Abstract

Repetitive Scheduling Method is a scheduling method tailored specifically for projects with repetitive activities. Repetitive Scheduling Method ensures that repetitive activities are not interrupted, however, the resulting schedule is not optimized. Project optimization is done to optimize the cost and duration to be as optimized as possible, but applications of project optimization in repetitive projects are inefficient and leaves a lot of room for error. One possible solution is by using dynamic programming method to optimize the project, in which the optimization will be done through a program. This research is done on a housing settlement project in Bogor, West Java. Research analyses uses dynamic programming with the program Python and Google OR-Tools. This research starts by designing a set of dynamic programming script for project optimization, testing it on a project, and comparing it to manual application. Project optimization analyses using dynamic programming will result on comparisons between cost and duration in a project. Research results proves that the dynamic programming method are faster and more efficient than manual application.   Abstrak Repetitive Scheduling Method adalah suatu metode penjadwalan yang dirancang khusus untuk proyek dengan pekerjaan berulang. Repetitive Scheduling Method memastikan kelangsungan aktivitas berulang tidak terinterupsi, tetapi jadwal yang dihasilkan biasanya memiliki biaya yang tidak optimal. Percepatan proyek bisa dilakukan untuk mempercepat durasi dan mengecilkan biaya, hanya, penerapan percepatan proyek pada proyek repetitif tidak efisien dan memiliki banyak ruang untuk kesalahan. Salah satu solusi yang bisa digunakan untuk optimasi proyek adalah dynamic programming, dimana data akan diolah oleh program komputer. Penelitian akan dilakukan pada sebuah proyek perumahan di Bogor, Jawa Barat. Analisis penelitian akan menggunakan metode dynamic programming dengan program Python dan Google OR-Tools. Penelitian ini dimulai dengan mengembangkan serangkaian script dynamic programming untuk optimasi proyek, mengujinya terhadap proyek, dan membandingkan dengan proses optimasi secara manual. Hasil analisis menunjukkan bahwa penggunaan dynamic programming lebih efisien dan lebih cepat dibanding dengan manual.

Abstract

High-density concrete (HDC) has been extensively employed as radiation shielding owing to its high density and capacity to absorb gamma rays and neutrons. The optimal average density of HDC for protecting against various types of radiation generally ranges from 2.2 g/cm³ to 3.5 g/cm³. This density may vary depending on the type of aggregate used, such as serpentine, barite, siderite, magnesite, and others. The study analyzes the use of high density concrete as a radiation protector using systematic literature review. The research method uses the PRISMA methodology with data search using the Publish or Perish (PoP) application with the keywords "High-Density Concrete," "Materials," and "Radiation Shielding" on the Scopus database. Bibliometric analysis using VOSviewer visualizes relationships between key terms in research. The results show that the average optimal density on high density concrete for radiation protectors varies, depending on the type of aggregate used.The selection of aggregates has a significant impact on the performance of concrete in radiation protectors. Aggregates such as barite, hematite, magnetite, and industrial waste (such as CRT glass and EAF barrel) are effective in enhancing radiation protection performance. Overall, the compressive strength of high-density concrete is an important factor in ensuring structural stability and effectiveness as a radiation shield. This study provides an in-depth perspective on the development of high-density concrete as radiation shielding and offers directions for future research in this field.

Abstract

PT X, a company operating in the Fast Moving Consumer Goods (FMCG) sector located in East Jakarta, is expanding its Distribution Center (DC) to help increase distribution rates. Selecting the right contractor can help expedite the supply chain and shape the company's strategy. PT X faces several issues related to contractor selection with various criteria in the DC construction process. To address these issues, careful contractor selection is necessary. Multi-Criteria Analysis (MCA) methods such as Simple Additive Weighting (SAW), Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS), and Multi-Attribute Utility Theory (MAUT) are used in the contractor selection system. The SAW and MAUT methods have advantages in simple and easy calculations, while TOPSIS excels in detailed data processing. This study aims to compare these three methods in contractor selection for the DC construction tender. The research data were obtained through questionnaires and interviews with stakeholders and PT X management. The analysis results show that, based on Euclidean Distance (ED) and Average Error Rate (AER), the MAUT method is considered more suitable for application at PT X, with an ED value of 0.4012 and an AER of 0%.

