Abstract

Bombings occurred in Indonesia mostly attack high-rise buildings. This fact should be a consideration for the structural engineer when designing high-rise building structures since the design of the structure does not include bomb blast burden in the calculation. This article discusses the dynamic response of buildings with of two plate stiffeners which are then given blast loads. The purpose of this study is to determine the effects of damping and the boom duration of the dynamic response of the plate. The plate is modeled damped orthotropic rectangular with semirigid placement on all sides. A decrease in plate element equilibrium equation is based on moment balance and forces on the plate. Meanwhile, the plate motion equations are derived using Newton's second law. The natural frequency of the plate system is obtained using the Modified Bolotin Method (MBM) as the numerical calculation process is completed with Microsoft Excel 2003 and Mathematica 5.2. Plates will be given damps as much as 0%, 5% and 10%. Each plate with each damp will be given blast loads for 1 ms, 2 ms, 10 ms and 20 ms. The research results shows that the greater the damp is used, the smaller system dynamic response will be. The longer the blast load works, the greater system dynamic response will be.

Abstract

Social housing are houses intended for low-income society, and one of them is the public-rented flats. There are 2 (two) types of public-rented flats management model, the self-management model and the operational cooperation model. Public-rented flats in DKI Jakarta Province are mostly self-managed by the Management Unit of Public-Rend Flat (MUPRF) in the Department of Community Housing and Settlement (DCHS) of DKI Jakarta Province. However there are several issues in the MUPRF in managing the public-rented flats, such as rent arrears, deterioration of building quality and the budget availability for maintenance and treatment of public-rented flates. In the Indonesian Government, the Covid-19 pandemic has affected the National and Regional Budget, and one of them is the elimination of the maintenance and treatment budget of the public-rented flats in the Regional Budget of DKI Jakarta Province. Based on the soft system methodology method, it is identified that Technical Implementation Unit (TIU), National/Regional-Owned Enterprise (NOE/ROE), Public Service Agency/Local, Flats Resident Association (FRA), Housing Cooperatives and Housing Association as alternative organizational scheme, and Government, National/Regional-Owned Enterprise and Public-Private Partnership funding as alternatives for the financial scheme that can be implemented for the maintenance and treatment activity in the public-rented flats.   Abstrak Rumah susun sewa (rusunawa) adalah perumahan yang diperuntukan untuk masyarakat berpenghasilan rendah. Terdapat dua skema organisasi pengelola rusunawa, yaitu swakelola dan kerja sama operasional. Rusunawa di Provinsi DKI Jakarta lebih banyak dikelola secara swakelola oleh Unit Pengelola Rumah Susun (UPRS) di Dinas Perumahan Rakyat dan Kawasan Permukiman (DPRKP) Provinsi DKI Jakarta. Namun terdapat beberapa permasalahan yang dialami oleh UPRS dalam pengelolaan bangunan rusunawa seperti adanya penunggakan serta penurunan kualitas bangunan gedung dan keterbatasan anggaran untuk kegiatan pemeliharaan dan perawatan bangunan gedung. Pandemi Covid-19 juga berdampak pada Anggaran Pendapatan dan Belanja Daerah Provinsi DKI Jakarta berupa pemotongan anggaran kegiatan pemeliharaan dan perawatan bangunan rusunawa. Berdasarkan soft system methodology, teridentifikasi Unit Pelaksana Teknik (UPT), Badan Usaha Milik Nasional/Daerah (BUMN/BUMD), Badan Layanan Umum/Daerah (BLU/BLUD), Perhimpunan Penghuni Rumah Susun (PPPSRS), koperasi dan Asosiasi Perumahan sebagai alternatif model kelembagaan dan pendanaan pemerintah, BUMN/BUMD dan Kerja sama pemerintah dengan badan usaha (KPBU) sebagai alternatif model finansial yang dapat diterapkan untuk kegiatan pemeliharaan dan perawatan bangunan rusunawa agar kegiatan tersebut terselenggara dengan optimum.

