Palembang: Penerbit & Percetakan Universitas Sriwijaya (UNSRI).The ladybug (Coleoptera: Coccinellidae) is considered to have an influence on the cultivation of solanaceae crops because there are many types as biological control agents for plant pests and as phytophagous insects. The purpose of this study was to determine the types of ladybugs on Solanacae crops in Ogan Ilir Regency, South Sumatra, Indonesia. The sampling method used 2 techniques with insect nets swinging infinity on the plant canopy and direct collection techniques, namely taking directly by hand. Sampling of the ladybug in the field was carried out 3 times in each field. Sampling of the ladybug was carried out in the morning at around 07.00-10.00 am. Based on the results of sampling in the field, the beetles found were Coccinella sexmaculata, Verania discolor, V. lineata, C. repanda, and Epilachna admirabilis. This ladybug has different morphological characteristics, body size, and distribution between predatory ladybugs and phytophagous ladybugs. The species of ladybug that acts as a natural enemy is most commonly found in chili plantations. The predatory ladybug can control the attack of A. gossypii on eggplant and chili plantations. Coccinellidae phytophagous is a plant-eating ladybug that is commonly found in eggplant plantations. The conclusion in this observation is that there are 5 species of ladybug, 4 predatory ladybugs and 1 phytophagous ladybug. Research related to the identification and inventory of the ladybug (Coleoptera: Coccinellidae) needs to be improved as information on the types of ladybug species is useful in the management of solanaceae cultivation in order to further increase solanaceae crop yields in Ogan Ilir Regency.

Abstract

This article examines the validity and accountability of Indonesian’s President based on the procedures and content of the office’s oath. The research method used is doctrinal, with a legislative approach and a constitutional comparison of fifty countries in the world that adhere to the presidential system of government. The results shows normatively, the authority to inaugurate the president is given to the People's Consultative Assembly (MPR) based on Article 9 of the 1945 Constitution. However, in practice, MPR doesn’t inaugurate the president because it only witnesses the president reciting the oath. Nevertheless, the practice of inauguration is still valid. A comparison of fifty countries shows a trend of the president taking the oath before parliament with the alternative of taking the oath before the Supreme Court (MA) if the MPR is absent. This trend is also applied in Indonesia, but ideally swearing before the Supreme Court is no longer relevant in Indonesia. Seeing the coherence and logical consequences of the president's relationship in formal accountability is closer to the Constitutional Court, in this case as a priveligiatum forum for impeachment events. Thus, the procedure for swearing in the president is more appropriate in front of the MPR, witnessed by the Chairperson of the Constitutional Court. For the oath content , although it is not explicitly stated to whom, the moral responsibility of the president is still addressed to the people as the mandate giver.

Abstract

This paper departs from the problematic arrangements for the term of office of the president and vice president that have been regulated in Article 7 of the 1945 Constitution of the Republic of Indonesia. The article has not accommodated the regulation of the term of office if the country is in a state of emergency and leaves a question regarding the possibility of re-election of the president and vice president who have been elected previously. The purpose of this research is, first, to provide an analysis of the need to regulate the term of office of the president and vice president when the country is in a state of emergency and second, to analyze the need for changes in the circulation of periodicity and tightening of the norms. The type of research used is normative legal research using conceptual and comparative constitutional approaches. The results of the research show that reformulation of the regulation of the term of office of the president and vice president is needed on 2 (two) matters. First, the provisions regarding the term of office of the president and vice president if the country is in a state of emergency which is also carried out by several countries. The urgency of this arrangement can be seen from the experience of emergencies that have occurred in Indonesia. Secondly, it is necessary to circulate periodization and tighten arrangements regarding the possibility of re-election of the president and/or vice president. For accountability, the re-election of the president and/or vice president should only apply if done consecutively. The tightening is intended to close the space for misinterpretation of the existing provisions that the constitution has opened the opportunity for the president and/or vice president to serve more than 2 (two) periods if the partner is a different person.

