Abstract

This study aimed to determine the negotiation model and system of tourism partnership between the local government and the private sector to develop the “Wisata Bahari Lamongan” (WBL). This research used the qualitative method and negotiation theory part of public diplomacy. This research found that the negotiation and collaboration system used was the Public-Private partnership model with a built/operate/transfer (BOT) system. The private sector was allowed to build tourism facilities according to specified specifications. Then, the facility was built and operated by a private party for 25 years. After the period ended, Wisata Bahari Lamongan ownership was transferred to the local government.

Abstract

Bird cage craft is a economy creative effort that utilizes local potential as well as hone abilities and skills. Bird cage made of wood with added carvings. The management of bird cage crafts is able to improve the economy of the residents of Gedog Wetan Village, Turen District, Malang Regency. Able to produce super quality with marketing outside Java and even export to Mexico. The research approach carried out by the researcher is a type of qualitative research. The research objective is to describe the empowerment of the community in managing bird cage crafts and the impact on improving the economy of the community of Gedog Wetan Village. The economic empowerment of village communities in making bird cages has good future prospects so that it can become a characteristic of the village and be able to prosper the economy of the village community. The proposed model was approved and has been applied to next year's government budget as a pilot project with the support of various stakeholders. It is hoped that this model will be able to accelerate rural economic development and the expansion of handicraft businesses that are managed in a sustainable manner.

Abstract

This paper explores the paradigmatic intersections between ‘inclusive development’ and the ‘feminisation of poverty’. Intersections are typical in the development subject, with the extent of the efficacy of inclusive development enabling opportunities addressing gender equality. In the emergent synthesis of inclusive (economic) growth and strategies for poverty alleviation, the challenges and opportunities associated with the paradigmatic shifts are evident. This is the case in the programs that are directed at the women household heads, such as Program Penanggulangan Feminisisasi Kemiskinan or the Feminisation of Poverty Alleviation Program (PFK) in East Java. This paper is based on the research on the implementation of PFK in the Regions of Trenggalek, Lamongan, Nganjuk and Banyuwangi. It highlights the importance of delving deeper into the processes involved and how the program has facilitated economic empowerment through entrepreneurship. Using qualitative research methods involving observation, analysis of relevant documents, and interview with a total of 98 informants, this research finds that in targeting the women household heads as its beneficiaries, the PFK has enabled unforeseen gains in terms of giving a voice to women and heralding a change in their participation and inclusion in relation to community issues and activities. This research also finds that, there is the challenges associated with program’s sustainability. In this, we conclude that, the issue of whether a one-off cash transfer, though guided, can serve as an impetus for women to lift themselves out of poverty is dependent on a number of factors that requires a more holistic approach to the sustainable capacity of development and mentorship.

Abstract

Democratic governance has been seen as a catalyst for inclusive growth and meaningful development in many countries. Shifting from authoritarian rule to more democratic rule has also been seen as essential for many governments worldwide. Democratic governance is often a problem for developing countries, including most African countries and particularly The Gambia. This paper analyses the shift towards a more democratic governance style that is heated debated in The Gambia. The debate started when one of the coalition government members asserted that they could achieve regime change; however, a democratic system change remains lacking. This paper has sought to analyze whether the shift toward a more democratic leadership style in The Gambia is one of system change or regime change and ascertain what has democratically changed and bad governance in the new government. This article’s main objective is to create political awareness and enlighten the readers on the change’s misconceptions towards democratic governance. The discussion focuses on democratic governance and the collective action theory of governance to explain the democratic process in New Gambia. This study adopts qualitative case study research methods; the research employed a systematic review of the existing scholarly journal articles, books, newspapers, and television interview recordings. The observation used to identify, understand, and interpret the democratic governance situation in The Gambia from 2017 to 2019. The findings show that the coalition government has succeeded in achieving a democratic regime change; however, the democratic system change itself is too slow, or it is not happening. For the first time in The Gambia’s history, a seating president defeat through the ballot box. In conclusion, the democratic governance system change is far-fetched. It is vital to state that there is little or no difference between Jammeh’s regime and the current regime under President Barrow’s leadership. The same problems continue to persist. Finally, the transparency and accountability mechanisms must be enhanced to address the endemic problem of corruption.

