Abstract

One of the techniques in region based image retrieval (RBIR) is comparing the global feature of an entire image and the local feature of image’s sub-block in query and database image. The determined sub-block must be able to detect an object with varying sizes and locations. So the sub-block with flexible size and location is needed. We propose a new method for local feature extraction by determining the flexible size and location of sub-block based on the transition region in region based image retrieval. Global features of both query and database image are extracted using invariant moment. Local features in database and query image are extracted using hue, saturation, and value (HSV) histogram and local binary patterns (LBP). There are several steps to extract the local feature of sub-block in the query image. First, preprocessing is conducted to get the transition region, then the flexible sub-block is determined based on the transition region. Afterward, the local feature of sub-block is extracted. The result of this application is the retrieved images ordered by the most similar to the query image. The local feature extraction with the proposed method is effective for image retrieval with precision and recall value are 57%.

Abstract

Corn is one of the most important carbohydrate-producing food crops in the world. For some of the world's population, including in Indonesia, corn is used as a staple food. Corn can be harvested if the physiological ripe conditions are 80-90 days, the husk of the husks is brown, the hair of the corn on the cob is dry and black, the population for dry husks reaches 90%, the texture of the corn kernels is quite hard, and there are black dots on the tip of the corn kernels. Some farmers, especially those who are just starting to learn to plant corn or who do not have sufficient knowledge in agriculture, harvest corn earlier or later than the harvest time. This will have an impact on the chemical composition of the corn which will determine its quality. Therefore, a computer-based system model is needed that can provide convenience in analyzing data, calculating the assessment of harvest-worthy criteria, and helping to process data into information for making decisions. A decision support system (DSS) is the right choice for the above problem. The SPK is designed using the Simple Additive Weighting (SAW) method, which is one of the Fuzzy Multiple Attribute Decission Making (FMADM) methods. The SAW method was chosen because the weighted criteria calculation is not too complicated, so it is easy to learn. The system built is expected to help farmers accelerate the process of selecting criteria and reduce errors in determining the feasibility of harvesting the corn plant

Abstract

Information and communication technology has now developed rapidly in community, especially among students. However, there are still many who have not been able to utilize it properly, such as the problem that occurred in SMAN 1 Kefamenanu. Utilization of information and communication technology in this school has not been maximized due to facilities and infrastructure in the computer laboratory in SMAN 1 Kefamenanu. There are still a number of damaged computers or operating systems that have not been installed. From the problems above, the service activity was carried out with the title Computer Installation and Use of E-Info at SMAN 1 Kefamenanu. The results of the community service activities were: the use of computer laboratory becomes more maximal and with the introduction of the use of e-info to students, so students can apply the use of information and communication technology in the teaching and learning process in SMAN Kefamenanu.

Abstract

Abstrak Fenomena pandemi Covid-19 memberikan dampak yang cukup besar pada aspek ekonomi cukup berpengaruh terhadap daya beli masyarakat karena dengan adanya pembatasan aktivitas masyarakat. Dampak ini dirasakan oleh para pelaku UMKM Kelompok UP2K Wanita Tani Suka Maju cukup kesulitan dalam proses pemasaran hasil produk pertaniannya. Setelah adanya pandemi Covid-19 dan kebijakan pemerintah terkait pembatasan aktivitas masyarakat. Perlu adanya strategi dalam pengelolaan manajemen pemasaran yang baik sehingga dapat kembali memulihkan pendapatan UMKM Kelompok UP2K Wanita Tani Suka Maju. Dengan adanya pelaksanaan pengabdian oleh tim dari Universitas Timor dapat membantu memberikan pencerahan dan pengetahuan dalam upaya pengembangan UMKM Kelompok UP2K Wanita tani Suka Maju Desa Ajaobaki, Kecamatan Mollo Utara Kabupten Timor Tengah Selatan selama masa pandemi Covid-19 dan adanya pembatasan aktivitas masyarakat yakni melalui pertama, optimalisasi terget pasar (market place);kedua, optimalisasi manajemen produksi dan sistem pemasaran berbasis Elektronik (E-Marketing);ketiga, optimalisasi Peraturan Desa (PERDES) Ajaobaki sebagai produk hukum dalam upaya mendukung pengelolaan dan pengembangan potensi desa Ajaobaki sebagai salah satu desa wisata;keempat, optimalisasi partisipasi aktif masyarakat khususnya para pelaku UMKM untuk menyediakan bahan baku melalui proses budidaya atau bercocok tanam yang baik sesuai anjuran para ahli pertanian.

Abstract

Digital information media allows the disclosure of public information and supports development. Website as a digital information media is an important way to be developed especially in the field of Government. Content Management System (CMS) is an alternative website creation without using programming. To facilitate village operators in creating and managing village information digitally, training of village website management as an information media is an important thing to do. Fafinesu C village at Insana Fafinesu District, North Central Timor Regency is the target in this program. The problems in Fafinesu C village are information system of village has not been managed properly, the absence of villace information system and the village officials still not understand about management information. The program is collaboration with Insana Fafinesu Subdistrict and Fafinesu C village. With this program, village operators can create a village website using a CMS. Website of Fafinesu C villages can publish the information about the village. The operator of village can manage the website independently. In addition, through the village website, village potentials can be published so that the village are able to develop the potential that exist.