Abstract

Local Governments can make their own branding, as an identity and also the basis for regional marketing so that they can provide the maximum benefit for the community, nation and state. However, the branding strategy should also include disaster mitigation considering that Indonesia is a disaster-prone country. By ensuring disaster mitigation in the area's branding strategy, the community and visitors will feel relatively safe. This article is sourced from a research report through a grant from the Indonesian Ministry of Education and Culture. The research was conducted in Lombok in 2021 and continued in 2022 by also including benchmarking in the Toba and Yogyakarta regions. The results show that West Nusa Tenggara is relatively successful in establishing its regional branding with the theme of sport-tourism and is also currently including islands other than Lombok, However, the implementation of disaster mitigation has not yet been integrated into the branding plan

Abstract

There are construction projects that run simultaneously and simultaneously to meet demands and time and cost constraints. Nowadays, construction projects are increasingly complex and increasing in number. This is done to meet increasingly higher quality of life and sophisticated technological advances. Implementing projects simultaneously and concurrently, known as multi-project, requires different management methods compared to single projects. This is the case with construction projects in the industrial facilities sector, with the main components being design work (engineering), procurement, construction, and installation (construction & installation) of utility equipment and production processes. Detailed engineering work carried out by engineering experts is a product of planning and must be carried out at the design stage. The research problem is how to manage and regulate the need for engineering experts throughout the implementation period when several projects are running simultaneously. Anticipation is needed when a shortage or excess of engineering experts occurs by considering the existing job risks. This research is a case study of construction project implementation in a multi-project environment at a chemical process-based production process industrial facility in West Java. This research concludes that the Dynamic Systems modeling approach provides an opportunity to understand the impact of risk on time, which cannot be done with conventional methods. The need for engineering experts, taking into account the risks of existing work, can be known throughout the implementation period, and anticipation can be made when a shortage or excess of engineering experts occurs. Keywords: Risk analysis; Detail engineering; Multi-project;Industry facility, System Dynamic Abstrak Terdapat proyek-proyek kontruksi yang berjalan secara bersamaan dan simultan untuk memenuhi tuntutan dan batasan waktu dan biaya. Saat ini proyek-proyek konstruksi semakin rumit dan semakin banyak jumlahnya. Hal ini dilakukan untuk memenuhi tingkat kualitas hidup yang semakin tinggi dan adanya kemajuan teknologi yang semakin canggih. Fenomena pelaksanaan proyek-proyek secara simultan dan bersamaan dikenal dengan istilah multi-proyek dan memerlukan cara pengelolaan yang berbeda dibandingkan dengan proyek tunggal. Demikian halnya dengan proyek konstruksi pada sektor fasilitas industri, dengan komponen utama adalah pekerjaan perancangan (engineering), pengadaan (procurement), konstruksi dan pemasangan (contruction & installation) peralatan utilitas dan proses produksi. Pekerjaan detail engineering yang dilakukan oleh tenaga ahli engineering merupakan produk perencanaan dan harus dilakukan pada tahap perancangan. Permasalahan penelitian adalah bagaiman melakukan pengelolaan dan pengaturan kebutuhan tenaga ahli engineering di sepanjang waktu pelaksanaan ketika beberapa proyek berjalan secara simultan atau bersamaan? Dan diperlukan suatu antisipasi ketika kekurangan atau kelebihan tenaga ahli engineering tersebut terjadi dengan mempertimbangkan risiko pekerjaan yang ada. Penelitian ini merupakan studi kasus pelaksanaan proyek konstruksi di lingkungan multi-proyek pada fasilitas industri proses produksi berbasis proses kimia yang berlokasi di Jawa Barat. Kesimpulan penelitian ini adalah pendekatan pemodelan Sistem Dinamik memberikan kesempatan untuk memahami dampak risiko terhadap waktu yang tidak dapat dilakukan dengan pendekatan secara konvensional.  Kebutuhan tenaga ahli engineering dengan mempertimbangkan risiko pekerjaan yang ada dapat diketahui di sepanjang waktu pelaksanaan dan dapat dilakukan antisipasi ketika kekurangan atau kelebihan tenaga ahli engineering tersebut terjadi.

