Abstract

Kedung Baruk Village has various types of businesses occupied by local residents such as convection, grocery stores, culinary, and so on. As business develops, MSMEs in Kedung Baruk need a Business Identification Number (NIB) to fulfill the urgency of business legality. There are still many Kedung Baruk Village residents who do not understand NIB and its benefits. The purpose of this community service is to help Kedung Baruk residents get their business legalized by assisting MSME players to make NIB and explaining the benefits of having the NIB. The method in the assistance program for making NIB is to record MSMEs that do not yet have NIB, conduct socialization and assistance in making NIB for MSMEs, and submit physical NIB documents to MSME actors. There were positive results in this service activity, namely with this NIB socialization activity, MSMEs were educated about the urgency of the importance of legality in running a business. From the data obtained regarding the number of MSMEs in the Kedung Baruk Village, previously only 21 MSMEs had NIB, then an additional 15 MSMEs became 36 MSMEs.

Abstract

A country certainly has ways and efforts to increase the effectiveness and productivity of the country's economy. The needs of consumers, producers and the allocation of goods for facilities and infrastructure to provide public services must be carried out through the process of procurement of goods/services. This procurement effort is aimed at building economic growth through procurement of goods so that it is more effective and efficient. The purpose of this study is to analyze local e-catalog policies in local product marketing (MSMEs) in terms of SWOT, as well as identify supporting and inhibiting factors for the effectiveness of these policies. The method used is a literature review method. The data collection technique used is literature study, which utilizes journal articles, newspapers, books, online news and websites of authoritative institutions. The result of this research is that local e-kalalog can help MSMEs as business actors who generally utilize local resources, be it human resources, capital, raw materials, to equipment. This means that most of the needs of MSMEs do not rely on imported goods. In this local e-catalogue, the regional head, ULP, legal department, and the inspectorate are the key players who have big interests and influence, while MSMEs and SKPD are supporting parts that have small interests but have a big impact.

Abstract

The e-democracy system that continues to change and develop every year is an exciting topic to continue to be studied. Since the massive development of information and communication technology, research related to e-democracy is now a trend carried out by scholars. The article aims to evaluate the e-democracy research trend through bibliometric analysis techniques in two decades (2001-2020). This article uses a bibliometric analysis with applied VOSviewer to provide researchers with describing data and Gephy software to map network classification. Countries in Europe and the Americas dominate the research and implementation of the e-democracy system through a smaller approach, namely, e-government. This article found nine main clusters of 306 articles that have been coming from different countries, affiliates, and authors. This clusterization mapping was helpful for future researchers in developing and discussing their research on the study of e-democracy.

Abstract

Education on providing local food-based snacks can help prevent stunting rates from increasing. Stunting occurs when toddlers do not get enough nutrition so that it affects the child's growth. This activity aims to educate parents about the importance of nutritional intake for toddlers through local food-based snacks. The target of this activity is 20 mothers and toddlers in the Mentor Village who are recorded as experiencing stunting. The method used in this activity is Service Learning (SL). The results show that: 1) Parents already have knowledge about nutritional composition and menu variations, 2) Parents know the type and amount of food that is appropriate for the age of the toddler, 3) Parents understand how to process food so that the nutrients can be absorbed by the toddler's body, 4) Parents know the child's diet and the importance of regular meal times, 5) Parents realize the importance of supervising and accompanying food intake to ensure that toddlers get adequate nutrition.

Abstract

The purpose of this study is to find out how the quality of service delivery provided by BPJS Ketenagakerjaan Tanjung Perak. This research is a qualitative type of research which uses a descriptive approach as a research method. Observation, documentation, and interviews are used as data collection methods in this study, so that after the research data is obtained, the next process of data analysis uses the stages of reducing the data that has been obtained, presenting data, and drawing conclusions. The subjects of this study are participants and prospective participants who have received services from BPJS Ketenagakerjaan Tanjung Perak. From the results of the research that has been conducted, it shows that the quality of public services at BPJS Ketenagakerjaan Tanjung Perak has been carried out well as a whole, where it has fulfilled five dimensions in the implementation of public service quality which are studied through the dimension of reliability, dimension of responsiveness, dimension of assurance, dimension of empathy, and dimension of tangible.

Abstract

During the COVID-19 pandemic, mobile governance has been more popular than old public services since the government implemented social distancing and stay at-home policies. This study will contribute to the scientific literature on m-governance and public administration application development in Indonesia. This study aims to examine local government applications and identify application categories owned by local governments in East Java Province. This study uses a quantitative approach and secondary data from the Android smartphone Play Store. After data collection, the researcher applied descriptive statistical analysis to quantify applications made by the local government in East Java Province. Finally, the researcher classified those applications into enterprise- and citizen focused apps. The results found that local governments in East Java Province have 362 m-governance applications. The regional offices in East Java used at least 15 uniform applications. Most applications (86%) focused on community service; the rest were business-oriented. The highest category was productivity communication applications and 14% of applications focused on business activities. Thus, based on the topic, this study is the first to examine how local governments might categorize Android-based applications.

