Abstract

Integrated Tourism Village Development (IRTD) proposes an intervention strategy for developing Tourism Villages in Cikole Hamlet, Neglasari Village, Garut Regency to generate opportunities for people in rural areas. This approach also aims to earn a sustainable income to complement their current earnings, contribute to equitable territorial development, and shape the environment. Neglasari Village is located in South Garut, designated as a tourism development area—encouraging the tourism industry's rural development. This village has several hamlets, one of which is the Cikole Hamlet, with the main attraction being tea, coffee, ginger, onion, and other plantations. However, the Cikole Hamlet community does not carry out the existing traditions. However, the potential of local culture can still be used as a supporting attraction and a preservation effort. For the sake of the sustainability of the existence of Neglasari Village as a tourist village, it is necessary to identify, assess and prioritize village tourism assets by using a Tourism Village Feasibility Assessment with the IRTD (Integrated Rural Tourism Development) Assessment Method to create sustainable development opportunities, in Cikole Hamlet, Neglasari Village, Garut Regency.

Abstract

Siguntang Hill is a small hill or the highest point in Palembang City with an altitude of 26 meters above sea level. It has historical significance from the royal period found in Palembang City and has various potential as a pilgrimage tour because there are 7 tombs located there. However, the condition of the tombs has deteriorated, and many buildings are not suitable for visiting. The purpose of this research is to review and analyze the management and development strategies of tourist attractions in Siguntang Hill as pilgrimage tourism. The research method used is a qualitative method with a descriptive approach, with data collection techniques in the form of documentation studies, observations, and interviews. The results of the study explain that the strengths of Bukit Siguntang include its central location in the city, accessibility via various transportation fleets, beautiful and cool panorama, and the presence of a King's Tomb which is an icon on Siguntang Hill. The weaknesses include the poor condition of the tombs, lack of human resources in the field of tourism, and limited physical resources for the development and management of facilities at Siguntang Hill. The opportunities include the support of the central government to make Siguntang Hill more attractive, hosting the Siguntang festival activities held regularly every year, and renovations to change the image of Siguntang Hill into a pleasant place to visit. The threats include the lack of dominance of pilgrimage tourism activities at Siguntang Hill, the emergence of competitors as tourist destinations in Palembang City, and the condition of the tombs eroded by time. Bukit Siguntang has significant potential as seen from the SWOT (IFAS and EFAS) analysis, with an IFAS matrix value of 1.7 and an EFAS matrix value of 1.3.

Abstract

The tourism industry is a rapidly growing sector that significantly contributes to economic development, particularly through small tourism businesses. However, these businesses face various risks, including economic uncertainty, natural disasters, regulatory changes, and fluctuations in tourist demand. This study aims to analyze risk management strategies employed by small tourism enterprises to enhance their sustainability and competitiveness. Using a qualitative approach, the research explores various risk mitigation practices, such as financial management, service diversification, and adopting digital technology in business operations. Findings indicate that the ability of small tourism businesses to manage risks effectively depends on the owners' preparedness to identify and address potential threats. Key challenges include limited access to capital, informal business management, and inadequate financial record-keeping, often hindering long-term growth. To overcome these challenges, businesses adopt strategies such as improving financial literacy, implementing structured operational procedures, and leveraging digital marketing tools. Moreover, government support in the form of simplified licensing processes, financial training programs, and tourism promotion initiatives plays a crucial role in strengthening small tourism enterprises. This study contributes to the existing literature by offering empirical insights into small tourism businesses' practical risk management approaches. The proposed conceptual framework is a foundation for future quantitative research, enabling further examination of the relationships between risk factors, mitigation strategies, and business performance. By implementing structured risk management practices, small tourism businesses can enhance their resilience, sustain growth, and remain competitive in the evolving tourism industry.
