Abstract

This study aims to find out how the capacity of the Sumberrahayu Village Government is in relation to persons with disabilities in the Inclusive Village Program. Through a qualitative descriptive approach with supporting data based on interviews, observation, and documentation, the data is then collected and validated before conclusions are drawn. Based on the various data obtained, it is known that the Sumberrrahayu Kapanewon Moyudan Village Government has the capacity to empower persons with disabilities. This capacity is demonstrated by the issuance of Village Regulation Number 01 of 2015 concerning the 2015–2020 Medium Term Development Plan, which includes persons with disabilities in the planning process. Apart from being involved in the process of preparing the RPJMDesa, the kelurahan government also provides funding for programs and activities that support the preservation of persons with disabilities, especially in the economic field, empowering rural communities with the aim of improving the management of social service activities in the education and health sectors. In addition, women's and children's groups are also empowered. This is done by the Kelurahan government with the aim that persons with disabilities, especially persons with severe disabilities, can increase their independence and participate actively in development and can enjoy the results of development equally.

Abstract

This research is entitled "Maximizing the Management and Utilization of Village Treasury Land and Plungguh Land in Guwosari Pajangan Subdistrict." This research aims to find out how to optimize the management of the village treasury and pelungguh land rentals managed by the Village Head in Bantul Regency, solving problems in managing lunch land rentals by the Village Head. His party will also determine what efforts are being made to overcome problems related to land rental by the village head in Guwosari Village (Bantul Regency). This research uses empirical methods focusing on facts in the field; secondary data support primary data. The data obtained from respondents and resource persons will be analyzed qualitatively. This research concludes that optimizing the management of Pelungguh land rentals is quite good, even though there are obstacles in its management

Abstract

Penurunan TFR di Kota Yogyakarta menunjukkan keberhasilan program pengendalian kelahiran melalui program KB dan peningkatan kesadaran masyarakat terhadap kesehatan reproduksi. Namun, capaian TFR yang kini berada di bawah replacement level 2,1 menimbulkan pertanyaan "quo vadis" ke mana arah kebijakan kependudukan akan dibawa di tengah ancaman penuaan penduduk dan berakhirnya bonus demografi. Penelitian ini bertujuan menganalisis dampak rendahnya TFR terhadap struktur demografi serta kebijakan pemerintah daerah dalam menjaga keseimbangan demografi di masa depan. Metode penelitian menggunakan pendekatan kualitatif deskriptif melalui wawancara dengan pegawai DP3AP2KB Kota Yogyakarta serta analisis data sekunder  berupa tren TFR, piramida penduduk, serta rasio ketergantungan yang diambil dari website resmi BKKBN dan BPS. Data sekunder yang diolah menunjukkan: (1) TFR yang terus turun; (2) penurunan rasio ketergantungan dari 50 (2010) menjadi 41–42 (2023–2024) yang menandai fase akhir bonus demografi; dan (3) piramida penduduk 2024 yang menyempit di bagian bawah serta meningkatnya proporsi lansia, mengindikasikan awal proses aging population. Hasil penelitian menegaskan bahwa TFR rendah mempercepat transisi menuju penduduk menua sehingga kebijakan daerah harus lebih adaptif. Pemerintah Kota Yogyakarta merespons melalui penguatan Tim Pendamping Keluarga (TPK), advokasi penurunan unmet need, serta pengembangan Sekolah Lansia sebagai strategi kesiapan menghadapi era pasca bonus demografi. Kajian ini menegaskan urgensi arah kebijakan kependudukan daerah menuju keseimbangan antara pengendalian kelahiran, fertilitas ideal, dan kualitas hidup masyarakat.
