Abstract

This research aims to measure the level of transparency that must be done by local governments to raise public trust in society. It is interesting to see the perspectives of society and government. What kind of transparency that the government thinks can be published and what kind of transparency the society wants. Using a descriptive approach involving interviews, observation, and review of relevant documents, this research was conducted in Nganjuk. The result of this research was found that transparency contributed greatly to public trust. The transparency that is meant by the public is written accountability for every step taken by the government and always involves the community, especially the leaders of NGOs (Non- Government Organizations). Meanwhile, according to the government, in every step taken by the government, several things should not be consumed by the public to avoid misunderstanding. The government considers that each policy step is based on several conditions and situations. If the public reads the data with the naked eye, it will lead to many problems in the future. Transparency of data for the government is related to the publication of results and accountability at the end of the term of office. In conclusion, the understanding of transparency according to both parties is different. Therefore, the government has to inform the harmony of understanding about transparency. So that no miscommunication leads the government's actions to be considered incorrect by society.

Abstract

Inorganic waste, especially single-use plastic, has a negative impact on the environment and society. The trend of increasing plastic production is not followed by the ability to manage waste properly. As a result, there is a buildup of waste in the world. Indonesia is one of the countries with the highest plastic waste problem. The problem of plastic waste can harm a country such as decline in the tourism sector. Bali Province is one of the provinces with tourism potential. Plastic waste is also a problem there. Several international media such as Time and BBC have reported about this situation. In response to this problem, the local government published Peraturan Gubernur Bali Nomor 97 Tahun 2018 which prohibits the use of three types of single-use plastic, namely plastic bags, styrofoam, and straws. In its implementation, there is problem in public compliance, can find people use single plastic easily. This research contributes the analysis of local government capacity in implementing the policy. As a result, local governments are lacking in monitoring and sanctioning, causing a decrease in community compliance. However, they are strong enough in explaining the concept and causality relationship to achieve the goal.

Abstract

This study aims to analyze the policy capacity in the employee management policy in the General Functional Class in the Government of Bangkalan Regency. The problem is that the availability of position classes has not been accommodated in the Regent Regulation Number 75 of 2020 for several job classes. This raises problems such as placing employees in a lower position class than they should be, several job classes are still not fulfilled, causing jealousy between employees. This study uses the theory of policy capacity by Xun Wu, Ramesh, and Howlett with 3 (three) indicators, namely analytical capacity, operational capacity and political capacity at each level, both individual, organizational and system. The research was conducted using a qualitative research method with a descriptive type to dig deeper and detailed information. The location of the research was carried out in the Organizational Section of the Regional Secretariat of Bangkalan Regency. Sources of information or informants that are relevant to the topic in this study are from the Organizational Section, the Staffing and Human Resources Development Agency, the Education Office, the Environment Service. The use of data in this study comes from primary and secondary data collected through interviews, observation and the use of other supporting documents.

Abstract

The progress of tourism is heavily influenced by the professionalism and existence of its institutions (tourism institutions). In this community service, the Airlangga University Public Administration team partnered with the Diponegoro University Public Administration team to assist MSME partners in Wonolopo Semarang. The problem with partners is the need to strengthen tourism institutions and expand the marketing of MSME products including herbal medicine villages, flora villages selling ornamental plants, and so on. Wonolopo has 10 tourism awareness groups from 8 thematic villages. The solution to the partner problem is the transfer of knowledge of tourism institutional development. There are three choices of institutional forms, namely tourism awareness groups, cooperatives and BUMDesa. The solution to the second problem is information and communication technology-based marketing with Linktree which is shared on social media and using digital marketing platforms. The results achieved after the community service was carried out were that 98.3% of MSME actors and tourism managers in Wonolopo Semarang had increased their abilities in developing tourism institutions and digital marketing innovation, as much as 1.6% needed to be improved. For this reason, more intensive assistance is needed for partners in Wonolopo, Semarang.

Abstract

Elderly people are those who have reached the age of sixty years and above. Based on data from the Central Statistics Agency (BPS) in 2021, the number of elderly in Indonesia is 29.3 million, which makes up to 10.82 percent of the total population. This number will continue to increase, leading to one of the world's most emerging problems, namely aging society. The issue of elderly people is an issue that must be paid attention to. Facts show that many elderly still have to work to meet their living needs. The increasing need for formal elder care provisions puts intensive pressure on providing elderly services and paying attention to social protection systems and service delivery in government-owned nursing homes. This research presents and develops what policy instruments are used in effective nursing home management in East Java. Using qualitative observation and in-depth interviews, this research aims to determine what instruments the Provincial Government uses to manage nursing homes in East Java and what policy instruments can be developed to effectively manage nursing homes in East Java, Indonesia. This research finds that the sort of policy instruments employed by the Government to manage nursing homes effectively encompass family and community, voluntary organization, regulations, information and appeal, and subsidies—next is the development of policy instruments that should be carried out in a public enterprise.

