Abstract

Abstract The Medan-Berastagi Alternative Route is currently felt to be very much needed by road users, because the existing road connecting Medan and Berastagi is no longer able to serve the existing traffic volume. This can be seen from the frequent occurrence of traffic congestions on this road, both on weekdays and on weekends. This study discusses the economic feasibility of constructing the Medan-Berastagi alternative road that goes through the Tuntungan-Sibolangit Intersection. The results of this study can be used by stakeholders in making decisions related to the construction of this alternative road. The calculation results show that the total construc-tion cost is IDR 1,171,518,647,736. Meanwhile, the annual routine maintenance fee is IDR 3,114,325,566 and the periodic maintenance fee every five years is IDR 87,808,542,710. The existence of the Medan-Berastagi alternative road will save Vehicle Operating Costs of IDR 23,589,645,855 and Time Value savings of IDR 57,337,666,839 in 2023. From the results of the economic feasibility analysis, the Economic Internal Rate of Return is 12.21%, which where this value is greater than the current prevailing lending rate. Using the prevailing interest rate of 10%, a Profitability Index of 1.17 is obtained and a Net Present Value of IDR 222,365,000,000. This study shows that the construction of the Medan-Berastagi alternative road is economically feasible to build. Keywords: traffic congestion; alternative route; road construction; economic feasibility Abstrak Jalur Alternatif Medan-Berastagi saat ini dirasa sangat diperlukan oleh pengguna jalan, karena jalan eksisting yang menghubungkan Medan dan Berastagi sudah tidak mampu melayani volume lalu lintas yang ada. Hal ini terlihat dari seringnya terjadi kemacetan lalu lintas di ruas jalan ini, baik di hari kerja maupun di akhir pekan. Pada studi ini dibahas kelayakan ekonomi pembangunan jalan alternatif Medan-Berastagi yang melalui Simpang Tuntungan-Sibolangit. Hasil studi ini dapat digunakan oleh para pemangku kepentingan dalam mengambil keputusan terkait dengan pembangunan jalan alternatif ini. Hasil perhitingan menunjukkan bahwa total biaya konstruksi adalah Rp1.171.518.647.736. Sedangkan biaya pemeliharaan rutin tahunan sebesar Rp3.114.325.566 serta biaya pemeliharaan periodik per lima tahun sebesar Rp87.808.542.710. Adanya jalan alternatif Medan-Berastagi akan menghemat Biaya Operasi Kendaraan sebesar Rp23.589.645.855 dan penghe-matan Nilai Waktu sebesar Rp57.337.666.839 pada Tahun 2023. Dari hasil analisis kelayakan ekonomi didapat nilai Economic Internal Rate of Return sebesar 12,21%, yang mana nilai ini lebih besar daripada tingkat suku pinjaman yang berlaku saat. Dengan menggunakan tingkat suku bunga yang berlaku sebesar 10%, diperoleh Profitability Index sebesar 1,17 dan Net Present Value sebesar Rp222.365.000.000. Studi ini menunjukkan bahwa pembangunan jalan alternatif Medan-Berastagi layak secara ekonomi untuk dibangun.. Abstract

Procedures for planning earthquake resistance for building and non-building structures, SNI 1726:2019 have been approved as a revision of procedures for planning earthquake resistance for building and non-building structures, SNI 1726:2012. With the implementation of SNI 1726:2019, existing buildings should be re-evaluated for their safety against this new regulation. This research examines changes in the performance of shophouse structures in the cities of Sidikalang, Tarutung, Padangsidimpuan, Sei Rampah, Tebing Tinggi, Limapuluh, and Lubuk Pakam. The results show that as a result of the change from SNI 1726:2012 to SNI 1726:2019 there was an increase in the value of the base shear force in the cities of Sidikalang, Sei Rampah, Tebing Tinggi, Limapuluh, and Lubuk Pakam with values respectively 32%, 8%, 11%, 7 %, and 10%. However, in the cities of Tarutung and Padangsidimpuan there was a decrease in the basic shear force value of 3% and 30%. The increase in base shear force is directly proportional to the increase in drift and interstory drift. The interstory drift that occurs is still below the permitted interstory drift.

Abstract

A green campus becomes one of the approaches to overcoming global warming. The green campus evaluation program currently being conducted by Universitas Indonesia is the UI GreenMetric World University Rankings, and one of the categories is transportation. One of the main contributors to pollution levels and carbon emissions is the transportation sector and is potentially to continue to rise unless sustainable prevention efforts are made. With its limited area, Politeknik Negeri Medan needs a more effective transportation arrangement to make it an environmentally friendly campus. Greenmetric assessments are conducted on existing conditions referring to the UI GreenMetric World University Rankings 2023 Guidelines with several criteria, namely the total number of vehicles (cars and motorcycles) divided by total campus population, shuttle services, zero emission vehicles (ZEV) policy on campus, the total number of zero emission vehicles (ZEV) divided by total campus population, ratio of ground parking area to total campus area, program to limit or decrease the parking area on campus for the last 3 years (from 2020 to 2022), number of initiatives to decrease private vehicles on campus, and pedestrian path on campus. The scoring result in the existing conditions is 725, or only about 40.3% of the total maximum value. GreenMetric scoring will increase to 1250 or 69.4% by implementing solutions for transportation arrangements in Politeknik Negeri Medan. The solutions are the use of access cards to filter unauthorized vehicles into the campus area, providing official vehicles electric cars and bicycles for use in the campus area, reducing the ground parking by making a vertical parking, utilizing buses as shuttle facilities for the academic community around the campus with a certain radius to reduce the use of private vehicles and supplementing existing pedestrian paths according to standards of safety, comfort and disability-friendly aspects by adding handrails, roof covers, directions, ramps for disabilities.

Abstract

The Pavement Design Manual 2024, which requires the use of asphalt PG 70 for loads above 30 million ESAL and the increasing volume of palm oil waste that requires handling and reuse, as well as the need for alternative materials to be used as fillers, make it necessary to develop environmentally friendly materials by combining asphalt PG-70 and palm oil fuel ash as fillers. This pavement mixture is expected to be a mixture containing environmentally friendly road construction materials as well as a solution to the utilization of palm oil waste that can withstand high traffic loads. Testing of aggregate materials, asphalt, and asphalt mixtures was carried out at the Civil Engineering Laboratory of Medan State Polytechnic, in accordance with SNI, which refers to the General Specifications for Road and Bridge Construction Work 2018 Revision 2. The results obtained were that palm oil fuel ash as filler in asphalt mixture PG 70 gave an average value of stability above 1000 kg, density of 2-3 gr/ml, and VFA above 65% in all variations of filler content, for VIM values between 3-5% in the 50% and 75% variations, and VMA values above 15% in the 50%, 75% and 100% variations, while the flow value did not meet the standard value of 2-4 mm for all variations of filler content. Asphalt mixture PG 70 with palm oil fuel ash filler produces good density and stability values, but under repeated loading it will easily cause waves and rutting in the pavement due to the rigid nature of the mixture with a very high flow value and thus allow bleeding because the value of VFA is also very high.