Abstract

Layanan Feeder Wira Wiri Suroboyo merupakan salah satu program yang dikeluarkan oleh Dinas Perhubungan Kota Surabaya Bidang Angkutan sebagai bentuk keseriusan Pemerintah Kota Surabaya dalam menciptakan transportasi umum yang berkualitas dan diharapkan dapat menjangkau wilayah pemukiman dan jalanan sempit yang tidak dapat dilewati oleh jalur Suroboyo Bus dan Trans Semanggi Suroboyo dengan tarif harga yang terbilang ekonomis. penelitian ini bertujuan untuk mengetahui apakah pelayanan Feeder Wira Wiri Suroboyo sudah berjalan dengan optimal atau tidak. Penelitian ini merupakan jenis penelitian deskriptif dengan menggunakan pendekatan kualitatif dengan teknik pengumpulan data menggunakan wawancara, observasi, dan dokumentasi. Hasil penelitian ini menunjukkan bahwa upaya optimalisasi layanan Feeder Wira Wiri Suroboyo oleh Dinas Perhubungan Kota Surabaya belum cukup optimal. Hal ini dibuktikan dari 10 komponen upaya optimalisasi layanan Feeder Wira Wiri Suroboyo terdapat 2 komponen yang belum berjalan dengan optimal yaitu kehandalan dan perlu atau tidaknya moda transportasi.

Abstract

The development of the world's digital governance era has reached the development of smart city 4.0. Not many cities can make that happen. In Indonesia, the movement towards smart cities is still starting to be echoed. So it is necessary to prepare and have the will of the region to implement a smart city because of the difficulty in preparing to implement a smart city. Wonogiri Regency is one of the districts selected for smart city implementation because the achievement of the Electronic-Based Government System (SPBE) indicator has increased. The purpose of this study was to analyze the readiness of infrastructure for a smart city master plan in Wonogiri Regency. This research is a qualitative type with data collection techniques through in-depth interviews with 8 purposively selected informants. The researcher found that the readiness of infrastructure was in good condition.

Abstract

This study aims to evaluate the implementation of the Ballada Cinta Program (Newborns Immediately Receive Printed KIA and Birth Certificates) within the Department of Population and Civil Registration of Sampang Regency (Dispendukcapil), emphasizing the transformation of administrative culture and social participation among the Madurese community. The initiative was designed to simplify the issuance of birth certificates and Child Identity Cards through integrated services connecting village administrations and healthcare facilities. A qualitative descriptive approach was employed using Michael Scriven’s formative evaluation model, encompassing an analysis of program outcomes, goal attainment, and the adequacy of resource utilization. The units of analysis included villages, community health centers, and local community leaders. Findings indicate that, although there has been a significant increase in the ownership of birth certificates (95.66%) and the issuance of Child Identity Cards (39.54%), the program’s impact remains uneven. Several challenges persist, including limited digital infrastructure, disparities in administrative capacity across regions, staff turnover, and resistance toward modern bureaucratic systems. Culturally, collective birth reporting traditions and the dominance of family-based document processing have created resistance to digitalization and formal administrative procedures. Moreover, the existing digital divide between rural and urban areas affects service effectiveness, data accuracy, and user satisfaction.   Penelitian ini bertujuan untuk mengevaluasi pelaksanaan Program Ballada Cinta (Bayi Lahir Langsung Cetak KIA dan Akta) di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sampang, dengan menyoroti transformasi budaya administrasi dan partisipasi sosial masyarakat Madura. Program ini dirancang untuk mempermudah pengurusan akta kelahiran dan Kartu Identitas Anak (KIA) melalui integrasi layanan antara desa/kelurahan dan fasilitas kesehatan. Penelitian menggunakan pendekatan kualitatif deskriptif dengan model evaluasi formatif Michael Scriven, mencakup analisis hasil pelaksanaan program, ketercapaian tujuan, dan kesesuaian penggunaan sumber daya. Unit analisis mencakup desa, puskesmas, serta tokoh masyarakat lokal. Hasil menunjukkan bahwa meskipun terdapat peningkatan signifikan dalam kepemilikan akta kelahiran (95,66%) dan pencetakan KIA (39,54%), program ini belum sepenuhnya merata. Hambatan seperti keterbatasan infrastruktur digital, kesenjangan kapasitas antarwilayah, regenerasi petugas, dan resistensi terhadap sistem administrasi modern masih ditemukan. Secara budaya, tradisi pelaporan kelahiran secara kolektif dan dominasi peran keluarga dalam pengurusan dokumen menimbulkan resistensi terhadap proses digital dan birokrasi formal. Selain itu, Implikasi digital divide antara desa dan kota berdampak pada efektivitas layanan, akurasi data, serta kepuasan pengguna.

Abstract

This study analyzes the application of Income Tax Article 23 (PPh 23) withholding, depositing, and reporting in service transactions at PT Aryan Pembangunan Perumahan Properti (KidZania Surabaya), a company operating in education and entertainment services. The research aims to assess the compliance of the company with PPh 23 regulations, particularly focusing on service-related payments subject to a 2% withholding tax rate. Using a qualitative descriptive approach, primary data were collected through direct interviews and observations of the company’s tax management practices. Secondary data from relevant tax laws and literature were also reviewed to support the analysis. The findings reveal that while the company accurately calculates the withholding tax based on applicable rates, there are delays in the depositing and reporting processes. These non-compliances may be attributed to internal procedural inefficiencies or lack of adequate understanding of tax obligations. The study underscores the importance of timely tax depositing and reporting to avoid penalties and ensure adherence to Indonesian tax regulations. Recommendations include improving internal controls, staff training on tax compliance, and adopting systematic electronic reporting methods. This research contributes to understanding tax compliance challenges faced by private companies in Indonesia and offers practical insights for enhancing the application of Income Tax Article 23 in service transactions.