Abstract

Tulisan ini dilatarbelakangi oleh adanya pro kontra terkait penerapan konsep keadilan restoratif dalam penegakan hukum kasus investasi ilegal di Indonesia. Pada tulisan ini akan mengkaji pengaturan dan upaya aparat penegak hukum serta penerapan restorative justice dalam penegakan hukum kasus investasi ilegal di Indonesia. Metode yang digunakan adalah penelitian hukum normatif. Regulasi berkaitan dengan investasi ilegal diatur pada Undang-Undang Nomor 10 Tahun 1998, Undang-Undang Nomor 25 Tahun 2007, dan Keputusan Anggota Dewan Komisioner OJK Nomor KEP-72/D.04/2021. Lembaga yang berwenang di sektor keuangan dalam hal ini OJK melalui SWI tidak memiliki kewenangan untuk menindaklanjuti kasus investasi ilegal selain dari pemblokiran terhadap situs/website/aplikasi sehingga hanya menyampaikan laporan informasi ke Bareskrim Polri. Sementara itu, Keadilan Restoratif dapat diterapkan dalam penegakan hukum kasus investasi ilegal di Indonesia dengan mempertimbangkan instrumen hukum yang berlaku, tujuan, dan kendala terkait. Namun, penerapannya harus memperoleh persetujuan dari korban. Penerapan keadilan restoratif dalam penegakan hukum kasus investasi ilegal memerlukan upaya optimal dalam penelusuran pelaku, baik pelaku utama maupun pelaku lain yang terlibat, melalui koordinasi antara Satgas Waspada Investasi dan Badan Cyber Nasional untuk mencegah pihak-pihak lain yang kembali membuka penawaran investasi ilegal. Apabila berlanjut pada tahap ajudikasi atau penuntutan, restitusi dapat dilakukan dengan melibatkan Lembaga Perlindungan Saksi dan Korban.

Abstract

When discussing illegal investment cases, of course some investors are victims. This paper is motivated by the pros and cons related to the application of the concept of restorative justice in law enforcement of illegal investment cases in Indonesia. This paper will examine the arrangements and efforts of law enforcement officials and the application of restorative justice in law enforcement of illegal investment cases in Indonesia. The method used is normative legal research. Regulations relating to illegal investment are regulated in Law Number 10 of 1998, Law Number 25 of 2007, and Decree of OJK Board of Commissioners Number KEP-72/D.04/2021. The authorised institution in the financial sector, in this case OJK through SWI, does not have the authority to follow up on illegal investment cases apart from blocking the site/website/application so that it only submits information reports to the Police Criminal Investigation Unit. In preventing and prosecuting rounds of companies that invest illegally, OJK has a preventive and repressive role regulated in the OJK Law. Meanwhile, restorative justice can be applied in the prosecution of illegal investment cases in Indonesia, taking into account the applicable legal instruments, objectives, and related constraints. However, its application requires the consent of the victim. The application of restorative justice in the prosecution of illegal investment cases requires optimal efforts in tracing the perpetrators, both the main perpetrators and other actors involved, through coordination between the Investment Alert Task Force and the National Cyber Agency to prevent other parties from reopening illegal investment offers. If the case proceeds to the court or prosecution stage, restitution can be made by involving the Witness and Victim Protection Agency.

Abstract

Pelaksanaan kegiatan pengabdian masyarakat berupa penerapan teknologi biopori di Desa Air Gantang yang dilaksanakan oleh mahasiswa KKN dari Universitas Muhammadiyah Bangka Belitung dengan tujuan yaitu untuk mendukung pengelolaan sumber daya air serta mengurangi limbah organik. Program ini diawali dengan penyuluhan kepada masyarakat dan pemuda desa tentang manfaat dan cara kerja teknologi biopori. Setiap rumah diberi dua pipa biopori yang ditanam sedalam 50 cm, dan partisipasi aktif dari pemuda desa sebagai pelaksana dan penggerak dalam lingkungan sangat penting untuk memastikan keberhasilan program ini. Hasil dari kegiatan tersebut menunjukkan adanya peningkatan yang signifikan dalam penyerapan air hujan oleh tanah, yang membantu menjaga ketersediaan air dan memperbaiki kualitas tanah, serta mengurangi limbah organik dari rumah tangga yang berkontribusi pada pengurangan polusi dan pemanfaatan limbah menjadi pupuk kompos alami. Secara keseluruhan, penerapan teknologi biopori ini bukan hanya solusi berkelanjutan untuk pengelolaan air dan limbah, tetapi juga berfungsi sebagai media edukasi dan pemberdayaan masyarakat agar dapat berperan aktif dalam menjaga sumber daya alam. Keberhasilan program ini memberikan kesempatan untuk mengembangkan model yang serupa di desa lain yang mengalami permasalahan yang sama.