Abstract

This Study have purpose to measure the website quality of Transparency Public Information in Pejambon Village. Website utilization in Government activity progress is the first step e-Government implementation. In Bojonegoro Regency, one of village which successfully implementing the transparency public information based on website is Pejambon Village Government. Village located in the Sumberrejo Sub-District has received many awards, in Regency, Province, and also National. It indicates that Pejambon Village Government has a good quality website, that can be an example for other village. Webqual 4.0 based on community or users perception is the method used to find out the quality of the website. This research is descriptive with quantitative approach. Results of the research showed that website quality of Pejambon Village Government based on usability, information usability, and service interaction quality dimension is in the high category. Abstract

This paper aims to examine the implementation of the Government Resource Management System (GRMS) in order to address problems in local government and local financial management from the Smart Governance point of view. It is based on a qualitative descriptive research involving interviews with various stakeholders, observation and analysis of relevant document. In line with its focus, this research uses smart city theory focusing on one of the dimensions that is relevant to this research problem, namely, smart governance. This research finds that the City Government of Surabaya has implemented the concept of Smart Governance in the management of regional finance through the GRMS system. The implementation of Smart Governance is evidence from five criteria, which include: 1) Participation in decision making: manifested in E-Planning process; 2) Public and social services: materialized in E-Procurement process; 3) Transparent Governance: manifested in e-Planning and e-Procurement processes in which in E-Planning the community is involved in the formulation of development planning through E-Musrenbang, and the auction process in E-Procurement; 4) Political strategies and perspectives: materialized in all GRMS processes because the whole system of GRMS is a strategy that integrates bureaucratic activities from upstream (the top or decision making level) to the downstream (to the community or citizen) so that it represents good local government and especially local financial management. By using GRMS, the overall local government and regional financial management process in the City of Surabaya can be done easily, effectively, efficiently, participatory and accountably.

Abstract

Significant changes in the development of science and technology have had an impact on the implementation of public services. The government is required to increasingly provide transparent and accountable public services to the wider community. Along with the development of technology, the method of submitting complaints about public services has also changed, people can now submit their complaints through a system called LAPOR (People's Aspiration Service and Online Complaints to the Community). However, not all levels of society understand how to use the system, so the Administration Department, FISIP, Airlangga University initiated a community service program to socialize the LAPOR system in Semanding Village, Semanding District, Tuban Regency. The method used is a seminar with a structured two-way interaction pattern so that it is more focused in discussing issues or complaints that exist in the village to be submitted to the government. abstrakPerubahan yang signifikan dalam perkembangan ilmu pengetahuan dan teknologi membawa dampak dalam implementasi pelayanan publik. Pemerintah dituntut untuk semakin menyediakan pelayanan publik yang transparan dan akuntabel kepada masyarakat luas. Seiring dengan perkembangan teknologi, metode penyampaian keluhan akan pelayanan publik juga ikut berubah, masyarakat saat ini bisa menyampaikan keluhannya melalui suatu sistem yang disebut LAPOR (Layanan Aspirasi dan Pengaduan Online Rakyat pada Masyarakat). Akan tetapi tidak semua lapisan masyarakat memahami bagaimana menggunakan sistem tersebut, sehingga Departemen Administrasi, FISIP, Universitas Airlangga menggagas kegiatan pengabdian masyarakat sosialisasi sistem LAPOR di Desa Semanding, Kecamatan Semanding, Kabupaten Tuban. Metode yang digunakan adalah dengan seminar dengan pola interaksi dua arah yang terstruktur sehingga lebih terfokus dalam membahas mengenai permasalahan atau keluhan yang ada di desa untuk disampaikan kepada pemerintah.