Abstract

This community service activity aims to increase the political and civil literacy of novice voters in preparation for the 2024 Simultaneous Elections in Indonesia. The targets of this community service activity are school students or youth who are at least 17 years old in the year the 2024 Simultaneous Election will be held. Youth were chosen as the main target because they are a group with a large proportion in the 2024 election contestation which will determine the future of democracy. As new voters, they need preparation and a deep understanding of how to participate in the political process effectively to determine the direction and policies of government. For this reason, the Public Administration Department of Universitas Airlangga will partner with the East Java Provincial Education Office which will later provide guidance to the SMAN 1 Giri, Banyuwangi Regency to hold a community service program at the school. Community service activities will involve understanding the political system, democratic processes, political issues, and the importance of active political participation. Activities will be carried out through three main stages: preparation, implementation and evaluation. The preparatory stage involves collecting and compiling relevant political and civic literacy materials. Next, the implementation stage will involve counseling, workshops and group discussions to provide in-depth understanding to novice voters. The evaluation stage will be carried out to measure the effectiveness of the program and obtain feedback from participants. It is hoped that this activity will provide a fundamental contribution in increasing the political and civil literacy of novice voters. With a better understanding of the political system, first-time voters will be able to make good political decisions, participate actively in the political process, and critically evaluate the information they receive.

Abstract

Abstract The advancement of Information and Communication Technology (ICT) has revolutionized numerous aspects of life, including urban management, through the adoption of the smart city paradigm. A key initiative within this paradigm is the implementation of a Smart Parking System (SPS), where cashless parking payments play a pivotal role. In 2024, the city of Surabaya introduced a cashless payment system for on-street parking (TJU) as mandated by the Mayor of Surabaya. This study explores and analyzes the development and implementation of the SPS within the framework of TJU parking management policies. A qualitative research method was employed, integrating secondary data analysis, in-depth interviews, and field observations. The analytical framework is based on Weerakkody et al.'s (2011) model, which identifies four critical factors for e-government implementation: political, technological, organizational, and social dimensions. The findings indicate that the cashless parking payment policy has encountered significant implementation challenges. Politically, government support prioritizes fiscal considerations over digital reform in parking management, and communication among stakeholders has been ineffective. Technologically, the integration of the cashless system remains incomplete. Organizationally, the responsibility for transitioning to a cashless system lies with the UPTD Parking Unit of the Surabaya Transportation Agency, which is already burdened with multiple duties, thereby affecting its performance. Socially, the digital divide presents challenges, and public safety concerns arise regarding potential crimes during cashless transactions in on-street parking areas. Moreover, public awareness of the advantages of cashless parking remains low, and the lack of accountability in cash-based transactions has further hindered the acceptance and development of SPS in Surabaya. Keywords: Smart Parking System; Cashless Parking Payment; E-Government; Policy Implementation; Surabaya City Abstrak Perkembangan TIK merubah berbagai aspek kehidupan termasuk tata kelola kota dengan paradigma smart city. Salah satu inisiatif smart city adalah penerapan smart parking system (SPS) dimana aspek pembayaran parkir menjadi komponen penting di dalamnya. Pada tahun 2024, Kota Surabaya menerapkan sistem pembayaran parkir non-tunai di kawasan parkir tepi jalan umum (TJU) berdasarkan instruksi Wali Kota Surabaya. Penelitian ini bertujuan untuk mengetahui dan menganalisis penerapan pengembangan SPS dalam kebijakan tata kelola perparkiran TJU. Penelitian ini menggunakan metode kualitatif yang mengombinasikan eksplorasi data sekunder, wawancara mendalam, dan pengamatan. Teori yang digunakan diadaptasi dari Weerakkody dkk (2011) yang melihat empat faktor kunci implementasi e-government: politik, teknologi, organisasi, dan sosial. Hasil analisis menunjukkan implementasi kebijakan pembayaran parkir non-tunai tidak berhasil dilaksanakan. Secara politik, dukungan pemerintah didasarkan alasan fiskal, bukan reformasi tata kelola parkir berbasis digital. Komunikasi efektif antar stakeholder juga gagal dilakukan. Dari sisi teknologi, integrasi sistem pembayaran parkir non-tunai belum dibangun. Secara organisasi, pelimpahan tanggungjawab transisi sistem pembayaran parkir terletak pada UPTD Parkir Dinas Perhubungan Kota Surabaya. Padahal UPTD Parkir memiliki banyak tupoksi lain sehingga membuat kinerja organisasi menjadi tidak optimal. Secara sosial, isu digital divide perlu mendapatkan perhatian. Selain itu, potensi kejahatan di tepi jalan umum saat melakukan transaksi juga muncul sebagai kekhawatiran masyarakat. Awareness masyarakat terkait manfaat pembayaran parkir non-tunai perlu ditingkatkan. Selain itu, faktor rendahnya akuntabilitas dari pembayaran parkir tunai juga menimbulkan resistensi terhadap pengembangan SPS di Kota Surabaya. Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis evaluasi kepuasan masyarakat pengguna Suroboyo Bus. Penelitian ini menggunakan metode penelitian kualitatif. Penentuan informan dalam penelitian ini menggunakan teknik purposive. Teknik pengumpulan data melalui observasi, wawancara mendalam, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa harga tiket dan jaminan keselamatan pada dimensi pelayanan, jangkauan rute dalam dimensi ketersediaan, durasi rute dalam dimensi waktu, serta kebisingan, pengelolaan sampah, edukasi dan kesadaran lingkungan dalam dimensi lingkungan telah dipenuhi dari penyelenggaraan pelayanan jasa transportasi publik Suroboyo Bus. Namun beberapa aspek seperti pelayanan personel, pelayanan dalam bus, aksesibilitas halte, aksesibilitas tiket, frekuensi keberangkatan, frekuensi halte bus, dan ketepatan waktu tunggu rute tidak terpenuhi dari penyelenggaraan pelayanan jasa transportasi publik Suroboyo Bus. Simpulan penelitian ini menunjukkan bahwa kepuasan masyarakat pengguna transportasi publik Suroboyo Bus belum terpenuhi secara keseluruhan. Beberapa aspek perlu diperhatikan untuk menunjang peningkatan kepuasan masyarakat pengguna Suroboyo Bus. Kata Kunci: Evaluasi Kepuasan, Suroboyo Bus, Transportasi Publik.