Abstract

Proyek Kereta Cepat Jakarta–Bandung (KCJB) merepresentasikan tonggak penting pembangunan infrastruktur transportasi modern di Indonesia. Proyek ini menghadapi tantangan utama pada pembiayaan, kebijakan, dan keberlanjutan operasional. Penelitian ini menggunakan pendekatan kualitatif melalui studi literatur, analisis dokumen, dan wawancara untuk menganalisis hubungan antara pembiayaan, konsesi, efisiensi biaya, dan keberhasilan proyek. Hasil analisis menunjukkan terdapat 42 kode tematik, dengan pembiayaan sebagai faktor dominan sebesar 43% (18 kode), diikuti kebijakan 26% (11 kode) dan konsesi 19% (8 kode), sehingga faktor non-teknis mencapai 88%. Sebanyak 80% informan menyatakan bahwa keterlambatan arus kas menjadi penyebab utama inefisiensi, yang memicu idle cost dan keterlambatan konstruksi. Proyek juga mengalami cost overrun sekitar 20% yang menurunkan kelayakan investasi. Dari sisi kebijakan, tidak adanya lembaga permanen menyebabkan koordinasi tidak optimal. Dari sisi konsesi, kontrak 50 tahun tidak cukup adaptif terhadap perubahan biaya. Penelitian ini menegaskan bahwa integrasi pembiayaan, kebijakan, dan konsesi menjadi kunci keberhasilan proyek, sehingga diperlukan reformasi pembiayaan, penguatan kelembagaan, dan konsesi yang lebih fleksibel

Abstract

Hospital infrastructure projects are inherently complex due to their exposure to dynamic healthcare regulations, fiscal constraints, long-term financing arrangements, and technological innovation. Regulatory uncertainty has emerged as a critical institutional factor influencing project performance; however, its impact within hospital projects remains insufficiently synthesized. This study employs a Systematic Literature Review (SLR) following PRISMA 2020 guidelines to analyze 19 peer-reviewed studies published between 2022 and 2026 that examine the relationship between regulatory uncertainty and project performance. The findings indicate that 42.1% of the reviewed studies report a positive association between regulatory uncertainty and cost overruns, while 36.8% identify significant links to schedule delays. The effect on quality outcomes is non-linear: some studies reveal quality deterioration due to time and budget pressures, whereas others demonstrate that stable and stringent regulatory frameworks enhance technical quality and accountability. These mixed findings suggest a regulatory–performance paradox, where regulatory volatility increases risk and inefficiency, but regulatory stability strengthens governance and long-term project sustainability. This study proposes a conceptual framework positioning regulatory uncertainty as an institutional mediator between governance structures, financing mechanisms, and hospital project performance, offering implications for policy design and risk management in healthcare infrastructure development.

Abstract

Construction industry often faces challenges such as payment delays, contract disputes, and a lack of transparency and administrative efficiency. Smart contract technology based on blockchain offers an innovative approach to address these issues through transparent, automated, and tamper-resistant systems. This study explores various applications of blockchain and smart contracts in construction projects, including solutions for automated progress payments, digital contract management, quality improvement, and technology-based dispute resolution, using the Systematic Literature Review (SLR) method. Smart contract systems can execute payments automatically based on verified work progress, while blockchain technology ensures secure and immutable data recording. Additionally, integration with technologies such as Building Information Modeling (BIM) and the Internet of Things (IoT) enhances real-time project management. Despite offering numerous benefits, the implementation of these technologies still faces challenges such as regulatory uncertainty, infrastructure readiness, and the need for standardization. This study highlights that the adoption of blockchain and smart contracts holds significant potential to drive efficiency, fairness, and digital transformation in the construction sector.

