Abstract

Digital literacy refers to the ability to use and understand digital technologies effectively. It is essential for individuals to participate effectively in the digital world and contribute to improving the quality of public services. The purpose of the study is to analyze the impact of digital literacy on public services in Indonesia from an ethical perspective. Data sources were obtained from journals, official websites, online news, social media, and katadata. The analysis technique used content analysis. The results showed that public services in Indonesia are closely related to digital literacy. This is evidenced by four indicators that are part of the digital literacy development framework, namely digital skills, digital ethics, digital safety, and digital culture. Digital literacy in public services significantly changes various aspects and from an ethical perspective, focusing on the moral consequences and values associated with digital literacy. Digital literacy can be measured by indicators such as knowledge, skills and participation in the digital environment. Technological advancements do not create digital influence, and all parties have equal rights to digital services. Digital literacy can increase people's access to online services, improve the efficiency, accessibility and transparency of online services.

Abstract

This research aims to analyze the impact of the Citizen Charter (Service Contract) on the quality of public services in Aceh. The research method used is qualitative with a descriptive approach. Research data was obtained through scientific journals, literature reviews, and other trusted sources. The research results show that the implementation of the Citizen Charter in Aceh is still in the developing stage, with several significant advances in several sectors, such as the establishment of public service malls (MPP) and improving the quality of services at the Population and Civil Registration Service (Disdukcapil). Even though there has been positive progress, there are still several shortcomings that need to be addressed, such as a lack of socialization and coordination between agencies. This research recommends several steps to improve the implementation of the Citizen Charter in Aceh, including increasing outreach and actively involving the community.

Abstract

The proposal of qanun on polygyny by the Acehnese elite (executive and legislative) was aimed at the wider community because of the rampant phenomenon of siri marriage. Siri marriage is not prohibited in Aceh, and administrative requirements are even relaxed for ordinary people. This gap raises the question of whether the Acehnese elite proposed qanun polygyny for the benefit of the community or for subjective interests. This article is classified as field research with a qualitative approach. The methodology used is a descriptive-analytical study. The results of the study found that the administration reactor or key factor of the family law qanun in Aceh lies in the condition where the administration of polygyny requirements is tightened beyond the provisions of The Compilation of Islamic Law (KHI) and Siri Marriage requirements are loosened under the KHI provisions. The motive was an attempt by Acehnese elites to have their siri wives recognized (legality) in Aceh's polygyny qanun. This finding can be an input for family law studies to create regulations that are more objective and independent, especially in regions that have special autonomous rights.

Abstract

Peningkatan kualitas Sumber Daya Manusia (SDM) Aceh perlu mendapatkan respon dari pemerintah, seiring dengan masih tingginya angka pengangguran di Provinsi Aceh. Berdasarkan data BPS tahun 2018, Tingkat Pengangguran Terbuka (TPT) tertinggi Provinsi Aceh diduduki oleh angkatan kerja yang memiliki pendidikan diploma mencapai 11,47 persen dan universitas sebesar 9,67 persen. Data ini menunjukkan bahwa lulusan perguruan tinggi belum terserap maksimal di dunia kerja. Studi kualitatif ini bertujuan untuk mengidentifikasi peran dari pemerintah, universitas dan dunia industri dalam pengembangan SDM di Provinsi Aceh. Hasil penelitian menunjukkan bahwa pemerintah mempunyai peran dalam mewujudkan kebijakan maupun program yang mendukung pengurangan pengangguran. Sementara itu, universitas berpeluang untuk meningkatkan kualitas lulusan melalui merumuskan kebijakan kurikulum yang mampu menjawab tuntutan industri melalui kegiatan tridarma perguruan tinggi. Kemudian, dunia industri membuka diri untuk bekerjasama dengan universitas melalui kegiatan berkaitan dengan pengembangan SDM Aceh, sehingga menghasilkan SDM sesuai yang diharapkan. Namun, kolaborasi pemerintah, universitas dan industri dalam pengembangan SDM di Provinsi Aceh belum berjalan efektif. Hal ini dapat ditemukan bahwa antara pemerintah, universitas dan industri masing-masing masih berjalan sendiri dalam penyerapan kebutuhan tenaga kerja di Provinsi Aceh. Sehingga, angka pengangguran angkatan kerja universitas masih tinggi. Oleh karena itu, kolaborasi antara pemerintah, universitas dan industri diperlukan dalam pengembangan SDM di Provinsi Aceh.

