Abstract

Stakeholders involvement in infrastructure development c.q. Light Rail Transit (LRT) has a significant role since they affect the success of infrastructure management. This paper is primarily aimed to identify key stakeholders and responses that need to be applied to them. On the initial stage, a list of stakeholders was developed using research strategies such as case study and literature review. Sources were then chosen with certain criteria. They were assigned to score each stakeholder on the list. A stakeholder analysis was conducted to obtain a list of key stakeholders that have a significant impact on Jakarta’s LRT.

Abstract

Knowledge is transferred in order to run specific goals. Sustainable wastewater infrastructure plays a significant role to the human needs especially the demand for clean and safe water. People’s knowledge will also influence the process of treating water to be discharged to water bodies that support the sustainable wastewater infrastructure in Germany and Indonesia. The focus respondents in this research are the university students in Germany and Indonesia who are considered to have a capability to gain and implement specific knowledge. Survey was conducted to indicate how well the university students know about the wastewater knowledge, the knowledge transfer occurrence, and the correlation of some variables such as study background, degree program, and nationality of the university students with wastewater knowledge and knowledge transfer occurrence to support the sustainable wastewater systems and infrastructures in Germany and Indonesia. The wastewater knowledge of university students in Germany and Indonesia is still low and the correlation of some variables such as study background, degree program, and nationality of the University students with wastewater knowledge and knowledge transfer occurrence are still considered low.

Abstract

ABSTRAK Tren pertumbuhan nilai aset properti milik negara terus bertambah. Sebagian aset tersebut berpotensi untuk diinvestasikan terutama aset properti yang berstatus idle. Salah satu portofolio yang dapat dimanfaatkan adalah properti komersil. Agar aset idle dapat dimanfaatkan, harus dilakukan analisa peruntukan lahan terlebih dahulu. Dalam analisa peruntukan lahan, hal yang membedakan antara penelitian ini dengan penelitian sebelumnya adalah penggunaan kriteria untuk penilaian aspek lokasi. Dalam penelitian ini, kriteria yang digunakan memiliki persyaratan yang spesifik bagi setiap properti. Sedangkan kriteria yang digunakan dalam penelitian sebelumnya tidak dikhususkan serta dibedakan sesuai jenis propertinya. Tujuan penelitian ini adalah menyusun model untuk melakukan pemilihan jenis properti yang sesuai pada aset negara berdasarkan aspek lokasi. Model dikembangkan menggunakan pendekatan multikriteria. Bobot kriteria ditentukan menggunakan metode Analitycal Hierarchy Process (AHP). Sedangkan penentuan parameter kriteria lokasi sebagai persyaratan kriteria lokasi dilakukan menggunakan metode Fuzzy Sets. Adapun metode skoring digunakan untuk menentukan properti prioritas. Pengujian model dilakukan terhadap 5 (lima) aset negara yang terletak di DKI Jakarta. Hasil pengujian menunjukkan bahwa model mampu melakukan pemilihan bisnis properti yang sesuai pada aset negara. Properti yang terpilih juga tidak melanggar zonasi peruntukan kawasan. Pengujian model juga menunjukkan bagaimana pemilihan bisnis properti diselesaikan secara sederhana dan mudah. Sehingga diharapkan model dapat membantu para pihak yang terlibat dalam tahapan awal pengembangan properti untuk memilih bisnis properti yang layak.

Abstract

The construction of Light Rail Transit (LRT) infrastructure requires a large amount of funding, larger than the existing Regional Budget (APBD), and therefore requires a funding scheme with high financial feasibility to cover this financial gap. This research is aimed at identifying and determining suitable sources and their respective proportion for such scheme using secondary data from literature study and records on the capacity of funding sources, and primary data from in-depth interviews, descriptive analysis and analysis on the capacity of each funding source. It is expected that the result of this research can identify feasible sources of funding and their proportion to be applied in the construction of LRT.

Abstract

This research is conducted to assess infrastructure performance in Indonesian sea and air transportation sector. The performances are assessed based on indicators which are identified within the initiation of this research. There are seven indicators identified which are the number of infrastructure existed; passengers demand per year; cargo demand per year; local government revenue; passenger growth per year; cargo growth per year; and the city population. The aim of this paper is to present the most significant indicators which are affecting the infrastructure performance. Based on a descriptive analysis, it can be showed that these indicators affect Indonesian sea and air transportation performance. Three perspectives from central government, local government and academics were further elaborated in this paper. From the government point of view, the most important indicator of sea and air transportation performance are the numbers of ports or airports and passenger growth per year.

Abstract

Investment in infrastructure is one of the principal drivers of the growth of the economy. For that reason, the Indonesian government has proposed an investment budget in the railway and sea and air transport sectors over the next 10 years. In order to overcome the burden of direct outflows and for the future, a study was conducted to lay down the framework of Shariah-compliant payments for the development of infrastructure in Indonesia in the transport sector. This paper aims to explore the opportunity and implementation of sukuk utilisation to develop transportation infrastructure. Secondary data study and interviews were selected for the basic research method. This study presents the practice of sukuk implementation in transportation projects. Six transportation projects are also described to gain insight of the utilisation shariah-compliant financing scheme.

