Abstract

This study aimed to determine the negotiation model and system of tourism partnership between the local government and the private sector to develop the “Wisata Bahari Lamongan” (WBL). This research used the qualitative method and negotiation theory part of public diplomacy. This research found that the negotiation and collaboration system used was the Public-Private partnership model with a built/operate/transfer (BOT) system. The private sector was allowed to build tourism facilities according to specified specifications. Then, the facility was built and operated by a private party for 25 years. After the period ended, Wisata Bahari Lamongan ownership was transferred to the local government.

Abstract

This study aims to develop a collaborative governance model applied by village-owned enterprises called "BUMDes" which has become one of the keys to the success of the village government in improving the economy and welfare of rural communities becoming an independent village. The research method used is descriptive qualitative method with a case study approach that is by taking the setting and research focus on the success of BUMDes in the village of Panggungharjo, Bantul Regency, Central Java Province. Primary data collection was carried out through in-depth interviews with several key informants and supporting informants, which were determined by snowball sampling. The main informants consisted of: the village head, the head of the village deliberation body, and the village secretary who then rolled out to several supporting informants consisting of the BUMDes officials, community leaders, and the private sector who collaborated with the Panggungharjo BUMDes. In addition, secondary data needed is obtained through documentary studies. This research will produce a collaborative governance model that is expected to be used as a reference for the management of other BUMDes in Indonesia.

Abstract

This study aims to determine the organizational culture applied at PT Kereta Api Indonesia (Persero) based on the level of organizational culture, namely: basic assumptions, values, and artifacts. Organizational culture plays a major function in modeling the behavior and performance of the company through the collective efforts of each member. The research method used is qualitative with emphasis on documentation as a data collection technique in this study. Meanwhile, data analysis was carried out in a narrative manner. The empirical findings in this study focus on organizational culture at PT Kereta Api Indonesia (Persero) which as a whole shows the company's success in improving management and employee performance. In addition, it has a significant impact on customer satisfaction and the good image of the company. PT Kereta Api Indonesia (Persero) provides excellent service to customers, where they are a top priority for the company. The change in orientation to excellent service to customers makes PT Kereta Api Indonesia (Persero) able to compete in the global market era.Keywords: organizational culture; PT Kereta Api Indonesia (Persero); organizational culture level

Abstract

Penelitian ini bertujuan untuk menganalisis dan mengetahui sejauh mana pengaruh variabel skills dan variabel personality terhadap kinerja tenaga penjualan di PT. Kosmetik X zona 2 dan zona 3 jawa bagian timur. Bila dilihat dari maksudnya, penelitian ini digolongkan sebagai penelitian korelasi, sedangkan jika dilihat dari jenis data yang digunakan maka penelitian ini masuk kedalam penelitian  kuantitatif, teknik pengambilan sampel adalah menggunakan sampling jenuh/ total sampling yaitu teknik yang menggunakan seluruh populasi sebagai sampel, jumlah dari populasi sekaligus sampelnya adalah sebanyak 102 responden, penelitian ini dianalisis menggunakan sofware SPSS versi 25 dengan uji hipotesis yang terdiri dari uji asumsi klasik dan analisis linier berganda. Hasil penelitian ini menunjukan bahwa skills dan personality baik secara parsial maupun simultan berpengaruh secara signifikan terhadap kinerja tenaga penjualan PT.Kosmetik X zona 2 dan zona 3 jawa bagian timur, variabel skills mempunyai nilai sumbangan efektif sebesar 24.3% terhadap kinerja tenaga penjualan, sedangkan variabel personality mempunyai sumbangan efektif terhadap variabel kinerja tenaga penjualan sebesar 32.6%.

Abstract

Village fund as a tool for policy strategy that Indonesia constructed from the periphery. The purpose of the village fund is to improve the welfare and quality of life of village people, manifested by encouraging the development of independent and sustainable villages with social, economic, and environmental resilience. The amount of budget allocation is designed to build Indonesia from a small scale and drive the revival and passion for creativity and innovation in all elements of the village. Pujon Kidul Village is a village in Malang District that serves as a reference ‘building village’ in the development of an agro-tourism village. Using a qualitative approach to a descriptive method, this research was collected from the village head and the government of Pujon Kidul, as well as NGOs and purposive societies, totaling approximately 15 informants. The findings show the development of tourism village Pujon Kidul has successfully brought change for the local community, especially in the development of human resources using natural resources. Both synergize and complement each other without elements of exploitation and are managed by the village-owned enterprises or Badan Usaha Milik Desa (BUMDesa), which has the authority to include the village in the government’s policy of building from the suburbs (village) to create sustainable development-based localities. Village level policy is a new era of the form of an independent government and encourages the realization of community participation to accelerate the progress of the village and leave the old village mindset behind.

Abstract

Only a few cooperatives succeed in utilizing social capital, one of them is the Setia Budi Wanita (SBW) Multipurpose Cooperative, East Java. This study aims to elaborate on social capital utilization that develops the autonomy of a multipurpose cooperative. The research method used was qualitative with a phenomenology approach in SBW Multipurpose Cooperative and data were collected through interviews, focused group discussions, and document review. This study has nine informants, including one East Java cooperative figure, four cooperative administrators, two existing members, and two new members. Various data were traced, among others: profiles of SBW figures, various women empowerment programs, the joint responsibility group system, and collaborative partnership between SBW Multipurpose Cooperative and the Department of Cooperatives and SMEs of East Java Province. The results show that SBW Multipurpose Cooperative has various social capital, among others: the characters of Mursia Zaafril Ilyas and Sri Untari Bisowarno, the bond of the seventeen doctors’ wives, a community of 360 members, and fourteen administrators of SBW; values and trust in the network of women’s cooperatives. This study concludes that social capital elements enable SBW Multipurpose Cooperative to be an autonomous cooperative. SBW Multipurpose Cooperative can utilize the collaboration of individual, community, and network social capital.

Abstract

This paper aims to examine the implementation of the Government Resource Management System (GRMS) in order to address problems in local government and local financial management from the Smart Governance point of view. It is based on a qualitative descriptive research involving interviews with various stakeholders, observation and analysis of relevant document. In line with its focus, this research uses smart city theory focusing on one of the dimensions that is relevant to this research problem, namely, smart governance. This research finds that the City Government of Surabaya has implemented the concept of Smart Governance in the management of regional finance through the GRMS system. The implementation of Smart Governance is evidence from five criteria, which include: 1) Participation in decision making: manifested in E-Planning process; 2) Public and social services: materialized in E-Procurement process; 3) Transparent Governance: manifested in e-Planning and e-Procurement processes in which in E-Planning the community is involved in the formulation of development planning through E-Musrenbang, and the auction process in E-Procurement; 4) Political strategies and perspectives: materialized in all GRMS processes because the whole system of GRMS is a strategy that integrates bureaucratic activities from upstream (the top or decision making level) to the downstream (to the community or citizen) so that it represents good local government and especially local financial management. By using GRMS, the overall local government and regional financial management process in the City of Surabaya can be done easily, effectively, efficiently, participatory and accountably.