Abstract

Time performance is critical in construction project management, as schedule deviations can affect execution efficiency. Earned value management (EVM) is widely used in project control; however, its schedule indicator is cost-based, which can produce values that do not proportionally represent actual schedule conditions, particularly when a project shows significant acceleration (ahead of schedule). Earned schedule (ES) was developed to address this by converting schedule indicators into time units, enabling more realistic performance measurement. This study compares the effectiveness and accuracy of EVM and ES in time control for two ahead-of-schedule construction projects: a school project in Central Kalimantan (planned 13 weeks, actual 10 weeks) and a drainage project in Bogor (planned 9 weeks, actual 8 weeks). The analysis uses SV, SPI, and EAC(t) for EVM, and SV(t), SPI(t), and IEAC(t) for ES, with accuracy measured using MAPE. Results show SPI(t) is more stable and proportional than SPI. Project 1 shows ES's MAPE (30.92%) lower than EVM's (54.70%), while Project 2 shows ES (5.80%) outperforming EVM (7.86%). ES proved more accurate and is recommended as a complement to EVM, particularly for infrastructural development projects, where accurate time control helps reduce the risk of project delay. Abstrak Kinerja waktu merupakan aspek penting dalam manajemen proyek konstruksi karena penyimpangan jadwal dapat memengaruhi efisiensi pelaksanaan proyek. Metode earned value management (EVM) banyak digunakan dalam pengendalian proyek, namun indikator jadwalnya berbasis satuan biaya sehingga dapat menghasilkan nilai yang tidak merepresentasikan kondisi jadwal secara proporsional, terutama ketika proyek mengalami percepatan signifikan (ahead of schedule). Metode earned schedule (ES) dikembangkan untuk mengatasi hal tersebut dengan mengonversi indikator jadwal ke dalam satuan waktu agar pengukuran kinerja lebih realistis. Penelitian ini membandingkan efektivitas dan akurasi EVM dan ES dalam pengendalian waktu dua proyek konstruksi berkategori ahead of schedule, yaitu proyek sekolah di Kalimantan Tengah (rencana 13 minggu, aktual 10 minggu) dan proyek drainase di Bogor (rencana 9 minggu, aktual 8 minggu). Analisis menggunakan SV, SPI, dan EAC(t) untuk EVM, serta SV(t), SPI(t), dan IEAC(t) untuk ES, dengan akurasi diukur menggunakan MAPE. Hasil menunjukkan SPI(t) lebih stabil dan proporsional dibanding SPI. Proyek 1 menunjukkan MAPE ES (30,92%) lebih rendah dari EVM (54,70%), sedangkan proyek 2 menunjukkan ES (5,80%) lebih unggul dari EVM (7,86%). ES terbukti lebih akurat dan direkomendasikan sebagai pelengkap EVM, khususnya untuk proyek pembangunan infrastruktur, di mana pengendalian waktu yang akurat membantu mengurangi risiko keterlambatan proyek.

Abstract

The accuracy of project duration forecasting methods varies across different phases of project execution. This study evaluates the temporal accuracy dynamics of three Earned Value Management-based methods—Earned Value Method (EVM), Earned Schedule Method (ESM), and Kalman Earned Value Method (KEVM)—in predicting the final duration of small-scale building construction projects. Data from two school building construction projects in the Province of Central Kalimantan, Indonesia, each with a planned and actual duration of 20 weeks, were used as case studies. Accuracy was measured using Mean Absolute Percentage Error (MAPE) and evaluated based on Lewis (1982) categories. Analysis was conducted for the full project duration and separately for two phases divided at the 50% BPD threshold. Results show that ESM consistently produced the highest overall accuracy (MAPE 2.95% and 3.77%, Very Good category), while KEVM—using Vaudrey’s (2008) simplified constant C—showed the lowest accuracy in Phase 1 but achieved the best accuracy in Phase 2 (MAPE 2.42% and 3.36%), surpassing both EVM and ESM. This finding demonstrates that the Kalman Filter algorithm becomes increasingly effective as actual data accumulates over project execution, making KEVM particularly suitable for project monitoring in the latter phases of construction. These findings offer practical value for construction stakeholders seeking to strengthen the reliability of duration forecasting, supporting the delivery of resilient infrastructure for school building projects that is more efficient and timely. Abstrak Akurasi metode prediksi durasi Proyek Bervariasi sepanjang fase pelaksanaan. Penelitian ini mengevaluasi dinamika akurasi temporal tiga metode berbasis Earned Value Management (EVM), Earned Schedule Method (ESM), dan Kalman Earned Value Method (KEVM) dalam memprediksi durasi akhir proyek konstruksi bangunan gedung skala kecil. Data dari dua Proyek Bangunan gedung sekolah di Provinsi Kalimantan Tengah, dengan durasi rencana dan realisasi masing-masing 20 minggu, digunakan sebagai studi kasus. Akurasi diukur menggunakan Mean Absolute Percentage Error (MAPE) dengan kategori penilaian Lewis (1982). Analisis dilakukan untuk keseluruhan durasi proyek dan dibagi menjadi dua tahap berdasarkan batas 50% BPD. Hasil menunjukkan bahwa ESM secara konsisten menghasilkan akurasi tertinggi secara keseluruhan (MAPE 2,95% dan 3,77%, kategori Sangat Baik), sedangkan KEVM—menggunakan konstanta C hasil penyederhanaan Vaudrey (2008)—menunjukkan akurasi terendah pada Tahap 1, namun mencapai akurasi terbaik pada Tahap 2 (MAPE 2,42% dan 3,36%), melampaui EVM dan ESM. Temuan ini mengindikasikan bahwa algoritma Kalman Filter semakin efektif seiring bertambahnya data aktual, sehingga KEVM sangat sesuai untuk pemantauan pada fase akhir proyek konstruksi. Temuan ini memberikan nilai praktis bagi pemangku kepentingan konstruksi dalam meningkatkan keandalan prediksi durasi proyek, guna mendukung penyelenggaraan resilient infrastructure bangunan gedung sekolah yang lebih efisien dan tepat waktu.

