Abstract

The number of residents who live in the border area of the province of Papua and the Country of Papua New Guinea (PNG) is 129,835 persons or 4.6% of the total population of Papua. Some of these settlements are still isolated and far behind in terms of education, health, and economic and their economic conditions are still below the poverty line. Government efforts to raise living standards through the provision of logistical needs of border communities are still hampered by the difficulty of accessibility that exists in the area. The results of this study indicate that the logistic needs of border communities have not been evenly distributed, and this is not caused by the lack of integration among transportation modes alone. The problems include thelogistics needs which are stopped at one of the modes of service, the occurrence of damage, and goods needed by people do not reach the border areas where the people live. To address these problems, there is a need for strategies and policies to deal with the transportation network system to distribute needed logisticsby optimizing existing transportation infrastructure, accelerating and improving the transportation infrastructure, improving inter-modal coordination, and improving management of transportation logistics.Keywords: border areas, transportation networks, inter-modal coordination, logistics management

Abstract

Kegiatan ini bertujuan untuk mendeskripsikan:1) pelaksanaan pemberdayaan masyarakat Melalui pengelolaan bank sampah Nonomi Weci di Kelurahan Vim Distrik Abepura Kota Jayapura, 2) dampak pemberdayaan masyarakat Melalui pengelolaan bank sampah Nonomi Weci di Kelurahan Vim Distrik Abepura Kota Jayapura, 3) faktor pendukung dan faktor penghambat pemberdayaan masyarakat Melalui pengelolaan bank sampah Nonomi Weci di Kelurahan Vim Distrik Abepura Kota Jayapura. Penelitian ini menggunakan penelitian pendekatan deskriptif kualitatif dengan lokasi penelitian di Bank Sampah Nonomi Weci. Subyek penelitian ini adalah pengurus, pengelola, dan nasabah Bank Sampah Nonomi Weci. Pengumpulan data dilakukan menggunakan metode wawancara, observasi, dan dokumentasi.Peneliti melakukan penelitian yang dibantu oleh pedoman wawancara,pedoman observasi, dan pedoman dokumentasi. Teknik analisis data yang digunakan adalah reduksi data, penyajian data, dan penarikan kesimpulan dan verifikasi. Triangulasi yang digunakan untuk menjelaskan keabsahan data dengan menggunakan triangulasi sumber. Hasil penelitian menunjukkan bahwa: 1) pelaksanaan pemberdayaan masyarakat melalui Bank Sampah Nonomi Weci meliputi tiga tahap, yaitu tahap penyadaran, tahap transformasi kemampuan, dan tahap peningkatan kemampuan intelektual dan kecakapan-keterampilan, dampak pemberdayaan masyarakat melalui bank sampah dapat dilihat dari segi pendidikan, kesehatan maupun ekonomi, 3) faktor pendukung meliputi sambutan positif dari masyarakat tentang adanya program bank sampah Nonomi Weci di Kelurahan Vim, dukungan dari perangkat kelurahan, dengan semangat dan kesadaran pengurus dalam mengelola bank sampah, adanya kesadaran pribadi dan dukungan dari keluarga/kelompok. Faktor penghambat meliputi kesadaran dan kemauan masyarakat masih ada yang rendah, masih ada warga yang cenderung tak mau tahu dan kurang peduli, kendala waktu dan kesibukan masing-masing kelompok sehingga tidak bisa maksimal dalam mengikuti kegiatan di bank sampah.

Abstract

  Pemerintah Kota Jayapura telah mengeluarkan kebijakan yang merupakan salah satu upaya untuk mengurangi sampah plastik di Kota Jayapura yaitu Instruksi Walikota Jayapura Nomor 1 Tahun 2019 tentang Penerapan Penggunaan Kantong Belanja Alternatif Pengganti Kantong Plastik di Kota Jayapura. Instruksi tersebut dikeluarkan dengan mengacu pada payung hukum yang telah muncul sebelumnya, yakni Peraturan Daerah Kota Jayapura Nomor 15 Tahun 2011 Tentang Kebersihan. Instruksi Wali Kota Jayapura juga berisi imbauan kepada masyarakat untuk membawa tas belanja sendiri seperti noken, keranjang dan tas belanja lainnya. Sehingga pengusaha ritel juga memberikan dukungan dengan menerapkan penggunaan tas berbayar yang ramah lingkungan. Merujuk pengamatan awal dalam melihat bagaimana kondisi riil masyarakat ternyata belum sepenuhnya efektif dan masih pasif, dalam artian Pemkot Jayapura masih perlu mencari solusi terbaik dalam mengimplementasikan Instruksi Wali Kota Jayapura. Nomor 1 Tahun 2019, selama masa observasi di lapangan peneliti melihat masih banyak masyarakat dan pengusaha retail yang mengabaikan Instruksi Walikota tersebut. Dengan demikian perlu diketahui apa yang menyebabkan intruksi yang disampaikan Pemkot Jayapura tidak sepenuhnya dilaksanakan oleh masyarakat dan pengusaha retail serta tindakan apa yang harus dilakukan Pemkot Jayapura untuk mensukseskan Inpres Wali Kota Jayapura No 1 Tahun 2019 tersebut.Tujuan yang diharapkan dalam penelitian ini adalah untuk mengetahui persepsi masyarakat dan pengusaha retail terhadap Instruksi Walikota Jayapura No 1 Tahun 2019, diketahui juga penerapan Instruksi Walikota Jayapura No 1 Tahun 2019 tentang perubahan perilaku ( Perilaku Hijau) di Kota Jayapura sehingga diperoleh ide dan gagasan. berupa rekomendasi yang dapat diberikan sebagai upaya strategis menuju Instruksi Walikota Jayapura No 1 Tahun 2019?