Abstract

The consultant planning is the key to create document design for project construction. In the world of construction, Variation order are frequent occurrence, many factors cause variation order is uncontrollable, the most common caused by consultant planning. The main task of consultant planning is to provide design architectural in drawing documentation and technical report document that enable contractor to make all of these idea into physical reality in the project. Design error, inadequate design, failure of design or lack of coordination area common cause of variation order by the consultant planning. For this reason, it needs a strategy in the design stage process in order to minimize the occurrence of variation orders. This study aims to identify the stage of design process, identify the risk that occur at the design stage that cause variation orders and the strategy to reduce variation orders caused by the consultant planning.

Abstract

High rise buildings can be a safe place for activities when protected by a reliable fire protection system. Fire safety studies are generally focus on active and passive fire protection systems, life-saving and fire evacuation in a building. This study aims to examine fire protection systems from the fire safety officers’ perspective as an important part to ensure that the protection system can function properly and as an initial responder to fire. This study concludes the needs of fire safety officer in a multi-storey building that absolutely necessary as an element of managing the fire protection system and as an initial responder of fire to minimize the impact of property losses and casualties.

Abstract

Social housing are houses intended for low-income society, and one of them is the public-rented flats. There are 2 (two) types of public-rented flats management model, the self-management model and the operational cooperation model. Public-rented flats in DKI Jakarta Province are mostly self-managed by the Management Unit of Public-Rend Flat (MUPRF) in the Department of Community Housing and Settlement (DCHS) of DKI Jakarta Province. However there are several issues in the MUPRF in managing the public-rented flats, such as rent arrears, deterioration of building quality and the budget availability for maintenance and treatment of public-rented flates. In the Indonesian Government, the Covid-19 pandemic has affected the National and Regional Budget, and one of them is the elimination of the maintenance and treatment budget of the public-rented flats in the Regional Budget of DKI Jakarta Province. Based on the soft system methodology method, it is identified that Technical Implementation Unit (TIU), National/Regional-Owned Enterprise (NOE/ROE), Public Service Agency/Local, Flats Resident Association (FRA), Housing Cooperatives and Housing Association as alternative organizational scheme, and Government, National/Regional-Owned Enterprise and Public-Private Partnership funding as alternatives for the financial scheme that can be implemented for the maintenance and treatment activity in the public-rented flats.   Abstrak Rumah susun sewa (rusunawa) adalah perumahan yang diperuntukan untuk masyarakat berpenghasilan rendah. Terdapat dua skema organisasi pengelola rusunawa, yaitu swakelola dan kerja sama operasional. Rusunawa di Provinsi DKI Jakarta lebih banyak dikelola secara swakelola oleh Unit Pengelola Rumah Susun (UPRS) di Dinas Perumahan Rakyat dan Kawasan Permukiman (DPRKP) Provinsi DKI Jakarta. Namun terdapat beberapa permasalahan yang dialami oleh UPRS dalam pengelolaan bangunan rusunawa seperti adanya penunggakan serta penurunan kualitas bangunan gedung dan keterbatasan anggaran untuk kegiatan pemeliharaan dan perawatan bangunan gedung. Pandemi Covid-19 juga berdampak pada Anggaran Pendapatan dan Belanja Daerah Provinsi DKI Jakarta berupa pemotongan anggaran kegiatan pemeliharaan dan perawatan bangunan rusunawa. Berdasarkan soft system methodology, teridentifikasi Unit Pelaksana Teknik (UPT), Badan Usaha Milik Nasional/Daerah (BUMN/BUMD), Badan Layanan Umum/Daerah (BLU/BLUD), Perhimpunan Penghuni Rumah Susun (PPPSRS), koperasi dan Asosiasi Perumahan sebagai alternatif model kelembagaan dan pendanaan pemerintah, BUMN/BUMD dan Kerja sama pemerintah dengan badan usaha (KPBU) sebagai alternatif model finansial yang dapat diterapkan untuk kegiatan pemeliharaan dan perawatan bangunan rusunawa agar kegiatan tersebut terselenggara dengan optimum.

Abstract

Depok is one of the big cities in West Java, and it is a buffer zone for the capital city of Indonesia, Jakarta. Hence, the Depok city government is very active in developing the city, especially in building housing and settlements. There are many projects handled by the government but are often delayed. To solve these problems, the purpose of this research is to identify the construction project delay factor. There are 5 variables studied in this study such as project owner factors, contractor factors, consultant factors, shared responsibility factors, and external factors. This research is research with a qualitative approach by conducting a literature review and the results will be validated by experts following the provisions of the Project Management Institute. The results of the analysis show that 5 variables, namely project owner factors, contractor factors, consultant factors, shared responsibility factors and external factors are very valid in influencing construction project delays in Depok City. This research is expected to have positive implications and become a reference in mitigating the risk of delays by determining the control measures for future projects in Depok City and other cities. Keywords: Delay, Delay Factor, Construction, Housing Project, Depok