Abstract

The high rate of deaths caused by serious illnesses has led the World Health Organization (WHO) to recommend palliative care that is considered to be able to improve the quality of patient’s live Palliative care or service is service for patients with serious illnesses, such as cancer (stadium or end-stage). In this activity, however, palliative care and service is extended so that it includes diseases that are not contagious but deadly (thus, contributed significantly to mortality rate), including such illnesses as diabetes, high-blood pressure, cholesterol, stroke and other similar illnesses. These illnesses are now increasingly being suffered by and become the major cause of death (caused by illnesses) amongst Indonesians. In order to increase the availability of palliative services in the target area, this community project provides training and assistance to develop women’s capacity in the villages of Kambingan and Ngembung, Cerme, Gresik, so that they are ready to volunteers for palliative care and service in their respective communities. The projects were conducted by providing material through lectures, and modules; followed by assistance to form a team of palliative case and service. At the end, this project resulted in the increasing understanding, and capacity of women (and mothers or PKK member), as the target groups about palliative care and services. In turn, the women were then ready to become volunteers for palliative care and program.abstrakTingginya tingkat kematian akibat penyakit serius membuat WHO menyarankan untuk melakukan perawatan paliatif yang dianggap dapat meningkatkan kualitas hidup pasien. Program atau layanan paliatif adalah pelayanan kepada pasien dengan penyakit berat, yaitu kanker (stadium akhir). Dalam kegiatan pengabdian masyarakat (pengmas) ini, layanan paliatif diperluas sehingga meliputi pula penyakit-penyakit yang tidak menular namun mematikan, seperti penyakit diabates, darah tinggi, kolesterol, stroke dan sejenisnya yang dewasa ini semakin banyak di derita masyarakat Indonesia. Kegiatan pengmas ini memberikan pelatihan dan pendampingan untuk mengembangkan kapasitas ibu-ibu tim penggerak dan anggota PKK di Desa Kambingan dan Desa Ngembung, Kecamatan Cerme, Kabupaten Gresik agar siap untuk menjadi relawan program paliatif di lingkungan masyarakat masing-masing. Metode yang digunakan dalam kegiatan ini adalah dengan pemberian materi melalui ceramah, pemberian modul, serta pendampingan pembentukan tim paliatif sebagai follow-up kegiatan. Hasil yang dicapai dari kegiatan pengabdian masyarakat ini adalah meningkatnya pemahaman masyarakat khususnya ibu-ibu tentang layanan paliatif, serta meningkatnya kapasitas mereka,sehingga siap menjadi relawan program paliatif.

Abstract

AbstractThe phenomenon of violence against women is a pandemic. There are many studies on violence but studies focusing on governance are rare. Governance involves various stakeholders with different roles so that they often face problems of coordination, integration, and synchronization. This problem also occurs in East Java. As a leading sector in handling victims of violence against women and children, the Office of Women's Empowerment and Child Protection and Population (DP3AK) of East Java Province faces challenges in the form of effective models in handling victims of violence. Meanwhile, cases of violence against women and children are very high. DP3AK requires a digital governance model in handling victims of violence more effectively on a stakeholder basis. This study offers a solution in the form of a digital platform that is able to connect victims with stakeholders.Keywords: digitalization, governance, violence against women and children, stakeholdersAbstrakFenomena kekerasan terhadap perempuan bersifat pandemik. Kajian terhadap kekerasan sangat banyak namun studi berfokus pada tata kelola jarang dilakukan. Tata kelola melibatkan berbagai stakeholders dengan peran berbeda sehingga sering menghadapi masalah koordinasi, integrasi dan sinkronisasi. Problematika tersebut juga terjadi di Jawa Timur. Sebagai leading sector penanganan korban kekerasan terhadap perempuan dan anak, Dinas Pemberdayaan Perempuan dan Perlindungan Anak dan Kependudukan (DP3AK) Provinsi Jawa Timur menghadapi tantangan berupa model efektif dalam penanganan korban kekerasan. Sementara itu, kasus kekerasan terhadap perempuan dan anak sangat tinggi. DP3AK membutuhkan model tata kelola digital dalam penanganan korban kekerasan yang lebih efektif dengan berbasis stakeholder. Kajian ini menawarkan solusi berupa platform digital yang mampu menghubungkan korban dengan para stakeholder.Kata kunci: digitalisasi, tata kelola, kekerasan perempuan dan anak, stakeholders
