Abstract

This study aims to analyze the effect of the availability of waste facilities on community compliance in disposing of waste at Benteng Field, Medan. The method used is a quantitative method with data collection techniques through questionnaires. The data were analyzed using descriptive statistics, validity and reliability tests, Pearson correlation tests, and simple linear regression. The results showed that the availability of trash facilities had a positive and significant effect on the level of public compliance in disposing of trash in its proper place at Benteng Field, Medan, with a p-value < 0.05. These findings indicate that adequate facilities in terms of number, condition, and placement were proven to encourage visitors to be more disciplined in maintaining the cleanliness of public areas. This study provides empirical evidence to reinforce the importance of providing adequate sanitation facilities as an environmental management strategy, particularly in urban public spaces.

Abstract

Program Universal Health Coverage Jaminan Kesehatan Medan Berkah (UHC JKMB) merupakan kebijakan Pemerintah Kota Medan yang bertujuan untuk menjamin akses layanan kesehatan gratis bagi seluruh penduduk hanya dengan menggunakan Kartu Tanda Penduduk (KTP). Penelitian ini bertujuan untuk mengevaluasi dampak program UHC JKMB terhadap kondisi sosial ekonomi peserta di Kelurahan Tegalsari Mandala II, Kecamatan Medan Denai, yang dikenal sebagai wilayah dengan tingkat kemiskinan relatif tinggi dan keterbatasan fasilitas kesehatan. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei terhadap 95 responden yang merupakan peserta aktif program UHC JKMB. Analisis data dilakukan menggunakan model CIPP (Context, Input, Process, Product) sebagai kerangka evaluasi, serta teori kebijakan publik sebagai dasar interpretasi. Data dikumpulkan melalui kuesioner dan observasi lapangan untuk menggambarkan efektivitas dan dampak program terhadap kesejahteraan masyarakat. Hasil penelitian menunjukkan bahwa pelaksanaan program UHC JKMB memberikan pengaruh positif dan signifikan terhadap kondisi sosial ekonomi peserta. Pada dimensi context, nilai signifikansi sebesar 0,005 (< 0,05) dengan thitung 2,817 (> ttabel 1,662) menunjukkan bahwa program telah memberikan kemudahan akses dan kejelasan kebijakan bagi masyarakat. Dimensi input memperoleh nilai signifikansi 0,047 (< 0,05) dengan thitung 2,006 (> 1,662), menandakan bahwa ketersediaan tenaga medis dan fasilitas kesehatan cukup mendukung pelaksanaan program. Pada dimensi process, nilai signifikansi 0,021 (< 0,05) dengan thitung 2,331 (> 1,662) menunjukkan bahwa proses pelayanan berjalan efektif dan efisien. Sementara itu, dimensi product dengan nilai signifikansi 0,001 (< 0,05) dan thitung 3,767 (> 1,662) menunjukkan adanya hasil nyata berupa meningkatnya kesejahteraan masyarakat, terutama dari sisi kemampuan ekonomi dan rasa aman terhadap risiko kesehatan. Secara keseluruhan, program UHC JKMB secara simultan berpengaruh positif dan signifikan terhadap peningkatan sosial ekonomi masyarakat penerima manfaat. Berdasarkan hasil tersebut, direkomendasikan agar Pemerintah Kota Medan memperluas cakupan layanan, memperkuat kapasitas tenaga medis, dan mengoptimalkan sistem evaluasi untuk keberlanjutan program UHC JKMB.

Abstract

This study aims to evaluate the implementation of a scholarship program established through a Memorandum of Understanding (MoU) between the Government of Labuhanbatu Utara Regency and partner universities, and to analyze its impact on the educational quality of scholarship recipients. The study is motivated by the low participation rate in higher education in the region, despite the government’s efforts to improve human resource quality through scholarship initiatives. Fluctuations in the number of recipients and implementation challenges highlight the need for a comprehensive evaluation. This research employs a mixed-methods approach combining qualitative and quantitative data. Qualitative data were collected through in-depth interviews, observations, and document analysis involving key informants such as program administrators and scholarship recipients. Quantitative data were obtained through surveys using questionnaires. The evaluation uses the CIPP model (Context, Input, Process, Product) to assess policy context, resources, implementation processes, and program outcomes. The findings indicate that the MoU-based scholarship program positively contributes to improving access and quality of education, although some limitations remain. Overall, the program represents a strategic effort to enhance human resources, reduce educational disparities, and strengthen the competitiveness of the younger generation.

Abstract

The Strengthening the Pancasila Student Profile Project (P5) is one of the policies in the Merdeka Curriculum aimed at reinforcing students’ character in line with Pancasila values through project-based learning. This study aims to identify and describe the evaluation of the P5 program implementation at SMP Negeri 2 Pematangsiantar. This research used a qualitative method with a descriptive approach. Data were collected through interviews, observations, documentation, and literature studies. Data were analyzed qualitatively using the Kirkpatrick evaluation model (Reaction, Learning, Behavior, Results).The results of the study show that in the Reaction aspect, students felt happy and enthusiastic about participating in P5, although some found independent learning challenging. In the Learning aspect, there was an increase in knowledge and skills, especially on themes such as local wisdom and entrepreneurship, although intensive guidance was still needed. In the Behavior aspect, values such as cooperation, environmental awareness, and anti-bullying began to be practiced, although behavioral changes were gradual and required continuous reinforcement. In the Results aspect, the program was considered effective in strengthening students’ character in line with the Pancasila Student Profile, but faced challenges such as limited facilities, uneven teacher understanding of P5 methods, and time allocation affecting academic learning. Therefore, continuous evaluation and improvement strategies are needed to ensure the Merdeka Curriculum’s objectives through the P5 Project are optimally achieved.