Abstract

The increase in Sentani Airport passengers is currently getting higher, in March 2022 Sentani Airport passengers increased by 25% compared to the same period in 2021. This increase in passengers has resulted in increased vehicle movement, especially four-wheeled vehicles. Currently, passengers at Sentani Airport tend to use private vehicles to go to the airport, thereby placing a burden on traffic. Therefore, public bus transportation is needed to support passenger travel to the airport. This study aims to determine the characteristics of passengers at Sentani Airport and the percentage of passengers who are willing to switch to using public bus transportation to support travel to/from the airport, and also to calculate the number of buses needed to serve the Jayapura route at Sentani Airport. The research location is located at Sentani Airport, Sentani District, Jayapura. The method used in this research is to conduct field surveys, namely distributing questionnaires to respondents and direct interviews with related parties. From the results of this study, the characteristics of Sentani airport passengers are dominantly traveling with tourism purposes. Passengers come from the upper middle class and are very concerned about the ease of use of the mode. The percentage of passengers who are willing to switch to using public bus transportation based on the criteria offered is 65%. The number of buses needed to serve the Jayapura route at Senatani Airport is 9 vehicles.

Abstract

Community Service Activities regarding environmental-based education, as an effort to increase community awareness of the quality of the environment, but also a form of concern for the service team from Cenderawasih University towards environmental problems which are increasingly less controlled along the Acai River. Through environment-based education, we can form souls who have high environmental awareness. Starting from the lower and middle classes of society, it is hoped that they will become agents of change. Through outreach activities and using environmental campaign media through songs and calls for environmental safety, it is hoped that it can inspire the community so that the community can become an agent of change for the environment in the future. This Community Service activity aims to shape the mindset and concern of the community in promoting environmental care movements to create clean, comfortable and healthy conditions starting from providing education on the importance of keeping the environment clean, recognizing and classifying the types of waste in the area, how to use waste, planting plants in one's own environment, and environmental campaigns through songs and calls for the safety of the environment and the earth. Environmental cleanliness must come from the family environment so that it forms a far-sighted mindset and will become an agent of change in their environment through healthy lifestyle education programs.

Abstract

Cybery Beach is a beach that has enormous potential to be developed, besides being very close to the center of Jayapura, this beach is the only beach located right next to the Youtefa Bridge and the Youtefa Bay Estuary so it has enormous potential to be developed because it is visited by many visitors in Jayapura city, Cybery Beach is also located on the ringroad and eastward with Holtekamp Beach, environmental safety is a shared responsibility of both the government, the community, visitors in keeping the environment clean and well maintained.The purpose of this service activity is to socialize the Love Environment Movement carried out by the Cenderawasih University Service Team. Public awareness, especially visitors to Cybery beach, of the importance of maintaining environmental cleanliness is still very lacking because there are still people who litter, especially plastic waste used as food wrappers which are left scattered around the beach. The importance of understanding the concept of environmental safety for the community from an early age so that environmental cleanliness can be enjoyed by all communities and public benefits can be achieved through environmental hygiene social action. The basic nature of environmental management and conservation is the main capital for the development of natural resources and human resources so that an active role of the community is needed to strive for environmental conservation.The results achieved in the service are that with this activity, it can foster enthusiasm in saving the environment, even through this activity the Love the Environment Movement can be campaigned, especially in saving Cybery Beach.

Abstract

U-Turn Facilities serve to accommodate vehicles changing the direction of travel. Trikora road Manokwari has a U-Turn that causes traffic flow conflicts. The problem occurs because the vehicle cannot make a U-Turn movement properly, so it takes more time when making a U-Turn movement. The purpose of study was to analyze traffic flow conflicts, road geometrics, and level of service. Data collection method by direct observation for 7 days at 07.00 AM to 08.00 AM, 08.00 AM to 09.00 AM, 11.00 AM to 12.00 PM, 12.00 PM to 13.00 PM, 16.00 PM to 17.00 PM and 17.00 PM to 18.00 PM at the research location. Data analysis using MKJI 1997. The results of data analysis obtained a maximum traffic volume of 1308 pcu/hour. Side obstacle class Medium with a weighted frequency 390 with industrial area conditions, several shops on the side of the road. Road capacity of 5562 pcu/hour. Maximum vehicle of 24,70 meters. Disturbed traffic flow speed of 27,32 kilometers/hour. Road shoulder width of 1,5 meters. Level of service value of 0,44 (A). Keywords: U-Turn, Road Geometrics, Traffic Flow, Capacity
