Abstract

Implementasi kebijakan dana desa dalam pengembangan desa wisata. Kebijakan dana desa, yang merupakan bagian dari upaya pemerintah indonesia untuk mempercepat pembangunan di pedesaan, memberikan dana langsung kepada pemerintah desa untuk digunakan dalam berbagai program pembangunan bahwa dana desa memiliki peran signifikan dalam pengembangan infrastruktur dan fasilitas penunjang pariwisata di desa. Dana desa digunakan untuk membangun jalan, jembatan, fasilitas akomodasi, dan objek wisata baru yang menarik wisatawan. Selain itu, program pelatihan dan peningkatan kapasitas sumber daya manusia di sektor pariwisata juga mendapatkan dukungan dari dana desa. Meskipun demikian, terdapat beberapa tantangan dalam implementasi kebijakan ini, antara lain kurangnya koordinasi antar pihak terkait, keterbatasan kemampuan manajerial aparat desa

Abstract

Abstract

Inspektorat, yang dipimpin oleh seorang inspektur, bertanggung jawab kepada gubernur melalui sekretaris daerah, mengatur penyelenggaraan pemerintahan daerah. Inspektorat Provinsi Jawa Timur, sebagai lembaga pemerintahan yang memiliki tanggung jawab besar, memainkan peran penting dalam menciptakan pemerintahan yang baik dan menuju pemerintahan yang bersih. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana arsip surat digunakan di website Tata Naskah Dinas Elektronik (TNDE) Inspektorat Jawa Timur. Hasil penelitian, yang dilakukan melalui pendekatan kualitatif deskriptif, menunjukkan bahwa penerapan Arsip Surat di situs web TNDE (Tata Naskah Dinas Elektronik) di Inspektorat Jawa Timur telah berjalan dengan baik sesuai dengan indikator teori yang ada; namun, indikator komunikasi memerlukan perbaikan dalam pelayanan warga. sumber daya, sikap pelaksana, dan struktur birokrasi. Selama praktik pengabdian kepada masyarakat di Kantor Inspektorat Provinsi Jawa Timur, Mahasiswa mampu mempelajari tanggung jawab untuk melaksanakan jobdesk di tempat kerja, membangun kedisiplinan untuk mencapai target kerja, dan berkomunikasi dengan baik untuk membangun kerja sama dengan atasan dan rekan kerja. Persoalan yang dialami termasuk ketelitian pegawai dalam menginputkan surat masuk dan keluar serta keterlambatan penyerahan berkas SPJ karena tidak ada SOP.

Abstract

This research was conducted with the aim of finding out the extent of the application of Agile Governance principles during the Covid-19 pandemic to the East Java Provincial Library and Archives Service through the launch of the Online Fairy Tale Program (DOLEN). The researcher uses a qualitative approach with a type of descriptive research. The researcher conducted a data analysis based on the Agile Governance theory proposed by Luna et al, (2015). The researcher focuses on 3 (three) principles of Agile Governance. The results of this study show that the Online Fairy Tale Program (DOLEN) launched by the East Java Provincial Library and Archives Service which is regulated in the regulation of Law Number 43 of 2007 concerning Libraries has been effective in increasing reading interest, especially children and adolescents in East Java. This is seen from the achievement of 3 (three) principles that are used as indicators. In terms of Based On Quick Wins, the Online Fairy Tale Program (DOLEN) has been able to meet both the time and the program's goals. In terms of Systematic and Adaptive Approach, the relevant agencies have succeeded in adapting to the existing situation, especially during the Covid-19 pandemic, where all activities have switched to online-based, in addition to successfully synergizing with other regency/city libraries and resulting in replication. Then in the aspect of Symple Design and Continuous Refiniment, the selection of features or icons that are quite attractive and easy for users on the Instagram and Youtube or Facebook applications is one of the forms of innovation chosen by the government as a platform for online fairy tale activities (DOLEN).

Abstract

Abstrak Pemilihan kepala daerah (pilkada) langsung Jawa Timur putaran kedua sebentar lagi akan dimulai. Calon kepala daerah telah mempersiapkan diri dalam usaha untuk memenangkan Pemilihan Kepala Daerah. Beberapa metode telah dilakukan oleh kedua pasangan pemenang Pemilihan Kepala Daerah di Wilayah Jawa Timur ini. Usaha yang dilakukan tentu saja memiliki tujuan akhir agar mendapatkan suara dari masyarakat. Pada proses political marketing, ada empat hal yang harus diperhatikan kontestan yaitu, product (platform, karakter personal, janji-janji kampanye), price (biaya kampanye, lobi-lobi politik), place (basis massa, tim sukses), dan promotion (advertising, publicity, kampanye). Selain itu, dalam berkampanye kontestan juga harus memperhatikan banyak faktor yang dapat memengaruhi jumlah perolehan suara, seperti bentuk kelompok gaya hidup masyarakat yang beranekaragam, hal-hal yang mempengaruhi pemilih dalam memilih para kontestan, tipologi pemilih, serta segmentasi dan positioning politik. Hal lain yang menjadi perhatian dan pokok kajian pemikiran politik Tan Malaka dalam keyakinan politik adalah strategi dan taktik.Kata Kunci: Political Marketing, Demokrasi yang Berkualitas, pemikiran Politik dan Sosial Tan Malaka