Abstract

Suatu gedung yang masih difungsikan harus memenuhi kriteria kelaikan fungsi bangunan baik dari aspek keamanan, kenyamanan, dan pemenuhan standar peraturan yang berlaku sehingga dapat melayani kebutuhan sesuai dengan fungsinya. Adanya perubahan fungsi ruang pada gedung Bank Swasta di Kota Tegal dari ruang kantor menjadi ruang arsip yang dilakukan tanpa mempertimbangkan kekuatan struktur mempengaruhi kinerja struktur tersebut, indikasinya terlihat lendutan pada balok, retakan pada pelat dan getaran yang mengganggu kenyamanan pengguna bangunan. SNI 2847 2019 mensyaratkan lendutan ijin pada pelat beton, SNI 1729 2002 mensyaratkan lendutan ijin balok baja, sementara KMNLH No.49 Tahun 1996 dan ISO 2631-2 1989 mensyaratkan getaran yang tidak merusak bangunan, mengganggu kenyamanan dan kesehatan manusia. Dari hasil uji getar diketahui bahwa getaran pada kondisi operasional melebihi batas yang diijinkan untuk bangunan kantor. Begitu pun dari hasil analisis kondisi eksisting struktur menunjukkan lendutan yang terjadi melampaui batas ijinnya. Untuk mengurangi lendutan dan menambah kekakuan struktur direkomendasikan perkuatan dengan penambahan balok anak dan overlay pelat setebal 6 cm. Sebelum dilakukan analisis perkuatan, frekuensi alami struktur eksisting hasil analisis diverifikasi dengan frekuensi hasil uji getar. Modifikasi pada model struktur dilakukan pada kekakuan elemen dan asumsi tumpuan. Setelah model mendekati kondisi lapangan, dilakukan analisis dan desain perkuatan. Secara analitis perkuatan yang direkomendasikan menaikkan frekuensi dari 4.879 Hz menjadi 8.298 Hz, mengurangi percepatan, kecepatan dan lendutan puncak 80.86%, dan mengurangi lendutan maksimal 66.07% dari kondisi awalnya, sehingga puncak getaran dalam kondisi operasional dan lendutan maksimal memenuhi kriteria yang diijinkan untuk ruang arsip.

Abstract

Public-rented flats, which are intended for low-income society, have characteristics which are different from other type of public housing. Based on past literatures, there are 9 characteristics which are public-housing/residential unit’s specifications, supporting facilities, public facilities, surrounding facilities, social environment, household character, location, owner, and funding which are associated with the residents’ satisfaction towards public housing. Other than the issue of public-rented flats’ characteristics, some researches have also suggested changing the institutional and financial scheme of management unit of public-rented flats (MUPRF), especially the ones in DKI Jakarta Province. Therefore this initial research is conducted to identify the characteristic variables of public-rented flats that affect the choice of changing the institutional and financial scheme for the MUPRF. This research is a qualitative research using triangulation analysis based on 3 sources of data which are past literatures, regulations and interviews. According to the triangulation analysis the characteristics that affects the choice of changing the institutional and financial scheme for the MUPRF are public facilities, surrounding facilities, household character, and funding. Abstrak Rumah susun sederhana sewa (rusunawa) yang diperuntukan untuk masyarakat berpenghasilan rendah (MBR) memiliki karakteristik yang berbeda dengan unit hunian perumahan rakyat lainnya. Berdasarkan studi literatur terdapat 9 variabel karakteristik perumahan rakyat yaitu spesifikasi perumahan rakyat/unit rumah tinggal, fasilitas pendukung, fasilitas umum, fasilitas lingkungan, lingkungan sosial, karakter rumah tangga, lokasi, pemilik dan pembiayaan yang diasosiasikan terhadap kepuasan penghuni pada perumahan rakyat. Selain isu terkait karakteristik perumahan rakyat, terdapat beberapa literatur yang mengusulkan perubahan kelembagaan dan finansial pada unit pengelola rumah susun (UPRS), khususnya di Provinsi DKI Jakarta. Oleh karena itu penelitian awal ini akan mengidentifikasi variabel-variabel karakteristik yang dapat mempengaruhi pemilihan skema-skema kelembagaan dan finansial pada UPRS. Penelitian ini merupakan penelitian kualitatif dengan menggunakan analisis triangulasi yang diperoleh dari 3 sumber data yaitu dari studi literatur, perundang-undangan dan wawancara. Berdasarkan hasil analisis triangulasi didapatkan variabel karakteristik perumahan rakyat yang mempengaruhi pemilihan skema-skema kelembagaan dan finansial pada UPRS adalah fasilitas umum, fasilitas lingkungan, karakter rumah tangga dan pembiayaan pembangunan.

Abstract

Purpose: Multi-project management of industrial facility construction has high challenges and complexity. Various factors influence the effectiveness and risks of multi-project implementation. A separate management method is required in implementing multi-projects compared to single projects. An organization must manage multiple projects using organizational resources and personnel. This research aims to obtain best practices in managing multi-project construction of industrial facilities in Indonesia and understand the cause and effect and influence between variables. Design/ methodology/ approach: This research uses a qualitative approach based on literature observations, reviews, and surveys of the construction sector of industrial facilities in Indonesia. Survey data were analyzed by looking for essential themes related to the research questions. The survey results show that six factors and 50 important variables influence the implementation of multi-project industrial facility construction. These factors are human resources, organization, environment, construction, external, design & technical, and business. Findings: This research provides an overview of the practices and challenges of multi-project management of industrial facility construction in Indonesia. This research also provides recommendations for developing dynamic system models that can assist in managing the risks and impacts of multi-project implementation. Paper type: Research paper