Abstract

Perkembangan teknologi informasi dalam beberapa tahun terakhir sangat cepat, tetapi perkembangan ini tidak merata di seluruh wilayah Indonesia. Beberapa kabupaten di propinsi NTT masih belum merasakan manfaat dari penggunaan teknologi informasi. E-commerce sebagai salah satu bagian dari teknologi informasi memegang peran penting dalam pemasaran barang dan jasa. Kelompok wanita tani yang ada di desa Usapinonot, kabupaten Timor Tengah Utara masih memasarkan produk andalan mereka yaitu Jamu Kelor secara manual, hal ini tentu menghambat kemajuan usaha dari kelompok tersebut. Kami dari program studi teknologi informasi universitas timor melakukan kegiatan pengabdian kepada masyarakat dengan mengimplementasikan E-commerce pada proses pemasaran jamu kelor di kelompok wanita tani. Dengan model bisnis ini, memungkinkan perusahaan atau individu bisa membeli atau menjual barang sacara online dan jamu kelor kelompok wanita tani desa Usapinonot bisa dipromosikan lebih luas menjangkau semua wilayah yang ada di kabupaten TTU bahkan di seluruh Indonesia. Sistem penjualan yang sudah ada dapat dikembangkan lebih lanjut sebagai aplikasi berbasis mobile sehingga dapat diakses semua orang langsung dengan menggunakan gadget sendiri

Abstract

This study aims to assist human work in knowing the decision support system for determining outstanding teachers using the topsis method using the Multi Attribute Decision Making (MADM) decision making method which is used to evaluate or select several alternatives as a decision support system using one method, namely the The trick for order preference by similarity to ideal solution (TOPSIS). This method is widely used to solve practical decision-making. This is because the concept is simple and easy to understand, computation is efficient, and has the ability to measure the relative performance of decision alternatives. There are 5 criteria used in determining outstanding teachers, namely pedagogic, personality, professional, social and innovation. From the results of calculations using the cicue for order preference by similarity to ideal solution (TOPSIS) method, the teacher who was selected as an outstanding teacher was Elisabeth Abi S.PD SD with a score of 0.825. Thecnicue for order preference by similarity to ideal solution (TOPSIS) method makes it easy to determine outstanding teachers at the youth and sports education office at TTU, this is web-based and uses the PHP programming language.

Abstract

Various institutions utilize computer information systems to analyze and process data. An expert system is an information system that is used to help analyze and determine decisions on a problem based on rules determined by experts. This research focuses on creating a prototype expert system for diagnosing pre-eclampsia or pregnancy poisoning in pregnant women based on measuring blood pressure and checking proteinuria. The existing data is then analyzed using the Mamdani system's fuzzy inference method. Supporting theory regarding the fuzzy inference system of Mamdani, pre-eclampsia and its examination indicators will be used as a basis for creating this expert system prototype. The data used were secondary data on preeclampsia patients in the form of medical records of blood pressure measurements, proteinuria examinations and doctor diagnoses of preeclampsia patients at two Regional General Hospitals (RSUD), namely Atambua and Kefamenanu, totaling 20 samples. The interface or user interface of this prototype system is made as simple as possible so that it can be operated by all ordinary people. The programming language used is Visual Basic (VB) with the Visual Studio 2010 developer application. The initial prototype of this system will continue to be developed until it can become a Information systems or real applications used in hospitals. The results of this research are that the expert system for diagnosing preeclampsia can be used well and easily by hospital staff and show congruence between the system diagnosis results and the diagnosis results from obstetricians or experts in the 20 processed data.

Abstract

Pre-eclampsia is the second of the top three causes of death in pregnant women after bleeding and followed by infection. By knowing the risk factors, early detection of pre-eclampsia in pregnant women needs to be done so that later it can be treated more quickly to prevent further complications. This study aims to design a practical application of a decision-making system for the diagnosis of pre-eclampsia in pregnant women using the Fuzzy Inference System (FIS) method so it can be used efficiently and effectively for the early diagnosis of pre-eclampsia. The method used in data analysis is the FIS Mamdani method with defuzzification using the centroid method. The designed system considers blood pressure and proteinuria as input variables and pre-eclampsia status as output variables. The research results show that the system has 7.27% of Mean Absolute Percentage Error (MAPE) value and when comparing the final diagnosis of the system and expert diagnoses (doctors) from 20 patients at two hospitals, it was found that the system diagnosis was 100% in accordance with the expert diagnoses.

Abstract

Downy mildew is a disease that continues to infect corn crops in Timor Tengah Utara regency, reducing the amount of crop production and making corn farmers suffer losses. Farmers continue to look for ways to control downy mildew. Two treatments are commonly used by farmers, namely spraying Fungicides and Pseudomonas Fluorescens simultaneously in one unit of time, but have not resulted in optimal production. Therefore, this research is important to get a more optimal way to control find downy mildew. In this paper, we determine the optimal model of downy mildew control in corn plants by comparing the use of Fungicides and Pseudomonas Fluorescens. This research begins by forming a dynamic mathematical model consisting of six populations, namely four corn populations (Sh, F , P , Ih) and two populations of infecting fungi (Sv , Iv ). Then they obtained the basic reproduction number (R0) and two equilibrium points, namely the disease-free equilibrium and the disease-endemic equilibrium which has asymptotic stability. Numerical simulation results based on optimal control analysis with the minimum Pontryagin principle show that using fungicides can reduce the number of plants infected with downy mildew. Therefore, control by using fungicides is necessary and recommended increasing the number of downy mildew infected plants.