Abstract

Abstract: Poverty alleviation and social inequality in Indonesia is a very complex issue overall in various regions in Indonesia Extreme poverty alleviation refers to deliberate efforts aimed at reducing or eliminating extreme poverty, which relates to circumstances in which individuals or households live below the poverty line is so small that they cannot meet their basic needs to survive. This study aims to analyze the extreme poverty alleviation model to prevent social inequality in Indonesia from the perspective of Islamic sociology and law and focuses on reviewing these problems through the perspective of sociology and Islamic law. The qualitative research method is descriptive. Source of data obtained through the official website, mass media, journals, regulations, and books. The data analysis technique uses the Nvivo 12 plus analysis technique which uses the crosstab feature. The results of the study show that the extreme poverty alleviation model that is applied is budgeting and collaboration. Poverty alleviation to prevent social inequality in Indonesia has been carried out by the Government of Indonesia to reduce the poverty rate to 0 percent in the following year. Poverty alleviation in Indonesia through the budgeting system requires the implementation of well-structured and sustainable strategies. Budgeting and collaboration between government and society play an important role in allocating appropriate resources for initiatives and policies aimed at reducing or eliminating extreme poverty. Abstract

Towards the democratic party in Indonesia, identity politics has become a tool used for political campaigns to influence voters. The focus and purpose of this study are to analyze the dynamics of identity politics approaching the 2024 elections through social media from the sociology of religion perspective. This study used the theory of identity politics put forward by Manuel Castells (2007). The method used was a descriptive qualitative approach. Data sources were obtained through websites, journals and social media. Data analysis techniques used content analysis techniques and Nvivo 12 plus analysis techniques. The results showed a review of Manuel Castells’ theory (2007) regarding legitimacy, resistance, and project identity. Political parties are building good track records and campaigning on platforms that can meet voters' expectations, the concept of "resistance identities" for the 2024 elections. Groups of people who feel dissatisfied with government policies or their representatives can articulate their "resistance" identities, including ethnic, religious, or cultural groups that feel neglected and "project identities." Political parties and candidates can also try to build "project" identities by offering concrete visions and programs that focus on solutions to concrete problems faced by society.

Abstract

This research aims to analyze the implementation of waste reduction and Swedish zero waste management policies in Indonesia to realize SDGS-responsible consumption and production. This research uses qualitative methods with descriptive analysis, the data sources obtained come from journals, websites, Twitter, and other social media. Data analysis techniques use Nvivo 12 Plus analysis techniques. The research results show several examples of the adoption of zero waste practices from Sweden in Indonesia, namely trash cans, which were inspired by "pantbanken" in Sweden, composting, and reusing used goods. The implementation of Zero Waste in Indonesia is also guided by the policies that have been established by the government regarding the reduction of waste in realizing SDGs point 12, namely Ensuring Sustainable Consumption and Production Patterns, is still in the early stages but several initiatives have emerged in various regions such as waste banks, Zero Waste communities, Zero Waste businesses. However, there are still obstacles to implementing Zero Waste in Indonesia, including a lack of public awareness, lack of infrastructure, low industry participation, and economic challenges.

Abstract

This research focuses on the implementation of open data Aceh in realizing public transparency through a diclosure theory review. Data sources were obtained through open data Aceh, journals, laws, and online news. The data analysis technique uses Nvivo 12 Plus analysis. The results showed that there were challenges faced in the implementation of open data Aceh and did not rule out the good thing that the Aceh government had also carried out its authority duties in providing transparency to the public. Disclosure Theory is a concept that explains how, why, and to what extent information is disclosed by individuals or organizations. The application of this theory in the context of Open Data Aceh can provide an interesting picture of how the Aceh government manages, discloses, and utilizes data for various purposes for the public, researchers, and others who need this information.

Abstract

The Family Hope Program (PKH) is one of the Indonesian government’s primary instruments for poverty alleviation through conditional cash transfers. In Bandar Dua Subdistrict, Pidie Jaya Regency, however, its implementation continues to face challenges, particularly inaccurate beneficiary data and a high level of dependency among recipient households. This study aims to evaluate the implementation of PKH, focusing on data accuracy and its impact on household self-reliance. A qualitative approach was adopted, employing in-depth interviews, field observations, and document reviews related to program execution. Data were analyzed thematically to identify recurring issues and contributing factors. The findings indicate that several beneficiaries no longer meet the eligibility requirements yet remain in the program due to weak data updating and verification mechanisms. Furthermore, a significant proportion of recipients exhibit strong dependence on PKH assistance, which hinders their transition toward economic independence. This dependency is largely influenced by the limited effectiveness of empowerment initiatives and the insufficient use of assistance for income-generating activities. Based on these findings, it is recommended that beneficiary data verification be conducted regularly with the active involvement of village authorities, and that economic empowerment components be reinforced. Strengthening these aspects will help ensure that PKH functions as a transformative intervention aimed at fostering self-reliance, rather than merely serving as a palliative measure for short-term poverty relief.