Abstract

Compliance among Construction Service Business Entities (CSBEs) is essential for ensuring the delivery of safe, high-quality, and legally compliant construction projects while strengthening governance within the construction industry. Despite continuous regulatory reforms in Indonesia, maintaining consistent compliance among CSBEs remains a significant challenge due to the interaction of regulatory, organizational, and external factors. This study aims to identify and synthesize the factors influencing the compliance level of Indonesian Construction Service Business Entities through a Systematic Literature Review (SLR). The review followed the PRISMA 2020 guidelines and systematically searched publications indexed in Scopus, Web of Science, ScienceDirect, SpringerLink, Taylor & Francis Online, Emerald Insight, Google Scholar, Garuda, and SINTA published between 2015 and 2025. A total of 486 records were initially identified. After duplicate removal and eligibility screening, 52 studies met the inclusion criteria and were included in the qualitative synthesis. The selected studies were analyzed using content analysis and thematic synthesis to identify the dominant determinants of organizational compliance. The findings reveal nine principal factors influencing compliance, namely regulatory framework, government supervision and enforcement, human resource competency, organizational capacity, financial capability, information technology adoption, organizational culture, management commitment, and safety and environmental factors. Among these, regulatory quality, government supervision, human resource competency, and management commitment consistently emerged as the most influential determinants reported across the reviewed studies. This review provides a comprehensive conceptual framework that supports policymakers, researchers, and construction industry stakeholders in strengthening compliance strategies, improving governance systems, and enhancing the sustainability and competitiveness of Indonesia's construction sector.

Abstract

The objective of this study is to establish a good correlation for estimating the effective shear strength parameters of clay soils. A common constraint is the limited number of tests along the test hole, especially the effective cohesion (c'), internal friction angle (φ'), and elastic modulus. Insufficient soil tests will cause the parameters to be incompletely obtained. This study extends the authors previous correlation for very soft to soft clay (C01-C02) with medium stiff and stiff clay consistencies (C03-C04). This correlation will be established with Standard Penetration Test (SPT) results and index property data (using grain size analysis and Atterberg test). The study was conducted on fine-grained soils in Jakarta, which were categorised into two consistency categories: medium stiff clays (C03, SPT values 4 to 8 blows/ft) and stiff clays (C04, SPT values 8 to 15 blows/ft). Linear relationships were used to analyse the mean effective stress (p′) and deviatoric stress (q), with an addition of approximately 10% to account for variations in the data. The results of the analysis showed that the linear regression of p′ and q was effective in describing the soil behaviour between the two groups. The approximately 10% envelope to adjust for data variation, the effect of soil plasticity index (PI), indicates that this correlation can also be used in geotechnical design with limited triaxial test data and undisturbed sampling tests. Abstrak Tujuan dari penelitian ini adalah untuk membangun korelasi yang baik dalam memperkirakan parameter kuat geser efektif tanah lempung. kendala yang sering terjadi adalah terbatasnya jumlah pengujian di sepanjang lubang uji terutama kohesi efektif (c'), sudut geser dalam efektif (φ'), dan modulus elastisitas. Kurangnya uji tanah akan menyebabkan parameter tidak diperoleh secara lengkap. Korelasi ini akan dibangun dengan hasil uji Standard Penetration Test (SPT) dan data properti indeks (menggunakan analisis ukuran butir dan uji Atterberg). Penelitian dilakukan pada tanah berbutir halus di Jakarta, yang dikelompokkan ke dalam dua kategori konsistensi: lempung kaku sedang (C03, nilai SPT 4 sampai 8 pukulan/ft) dan lempung kaku (C04, nilai SPT 8 sampai 15 pukulan/ft). Hubungan linier digunakan untuk menganalisis tegangan efektif rata-rata (p′) dan tegangan deviatoris (q), dengan tambahan sekitar 10% untuk memperhitungkan variasi data. Hasil analisis menunjukkan bahwa regresi linier dari p′ dan q efektif dalam menggambarkan perilaku tanah di antara kedua kelompok. Sekitar 10% batas toleransi untuk menyesuaikan variasi data, pengaruh indeks plastisitas tanah (PI), mengindikasikan bahwa korelasi ini juga dapat digunakan dalam desain geoteknik dengan data uji triaksial yang terbatas dan uji pengambilan sampel yang tidak terganggu.
