taken from Regional Revenue Department and Mining and Energy Department of Merauke and community.The results of the research reveal that implementation process involves tax payment of any mining activity. License for mining activities and sanctions for those who break any rules do not run well. Meanwhile, the affecting factors consisting of realtionship among organizations, behaviour of lower officials, and target group still need improving especially to increase human resources as the policy implementers.

Abstract

There is no denying that a variety of environmental cases that occur now both at national and at global scope based largely on human perlaku, this paper highlights the environmental crisis that occurred in Indonesia and one of the fundamental problems in the management of the environment and natural resources rights -hak environmental and environmental justice.This paper is the result of the study or review of the literature on the phenomenon of environmental damage both locally and globally, based on the facts on the ground. Finally, we need to realize that the idea to create the environment and the welfare of local communities need to be transformed into a strategy and movement, 1) the issue of water; 2) land; 3) air; 4) mineral / mining; 5) forest; 6) marine and coastal; 7) settlement; 8) cultural landscape; and 9) animals and other creatures. These groupings will be useful to fight for the principles of right and justice in the real movements, as far as not looking at each sector of the segmentary / partial that is first is to make structural changes in regulatory framework and political practices of natural resource management. Both are pengkuatan local institutions and farmers.

Abstract

The launch of village funds in Papua is always increasing every year given by the government, but on the other hand raises new problems regarding financial management and transparency. This study aims to provide new thinking about financial transparency of village funds suitable for the Papua region. The method used is literature study, and the results of this study are transparency that must be carried out, namely the provision and access of clear information about planning, implementation procedures and accountability (billboards, website, Facebook), the existence of deliberations involving the community and indigenous peoples / Chair Adat, Openness of the management process, Supervision is carried out by the whole community, Transparency of information on Village Financial management documents, Continual socialization and training from the government to the Village for effective management of the Village Fund, and Village Fund Assistance is actually recruited from people who have very high self-integrity.

Abstract

Sasi is one form/way to maintain and preserve the existing natural resources in order not to happen extinction through customs or traditions that have been carried out since long ago. Research aims to know local wisdom in the preservation of fauna in the village Torai District Sota Merauke District. The research methods used are qualitative descriptive with data analysis techniques using the Miles and Huberman models i.e. data reduction, data presentation, and withdrawal of conclusions or verification. The total number of informant in this research was 6 people. Results of the research on local wisdom in the preservation of Fauna in village Torai District Sota Kabupaten Merauke has not been executed properly in accordance with the prohibition of actual retainer and sanctions given for the offenders also not in accordance with the used in the past due to economic factors that influence so that the Sasi in village g Torai has begun to disappear slowly or has begun to be done rarely when this tradition has been done since long ago.

Abstract

Narkoba merupakan salah satu permasalahan masyarakat yang mendapat perhatian serius dari pemerintah untuk segera diatasi. Sebab, narkoba merenggut produktivitas generasi milenial di suatu negara dengan menyalahgunakan penggunaannya. Penelitian ini membahas tentang strategi pemerintah dalam mengatasi penyalahgunaan narkoba pada remaja di Indonesia. Tujuan penelitian ini adalah untuk mendeskripsikan dan menganalisis strategi manajemen pemerintah dalam mengatasi penyalahgunaan narkoba dengan menganalisis proses manajemen strategis. Penelitian ini merupakan penelitian kualitatif dengan metode analisis data deskriptif-analitis. Data disajikan secara deskriptif kemudian dianalisis dengan menggunakan kajian proses manajemen strategis sehingga diperoleh data yang valid mengenai strategi pemerintah dalam penanggulangan narkoba. Data diperoleh melalui kajian literatur dengan cara mengkaji dokumen resmi berupa policy paper; situs web resmi; dan artikel ilmiah. Teknik analisis data menggunakan model Miles dan Huberman yang terdiri dari reduksi data; penyajian data; dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa strategi manajemen pemerintah dalam penanggulangan penyalahgunaan narkoba terdiri dari tiga tahap, yang pertama adalah perumusan strategi yang tertuang dalam Instruksi Presiden nomor 2 tahun 2020 tentang Rencana Aksi Nasional Pencegahan dan Pemberantasan Penyalahgunaan dan Peredaran Gelap Narkoba. Narkotika dan Prekursor Narkotika Tahun 2020-2024. Kedua, implementasi strategi, berupa kampanye; pendidikan anti narkoba di sekolah; dan Desa Bersinar. Ketiga adalah pengkajian strategi, dimana masih terdapat tantangan yang dihadapi pemerintah seperti penetapan desa rawan narkoba yang belum merata di seluruh wilayah; belum optimalnya sinergi dan kerjasama antara pemerintah pusat dan daerah; kurangnya dana operasional; dan minimnya pemanfaatan digital dalam penanganan jalur peredaran narkoba.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana Community based tourism dalam aspek partisipasi, sosial, budaya, ekonomi dan lingkungan di kampung Rawa biru. Teori yang digunakan dalam penelitian ini adalah pendapat dari Muhamad Afisina Wibowo tentang Community based tourism (Dimensi; partisipasi, sosial, budaya, lingkungan, ekonomi). Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik analisis data menggunakan model Miles dan Huberman yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Jumlah informan dalam penelitian ini total 8 orang informan. Hasil hasil penelitian ini, yang pertama dari aspek Partisipasi pada Masyrakat di Kampung Rawa Biru saat ini tidak begitu sadar untuk ikut serta dalam mengembangakan wisata, kedua dari aspek Sosial yaitu masyarakat cukup memiliki perubahan mulai dari kesopanan hingga penampilan diri kini mulai membaik, ketiga dari aspek budaya di Kampung Rawa Biru saat ini sangat membaik, banyaknya pelatihan bagi anak-anak yaitu tarian dan kerajinan tangan, keempat dari aspek lingkungan di Kampung Rawa Biru saat ini masyarakat sangat peduli akan lingkungan adat demi menjaga ekosistem, kelima dari aspek ekonomi yaitu dampak dari datangnya pengunjung di Kampung Rawa Biru membuat beberapa mama-mama papua mendapat pendapatan yang lebih dari hari-hari lainnya.