Abstract

The purpose of this study is to analyze how village financial management in Sapugara Bree Village, West Sumbawa Regency in Fiscal Year 2022. The informants in this study were selected by using purposive techniques. Data analysis in this study uses the Perspective of Good Governance Principles, namely by analyzing the fulfillment of the criteria of Good Governance principles, namely participation, transparency and accountability (Addink, 2013) which is elaborated with the Minister of Home Affairs Regulation Number 18 of 2020 concerning Village Financial Management at the stages of planning, implementation, administration, reporting, and accountability for the management of Sapugara Bree Village Finance for Fiscal Year 2022. The results of this study show that the financial management of Sapugara Bree Village for Fiscal Year 2022 has not met the criteria of Good Governance principles, especially at the stages of implementation, administration, reporting and accountability. This is due to the Village Head and Village Officials who ignore village financial management in accordance with applicable regulations. Many improvements are still needed, both in terms of integrity and human resources from Sapugara Bree Village, the development of a transparent, accountable, informative and interactive village website that supports supervision by the community, increased participation of the Village Consultative Body and related Regional Apparatus Organizations in carrying out guidance and supervision and the need for the formulation of policies or regional regulations that contain binding rewards and punishments related to participatory, transparent and accountable village financial management to encourage the performance of village apparatus in implementing village development activity programs in accordance with applicable regulations.

Abstract

This community service aims to increase sales and product promotion through efforts to improve public speaking and copywriting skills for business actors. The target of this community service activity is business actors who are members and are fostered by the Integrated Business Service Center for Cooperatives and UMKM (PLUT-KUMKM) in Batu City, East Java. For this reason, the Department of Public Administration of Airlangga University will partner with the Integrated Business Service Center for Cooperatives and UMKM (PLUT KUMKM) in Batu City, East Java to hold a community service program at the location. Community service activities will provide public speaking and copywriting training for business actors who are members of the PLUT-KUMKM in Batu City. Activities will be carried out through three main stages: preparation, implementation, and evaluation. The preparation stage involves collecting and compiling relevant political and civil literacy materials. Furthermore, the implementation stage will involve counseling, workshops, and group discussions to provide in-depth understanding to business actors. The evaluation stage will be carried out to measure the effectiveness of the program and obtain feedback from participants. This activity is expected to provide a fundamental contribution to increasing sales, promotions, marketing coverage areas and the quality of MSME products. Through this community service activity, it is hoped that business actors in the PLUT KUMKM Batu City will become more aware of how public speaking and copy writing in a business product will compete in a dynamic environment by utilizing digital technology.