Abstract

The archive management assistance activity through the encapsulation method in Penanggungan Village, Trawas District, Mojokerto Regency, is part of the community service of Bhayangkara University Surabaya which aims to increase the understanding, awareness, and skills of the community as well as village officials in caring for important archives so that they are more durable and protected from physical damage. The implementation method was carried out through socialization stages regarding the importance of archives, technical demonstrations of encapsulation using simple materials such as astralon plastic, double tape, rags, cutters, rulers, and water sprays, as well as independent practice by participants with direct assistance from resource persons from the Archive Aware Community Forum (Forkmasa) of Bhayangkara University Surabaya. The results of the activity showed an increase in the ability of participants to protect documents, a growing awareness of the value of archives as a source of information and legal evidence, and an improvement in the neatness of village administration. This activity also opens up insights into the digitization of simple archives as the first step in digital transformation. The conclusion of this community service emphasizes that the encapsulation method is effective, cheap, and easy to apply at the village level, as well as encouraging the formation of an archival-aware culture, strengthening village governance, and supporting transparency, accountability, and preservation of valuable information for future generations.

Abstract

This study aims to analyze the implementation of public service ethics in realizing good governance at the Tanjung Perak Port Police Department, Surabaya. The research is motivated by the ongoing bureaucratic reform and the increasing public demand for transparent, accountable, and integrity-based public services. A qualitative descriptive method was employed, with data collected through in-depth interviews, field observations, and documentation of policies and public service procedures.The findings indicate that the implementation of public service ethics at the Tanjung Perak Port Police has been relatively effective. This is reflected in the application of key principles such as transparency, accountability, participation, equality, conditionality, and the balance of rights and obligations between officers and the public. The main factors supporting this implementation include personnel integrity and competence, leadership commitment, organizational culture, infrastructure, and consistent internal supervision.The study concludes that strengthening ethical awareness among officers and enhancing public participation are essential to building a clean, professional, and just governance system within the police institution. Therefore, public service ethics not only serve as a moral foundation for bureaucratic behavior but also as a strategic instrument to reinforce public trust and institutional legitimacy in the implementation of good governance.

Abstract

This study aims to analyze the strategies implemented by the Surabaya Metropolitan Police (Polrestabes Surabaya) in enforcing and preventing online gambling crimes, as well as to identify the factors that hinder the eradication process. In addition, the research discusses the measures taken by law enforcement officers to uphold the law against perpetrators of online gambling crimes in Surabaya City. According to Article 1, Paragraph (1) of Law Number 2 of 2002 concerning the Indonesian National Police, policing encompasses all matters related to the functions, institutions, and legal provisions governing police duties. Online gambling constitutes an unlawful act categorized as a criminal offense and has become increasingly prevalent in society. This research employs a qualitative approach, collecting data through interviews and documentation, with informants selected using purposive sampling, and analyzing the data descriptively in a narrative form. The findings indicate that the strategies of Polrestabes Surabaya in addressing and preventing online gambling crimes include technological innovation, effective communication, and community collaboration. The integrated implementation of pre-emptive, preventive, and repressive efforts has proven effective in uncovering numerous cases and deterring offenders. However, challenges such as low public awareness, limited cyber human resources, and the dynamics of global technology remain major obstacles that must be addressed through collaborative approaches and prevention-oriented policies for sustainable enforcement.

Abstract

This study examines the implementation of the Super App Polri program in the Police Record Certificate (SKCK) service at the Intelligence and Security Unit of the Tanjung Perak Port Police. Using a descriptive qualitative approach through interviews, observations, and documentation, the research adopts Edward III’s policy implementation model consisting of communication, resources, disposition, and bureaucratic structure. The findings show that the program has been implemented effectively, supported by structured coordination meetings, targeted socialization efforts, adequate facilities, competent personnel, positive officer attitudes, and clear Standard Operating Procedures. However, several obstacles remain, including limited public dissemination, low digital literacy, unstable internet connectivity, and insufficient digital devices among applicants. To address these issues, the police unit conducts routine evaluations, expands socialization through various media, provides direct assistance for digitally inexperienced users, and strengthens internal coordination. These continuous improvement efforts demonstrate Polri’s commitment to advancing a digital public service system that is more accessible, transparent, and efficient.
