Abstract

  Gejala formalisme agama di Indonesia lebih sering diidentikkan dengan formalisasi syariat. Formalisasi syariat Islam yang dilakukan oleh beberapa kalangan umat Islam tidak hanya dipandang dalam satu sisi yaitu sebagai perwujudan pelaksanaan kewajiban-kewajiban agama. Kemunculan kembali ide penerapan syariat Islam merupakan reaksi terhadap kelemahan yang menimpa umat Islam saat ini. Sebagian kalangan meyakini bahwa jika umat Islam kembali ke ajaran agamanya, maka akan dapat keluar dari masalah yang dihadapi dan kembali menjadi pemimpin dunia. Munculnya berbagai gerakan keagamaan dalam konteks sosial maupun aliran keagamaan, tentu saja bukan disebabkan pemahaman yang keliru terhadap ajaran Islam melulu, tetapi juga sebagian besar karena didorong oleh faktor kemiskinan dan ketidak-berdayaan umat Islam. Peran kaum terdidik dari umat Islam adalah salah satunya memberi pencerahan (al-Tanwir) bukan pemalsuan (al-Tazwir) dengan mengedepankan politik yang santun dan jujur, serta ajaran Islam yang benar dan damai (rahmat lil Alamin), sehingga dapat menciptakan masyarakat muslim yang berkualitas di masa depan.

Abstract

The passage of Act No. 18, 2001 on regional autonomy and followed up with the issuance of Qanun No. 4, 2003 on mukim, and Qanun No. 5, 2003 on gampong and reinforced by UUPA No. 11, 2006 on Acehnese government is a history of social identity of Acehnese society, which has been neglected during the conflict. The regional government has made some breakthroughs and one of the breakthroughs was gampong revitalization through a program called “back to gampong”. The study aims to answer the dynamic of revitalization of gampong institution in the middle of special autonomy implementation and the implementation of Qanun gampong in the administration of gampong institution. The study shows that the implementation of program “back to gampong” encourages the strengthening process of gampong institution as well as weakens the institution itself. The development of gampong that focuses on physical aspect has created coordination gap among officials of gampong institution in planning system and financial management.  The tug in the mechanism of financial development and management at gampong has created a space for the involvement and influence from gampong elite in gampong governance. Non-uniform honorary allocation for gampong governmental apparatus is one of indicators of weak role and function of gampong cultural institution because the previous inherent communal values have been calculated economically.

Abstract

The Population and Civil Registration Service of Banda Aceh city continues to make various efforts in providing population administration services to the community. One of the innovations that developed was an online birth registration, where the community utilizes modern technology. The recording model has become stimulation for other regions in Aceh who want to apply the same thing. Even, there were other areas that have learned good practices that had been implemented in Banda Aceh. This study aims to determine the background that led to the initiation of online birth registration and the impact of online birth registration on the expansion of birth ownership. The research method used was qualitative research and the data were analyzed descriptively. Data were obtained through in-depth interviews with relevant stakeholders. The results showed that the background that led to the creation of online birth certificates were: to utilize modern technology; to facilitate the community; to implement the inspiration that came when was doing a comparative study to Pasuruan with the Education and Community Study Center (PKPM) team and the presence of community that had no time to conduct the birth certificate. The existence of online birth registration has a very big impact on the community, which increasing the scope of birth certificates and speeding up the management process which can be handled at any time and at any moment.

Abstract

This study discussed the involvement and the ideology of politics of Taliban, HUDA in the Aceh peace process. Since the emergence of the Rabithah Thaliban Aceh movement (which later briefed as RTA) on April 7, 1999, was inseparable from social and political turmoil when the issues of referendum developed widely in the community. The power built by Thaliban and HUDA has been able to bring considerable influence in the event of political accumulation when the issues of referendum and independence became a requisite for the process of resolving the Aceh conflict. The peace process realized in Aceh in 2004 by involving international parties to the realization of the peace agreement in Helsinki. Thaliban and HUDA again voiced and gave political ideas in the arena of social and political development in Aceh. The struggle was intensified when the wishes of the people were not the same as the needs of the State.