Abstract

Community-based tourism policy is an approach that seeks to maximize the utilization of natural and cultural resources in an area while minimizing environmental damage. This approach aims to involve local communities as key participants in the development of tourism destinations. The research method used for this research is a literature study. The community-based tourism policy strategy serves as a solution to optimize tourism potential and empower local communities in tourism planning, management, and development. The formulation of this policy includes community capacity building, local tourism product development, community involvement in promotion and marketing, collaboration with stakeholders, and safeguarding natural and cultural resources. By implementing this strategy, it aims to build and improve community welfare, preserve natural and cultural heritage, and encourage equitable, inclusive and sustainable tourism development. The government is expected to formulate regulations and allocate adequate budgets, facilitate the formation of local tourism institutions, and increase cooperation with other stakeholders. On the other hand, for Tourism Business Actors, to always be active in building partnerships with the community, providing opportunities for community involvement, applying sustainable tourism principles, and participating in community-based tourism promotion. In addition, the community is expected to be able to increase awareness and participation, preserve local wisdom, form tourism organizations, develop skills and creativity, and play an active role in community-based tourism promotion

Abstract

Penelitian ini menginvestigasi transformasi implementasi kebijakan pembangunan berkelanjutan di Kabupaten Merauke dengan fokus pada tantangan dan potensi solusi dalam mengatasi permasalahan yang dihadapi. Tujuan penelitian ini adalah untuk menganalisis efektivitas implementasi kebijakan berkelanjutan serta mengidentifikasi dampaknya terhadap pembangunan lokal dan kesejahteraan masyarakat. Metode penelitian menggunakan pendekatan kualitatif dengan pengumpulan data melalui wawancara mendalam dan observasi partisipatif. Hasil temuan menunjukkan variasi dalam efektivitas implementasi kebijakan, dengan beberapa program berhasil meningkatkan kondisi lingkungan dan ekonomi masyarakat, sementara program lain mengalami kendala seperti kurangnya koordinasi dan partisipasi masyarakat. Temuan ini mengindikasikan perlunya pendekatan adaptif dan partisipatif yang lebih kuat dalam merancang kebijakan yang responsif terhadap konteks lokal. Abstract

The determination of customary land rights for indigenous communities in border areas grows increasingly complex when assessing individual claims within the framework of collective rights. This study aims to formulate a legal protection model for the customary land rights of indigenous communities along the Indonesia-Papua New Guinea border. To formulate this model, the research will comparatively analyze the conceptual frameworks governing customary rights across three existing border areas, namely in Jayapura Regency, Boven Digoel Regency, and Merauke Regency. The research method used is normative empirical, with data collection techniques through observation, documentation, and interviews. The data analysis technique used in this legal research is qualitative-descriptive data analysis. Critical Review of previous studies reveals a significant research gap regarding the protections for customary law communities, especially customary land rights in the Papua border area. This study identifies the absence of a comprehensive scholarly examination regarding the protection and control of customary land rights in the border area between Indonesia and Papua New Guinea, especially in Merauke Regency, Boven Digoel Regency, and Jayapura Regency.
