Abstract

The Merdeka Belajar (Freedom to Learn) policy acts as a fundamental pillar in improving access to and the quality of education in Indonesia. Within the Merdeka Belajar Kampus Merdeka (MBKM) framework, the Program Indonesia Pintar (PIP) was introduced as a key initiative to provide financial educational support to children from economically disadvantaged families. To ensure that the PIP's pro-poor budgeting approach effectively benefits its recipients, its implementation must be optimized. This requires a thorough evaluation of budget allocation methods, the distribution process for assistance cards, and the program's overall monitoring and evaluation mechanisms. Such an assessment seeks to measure the effectiveness of the PIP’s budgeting strategy, identify existing challenges, and recommend improvements to enhance the program's efficiency and impact on its beneficiaries. Collaboration among stakeholders is crucial to improving the execution of the PIP’s pro-poor budgeting approach. By strengthening these efforts, the PIP can significantly contribute to the government’s mission under the MBKM framework—promoting quality education and ensuring equitable educational opportunities for all citizens.

Abstract

This study investigates how digital transformation and organizational agility influence sustainable business performance in Indonesian Small and Medium-sized Enterprises (SMEs), emphasizing the mediating role of legality. Drawing on dynamic capabilities theory, the research explores how digital technologies and agile practices contribute to resilience and long-term competitiveness. Using a quantitative approach, data were collected from 453 SMEs across Yogyakarta through structured questionnaires administered in hybrid offline-online sessions. Thematic analysis via NVivo revealed a conceptual framework positioning agility as a critical mediator between digital adoption and business sustainability. The findings highlight that SMEs leveraging digital tools demonstrate greater responsiveness, operational flexibility, and innovation capacity. Notably, legal compliance emerged as a foundational enabler: legally registered SMEs were more effective in adopting digital strategies, accessing institutional support, and navigating regulatory environments. This underscore the role of legality not only as a contextual factor but as a strategic asset enhancing digital and agile capabilities. The study contributes to entrepreneurial strategy literature by integrating digital transformation, agility, and legality into a cohesive model for sustainable SME performance. Practical implications suggest that SMEs should prioritize digital investment alongside legal formalization to maximize their strategic agility and long-term success in volatile markets.

Abstract

Micro, small, and medium enterprises (MSMEs) are central to Indonesia’s economy yet often lack practical capabilities in business planning, promotion, and post-pandemic adaptation. This study evaluates a municipal–university program in Yogyakarta (2023) that delivered eight in-person sessions (32 hours) centered on the Business Model Canvas (BMC), complemented by modules on promotion, finance, and operations, and followed by incubator pairing and community mentors. MSME owners (n = 452) completed a post-training survey, and training exposure was indexed from attendance/engagement and canvas completion (0–100). Entrepreneurial mindset was measured with five Likert items; self-reported sales growth served as a secondary outcome. Using simple linear regression with full assumption checks and robustness tests, greater BMC training exposure was positively associated with entrepreneurial mindset, and higher exposure corresponded with encouraging directional signals for sales growth. Model diagnostics indicated adequate fit and stability to alternative exposure weightings and exclusion of influential observations. Overall, a month-long, mentor-supported program that centers on visual business planning appears feasible for scaling MSME capability building and is associated with stronger entrepreneurial mindset among participants. Future evaluations should incorporate pre–post or comparison designs and objective performance indicators to validate and extend these findings.

Abstract

This study examines the influence of creativity and educational support on digital entrepreneurial intentions among Indonesian students. Data was collected through an online survey involving 303 respondents, using a 5-point Likert scale to measure relevant variables. The analysis was conducted using the Partial Least Square - Structural Equation Modelling (PLS-SEM) approach with SmartPLS 3.0. The results show that creativity and educational support significantly influence digital entrepreneurial intentions. Creativity plays a key role in identifying business opportunities, while educational support enhances entrepreneurial skills. This study emphasizes the importance of integrating entrepreneurship education into academic curricula to address the high unemployment rates among university graduates in Indonesia. Adequate support from educational institutions in the form of incubation centers and seed funding is strongly recommended to facilitate the development of digital entrepreneurship among students. This research contributes to theoretical understanding and provides practical implications for entrepreneurship education in the digital era.