Abstract

This writing aims to describe al-Maus’ul ‘an Ra‘iyyah in prophet’s hadis (Textual and Contextual Interpretation Studys). Sentence al-Mas’ul ‘an Ra‘iyyah means a leader’s respomsibility. In hadith mentioned that all in the world is leader and will be asked his responsibility in here after. Human being created by Allah, has two big tasks and responsibility. First: as a servant who is obliged to increase worship. Second: as a messenger. Task and responsibility is trustworthy Allah, honestly many human being skill in carrying out the trustworthy so that responsibility report rejected by Allah. Thats why, to further analyze about al-Mas’ul ‘an Ra‘iyyah in hadith prophet saw. the auther collects meaningfull data Ra‘iyyah (leader) by searching hadith’s saw, in this process the researcher finded four terms, are term Khalifah, term Imam, term Ulim Amri dan term Sultan. Then the researcher analyzed the hadith al-Mas’ul ‘an Ra‘iyyah contained in the Sahih al-Bukhari, then Textual and Contextual Interpretation Study

Abstract

Melalui UU Otonomi Khusus No. 18 Tahun 2001, pemerintah Aceh melakukan penataaan kembali struktur lembaga mukim dan gampong. Perubahan ini dikuti oleh disahkannya Qanun No. 4 Tahun 2003 tentang mukim dan Qanun No. 5 Tahun 2003 tentang pemerintahan gampong. Aturan-aturan yang tersusun dalam sebuah gampong menjadi alat untuk menciptakan tatanan masyarakat yang harmonis dan equilibrium dalam sebuah gampong. Karenanya ketika reusam merupakan adat yang disebut kemudian adat reusam dituangkan dalam Qanun gampong tidak lain menjadi legitimasi struktural maupun kultural eksistensi pelaksanaan nilai-nilai adat dalam tata kelembagaan gampong.

Abstract

Several studies have shown that there is an increase in bilirubin levels, leukocytes, and blood pressure in acute phase strokes. The purpose of this study was to determine the relationship between liver function levels, leucocytes, and blood pressure with the functional outcome of acute stroke. The method was a cross-sectional study with a sample size of 30 people who were selected by consecutive non-random sampling method, clinically proven acute stroke patients, and computed tomography (CT) scan. They were studied at the General Hospital of the Adam Malik Center. Demographic data were analyzed using descriptive statistics. The results showed that all subjects did not differ in terms of demographic characteristics. This study concluds that there is no relation between liver function (total bilirubin, direct bilirubin, indirect bilirubin, serum glutamic oxaloacetic transaminase [AST], serum glutamic pyruvic transaminase [SGPT], alkaline phosphatase [ALP]), leukocytes, and blood pressure with acute stroke functional outcome. The functional outcome in acute hemorrhagic stroke is worse than acute ischemic stroke. Higher levels of liver function, leucocytes, and blood pressure were found in patients with the worse functional outcome though not significantly associated.

Abstract

Public service is a responsibility that governments must render to their people, as efforts of the state to meet the needs of its citizens and the rights of their citizens. One form of public service required by governments in services is the provision of public transportation. But with the rapid advance in information technology in the globalization, transport services have emerged from many types, one of which is online-based transportation. However, the high interest the city of Banda Aceh on online transportation has led to a conflict between online transportation and conventional transport, using this type of qualitative research using descriptive methods. The results of this study suggest that the role of the ministry of decommissioning today in addressing the conflict between transportation online and conventional transport has not yet been established by the city Dinas Perhubungan Banda Aceh in regulating the smooth operation of both transports and the lack of the same facilities provided for them. As for the mediation strategy, the negotiations between the two transport groups have also not been carried out by the city's Banda Aceh Dinas Perhubungan which is aimed at resolving the conflict between the two.
